Prime Minister Modi will have bilateral meetings with President Biden, Japanese Prime Minister Fumio Kishida, and Australian Prime Minister Anthony Albanese on Sunday, following the conclusion of the Quad Summit. A special event, the Cancer Moonshot initiative, is also scheduled on the sidelines of the summit. In his meeting with President Biden, India and the US are anticipated to sign several agreements, including those related to the Indo-Pacific Economic Framework and a memorandum of understanding (MoU) on drug frameworks. Beyond that, though, little is known about how the DOGE will function and how much power it — <a target="_blank" href="https://www.businessinsider.com/trump-adopts-elon-musk-plan-cut-government-spending-efficiency-reform-2024-9">and Musk</a> — will have.Musk did not respond to Business Insider's request for comment for this article. A representative for Ramaswamy declined to comment.<h2 id="2dc0c03e-9977-4403-9201-3d55e844524d">What do we know about the DOGE?</h2>Despite its name, the DOGE will <a target="_blank" href="https://www.businessinsider.com/elon-musks-doge-gets-a-government-checkmark-on-x-2024-11">not actually be a government department</a>, as departments are permanent and can only be created by Congress. Instead, it will function "outside of the government" and disband by July 4, 2026, Trump said in a statement.<div type="image" title="Trump and Musk at a rally" height="2584" width="4184" msid="115360794" hostid="261" sizebytes="161264"></div>The name DOGE is an homage to Musk's preferred cryptocurrency, Dogecoin, which shot up in value after Trump won the election. Under current law, the DOGE might not be able to accomplish much, since Congress controls federal spending."They have no power. No power at all," Elaine Kamarck, a senior fellow at the nonpartisan Brookings Institute who led efforts to reform the federal government under former President Bill Clinton, told Business Insider. "They do make recommendations, and once they make recommendations, the expectation is that the government will act on them."There's no guarantee that a recommendation will turn into a policy, especially given that many of the DOGE's suggestions will likely require congressional approval, Kamarck said.<h2 id="0f11a880-6c1f-4025-a722-a860ae33d16c">The DOGE's $2 trillion goal is something of a pipe dream.</h2>Federal spending <a target="_blank" href="https://www.businessinsider.com/trump-elon-musk-vivek-ramaswamy-department-government-efficiency-doge-2024-11">reached $6.75 trillion in 2024</a>. Multiple experts told BI that it's unlikely Musk will be able to cut his desired $2 trillion without sacrificing programs that have wide bipartisan support or fall under federal mandatory spending, like Medicare and Social Security. Kamarck called the $2 trillion goal the "most unrealistic" part of the whole DOGE plan.Trump has long been preoccupied with cutting what he sees as Washington's waste and fraud."The Department of Government Efficiency (DOGE) will ultimately be staffed and dedicated to this mission," Brian Hughes, a spokesperson for Trump's transition team, told BI in a statement.Quoting former Rep. Barney Frank, Kamarck said that excess federal spending is "marbled" <a target="_blank" href="https://www.businessinsider.com/elon-musk-vivek-ramaswamy-doge-government-efficiency-what-us-spends-2024-11">throughout the budget</a>, like fat throughout a steak, making the DOGE's desired $2 trillion in cuts tricky."It just doesn't work, unless you decide to start cutting Social Security benefits or Medicare, at which point all hell breaks loose," she told BI. "And you know, the bromance between Trump and Musk will end very quickly."Known for <a target="_blank" href="https://www.businessinsider.com/elon-musk-efficiency-companies-tesla-spacex-x-2024-11">streamlining efficiency at his companies</a>, Musk says he wants to cut bureaucracy, shrink the federal workforce, and trim the number of federal agencies down to no more than 99 (there are currently <a target="_blank" href="https://www.federalregister.gov/agencies">more than 440</a>).Douglas Holtz-Eakin, the former director of the Congressional Budget Office, told BI that he doubted that the loosely defined group would be able to accomplish much given its sprawling $2 trillion target."It is hard for me to get seriously ginned up about it until there's a real structure there that suggests that this makes some sense and has a purpose," he said. "If something is designed to do everything, it will do nothing."<h2 id="6bcaf431-1be5-4839-9b83-d0f24a7146cf">The DOGE will exist "outside of government."</h2>In one scenario, the DOGE could function as an advisory committee, which Trump can create through an executive order. The president-elect said the DOGE will work with the Office of Management and Budget, which prepares the president's budget request for Congress."They have made clear that this is a non-governmental department, which is not a familiar term, and so it's not really clear how the organization will operate because of that," Lisa Gilbert, co-president of the progressive nonprofit advocacy group Public Citizen, told BI. "It might be an advisory committee of non-governmental actors, but even from that posture, it won't have the authority to alter budgets or fire employees or rescind regulations."