New Delhi, Dec 12 () The civil aviation ministry on Thursday said movement of passengers at Dibrugarh airport in Assam has been disrupted due to blockage of road transportation to and from the aerodrome.
The stranded passengers have been evacuated in a phased manner, the ministry said in a series of tweets.
"In consultation with stakeholders, air operations to and from the airport shall resume as soon as the situation improves," it said.
On Thursday, airlines cancelled flights to various places in Assam, which are witnessing unrest due to protests against the Citizenship (Amendment) Bill (CAB).
The ministry also said the temporary suspension of operations on Thursday is being closely monitored.
"The movement of passengers at Dibrugarh airport is disrupted due to the blockage of road transportation to and from the airport. The officials have extended all amenities to the stranded passengers with the help of local administration," the ministry said.
IndiGo, Air India, GoAir, SpiceJet and Vistara have cancelled their flights.
In a tweet, Vistara said it has cancelled flights "as per government advice due to current disturbances in Assam".
"Flight UK725 (IXB-DIB) and UK726 (DIB-IXB) are cancelled for today. We are offering free change/cancellation to Guwahati and Dibrugarh flights through Sunday, December 15," it said.
IXB and DIB are the codes for Bagdogra (West Bengal) and Dibrugarh airports. RAM RAM BAL

<ul><li>The <keyword id="25455" type="ORGANIZATION" weightage="20" keywordseo="finance">finance</keyword> ministry turned down a proposal from the civil aviation ministry to infuse ₹300 billion into the struggling airline. </li><li>Instead, it has proposed that <keyword id="2573" type="CITY" weightage="20" keywordseo="Air-India">Air India</keyword>’s non-core assets and subsidiaries be transferred to a special purpose vehicle ahead of their eventual sale. </li><li>The proceeds from the sales will be used to pay down Air India’s debt. </li></ul> Earlier this month, the finance and civil aviation ministries of the Indian government were reported to be discussing a <a href="https://www.businessinsider.in/after-a-botched-sale-the-indian-government-might-just-bail-air-india-out-again/articleshow/65323903.cms">₹110 billion bailout plan</a> for Air India, following the failed sale of a 76% stake in the national carrier. The civil aviation ministry eventually submitted a proposal to the finance ministry for a ₹300 billion <keyword id="163460" type="PERSON" weightage="20" keywordseo="capital-infusion">capital infusion</keyword> into Air India in order to trim the carrier’s debt burden and pay employees and vendors. However, the request was rejected by the finance ministry yesterday owing to the lack of a clear <keyword id="46426" type="PERSON" weightage="20" keywordseo="Turnaround">turnaround</keyword> plan for the airline. A potential fix for the debt problem Instead, the finance ministry proposed a stop-gap solution for Air India’s financing woes. It has told the civil aviation ministry to hive off all of Air India’s non-core assets and subsidiaries, which includes its various real estate assets across the country, into a special purpose vehicle (SPV). A SPV is usually created to isolate and secure a company’s monetisable assets in the event that it goes bankrupt. These assets will be then be sold to pay down the Air India’s debt. The carrier currently has ₹500 billion worth of debt obligations, over 40% of which has been categorised as “unsustainable” or unable to be paid down with current cash inflows. Most of Air India’s revenue goes towards servicing interest payments. It spends around ₹50 billion annually on interest payments alone, which is far from a financially sustainable way of doing things. The civil aviation ministry increased the proposed amount for the <keyword id="6374681" type="DEFINITION" weightage="20" keywordseo="Bailout">bailout</keyword> package because it felt the original amount was inadequate since most of it would have gone towards debt payments and very little towards improving Air India’s core operations. This is likely why previous bailouts for the carrier failed as most of the funds infused were used to pay down debt. In essence, Air India was “borrowing” taxpayer funds from the government to pay back other creditors. This time around, the finance ministry refused to invest any more capital in Air India until the civil aviation ministry provided a viable plan for its long-term functioning. Hence, the sell-off of assets to pay down the unsustainable debt is envisioned to be the first step in a turnaround plan as it well help clean the carrier’s balance sheet, which in turn will increase its valuation ahead of a renewed sale process. Concurrently, the Indian government is also planning to sell Air India’s engineering and transport services subsidiaries in the near term.

As per official data, the total number of domestic passengers was 4,63,417 and the number of flight movements stood at 5,998 on Thursday (November 23). In a post on X, civil aviation minister <keyword id="29632" type="General" weightage="80" keywordseo="jyotiraditya-scindia" source="Orion">Jyotiraditya Scindia</keyword> on Friday said a new record has been set in Indian domestic aviation. Domestic air traffic had touched new peaks for three consecutive days -- November 18, 19 and 20.

