Here’s what the guidelines address: <ul><li>False Claims: Ads should not make unsubstantiated promises about “100% selection” or “100% job security.”</li><li>Course Details: No exaggerating or omitting information about courses, their duration, or outcomes.</li><li>Faculty Credentials: Qualifications of teachers must be presented accurately, with no fake credentials.</li><li>Fees and Refunds: All fees and refund policies must be transparent.</li><li>Selection Rates and Ranks: Coaching centres cannot claim high selection rates or exam rankings without proof.</li></ul>Additionally, they are not allowed to use successful candidates’ names, photos, or testimonials in ads without written consent from these individuals. Khare advised students to double-check the information provided by coaching centres. “Many UPSC students clear prelims and mains on their own and take only interview guidance from coaching centres,” she explained, encouraging students to verify the course details actually taken by successful candidates. The guidelines go beyond the broad term “coaching.” They define coaching as academic support, education, guidance, study programs, and tuition — but they exclude counselling, sports, and creative activities. The purpose of this definition is to keep the focus on academic and career-oriented programs, which are most prone to misleading ads. <h2>Full disclosure and consequences for violators</h2>Transparency is now mandatory, as coaching centres must display disclaimers and reveal essential course details. Facilities, infrastructure, and resources must be represented accurately, along with any required approvals or recognitions from authorities like AICTE or UGC. Khare, who also serves as the CCPA chief, stressed that coaching centres should accurately present the service, resources, and infrastructure provided. For instance, if they advertise “fully-equipped classrooms,” the guidelines require this to be an honest description. These guidelines come as a supplement to existing laws and are enforceable under the Consumer Protection Act. This means violators will face penalties, potentially similar to the Rs 54.60 lakh already imposed by the CCPA. The following has been edited for clarity and length. Can you talk about on-premises infrastructure and what that term means to you in 2024? On-premises initially meant servers within the company's physical location. Now it's more about the governance of infrastructure, including data, networking, and servers. Who manages it? Who gets to say, "No, absolutely, you can't do that," or, "Yes, you can do that?" At Anaconda, we see customers across the spectrum. Some have what we call air-gapped systems, not connected to the internet at all. These might be a box in a building somewhere, oftentimes guarded by people with machine guns, where you go in with a flash drive. That's the hardcore level of secure on-prem. On the other end, we see businesses that use a lot of cloud resources. But even they need stricter boundaries. They work with cloud providers to set up virtual private clouds or to provision resources with specific governance rules and policies. Why are companies interested in on-premises solutions for AI and large language models? We see a lot of interest from companies wanting control over their own destiny. They want to fine-tune models on their own data, connect them to internal databases for <a target="_blank" href="https://www.businessinsider.com/retrieval-augmented-generation-making-ai-language-models-better-2024-5">retrieval-augmented generation</a>, and use agent-based models. If a company can only consume AI as a cloud end point, you have to tie all your internal systems to that cloud AI service, which is difficult. And many of these cloud AI companies, while they are well capitalized, are still relatively new as enterprise-software players. There are a lot of concerns about data leakage and compliance. Running locally gives more control and reduces the risk of accidental data exposure. You don't have to worry about a junior IT person at a cloud startup accidentally misconfiguring something and causing a data breach. The risks of a data breach are clear, but many companies seem concerned about any external use of their data for AI. Why is that? People have said that data is oil. If your data is oil, LLMs are like the internal-combustion engine, meaning they provide a much more interesting way to use that oil. Companies want to use their sensitive "crown jewel" data with LLMs to gain insights and improve predictive analytics. These use cases are central to their business, so they're protective of this data. They don't trust putting it on external systems where it could leak valuable information like customer insights or product preferences. When people think of "on-prem," they tend to focus on hardware. But much of what you are describing seems like software. Can you explain that in more detail? The hardware for AI work is often similar across setups. It's typically high-end <a target="_blank" href="https://www.businessinsider.com/nvidia-gpu-chips-ai-branding-popularity-2024-6">Nvidia GPUs</a>, though