<div type="image" title="Donald Trump and Elon Musk" height="1910" width="2707" msid="115360796" hostid="261" sizebytes="118134"></div>Kamarck said that there are specific rules laying out how much interaction external committees can have with the government, but it's not clear how Trump, Musk, and Ramaswamy envision the <a target="_blank" href="https://www.businessinsider.com/elon-musk-doge-hiring-staff-how-to-apply-2024-11">internal infrastructure of the DOGE</a>."How are they going to talk to each other? How are they going to meet with each other? Are they going to go talk to anybody in the government, or are they just going to make up things from 50 miles away?" she said.On November 14, the DOGE <a target="_blank" href="https://x.com/DOGE/status/1857076831104434289">said in a post on X</a> that it is seeking "super high-IQ small-government revolutionaries willing to work 80+ per week on unglamorous cost-cutting." Musk said on his <a target="_blank" href="https://x.com/elonmusk/status/1857112441529700671">personal X account</a> that the positions will not be paid.<h2 id="4c25da3e-39de-44e2-a1c5-c7249f9fc728">Trump has talked about changing a key law that limits his federal spending power.</h2>Trump, Musk, and Ramaswamy may try to circumvent the congressional obstacles standing in the way of their cost-cutting agenda. Last year, Trump expressed interest in going after the Impoundment Control Act, a 1974 provision that requires the president spend funds that Congress has appropriated."Bringing back Impoundment will give us a crucial tool with which to obliterate the Deep State, Drain the Swamp, and starve the Warmongers," the president-elect <a target="_blank" href="https://www.donaldjtrump.com/agenda47/agenda47-using-impoundment-to-cut-waste-stop-inflation-and-crush-the-deep-state">said in a video</a> in June 2023.Holtz-Eakin said attempting to skirt the impoundment act would be like rewriting history, and Kamarck told BI that any attempt to not spend money that Congress has appropriated poses big Constitutional questions."If he tries to change the law so that he can impound funds, my guess is there'll be a fight in the Congress and he'll lose," she said.<h2 id="4956dc95-91da-4028-b1b3-d843a1509397">Musk could bump up against many conflicts of interest but likely wouldn't have to divest from his companies.</h2>If the DOGE is a federal advisory committee, Musk and Ramaswamy would likely be "special government employees," who are experts or consultants that can work for a federal agency or the White House for up to 130 days. They do not get paid and, crucially, would not have to divest from their companies."They've been clear also that they're staying in their roles as the heads of companies and in other places," Gilbert said. "Not being a part of government means they don't have to deconflict themselves."In a press release for Public Citizen, Gilbert said that Musk's "own businesses have regularly run afoul of the very rules he will be in position to attack" as the DOGE co-lead.<div type="image" title="Donald Trump and Vivek Ramaswamy" height="5504" width="8256" msid="115360795" hostid="261" sizebytes="4296554"></div>In the role, Musk and Ramaswamy would still be bound to federal ethics laws and have to recuse themselves from conversations that affect them personally, <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-11-14/doge-what-can-musk-do-with-the-department-of-government-efficiency?srnd=homepage-americas">Bloomberg</a> reported. With his companies under investigation from at least 20 federal regulatory agencies and SpaceX having more than $15 billion in federal contracts, Musk could face many such conflicts.Kamarck said that there's no "firm line" about when employees need to take themselves out of discussions, but that lawyers address questions on a case-by-case basis.Musk has expressed public frustration with what he views as overbearing federal oversight, which he said has <a target="_blank" href="https://www.nytimes.com/2024/11/12/us/politics/elon-musk-vivek-ramaswamy-trump.html">slowed down his pace of business</a>.By law, meetings of advisory committees, like the kind the DOGE could be, need to be open, and Musk has no problem with the <a target="_blank" href="https://www.businessinsider.com/elon-musk-doge-leaderboard-federal-government-spending-trump-2024-11">transparency</a> — in fact, he seems to invite it. In a post on X, the billionaire promised to post all of the group's actions online <a target="_blank" href="https://www.businessinsider.com/elon-musk-leaderboard-government-spending-marketing-genius-doge-donald-trump-2024-11">"for maximum transparency</a>" and said the public should chime in with their opinions.It's also possible the group might intentionally avoid becoming a federal committee because of the increased oversight and scrutiny, Holtz-Eakin said."It's not a federal committee as far as I can tell," he said. "I think that's deliberate. If you do that, then you're subject to lots of things like a conflict of interest you have to sign off on, and I think that would be a nightmare for Mr. Musk. And so they're not going to let it tiptoe toward federal jurisdiction."Until Trump actually forms the DOGE, if he ever does, the legal and bureaucratic details remain murky, and the experts BI spoke with aren't convinced that it will work well."It sounds a little screwy, frankly," Kamarck said.