The Group of Ministers will decide on the quantum of disinvestment, mechanism of divestment, assets and debt of Air India and hotel companies owned by Air India. Finance Minister, <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> said, “The Civil Aviation ministry made a request that the Finance Minister will head the group. “In this government, the groups are set up very fast…The Prime Minister will decide the composition of the group, only the chairman has been decided today,” he added. The recommendations of the group will have to be approved by the cabinet.

Union Cabinet gives in-principal nod to divest Air India

<a href="http://www.businessinsider.in/searchresult.cms?query=Civil+Aviation&amp;sortorder=effectivedate">Civil Aviation</a> Secretary <keyword id="1882950" type="UNKNOWN" weightage="20" keywordseo="RN-Choubey">RN Choubey</keyword> has confirmed that a sum of $10 billion would be spent in next five years to develop airport infrastructure in India so that the country could become the world's third largest aviation markin seven years. 
 
He said that nearly 400 unused airstrips across the nation that had become cattle grazing grounds, would be brought back to life. 
 
Choubey, while addressing a day-long India <a href="http://www.businessinsider.in/searchresult.cms?query=Aviation+Summit&amp;sortorder=effectivedate">Aviation Summit</a>, said that the <a href="http://www.businessinsider.in/searchresult.cms?query=Civil+Aviation+Ministry&amp;sortorder=effectivedate">Civil Aviation Ministry</a> was determined to maintain the "historic" 23 per cent growth rate achieved in the aviation sector in the country. 
 
"$10 billion would be spent in next five years to develop airport infrastructure. Our aim is to become the third largest aviation market in the next seven years. We are determined to stay ahead of the growth curve," he said. 
 
India's nearest rival in terms of aviation growth was <a href="http://www.businessinsider.in/searchresult.cms?query=China&amp;sortorder=effectivedate">China</a> with 14 per cent. 
 
Progressive and proactive industry-friendly policies played a significant part in Indian aviation's growth story and not just the fall in fuel prices, Choubey added. 
 
"Our ultimate objective is to take the flight to the masses and to this end we have come up with a progressive policy. We have also undertaken a very very bold experiment called Regional Air Connectivity Scheme at the national level," the bureaucrat said. 
 "For the first time, the <keyword id="6368649" type="CITY" weightage="20" keywordseo="Civil-aviation">civil aviation</keyword> sector has achieved rail parity. While the railways turnover is Rs 1.6 lakh crore, civil aviation turnover touched Rs 1.4 lakh crore and the number of rail and air passengers has also become almost equal," Choubey pointed out. 
 
"Civil aviation is now just as popular and just as necessary. Airfares are now comparable to air-conditioned train fares. No one could imagine subsidy for air travel but under the RAC Scheme, we have been extending 50-60 per cent viability gap funding," he said. 
 
Stating that RAC Scheme created a lot of "excitement", the Civil Aviation Secretary said they received enquiries for as many as 800 routes.

New Delhi, Mar 16 () The Civil Aviation Ministry will hold a meeting with airlines to consider rationalisation of ticket cancellation charges, according to a parliamentary standing committee report tabled in Rajya Sabha on Monday. Civil Aviation Secretary P S Kharola informed the Parliamentary Standing Committee on Transport, Tourism and Culture about the meeting when his attention was drawn to the "high cancellation charges levied by the private airlines" in India. As flight operations are getting curtailed drastically across the world due to coronavirus pandemic, passengers have been complaining on social media about the high cancellation charges that the airlines are levying. The report of the Parliamentary Standing Committee on Transport, Tourism and Culture on "demands for grants (2020-21) of Ministry of Civil Aviation" was tabled in Rajya Sabha on Monday. "There is no uniformity in the cancellation charges levied by the airlines," stated the report of the committee chaired by BJP MP T G Venkatesh. "The committee lends it support to the demand of rationalising the cancellation charges and is of the view that the airlines may be persuaded to restrict not more than 50 per cent of the base fare as cancellation charges. The tax and fuel surcharge collected should be refunded to the passengers on cancellation of tickets," the report added. It is hoped that the Ministry of Aviation would be able to persuade the airlines for such rationalisation in the interest of the passengers, the report noted. "The committee's attention was drawn towards the high cancellation charges levied by the private airlines operating in this country. On this issue, the Secretary (Kharola) responded that through the ministry has no power to give any direction to private airlines, he would hold a meeting with all the airlines to consider rationalizing the cancellation charges," the report stated.
