Bank of America and Goldman Sachs are among the signatories.It's a <a target="_blank" class="" href="https://www.businessinsider.com/nuclear-power-diablo-canyon-california-newsom-germany-japan">remarkable shift</a>, given that just five years ago the nuclear plant at Three Mile Island in Pennsylvania shut down in part because it couldn't compete with cheap natural gas. In the next five years, that spending could surpass $1 trillion.All the growth risks taxing an already-stressed power grid that uses a lot of dirty natural gas. The pipeline of data centers in places like Virginia and Arizona has <a target="_blank" href="https://www.businessinsider.com/data-centers-energy-demand-utilities-green-renewable-2023-10">already slowed the green energy transition</a>. The Electric Power Research Institute, an energy think tank, forecast that data centers could consume up to 9% of US electricity annually by 2030, compared to an estimated 4% today. And while tech companies are the largest buyers of solar, wind, and battery storage, it still isn't enough to meet the 24/7 needs of data centers.<h2 id="a02dd0e8-7117-4d44-8d2a-36fd9deff1d0">Delayed and over budget</h2>While nuclear power is around the clock, critics warn that it isn't a realistic solution to the data center problem. Hyperscalers need energy now and restarting a mothballed nuclear plant — let alone building new ones — can take years or even a decade. It's also an expensive gamble. Nuclear projects have a track record of going over budget. The most recent new US nuclear plant, built by Georgia Power, <a target="_blank" href="https://apnews.com/article/georgia-nuclear-power-plant-vogtle-rates-costs-75c7a413cda3935dd551be9115e88a64">arrived seven years late and $17 billion over budget</a>.Three Mile Island could run into similar problems, said Tim Judson, executive director of the Nuclear Information and Resource Service, which advocates against nuclear power and for renewables like solar and wind. He noted that the plant needed licensing approvals from the Nuclear Regulatory Commission and that reviving an old reactor that's been idle for five years could prove technically challenging.Barrón of Constellation Energy acknowledged that even with new federal tax breaks for nuclear energy, Three Mile Island wouldn't be economical to run without Microsoft, which agreed to pay a premium for electricity. Restarting the plant requires NRC approval following a safety and environmental review, as well as permits from state and local agencies. Constellation Energy said it will pursue a separate license renewal that extends operations to at least 2054.Judson is also concerned that Constellation Energy is talking to a regional grid operator, PJM, about putting the nuclear plant in front of a long queue of solar, wind, and battery storage projects waiting to be connected to the grid. He argued there'd be no need for a nuclear revival if renewable projects cleared those roadblocks faster.Nuclear's supporters disagree, including Arshad Mansoor, president and CEO of the Electric Power Research Institute. He told BI that no amount of renewables and battery storage will be enough to bring the economy to net-zero emissions. Data centers aren't the only driver of power demand. Electric vehicles and new manufacturing plants need electricity, too.Mansoor thinks the AI boom will actually accelerate a greener economy, noting that tech companies sparked greater deployment of wind and solar power."Now they've created a second spark, and it will not just be nuclear," Mansoor said.He predicted greater buy-in for geothermal, long-duration battery storage, and carbon capture and storage at gas plants — many more of which will be built in the coming years, Mansoor said.He also echoed what many tech executives said when defending AI's energy consumption: It will reduce emissions in the long run, such as by helping utilities manage the grid more efficiently and deploy renewables at peak demand times.However, it still isn't clear whether such benefits can offset soaring emissions.