How Elon Musk's Department of Government Efficiency could actually work

In March 2023, Citigroup CEO Jane Fraser anointed Anand Selva, as the bank's chief operating officer. His mandate: oversee a deeply unsexy yet crucial initiative to regain compliance with regulators. At the time, she praised his "long track record of delivering results."So far, Selva's tenure has been rocky.In July, two regulators <a target="_blank" href="https://www.businessinsider.com/citi-jane-fraser-regulatory-citigroup-transformation-2024-7">fined Citi $135.6 million</a> for failing to make enough progress in fixing its data-management issues. The bank had agreed in 2020 to work on this problem and others, including poor risk controls, after <a target="_blank" href="https://markets.businessinsider.com/news/stocks/citigroup-slammed-400-mln-fine-longstanding-deficiencies-regulation-occ-fed-2020-10-1029660295">paying $400 million</a> in fines to the Federal Reserve and the Office of the Comptroller of the Currency. The OCC said in July that the bank had made "meaningful progress overall" but that the agency wanted to ensure Citi allocated enough resources to address the "persistent weaknesses" regarding data.These new fines are despite Citi dedicating massive resources to a firmwide initiative to overhaul the bank's technology. This program, called the <a target="_blank" href="https://www.businessinsider.com/citi-transformation-citigroup-regulatory-fine-anand-selvakesari-2024-7">"Transformation"</a> and overseen by Selva, has about 13,000 employees. Citi spent $7.4 billion on the endeavor from 2021 through 2023. This year's budget has been increased by $250 million, to more than $3 billion.The pressure is on, with Sen. Elizabeth Warren urging the OCC to "impose growth restrictions" on Citi, arguing that it has grown "too big to manage." The regulator and Citi declined to comment."We've always said that progress wouldn't be linear," Fraser said after the latest fines, "and we have no doubt that we will be successful in getting our firm where it needs to be in terms of our Transformation."For Selva, leading the Transformation is unlike any test he has faced in his three-decade career at Citi. Selva, who goes by the shortened version of his last name, Selvakesari, joined Citi as an assistant operations manager in Chennai, India, in 1991. He rose through the ranks in Asia before taking over the US consumer bank in 2019. When Fraser was made CEO in 2021, she chose Selva, who's now 57, to replace her as the global head of consumer banking.In his current role, his mandate is to make the bank safer, not to turn a profit. To do so, he has to solve for Citi's <a target="_blank" href="https://www.businessinsider.com/inside-real-reasons-behind-citi-mike-corbat-early-retirement-2020-9">decades of underinvestment</a> in its infrastructure, which affects every business line of the bank.Business Insider talked to 14 current and former Citi employees who have worked under Selva to get a picture of the challenge facing him and why he was put in charge of the bank's No. 1 priority. All but two spoke on the condition of anonymity, citing fear of reprisal or the sensitivity of regulatory matters. Three senior executives pointed to his experience navigating regulation and working with technology from running Citi's consumer bank. Gonzalo Luchetti, Selva's successor as the head of the US consumer business, told BI that serving 70 million customers required handling tremendous operational risk."If we mess it up, usually you don't mess it up for one; you mess it up for hundreds of thousands, if not millions," he said. "You have to be super good at process orientation and making sure that there's high discipline and rigor."Luchetti also emphasized Selva's longevity at Citi and experience across regions."He knows the fabric of the firm very well," Luchetti said. "The Transformation is about really repiping the machine. He's touched a lot of the machine himself."But touching the machine isn't the same as fixing it. Eight employees told BI that they were surprised that Selva was made the head of the Transformation given that he had never held a leadership role in technology or compliance. They described Citi's culture as a cliquey environment that rewards managing up over results, noting that the COO promotion followed dismal performance for the wealth unit he oversaw."The biggest job was given to a guy who with 1 ½ years in wealth wasn't able to do anything," a former managing director said.Selva has also come under scrutiny for a lawsuit filed against him and the bank by an ex-Transformation executive in May. Kathleen Martin, a former interim data chair, alleged that Selva pressured her to hide information from the OCC that would make Citi "look bad" and that she was fired in September 2023 after multiple refusals. Citi denied the accusations and filed a counterclaim in late August, alleging that Martin was fired for underperformance. Citi has recently made leadership changes to Selva's unit. The bank tapped its new tech head, <a target="_blank" href="https://www.businessinsider.com/citi-data-tim-ryan-anand-selva-memo-transformation-regulators-2024-9">Tim Ryan</a>, to lead the data effort alongside Selva and take over management of the 800-employee data team. The work on data, along with risks and controls, is paramount to the Transformation.Splitting the burden may expedite the massive task, which requires coordinating work from employees across the entire bank. Citi declined to specify a timeline, citing the confidential nature of regulatory matters. A managing director in the Transformation estimated that the work required would take about two decades.Mike Mayo, a Wells Fargo analyst, said that until Citi meets the requirements of the OCC and the Federal Reserve, the bank is in "regulatory purgatory.""Citi has thrown over 10,000 people and $3 billion and more at this problem," Mayo told BI in July. "They just have to get it done."Selva does have a long track record at Citi. Born in Madurai, a large city in southern India, he studied engineering and played basketball at the Coimbatore Institute of Technology. He earned his master's in business administration at Madurai Kamaraj University before joining Citi in 1991.Selva made his name at Citi by shaping its consumer-bank businesses across Asia. He led retail banking in China and India before taking over the Asia Pacific market in 2015. His approach was digital-first, eschewing branches for banking apps. Despite closing 60% of bank branches in Asia from 2016 through 2018, Selva grew deposits by 10%.