not always the latest or most expensive versions. On top of that hardware stack, the software needed to run an LLM isn't exotic if you know what you're doing. But there's a big asterisk here. The challenges often come from internal IT policies, organizational competencies, and the dynamic nature of AI workloads. For example, if your organization is familiar with Docker or Kubernetes, great. But if you're a Java shop used to deploying with Maven, or a Ruby shop unfamiliar with Python, that creates hurdles. When these companies want to start an internal LLM, that's where they can use help. AI workloads require varying amounts of computing power at different times. When you're training, you might need a lot of GPUs, fewer, or different kinds — or <a target="_blank" class="" href="https://www.businessinsider.com/guides/tech/what-is-a-cpu">even just CPUs</a>. This dynamic set of hardware requirements, sometimes very bursty in terms of when and how long you need it, creates an orchestration challenge. That becomes a software challenge, and then an organizational one. Are you saying the challenge is optimizing software for efficient and dynamic use of hardware? I actually think it's more of a broad competency challenge for a company. In traditional software development, the IT group talks to the software-development group. The developers specify their needs for memory, bandwidth, storage, and IT provisions for them. But data scientists and machine-learning teams have dynamic needs. They require newer, more advanced hardware, and the software they run is Python with many dependencies, like specific GPU-driver versions. The challenges organizations face in on-premises AI relate to the dynamic nature of server and machine orchestration and the open-source-software ecosystem they're tapping into. This is especially true for compliance and security requirements. Speaking of open source, what are your thoughts on open versus closed LLMs? I've tried to stay out of the fray on social media, but my take is that current LLMs, especially the frontier models, have a lot of overlap in capabilities. Some are better than others in certain aspects, but at their core, once you throw enough data at them, these models start to become similar to each other. Making open models like Meta's Llama freely available is a game changer. The original Llama release was significant, and <a target="_blank" class="" href="https://www.businessinsider.com/mark-zuckerberg-meta-llama-ai-model-praise-open-source-musk-2024-7">the latest Llama 3.1 model</a>, with 400 billion parameters, is a massive step forward. It will increase interest in running models on-premises, especially for fine-tuning on sensitive data. But while these models are often called open, they're not open in the traditional open-source sense. You can use them freely, but you can't rebuild them from scratch or modify them at will. The training data, scripts, and hyperparameters are often not disclosed. It's a complex issue that involves considerations of safety and licensing. The data used for training is a particularly big issue that no one really talks about. How should a company looking to implement on-premises AI get started? Anaconda has an <keyword id="23150764" type="General" weightage="20" keywordseo="AI-Navigator" source="keywords">AI Navigator</keyword> tool that is a great way to get started. It's a simple graphical interface where you can download appropriate models for your computer. We're currently running this in beta, and we're eager to get feedback from users. Our tool connects to our curated model repository. We've quantized models to make them smaller and more efficient for different machines, which is important because downloading models from public repositories can pose security risks. For example, we've seen attacks where someone uploads a fine-tuned code-generation model that hallucinates nonexistent Python packages. It generates code that tries to import or install these fake packages, and then the attacker creates malicious versions of these packages in the real world. When users try to run the generated code, they install these malicious packages. Our tool helps users get past many initial hurdles in setting up and running AI models locally. It accelerates the process of getting the software running correctly for a given machine, making it easier and safer for businesses to start exploring on-premises AI solutions. Marketed as <keyword id="22543566" type="General" weightage="100" keywordseo="sunscreen-pills" source="keywords">sunscreen pills</keyword>, this product is marketed as a sure-fire way of skipping the mess and effort associated with conventional sunscreens while still getting <keyword id="19958769" type="General" weightage="20" keywordseo="sun-protection" source="keywords">sun protection</keyword>. But as is the case with most fads, this one comes with a catch, too. Sigh. Let's face it, sunscreen pills sound undeniably attractive — imagine popping a pill and being able to frolic in the sun without a care in the world. No more reapplying gooey lotions or worrying about unsightly tan lines. This convenience factor is a major draw, especially for those who dislike traditional sunscreen. <h2>But is there any science behind the sizzle?