In 2019, 13 recruitment camps have been set up as of date and 80 are in the pipeline.</li></ul>Looks like, the Indian Army is facing resource crunch even in a country where unemployment is high. Over 45,000 posts are lying vacant in the Army, the Defence Minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> informed the Parliament on June 24. Of this, as many as 7,399 posts are for the commissioned ranks, as per data from January 2019, <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1575742">according to PIB press release</a>. “Various reasons including accretions of posts from time to time, tough selection procedures, difficult service conditions coupled with perceived high risk involved in the services career and limitation in number that can be trained are responsible for the situation,” the minister said responding to a question by Shri Rakesh Sinhain of the Upper House, Rajya Sabha. The Army has conducted over 200 recruitment camps across the country, in the last three years. In 2019, 13 recruitment camps have been set up as of date and 80 are in the pipeline. “Recruitment in the army is a continuous process and vacancies are filled without compromising the quality of training,” <a href="http://pib.nic.in/PressReleseDetail.aspx?PRID=1575742">Rajnath Singh said</a>. To fill these posts and attract the right kind of candidates, the Defence ministry has also been spending on publicity to inspire youth to join the forces. In 2016-17, the ministry spent ₹37.887 million for publicity, whereas in 2017-18 is dipped down to ₹19.947 million. The publicity expenditure for 2018-19 was ₹21.619 million.

Overall federal employee engagement and satisfaction decreased slightly from 2020 to 2021, and now stands at a score of 64.5 out of 100.<h2><div type="image" title="Social Security Administration" height="2533" width="3800" msid="92842638" hostid="261" sizebytes="1136124"></div></h2><h2>Reasons for change</h2>The rankings, in its 16th edition, offer a comprehensive assessment of how federal workers view their <keyword id="11899183" type="UNKNOWN" weightage="60" keywordseo="jobs" source="Orion">jobs</keyword> and workplaces, "providing employee perspectives on leadership, pay, innovation, work-life balance and other issues."The 2021 rankings include 503 federal agencies and subcomponents, the most in the history of Best Places to Work: 17 large agencies, 25 midsize agencies, 29 small agencies and 432 of those agencies "subcomponents". Among agency subcomponents, the National Science Foundation's Directorate for Education &amp; Human Resources ranked first, while the Social Security Administration's Office of the Inspector General finished dead last, at No. 432.The decrease in employee engagement and satisfaction came during President Joe Biden's first year in office, during which the administration saw more than half of its administration nominees requiring Senate confirmation fully confirmed. That's slightly higher than former President Donald Trump, but considerably lower than Barack Obama and George W. Bush.The leadership vacancy problem presents a major challenge for the administration, the report states. The Biden administration, per the report, said federal employees are the "backbone of our government" and that the administration stands to "make every federal job a good job, where all employees are engaged, supported, heard and empowered.""Noting that this is the first year of the Biden administration, it's going to be a period of dynamism and change for every agency as they get new leaders on board and they cope with priorities and new missions," Schulman told Insider.Schulman, who's served in key roles at both the National Security Council and Department of Defense, said while she can't speak much to agencies' individual experiences, employees' opinion of their leaders has consistently driven whether an agency receives a strong employee satisfaction score.Work-life balance, compensation, recognition, agency innovation, and how well an agency managed its COVID-related work policies also significantly factored into agencies scores — for better or for worse."Particularly around the FTC, I think looking at issues around leadership change and some of the issues associated with returning to the office, definitely impacted them as well," Schulman said. "And I think for any agency that is seeing that their rankings went down, should be paying very close attention to matters around effective leadership, particularly when it comes to senior leaders and supervisors." Among the survey's other findings across all agencies:<ul><li>Supervisors received a rating of 79.8 out of 100 for their leadership. But senior leaders rated considerably lower, at 56.1.</li><li>Employees gave their work units a score of 84.9 out of 100 based on "performance," but only 61.2 for satisfaction with pay and 59.8 for agency efforts to recognize good work through awards and advancement.</li><li>Federal employees aged 30 to 39 had the lowest employee engagement and satisfaction score of any age group.</li><li>Employees aged 60 and over registered the highest job satisfaction.</li><li>Low engagement and satisfaction scores were recorded for those identifying as LGBT as well as people with disabilities, Native Americans and Alaskans, and those who identified as being of two or more races.</li></ul>In an effort to respond to many of the concerns federal employees are raising, the Biden administration for 2023 has proposed one of the <a href="https://www.govexec.com/pay-benefits/2022/03/biden-proposed-raise-federal-workers-2023/363666/">largest pay raises for federal employees</a> — 4.6% — in the last 20 years. The raise is a significant improvement from the 1% across-the-board pay increase they saw in 2021.Schulman noted that the rankings are important, as it "serves as a great barometer and report card for agencies around what they're doing well and where they need to improve."It gives them a chance to listen to their employees around what's working and what's not," she said. But as of October 1, 2018, according to the letter, the secretariat had 22 personnel, and by the end of fiscal year 2019 on September 30, it had added just six personnel, "despite clear congressional direction," the letter says."We are concerned that the factors described above and that lack of a confirmed ASD SOLIC, Principal Deputy ASD SOLIC, or Director of the Secretariat are significantly inhibiting the ability of the office of the ASD SOLIC to fulfill its statutorily director responsibilities," the committee members wrote, asking Esper to "personally look into the issues" and provide "a plan and associated timeline" for clarifying guidance, hiring staffers, and completing other actions to ensure the assistant secretary can do its job.