<div type="image" title="Citi's Anand Selva speaking at a panel, seated and wearing a pinstripe suit and a red tie." height="3307" width="4960" msid="114093573" hostid="261" sizebytes="2310830"></div>"He's very tech and digital-oriented," Luchetti said. "We've been to China together to look at startups and firms that were disrupting the world. He was always very connected with learning more about technology, had that curiosity, and then the execution chops to get it done here."In 2019, Selva moved from Singapore to New York, where he now lives with his family, to run the US consumer bank. He assumed the global consumer-banking business from Fraser in 2021. Selva leaned on credit-card and lending offerings, launching products like Citi Custom Cash which allowed customers to pick their reward categories, and Flex Pay, a buy-now, pay-later service. Under Selva, Citi was the No. 2 issuer of credit cards in the US, and deposits grew by more than a third, to about $220 billion.In 2021, Citi started divesting itself of more than a dozen consumer-bank markets across Asia, Europe, and the Middle East. Selva was an important player on both sides of the table, according to Adora Tidalgo, the head of operational risk management at Citi. She said he helped find Asian acquirers that maximized value for Citi while keeping the businesses running smoothly with low attrition."That skill of balancing how much you want to bring in terms of revenue and the credit loss you want to take is really a skill that very much needs to be honed in the consumer space," she said. "That balancing, to me, I have seen Anand over the year been very successful in doing that."There have been some bumps in the road. As part of Fraser's reorganization of the bank in 2021, Selva gained oversight of a newly formed wealth unit and its new leader, Jim O'Donnell. Six current and former managing directors told BI that Selva's approach focused more on scale and digital offerings than high-touch client service. For instance, he didn't approve loans that failed to meet a certain threshold of return, even if it meant losing an important client, two former managing directors said."The way that every private banker on earth thinks about relationships is you need to invest in relationships, and then as you start to do more business with clients, you start getting more and more valuable opportunities with them," one of the former managing directors said. "You have to look at the relationship. You can't just look at every single transaction."Employees argued that Selva's playbook may have worked to build scale in Asia but not to satisfy well-heeled — and much more sought-after — US clients."I think Anand's decisions were comparing everything to what he knew from his time in Asia, and they are completely different markets," another former managing director said. "In Asia, Citi has a very recognizable brand, and people actually want to bank with Citi. You don't have to sell it that hard."<div type="image" title="Citi CEO Jane Fraser testifying at Congress" height="3828" width="5846" msid="114093582" hostid="261" sizebytes="314760"></div>The wealth business' revenue dropped by 6% year over year at the end of 2022. Fraser called the division's performance "disappointing." O'Donnell's reign over wealth was cut short in January 2023, and it was later placed under <a target="_blank" href="https://www.businessinsider.com/andy-sieg-citi-wealth-management-ceo-2024-6">Andy Sieg</a>, the former head of Merrill Wealth Management. With Citi on a campaign to divest itself of 14 international consumer-bank markets, Selva's remit shrank.His appointment as COO thrust him into the spotlight. Tidalgo told BI that he was no stranger to the task of dealing with regulators."When you are the head of a country, you are the face of Citi to the regulators. Good, bad, or indifferent, you have to face them," she said. "That's part of the job."Citi's Transformation and its challenges predate Selva's appointment as COO. It existed as a firmwide initiative before the October 2020 fines but was kicked into overdrive after Citi entered consent orders with the OCC and the Federal Reserve.It can be viewed as two parts. The most visible is the strategy to simplify and modernize the bank, such as divesting Asian consumer businesses, removing five layers of management, and <a target="_blank" href="https://www.businessinsider.com/citigroup-reorganization-layoffs-management-overhaul-reorganization-jane-fraser-stock-price-2023-9">reorganizing</a> so that the five business lines report directly to Fraser.The second part is meant to address the 2020 consent orders. The initiative is separated into seven programs, including finance, compliance, and risk and controls. While some 13,000 employees are dedicated to the Transformation, much of this work is carried out by employees across the bank. Selva sits at the center, coordinating these efforts. He's in a tough position, as much of the Transformation's work is executed by employees in other divisions."The challenge with the Transformation role is you are accountable yet not responsible," the managing director in the Transformation said. "The role is really coordinating and getting others to do what they need to do, which is very different from running a business where the entire team follows your lead, you own it, you have the ability to actually get them to do this stuff."When everyone is accountable, effectively no one is, a former senior vice president in the Transformation said. Matters got stuck in bureaucracy, bouncing from one department to another and being debated in committee for months.A senior executive in the Transformation acknowledged that the programs often rely on each other's work. For example, a delay in data work can lead to one for a finance project."When we are asked sometimes why it is challenging to execute on the Transformation, one of the challenges is the interconnectivity of those seven works," she said.The senior executive said the Transformation's successes had been overlooked, partly because the bank is limited in what it can say on regulatory matters. For instance, Citi has retired or replaced a quarter of its applications, halfway to its overall goal. The bank declined to specify the number of existing or terminated applications, but as of July, it had retired nearly 300 applications this year. The senior executive also touted the bank's streamlining its risk-management workflow.But the Transformation has earned a middling grade from Citi itself. The bank evaluates the initiative's success for the purposes of a bonus program applicable to about 200 senior employees, including Selva. The recruiter Phil Waxelbaum argued that a more traditional candidate to help lead the Transformation would be a seasoned, high-ranking person from a regulatory agency. But someone with a nonbanking background such as consulting or technology can work, too, according to recruiter Jeffrey Warren. Ryan joined Citi in June after seven years leading the US business of PricewaterhouseCoopers."In situations like this when you are looking to drive transformation, you need someone who can work at the intersection of people, processes, and technology," said Warren, managing director at Russell Reynolds Associates. "That includes working from within and likely driving some change with new people who have