</h2>These pills often contain <keyword id="22543569" type="General" weightage="20" keywordseo="polypodium-leucotomos" source="Orion">polypodium leucotomos</keyword> (PL), a Central American fern extract with some antioxidant properties. When the Sun's invisible rays (UV light) hit your skin and disrupt its molecules, they create unstable and highly reactive molecules called free radicals. Free radicals set off a damaging chain reaction, or oxidation, that hurts your skin's DNA and proteins. This damage can lead to premature ageing, inflammation and even <keyword id="20285616" type="General" weightage="20" keywordseo="skin-cancer" source="keywords">skin cancer</keyword>. So the antioxidant property of PL can allegedly help fight free radical damage caused by the sun's <keyword id="20373638" type="General" weightage="20" keywordseo="UV-rays" source="keywords">UV rays</keyword>. The brand Heliocare actually funded a tiny <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4345929/">study</a> involving 40 participants with skin colours ranging from white to light brown. They gave participants a supplement containing 240 mg of PL twice a day for 60 days and found that the sunscreen pills had reduced damaging effects of UV radiation like erythema — an abnormal redness. While the study also deemed higher doses of PL safe, the lack of more substantial, independent research is rather glaring. While they might be a good “supplement” for individuals with very sensitive skin or any family history of skin cancer (to be considered only after consultation with your doctor), many experts opine that they likely offer minimal, if any, protection against the full spectrum of UVA and UVB rays that damage your skin. As of now, dermatologists emphasise that sunscreen pills are not a replacement for <keyword id="22543567" type="General" weightage="20" keywordseo="topical-sunscreen" source="keywords">topical sunscreen</keyword> — and are merely supplements. <h2>A false sense of security</h2>The problem with marketing based on half-baked research with very little evidence to back its effectiveness is that it can spark some serious safety concerns. It has taken doctors forever to beat sense into us and get us to use topical sunscreen, and the false sense of security created by a <keyword id="22543570" type="General" weightage="20" keywordseo="sunscreen-pill" source="Orion">sunscreen pill</keyword> can take all of that away. Even the FDA has warned consumers that sunscreen pills shouldn't replace topical sunscreen. Relying solely on pills puts you at risk for sunburn and potentially skin cancer. Another concern is that sunscreen pills are considered dietary supplements, which are not as rigorously regulated as medications. This makes it difficult to guarantee the effectiveness and safety of the ingredients, especially since long-term use hasn't been thoroughly studied. <h2>Sunscreen pills don’t seem very inclusive</h2>While there aren't many reported side effects, some studies have shown mild itching or gastrointestinal upset. However, there are certain groups who should be extra cautious with sunscreen pills: <ul><li>Children: Their bodies may react differently to supplements compared to adults.</li><li>Pregnant and nursing women: There's no safety data available for this population.</li><li>People with allergies to PL: Avoid these pills to prevent allergic reactions.</li><li>People with medical conditions or taking medications: Consult your doctor to ensure there are no interactions or safety concerns.</li></ul>Evidently, there’s a relatively small number of people who can benefit from sunscreen pills. <h2>The verdict</h2>The potential of sunscreen pills is not lost on us. But it is simply too early for companies to start marketing this product to trusting consumers who might make the mistake of swapping them with their topical sunscreens. More research is needed to determine their effectiveness and long-term safety. Until then, sunscreens remain the gold standard for sun protection. Sunscreen pills could be a convenient addition to your sun protection routine, but they should never replace the essentials. Sticking to dermatologist-approved methods is highly recommended. A disturbing report by The Economic Times has revealed that over 100 <keyword id="21300086" type="General" weightage="20" keywordseo="cough-syrup" source="keywords">cough syrup</keyword> samples manufactured in India failed quality control tests. The Central Drugs Standard Control Organisation (<keyword id="20109095" type="General" weightage="20" keywordseo="CDSCO" source="keywords">CDSCO</keyword>) analysed over 7,000 batches of cough syrup, finding that 353 did not meet quality standards. The reasons for these failures are particularly concerning. Nine batches contained di<keyword id="21957039" type="General" weightage="20" keywordseo="ethylene-glycol" source="keywords">ethylene glycol</keyword> (DEG) or ethylene glycol (EG), toxins previously linked to the deaths of children in Gambia, Uzbekistan, and