<h2>The 'SOF easy button'</h2><div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div>The focus on special operations oversight comes amid increased use of those forces and growing concern about the effect of that use on their effectiveness.During a House hearing in May 2017, Theresa Whelan, then principal deputy assistant secretary of defense for special operations, said Special Operations Command has had to "<a href="https://www.businessinsider.com/special-operations-super-soldiers-using-performance-enhancing-drugs-2017-5" target="_blank" rel="noopener">essentially ... eat our young</a>" because of the demands of a high operational tempo at a time of declining budgets."We've mortgaged the future in order to facilitate current operations. <div class="KonaFilter image-container display-table"><div><div class="image on-image">Justin Sullivan/Getty ImagesDianne Feinstein.</div></div></div><ul><li>The brewing war over President Donald Trump's judicial nominees turned hot again.</li><li>This time, it involves the "blue slip" process and a Wisconsin judicial nominee.</li></ul> The Senate battle over the confirmation of President Donald Trump's judicial nominees turned hot again this week as Democrats went after Senate Judiciary Chairman Chuck Grassley, accusing him of going back on his word for how he would handle the "blue slip" process.It was the latest dust-up in what's been a lengthy - and mostly under-the-radar - fight to get Trump's judges on the federal bench.On Wednesday, Grassley held a hearing for Michael Brennan, a Wisconsin lawyer nominated to a vacancy on the US Court of Appeals for the 7th Circuit. Brennan received a "blue slip" from Republican Sen. Ron Johnson but not from Democratic Sen. Tammy Baldwin.<a href="http://www.businessinsider.com/trump-judges-blue-slip-democrats-2017-9" target="_blank" rel="noopener noreferrer">The blue slip</a> is a century-old Senate tradition that allows senators to give or withhold their blessing for a judicial nominee from their state. The process provides the party that does not control the White House with leverage over a good number of the president's nominations.The <a href="http://www.businessinsider.com/trump-judges-nominations-hearings-democrats-2017-9" target="_blank" rel="noopener noreferrer">process is intended to provide</a> a more bipartisan consensus on judges who will serve in or represent a senator's home state when the president is of the opposition party, encouraging communication between the White House and home-state senators before a nomination. But the opposition party has sometimes used the blue-slip process to stonewall nominations and prevent the president from naming judges in their states.<a href="http://www.businessinsider.com/blue-slips-senate-judges-nominees-2017-11" target="_blank" rel="noopener">Late last year</a>, Grassley said he would no longer require both home-state senator blue slips to be returned for circuit court nominees in order for the nominee to receive a hearing before the committee, which had been the precedent. However, Democrats pointed to Grassley saying he would still honor the old system if a home-state senator was not properly consulted by the White House ahead of a nomination."Senator Joe Biden, when he was Judiciary Committee chairman, articulated a sensible policy with respect to the blue slip," Grassley said in his November 2017 speech outlining the new blue-slip policy. "He said that a negative blue slip will be 'a significant factor' for the Committee to weigh but that 'it will not preclude consideration of a nominee' unless the administration failed to consult with the senator. I intend to follow this practice for negative and unreturned blue slips. This practice is consistent with the vast majority of the blue slip's history."In this instance, Baldwin insists she was not properly consulted, but Grassley advanced the nomination anyway.A Judiciary Committee spokesman said Grassley met with Baldwin last week to discuss her concerns, adding that Baldwin "was adequately consulted before" Brennan's nomination."So there is no reason to further delay committee consideration," spokesman Taylor Foy <a href="https://www.rollcall.com/news/politics/grassley-moves-judicial-nominee-baldwins-objection" target="_blank" rel="noopener">said in statement to Roll Call</a>.Baldwin denied any "meaningful consultation" took place.<h2>'I find it really very hard, and particularly for a woman senator who has tried so hard ... for her view to be rebuffed in this manner'</h2>In Wisconsin, Johnson and Baldwin established in 2013 a bipartisan judicial nomination commission by which possible nominees are considered. Brennan did go through the commission, but Baldwin said it did not support his nomination, which the White House made in August. Additionally, the White House interviewed Brennan in March, before the commission began reviewing him."The president showed a complete disregard for a process that has served our state well for decades," Baldwin said in a Monday statement. "I am extremely troubled that the president took this partisan approach that disrespects our Wisconsin process."Baldwin added that Grassley "should not show the same disrespect by breaking with 30 years of precedent and eliminating the blue slip process for this nomination."Democratic Sen. Dianne Feinstein, the ranking member on the Judiciary Committee, criticized Grassley as well."Mr. Chairman, I find it really very hard, and particularly for a woman senator who has tried so hard, who has worked with her state commission, for her view to be rebuffed in this manner," she said in remarks ahead of the hearing.Feinstein added that Baldwin "appears grievously injured by this.""She has worked with, what I understand, is a very fine screening commission with Sen. Johnson in the state, and is deeply concerned that this action has been taken," she said. "I recognize the majority party has a great deal of power. Their voice is dispositive. But the Senate, unlike the House, has preserved strong rights for those in the minority, and the blue slip has been one of these traditions. It appears this is no longer the case."Carl Tobias, a University of Richmond professor and expert on judicial nominations, told Business Insider in an email that this "situation is very different" from Grassley having considered past nominees who lacked at least one blue slip because of how Baldwin was not properly consulted."The nominee did not secure the requisite votes to be recommended to the White House" by the Wisconsin commission, "but the White House nominated him anyway.""Grassley said that he was making an exception for circuit nominees, but that lacks persuasiveness as a matter of historical practice and slips can be even more important for circuits as all senators treat these vacancies as more important than district ones," he continued.