experience in new technologies or new ways of doing things."Ryan is now sharing data, a significant component of the Transformation, with Selva. Another PwC alum, Citi's head of enterprise risk management, Ashutosh Nawani, will take over the chief data office from one of Selva's lieutenants, Japan Mehta, and report to Ryan. Mehta will move to another role that the bank declined to specify.Employees told BI that they thought bringing in Ryan and Nawani would help."Sure, there might be some reservation that more consultants are coming in to run Citi, but there is a positive vibe of changing senior leadership," the former senior vice president in the Transformation said. "Legacy Citi culture is what got us into this spot in the first place."While the July fines did not meaningfully move Citi's stock, they have placed the bank and the Transformation under greater scrutiny. The OCC has ordered Citi to provide a resource-review plan each quarter to ensure the bank is providing enough resources for the effort. The Securities and Exchange Commission has also required the bank to address the Transformation's progress in future filings.The outstanding issues have also impeded Citi from expanding in China. According to <a target="_blank" href="https://www.bloomberg.com/news/articles/2024-09-23/citigroup-s-china-expansion-plan-put-on-hold-by-us-regulators">Bloomberg</a>, the bank is still waiting on a clearance letter from the Federal Reserve to set up a securities office. The bank declined to comment on the process but said it was "fully committed to supporting clients" in China.<div type="image" title="Democratic Sen. "That's an open-ended question."But the consent orders and the lack of progress are distractions in themselves. When Fraser took over Citi nearly four years ago, she said the Transformation was her No. 1 priority and asked for patience. Now her requests for time are wearing thin. Regardless of who leads the Transformation, Fraser is still accountable."This stays out here in terms of headline risk, and I think it puts a cap on the valuation that Citi can achieve," said Stephen Biggar, an Argus Research analyst. Boeing's turnaround plan is something any business can relate to: focus on the culture and the work

Jaipur, "I sometimes think of leaving it, but the chief minister's post doesn't leave me," <keyword id="49103" type="General" weightage="20" keywordseo="ashok-gehlot" source="Orion">Ashok Gehlot</keyword> famously said earlier this year, in part as a signal to the Congress top brass not to pick someone else for the job if the party wins the assembly polls. Over the past several months Gehlot, 72, tried every trick up his sleeve -- he has his magician father's blood running through his veins, after all -- to retain the post. Last year, MLAs loyal to him even defied the party high command by boycotting the Congress Legislature Party meeting summoned in Jaipur to possibly pave the way to the CM's post for Sachin Pilot, who in 2020 led a rebellion against the older colleague. The Gandhis wanted Gehlot to quit state politics and become the next national president of the Congress. But Gehlot succeeded in staying put. He then set himself on the task of trying to get the Congress back in a state that for the last three decades has never returned the same party to office twice in a row. Gehlot introduced a slew of welfare measures, including cheaper cooking gas for the poor and a Rs 25-lakh medical insurance scheme. The old pension scheme was back for government employees. And the Congress stalwart ensured that he was identified with each scheme. Had the Congress won, most observers feel, it would have been forced to pick Gehlot over Pilot again as CM. But the 'kursi' did leave him this time. On Sunday evening, Gehlot conceded defeat even as the final results of the counting in Rajasthan were yet to come in but it was clear that the BJP was set to cross the majority-mark. Polling was held in 199 of the 200 seats in the assembly. Gehlot's "failure", however, cannot erase his past successes, attributed mainly to his mass connect. He has been the state's chief minister thrice, in 1998-2003, 2008-13 and 2018-23. Only three other leaders have done this -- Mohan Lal Sukhadia of the Congress was the CM four times, while Haridev Joshi (Congress) and Bhairon <keyword id="3468188" type="General" weightage="50" keywordseo="singh-shekhawat" source="Orion">Singh Shekhawat</keyword> (BJP) were chief ministers thrice. Gehlot began with student politics. He became the president of the Rajasthan unit of the National Student Union of India (NSUI) in 1974, a post he held up to 1979. He has represented Jodhpur in the Lok Sabha five times. In Jodhpur's Sardarpura assembly segment, he had won five times in a row since 1999 before these elections -- and was on course for the sixth success. Gehlot, the story goes, came to then prime minister Indira Gandhi's notice for his work with refugees from East Bengal. He remained in the good books of Rajiv Gandhi as well. The party acknowledged his leadership as the All India Congress Committee (AICC) in-charge for Gujarat, when he led a tough fight on Prime Minister Narendra Modi's home turf in 2017. Next year, he was appointed AICC general secretary (organisation). Earlier at the AICC, he has been in charge of the Seva Dal and the party's Uttar Pradesh and Delhi units. Gehlot has been the <keyword id="5569832" type="General" weightage="50" keywordseo="rajasthan-congress-committee" source="Orion">Rajasthan Congress Committee</keyword> president thrice, the first time when he was just 34. In 1980, Gehlot became a Member of Parliament for the first of his five times. At the Centre, he has been the junior minister for <keyword id="9363621" type="General" weightage="50" keywordseo="tourism-and-civil-aviation" source="Orion">Tourism and Civil Aviation</keyword>. He has also led the Sports and Textiles ministries. He is married to Sunita Gehlot and the couple has a daughter and a son. His son <keyword id="578912" type="General" weightage="50" keywordseo="vaibhav-gehlot" source="Orion">Vaibhav Gehlot</keyword>, who is the president of the <keyword id="73403" type="General" weightage="50" keywordseo="rajasthan-cricket-association" source="Orion">Rajasthan Cricket Association</keyword>, contested the 2019 Lok Sabha elections from Jodhpur but lost to BJP's Gajendra Singh Shekhawat, who later became Jal Shakti minister in the Modi government. Gehlot and Shekhawat don't tire of running each other down. The outgoing CM has accused the Union minister of trying to topple his government, and of being involved in the Sanjivani Credit Cooperative Society 'scam', an allegation over which Shekhawat has taken him to court. As the counting trends came in, Shekhawat alluded to Gehlot's early days as his magician father's assistant, and also to the politician's reputation for out maneuvering his rivals. "The magic has ended and Rajasthan has come out of the spell of the magician," he said.