Cameroon. It is also a common industrial liquid used in many products, like antifreeze, car brakes, wallpaper removal solutions and in making fabrics and dyes. Similarly, EG is also a colourless and odourless alcoholic compound with a sweet-tasting and syrupy composition. It has known applications as an automotive antifreeze and as a raw material for manufacturing polyester fibres. It is also usually present in products like hydraulic brake fluids, stamp pad inks, ballpoint pens, solvents, paints, cosmetics and plastics. However, cough syrup manufacturers sometimes use EG and DEG as a replacement to non-toxic solvents like glycerine or propylene glycol simply because they are cheaper. Unfortunately, swallowing DEG and EG can be very dangerous. If someone drinks it, it can cause serious problems throughout their body and nervous system, leading to coma, seizures, nerve damage, and even liver and kidney failure, as per the CDC. <h2>Who is responsible?</h2>According to The Economic Times, the CDSCO blames unsecured supply chains and inadequate testing for the presence of these toxins. This news comes after a series of global alerts issued by the World Health Organization (WHO) in 2022 regarding cough syrups manufactured in India that were linked to the deaths of over 140 children worldwide. The first alert came in October 2022, when the WHO flagged four cough syrups produced by Haryana-based Maiden Pharmaceuticals. Authorities in Gambia linked these medications to 66 deaths, primarily from acute kidney failure. In December 2022, the WHO recommended avoiding two cough syrups made by Marion Biotech after Uzbekistan reported 18 child deaths linked to their Dok 1 Max syrup. Most recently, in August 2023, the WHO issued another alert for a batch of Indian common cold syrup found to contain unacceptable levels of DEG and EG as contaminants. This marked the fifth such alert issued by the WHO since 2022 regarding Indian-made cough syrups. <h2>CDSCO considers waiving testing requirement before exploring cough syrups</h2>The discovery of toxic components in something that’s as commonly sold as cough syrup should have prompted authorities to tighten texting processes. However, the apex drugs regulatory authority, is reportedly examining stakeholders’ proposal to waive the requirement for testing cough syrups being exported to the US, the UK, Canada, the European Union, Japan, Australia, Singapore, Korea and Switzerland at the prescribed laboratory. These repeated failures and global health warnings raise serious concerns about the safety of cough syrups manufactured in India. The <keyword id="2619929" type="General" weightage="50" keywordseo="central-consumer-protection-authority" source="Orion">Central Consumer Protection Authority</keyword> (CCPA) has passed an order on violation of consumer rights by e-commerce platform <keyword id="6354742" type="General" weightage="100" keywordseo="flipkart" source="Orion">Flipkart</keyword> for allowing sale of domestic pressure cookers in violation to mandatory standards. According to CCPA Chief Commissioner <keyword id="1868624" type="General" weightage="50" keywordseo="nidhi-khare" source="Orion">Nidhi Khare</keyword>, the CCPA has directed Flipkart to notify consumers of all 598 pressure cookers sold on its platform, recall the pressure cookers and reimburse their prices to the consumers and submit a compliance report of the same within 45 days. The company has also been directed to pay a penalty of Rs 1,00,000 for allowing sale of such pressure cookers on its e-commerce platform and violating rights of consumers. The <keyword id="6378065" type="General" weightage="50" keywordseo="central" source="Orion">Central</keyword> government, from time to time, notifies the <keyword id="10524664" type="General" weightage="50" keywordseo="quality-control-orders" source="Orion">Quality Control Orders</keyword> specifying compulsory conformity to a standard and use of standard mark for a product to protect consumers from risk of suffering injury and harm and in the interest of people at large. The <keyword id="13478363" type="General" weightage="50" keywordseo="domestic-pressure-cooker" source="Orion">Domestic Pressure Cooker</keyword> (Quality Control) order, which came into effect from February 1, 2021, mandates conformity to IS 2347:2017 for all domestic pressure cookers. Therefore, since February 1, 2021, all pressure cookers are required to conform to IS 2347:2017 and due diligence is required to be done whether the pressure cookers are offered for sale online or offline. The CCPA observed that provisions in the 'Flipkart terms of use' such as mandatory use of the words 'Powered by Flipkart' on every invoice of the product and distinguishing sellers as gold, silver and bronze for distribution of various benefits indicates the role played by Flipkart in sale of the pressure cookers on its e-commerce platform. Flipkart admittedly earned a total fee of Rs 1,84,263 through sale of such pressure cookers on its e-commerce platform. It was observed by CCPA that when Flipkart has gained commercially from the sale of such pressure cookers, it