Tech bros and bankers rally around nuclear power to fuel AI's rapid rise

Several have told her that she seems more present, she added.Part of Scalise's role is chairing a committee on clinician well-being. A couple of years ago, AI wasn't on her radar. Now, she's pushing to get more colleagues to start using the technology to help boost their efficiency.That highlights an important reality: AI will likely change some aspects of nearly all jobs. In January, the International Monetary Fund predicted that AI could affect nearly four in 10 jobs globally. For advanced economies, the share of <a target="_blank" href="https://www.imf.org/en/Publications/Staff-Discussion-Notes/Issues/2024/01/14/Gen-AI-Artificial-Intelligence-and-the-Future-of-Work-542379?cid=bl-com-SDNEA2024001">jobs exposed to AI</a> rose to about six in 10 — about half of the latter in a negative way.In 2023, the World Economic Forum reported that employers expected <a target="_blank" href="https://www.weforum.org/publications/the-future-of-jobs-report-2023/digest/#:~:text=All%20but%20two%20technologies%20are,in%20the%20next%20five%20years.">44% of workers' skills</a> to be "disrupted" within five years.It all points to a workforce that will need <a target="_blank" class="" href="https://www.businessinsider.com/to-find-or-keep-a-job-become-a-specialist-2024-8">widespread retraining</a>.Ravin Jesuthasan, a coauthor of "The Skills-Powered Organization" and the global leader for transformation services at the consulting firm Mercer, told BI that chief human-resources officers and other leaders would need to think of training — particularly around AI — as something that's just as important as, for example, building a factory."Everyone needs to be really facile with AI," he said. "It's a nonnegotiable because every piece of work is going to be affected."Jesuthasan said that when he talks about AI's widespread reach, he often gets questions like, "Well, what about the plumber who came to my house?"Plumbers, he said, might spend 30 minutes of every few hours turning a wrench. Much of the remainder goes to things like scheduling appointments and understanding the setups of customers' fixtures and piping. AI can help with all that, Jesuthasan said.He said experimenting with AI was a good start but not a viable long-term strategy. More organizations are becoming deliberate in how they invest, he added. That might look like identifying well-defined areas where they will deploy AI so that everyone involved uses the technology.That's part of a mindset of continual learning and reinvention. Without that, he said, both the organization and its workers risk falling behind.Ultimately, Jesuthasan said, organizations should test and learn so that they can be judicious in how they deploy AI and see a return. This shift will require that leaders focus more on skills and less on the strictures of a particular job.It's a big shift."We're talking about the reversal of 140 years of learned behavior and organizational structure and processes to shift from jobs to skills as the currency for work," he said. "You can't eat the elephant in one bite."Jon Lester, the vice president of HR technology, data, and AI at IBM, told BI that business leaders should give experts in various parts of their organizations the time and space to learn what's possible — and to fail. He also said leaders should track the return on investment of their efforts and let their expert employees make decisions.Lester said it's insufficient to drop in the technology without giving other considerations."If we gave this technology without the learning, without the focus on process and experience, we just automated bad processes," he said.Another challenge with inserting AI into an organization is that it's often difficult to tell which skills workers possess and where they might need training.Asteri AI is a <a target="_blank" class="" href="https://www.businessinsider.com/healthcare-ai-startup-valuations-explode-after-downturn-2024-4">startup</a> that uses large language models to determine the skill levels of an employee base, identify gaps, and forecast what abilities might one day be needed.Julia Grace Samoylenko, Asteri's founder and CEO, told BI that skills are often hidden and difficult to capture and that they tend to change rapidly."We truly believe that AI is the key to solving this problem," she said.It's important for organizations to understand the <a target="_blank" href="https://www.businessinsider.com/ai-questions-consulting-firms-are-answering-for-clients-2024-6">capabilities of their workers</a>, in part, because it's not advisable — or even possible, in many cases — for <a target="_blank" class="" href=" https://www.businessinsider.com/ai-help-recruit-hire-employees-tech-women-bias-job-seeking-2024-1">employers to hire</a> their way out of a skills deficit, Samoylenko said. That can be especially the case with high-demand areas like AI."We strongly believe in the idea of investing in internal talent rather than bringing in external hires," she said.Aside from concerns about maintaining morale and institutional knowledge, training existing employees can also be easier on the budget. That's because the cost of <a target="_blank" class="" href="https://www.gallup.com/workplace/247391/fixable-problem-costs-businesses-trillion.aspx">replacing an employee</a> is, conservatively, half to two times the worker's annual salary, Gallup found.Major employers like Johnson &amp; Johnson are also using what's sometimes called "<a target="_blank" href="https://mitsloan.mit.edu/ideas-made-to-matter/how-companies-can-use-ai-to-find-and-close-skills-gaps">skills inference</a>" to get a snapshot of workers' skills and how they might be improved.