Ashok Gehlot: Magician leaves centre stage in Rajasthan

<ul class="summary-list"><li>Bantval Jayant Baliga is this year's winner of the Millennium Technology Prize.</li><li>He won the award for inventing the IGBT, a device that has helped lower carbon emissions.</li></ul>Just a few years after Bantval Jayant Baliga started working at General Electric in the 1970s, word of a discovery he made went all the way to CEO <a target="_blank" class="" href="https://www.businessinsider.com/how-neutron-jack-fired-thousands-made-trump-broke-capitalism-2022-5">Jack Welch</a>.As an electrical engineer at the time, the now 76-year-old Baliga had developed the beginnings of what's known as an insulated-gate bipolar transistor, or IGBT. It promised to make electrical devices a whole lot more efficient. Greater efficiency would mean bigger cost savings.So once Welch, the <a target="_blank" class="" href="https://www.businessinsider.com/jack-welch-leadership-lesson-2018-3">towering leader of the American conglomerate</a>, caught wind of an idea with the potential to reduce his costs, he was ready to be pitched. "In half an hour, I convinced him this is a great idea," Baliga tells Business Insider.Since then, his invention of the IGBT semiconductor device has made its way into the wider world of electronics, delivering electrical efficiency and helping reduce carbon emissions in everything from medical devices and consumer appliances to <a target="_blank" class="" href="https://www.businessinsider.com/plug-in-hybrid-prices-soaring-demand-electric-cars-2024-9">hybrid electric vehicles.</a>In 2016, it helped earn him a place in the National Inventors Hall of Fame. Now he's become the latest recipient of the <a target="_blank" class="" href="https://millenniumprize.org/">Millennium Technology Prize</a> — a 1 million euro ($1.1 million) award presided over by the president of Finland that spotlights innovations beneficial to society."It's like a capstone for my career," he says.<div type="image" title="Professor Bantval Jayant Baliga." height="5063" width="3375" msid="113064831" hostid="261" sizebytes="1094492"></div>Baliga's career started as an undergraduate student at the Indian Institute of Technology in Madras, where — like so many others of his time — he became enthralled with the legendary lectures delivered by physicist <a target="_blank" class="" href="https://www.businessinsider.com/20-physicists-revolutionized-understanding-world-2016-9">Richard Feynman</a> in California in the 1960s."It was not in my curriculum, but in our bookstore," he said. "I used to read when other students were going to the movies. It just inspired me."From there, a doctorate in electrical engineering in the US led to an initial role at General Electric, where he spent his time working in the world of transistors and thyristors at a time when the semiconductor industry was "already considered very mature," Baliga recalls.<h2 id="62aab9d7-0dc2-4e6c-954f-52618818ea5d">Fast track</h2>Though that meant a big breakthrough would be tough to come by, he was full of ideas that could have a huge impact, particularly on how electrical efficiency could be improved in the full roster of products his employer was working on. After his pitch to Welch, Baliga was given the rare opportunity to fast-track a nascent idea from a research phase straight into manufacturing on a production line in California.Concern about global warming then was far less acute. Congress takes another stab at banning members from trading stocks

The <keyword id="19994390" type="General" weightage="20" keywordseo="GST-Council" source="keywords">GST Council</keyword> on Saturday decided to tweak <keyword id="20452955" type="General" weightage="20" keywordseo="tax-rates" source="keywords">tax rates</keyword> on items, including accommodation services for students and solar cookers, and took a host of taxpayer-friendly measures including waiver of interest and penalty for demand notices issued in the first three years of <keyword id="6354679" type="General" weightage="100" keywordseo="GST" source="Orion">GST</keyword> rollout. Briefing reporters after the 53rd <keyword id="3680839" type="General" weightage="20" keywordseo="GST-Council-meeting" source="Orion">GST Council meeting</keyword>, Finance Minister <keyword id="129243" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="Orion">Nirmala Sitharaman</keyword> said the Council has recommended to roll-out the biometric-based <keyword id="20433416" type="General" weightage="20" keywordseo="Aadhaar-authentication" source="keywords">Aadhaar authentication</keyword> of registration applicants on pan-India basis in a phased manner. This will help check fraudulent registration done to avail input tax credit and evade taxes. To reduce litigation, the Council decided to fix a monetary limit for tax officers to file appeals before the GST Appellate Tribunal, the High Court and the Supreme Court at Rs 20 lakh, Rs 1 crore and Rs 2 crore, respectively. It also recommended reduction of the quantum of pre-deposit required to be paid by taxpayers for filing of appeals under Goods and Services Tax (GST). The maximum amount of pre-deposit for filing appeal with the appellate authority has been reduced from Rs 25 crore CGST and SGST each to Rs 20 crores CGST and SGST each. This will help ease cash flow and working capital blockage for the taxpayers. "The 53rd GST Council meeting has taken a number of decisions on trade facilitation, easing compliance burden and giving relief to taxpayers in terms of easing compliance," Sitharaman said. The Minister said the next meeting of the GST Council will be held in August in which the Group of Ministers (GoM) on GST rate rationalisation under Bihar Deputy Chief Minister Sumant Chaudhary, will give a presentation on the status of the work and aspects covered by the panel and work pending before the panel. "What was decided in the Council is, when we meet in the next GST Council meeting we will start a discussion on rate rationalisation... There will be a presentation by the GoM irrespective of whether the report is draft... and then Council will start the discussion on rate rationalisation in the next meeting in August," Sitharaman said. The GST Council on Saturday recommended to exempt Accommodation Services of up to Rs 20,000 per person per month from GST. This is subject to the condition that these services are supplied for a minimum continuous period of 90 days. "It's primarily meant for students," Sitharaman said. In a taxpayer friendly move, the Council has decided to waive interest and penalties for demand notices issued