cannot alienate itself from the role and responsibility arising out of their sale to consumers. Alarmed at the unabated EV fire incidents, the Centre has now sent show cause notices to EV manufacturers like <keyword id="4393078" type="General" weightage="100" keywordseo="ola-electric" source="Orion">Ola Electric</keyword>, <keyword id="6077703" type="General" weightage="80" keywordseo="okinawa-autotech" source="Orion">Okinawa Autotech</keyword> and <keyword id="7583348" type="General" weightage="80" keywordseo="pure-ev" source="Orion">Pure EV</keyword>, among others, warning them why a penal action should not be taken against them for delivering faulty electric two-wheelers to the public. Reliable sources said that the EV makers have been given time till July end to respond in detail to the notices. Once the responses are in, the government will decide which penal action is to be taken, if any, against the EV makers at fault. Last month, the <keyword id="2619929" type="General" weightage="50" keywordseo="central-consumer-protection-authority" source="Orion">Central Consumer Protection Authority</keyword> (CCPA), which comes under the Union Consumer Affairs Ministry, sent notices to Pure EV and <keyword id="12512499" type="General" weightage="80" keywordseo="boom-motors" source="Orion">Boom Motors</keyword> after their e-scooters exploded in April. The Ministry of <keyword id="61316" type="General" weightage="80" keywordseo="road-transport" source="Orion">Road Transport</keyword> and Highways is also awaiting responses from EV makers on show cause notices sent to them. The preliminary findings from the government-constituted probe committee on EV fires also identified issues with battery cells or design in nearly all of the electric two-wheeler fire incidents in the country. The experts found defects in battery cells as well as battery design in nearly all EV fires. The Defence Research and Development Organisation (<keyword id="6355142" type="General" weightage="80" keywordseo="drdo" source="Orion">DRDO</keyword>), which was earlier tasked with investigating electric two-wheeler fire incidents by the Road Transport and Highways Ministry, also found serious defects in the EV two-wheeler batteries. These defects occurred because the electric two-wheeler manufacturers like Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors may have used "lower-grade materials to cut costs", the DRDO probe had revealed. However, when including <keyword id="22654356" type="General" weightage="20" keywordseo="OTC-investment" source="keywords">OTC investment</keyword>, total gold demand increased by 4% YoY to 1,258 tonnes, marking the highest Q2 figure since data collection began in 2000. The record-high <keyword id="19910265" type="General" weightage="20" keywordseo="gold-prices" source="keywords">gold prices</keyword> took a significant toll on jewelry consumption. Volumes fell 19% YoY to 391 tonnes, the lowest in four years. The report reveals a mixed picture for the Indian market in the second quarter of 2024. While overall gold demand showed a modest increase due to investment in OTC markets and central bank purchases, India witnessed trends that reflect broader market shifts. This decline reflects the impact of elevated gold prices on consumer purchasing behaviour, particularly in markets sensitive to price fluctuations, including India. <keyword id="19946830" type="General" weightage="20" keywordseo="central-banks" source="keywords">Central banks</keyword> continued to be significant players in the gold market, with net gold buying increasing by 6% YoY to 184 tonnes. This rise is attributed to the need for portfolio protection and diversification in a volatile economic environment. In June alone, central banks reported net purchases of 12 tonnes, with key contributors including the Central Bank of Uzbekistan and the Reserve Bank of India, both adding 9 tonnes to their reserves. The Monetary Authority of Singapore was noted as the largest seller, offloading 12 tonnes in the same month. The LBMA (PM) gold price averaged a record $ 2,338 per ounce in Q2 2024, up 18% YoY and 13% QoQ. Gold prices peaked at a new high of $2,427 per ounce in May. This environment drove significant investment and production trends, with total gold supply growing by 4% YoY to 1,258 tonnes. Mine production reached a record 929 tonnes for a second quarter, while recycling supply was the highest since 2012, reflecting the response to rising prices. OTC investment was a major component of the Q2 total gold demand, amounting to 329 tonnes. This, along with continued central bank buying, contributed to pushing gold prices to record highs during the quarter. Despite a minor 7-tonne decline in global gold <keyword id="19930506" type="General" weightage="20" keywordseo="etf" source="keywords">ETF</keyword> holdings in Q2, this was an improvement compared to the 21-tonne drop in Q2 2023. The decline in ETF holdings was followed by early outflows and nascent inflows later in the quarter. Retail bar and coin investment experienced a 5% decline to 261 tonnes, mainly due to weakened demand from Western markets.