under Section 73 of the CGST Act (for cases not involving fraud, suppression or wilful misstatement) for the fiscal years 2017-18, 2018-19 and 2019-20, if the full tax demanded is paid by March 31, 2025. GST, which subsumed 17 local taxes and cesses, was rolled out on July 1, 2017. With its introduction, prices of various products and services used by masses have moderated. As per the CBIC data, mobile phones and many household items including TV, refrigerator, washing machine and AC have become cheaper post GST. It has reduced burden on household income and improved affordability. The Council also decided to refer the standing committee's recommendation to exempt GST on fertiliser and cut rates on raw materials to the GoM on rate rationalisation. Currently, GST is levied at 5 per cent on fertilisers, while its raw materials like sulphuric acid and ammonia face 18 per cent tax. Also the Tax Collected at Source (TCS) rate for e-commerce suppliers has been cut from present 1 per cent to 0.5 per cent, which will ease the financial burden on the suppliers making supplies through E-commerce platform. Besides, services provided by Indian Railways to the general public, namely, sale of platform tickets, facility of retiring rooms/waiting rooms, cloak room services and battery-operated car services as well as intra-railway transactions would be exempt from GST. GST Council has prescribed a uniform rate of 12 per cent on all milk cans meaning steel, iron, aluminum which are irrespective of the use. The Council also recommended a uniform GST rate of 12 per cent on all carton boxes and cases of both corrugated and non-corrugated paper or paper board, which in particular, help the apple growers of Himachal Pradesh and Jammu &amp; Kashmir. All types of Sprinklers, including fire water sprinklers, will attract 12 per cent GST. Solar Cookers, whether it has a single or dual energy source, too will attract a 12 per cent tax. The Council also decided that GST anti-profiteering provisions will have a sunset date of April 1, 2025. Current cases and investigations with regard to profiteering complaints will be handled by the Principal bench of GST Appellate Tribunal (GSTAT), instead of the Competition Commission of India (CCI). Also, the time limit to avail input tax credit w.r.t. any invoice or debit note through any GSTR 3B return filed up to November 30, 2021 for FY 2017-18, 2018-19, 2019-20 and 2020-21, has been fixed at November 30, 2021. Sitharaman said less than two per cent of the total 58.62 lakh taxpayers under Central GST administration has been sent tax notices and the intention of the government is to make GST assessees life easier by reducing compliance requirements. "I want to reassure the assessees that our intent is to make GST assessees life easier, we are working towards less and less compliance. On behalf of the CGST, notices are not being sent left, right and centre. Only 1.96 per cent of all active tax assessees have been sent notices from Central GST," Sitharaman said.

That means lawmakers are once again facing a time crunch to agree on a solution that would prevent a government shutdown early this year. They'll need to negotiate the contents of the remaining spending bills in order to do so. On Sunday, congressional leaders said they'd agreed on reaching a total of $1.66 trillion in spending.The House education committee's bill — the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act — is among the funding that will expire in February. As the text of the bill stands, <a target="_blank" href="https://www.businessinsider.com/student-loan-forgiveness-cheaper-payments-at-risk-borrowers-budget-cuts-2023-11">a range of key resources for student-loan borrowers are at stake</a>.Specifically, the GOP's proposal would <a target="_blank" href="https://www.businessinsider.com/student-loan-borrowers-devastating-blow-gop-funding-proposal-education-department-2023-11">cut funding for the Federal Student Aid office,</a> which oversees student-loan repayment and servicing, by $265 million below its current level and $884 million below Biden's budget request to Congress.And the bill's provisions would target the Education Department's recent initiatives to get relief to borrowers. For example, the bill would seek to prohibit funding for streamlining the borrower defense to repayment plan. That program is a route for borrowers who believe they were defrauded by their school to apply for loan forgiveness.The bill also stated it would not boost funding for the new SAVE income-driven repayment plan, which the department implemented over the summer to lower monthly payments for borrowers."This bill includes strong measures offered by Republicans that will rein in America's debt, and the Committee is confident in its trajectory," a House education committee spokesperson told Business Insider.Biden's administration has been firm in its opposition to the Republican lawmakers' proposals. The Office of Management and Budget <a target="_blank" href="https://www.businessinsider.com/student-loan-borrowers-devastating-blow-gop-funding-proposal-education-department-2023-11">released a statement in November</a> saying that the proposed budget cuts "would deal a devastating blow to borrowers and the supports they need to successfully navigate repayment.""Borrower communications and call center support would be severely curtailed and possibly eliminated, leaving students and parents without help when they have questions or issues related to their loans," the OMB said.Negotiations on the bill come at a critical time for student-loan borrowers. I already felt prepared, so I used the 20 minutes before it started to make a few thoughtful edits to a proposal due the next week and to order flowers for a friend who'd just had surgery.Don't look too relaxed, I warned myself. Just in case anyone passed by, I frowned at my screen <a target="_blank" class="" href="https://www.businessinsider.com/american-workers-use-productivity-theater-performative-work-to-look-busy-2023-5">as though solving an intractable problem</a>.When it was time for the meeting, I strode in with an air of slightly harried purpose, lest anyone suspect the truth: I was coasting, and had been for months.<h2 id="93ac0b41-0a37-45c8-a79b-2d0d5f8fd087">I'd landed an easy job at Amazon, which I hadn't known existed</h2>I hadn't planned to coast when I'd changed teams. My new role, as a member of Amazon's Executive Development faculty, was a stretch in some respects, calling on muscles I hadn't used in years.But the pace was much slower than anything I'd seen in my eight years at Amazon, more like a university research department than the breakneck chaos I was used to. The work was predictable and drew heavily on my natural strengths and areas of expertise, like writing, research, and teaching.Within a month, I realized I'd landed in something I hadn't known existed at Amazon: an <a target="_blank" class="" href="https://www.businessinsider.com/33-high-paying-jobs-for-people-who-dont-like-stress-2019-3">easy job</a>.I also realized I liked having an easy job. The work wasn't particularly challenging, but I still found it intellectually stimulating. I slept well at night and didn't wake up in a panic. My boss had time for me when I needed it. I ate real food for lunch, not chalky protein bars.And instead of spending all day in meetings and doing my actual work at night, now I could often do my job at work, during daylight hours — and even slip out for the occasional run.<h2 id="67711627-a0c9-4d3c-a271-ac1d6c85dfc1">At first, it felt like I was cheating</h2>My husband, friends, and therapist all noted how much younger and sunnier I seemed. Still, I was secretly wracked with guilt. Amazon had trained me that I was <a target="_blank" class="" href="https://www.businessinsider.com/quit-amazon-job-anxiety-stress-2023-10">supposed to be treading water</a>, barely able to stay on top of everything I needed to do and know. To feel calm and confident felt almost like cheating the company.Finally I 'fessed up over coffee with an Amazon tech VP I'd worked with in the past, someone known for fearlessly taking on projects for which there was no roadmap."It's easy for me to kick ass at this job," I said, lowering my voice to a whisper. "I feel bad about that."She laughed out loud. "What? Never, ever feel bad about coasting for a bit," she said. She'd done it herself in the past, she told me, as a way to rest and prepare for the next, harder job.I was someone who'd taken only hard jobs for my entire career. Before that, I took only hard classes. All the way since kindergarten, I'd been trying to do more, and do it faster, and do it better.The VP was the first person to ever tell me it wasn't just acceptable, but wise to <a target="_blank" class="" href="https://www.businessinsider.com/lazy-girl-job-is-just-a-healthy-job-2023-12">take my foot off the gas</a> now and then.Her advice took time to sink in. When it did, I began to see that in addition to making me a calmer person, downshifting made me a more effective worker too. I made wiser strategic decisions and saw around corners more clearly. My communication improved. And as my work got stronger, my confidence grew by leaps and bounds.Like many tech companies, Amazon's style of <a target="_blank" class="" href="https://www.businessinsider.com/former-amazon-corporate-manager-fought-performance-management-stack-ranking-2023-2">performance management</a> tended to touch briefly on our strengths and dive deeply and <a target="_blank" class="" href="https://www.businessinsider.com/amazon-annual-performance-review-process-bonus-salary-2021-4">at length into our 'gaps</a>.' I had to constantly chase skills I didn't yet possess, which led me to neglect and undervalue my existing strengths. In my "easy" role, I developed those core strengths even further and pursued new skills as complements.<h2 id="afcd21b1-2db3-4910-93ac-d1add18f0701">I learned the art of coasting — and you can, too</h2>Phrases like "<a target="_blank" class="" href="https://www.businessinsider.com/quiet-quitting-hustle-culture-coasting-viral-work-debate-2022-9">quiet quitting</a>" and "<a target="_blank" class="" href="https://www.businessinsider.com/tiktok-lazy-girl-job-trend-corporate-snitching-backlash-fired-2023-7">lazy-girl job</a>" didn't exist at the time, but I don't think they would've applied even if they had. I learned new things in my coasting job, and took risks. When circumstances required, I worked hard and put in long hours.But I didn't prioritize the job over my own basic health and happiness. I no longer assumed that hard work had to mean struggle or fear of inadequacy. I came to understand that I could work hard in a state of quiet confidence — and that even when the work came easily to me, that didn't make it any less valuable to Amazon. The results were what mattered, not the damage I sustained delivering them.Coasting is an art, and if you want to try it, here's my best advice:<h3 id="ff9552a5-31e8-458d-862a-f005a517b40a">It's not "quiet quitting"</h3>Coasting isn't about <a target="_blank" class="" href="https://www.businessinsider.com/quiet-quit-plan-months-burnout-2023-9">checking out</a> or turning off your brain. It's about turning the dials down just enough to find some breathing room. You still want to feel engaged by your work, just not overwhelmed.<h3 id="7af54368-617e-490e-8acd-defdd48ebc2a">You don't have to broadcast it</h3>After coffee with my VP friend, I stopped feeling like I should pretend to be as stressed as ever. But I also didn't go around announcing, "Wow, I could do this job in my sleep!" It's better to be low-key about it, especially if others around you are fried.<h3 id="22fb93aa-4997-4d4c-8289-f1122c170720">Create your own coast</h3>If transferring into a new role isn't practical, you can still carve out coasting space for yourself. Maybe it means saying no to the kind of side projects and ad hoc committees that offer a lot of work for little reward. (<a target="_blank" class="" href="https://www.businessinsider.com/how-women-recognize-say-no-nonpromotable-tasks-work-2022-5">Women especially</a> tend to get dragged into these tasks under the guise of being "helpful," and all that helpfulness costs more than you think.)If you're a manager who struggles to give up tasks you have no business hanging onto, maybe coasting is your reward for finally <a target="_blank" class="" href="https://www.businessinsider.com/founders-on-how-outsourcing-delegating-improved-running-business-2021-5">learning to delegate</a>. Or maybe it's as simple as raising your hand more selectively for a couple of quarters.<h3 id="24b79c44-1930-4966-b690-fc073f45494b">Have an exit strategy</h3>I designed my coasting role to be a <a target="_blank" class="" href="https://www.businessinsider.com/unilever-program-allowing-employees-try-out-new-jobs-gig-working-2021-5">rotational one</a>, so I always knew I'd be kicked out of the nest in two years. At first, I assumed I'd go right back to my old frantic, gap-closing ways. But as I leaned into my natural talents, I decided it didn't make sense to abandon them.When I moved on from coasting, it was for a big job in a fast-paced, futuristic part of Amazon.