<div type="image" title="54% of HR and talent acquisition leaders say they are hopeful about the potential impact of AI at work." height="1000" width="2000" msid="112873681" hostid="261" sizebytes="40548"></div>For employers that want to <a target="_blank" class="" href="https://www.businessinsider.com/ai-tackling-jobs-humans-dont-have-time-for-or-want-2024-2">train their workers</a>, an obvious challenge is making sure it's effective.Elise Smith, a cofounder and the CEO of Praxis Labs, told BI that AI could make learning more personalized. The company uses the technology to simulate various work situations. That might involve giving difficult feedback or managing someone who's being disruptive to a team, she said.Praxis Labs is focused on middle managers and potential strong performers because, Smith said, training on these types of interpersonal skills is often concentrated among C-suite leaders."They often have executive coaches," she said. "They're doing role-plays. They're getting coaching on how to navigate these moments all the time." By using AI, Smith said, that type of training can be scaled to reach more workers.Managers can give oral or written feedback in simulations, and the AI can interject to point out slipups."Midconversation, if you haven't asked an open-ended question, we might nudge you to do that because you may not fully understand the situation," she said. "And asking questions is a powerful skill."Smith said the benefits of training could extend beyond the knowledge itself. She said clients had reported managers and employees feeling more engaged. And if the training is successful, it's more likely to stick, Smith added."You're more likely to change your behavior when you're confident about what you've just practiced and that skill you've just built," she said.Organizations are also looking to use <a target="_blank" class="" href="https://www.businessinsider.com/ai-career-advice-coach-gen-z-workers-get-ahead-2024-2">AI to empower workers</a> in other ways.Nathalie Scardino, Salesforce's chief people officer, told BI that the company's philosophy is that having AI tools at hand helps workers learn and improve their skills because the tech becomes incorporated into their daily workflow."You're bringing them along in the continued learning experience," she said.Salesforce has pumped out more than 50 AI applications to help its workers do their jobs in new ways, Scardino said. The goal is to make sure workers continue to learn and experiment."Everyone should be able to work with AI and understand the use cases behind the advantages of working with AI," she said.Charlotte Relyea, a senior partner at McKinsey &amp; Co., believes that leaders need to plan now so they can better forecast the abilities workers will need. Given the importance of this task, she said, the process will likely involve not only the head of HR but also the CEO."It's going to require real investment in upskilling and reskilling," she told BI. "So organizations need to be prepared for that."Relyea said leaders should prioritize where they focus most of their efforts on building skills. While there's been a mountain of speculation about if and when <a target="_blank" href="https://www.businessinsider.com/generative-ai-replace-your-job-increase-productivitiy-angus-deaton-2024-4">AI technologies like ChatGPT</a> could displace workers, their near-term impact on job losses could be <a target="_blank" href="https://www.businessinsider.com/ai-companies-excuse-job-cuts-tech-layoffs-2024-1">less about job replacement</a> and more about the cost of AI investments. He spent 34 years in that role, which allowed him to work with a wide variety of public-sector clients.He has hands-on experience managing complex projects like US-VISIT, a system deployed by the Department of Homeland Security to handle biometric-data collection at border crossings.In 2022, Greiner became the senior managing director of Accenture's division for health and public-service technology. Using his experience with implementing technologies for US federal services, he helps clients in the commercial public sector and health employ complex information technology, including cloud tools and generative artificial intelligence.Greiner spoke with Business Insider about digital transformations in the public sector and how they might evolve.The following has been edited for clarity and length.Let's talk about cloud technology. Can you explain what hybrid cloud means and its significance in the public sector?Many of our clients still reside in their on-premise data center, or they use a private cloud, which is somebody else's data center but not located that far away.However, we've seen more clients start to embrace the cloud. COVID was an accelerator for that. Dollars and cents is also a driver. There's a need to treat the taxpayer dollar respectfully. Using the cloud for things like backup and recovery or storing system and security logs is much cheaper.As more clients have built digital-facing capabilities to interact with citizens, they've seen that that build is typically done in some sort of cloud variant. Many of them, aside from federal, are focused on a single cloud provider.But in federal, we see many multicloud and hybrid-cloud environments. They'll have data sitting in a data center. They also have some in a thoughtful hybrid-cloud environment, leveraging the cloud for certain tasks but not everything.A few agencies are 100% cloud. They're even dabbling with polycloud, meaning one workload is hitting multiple clouds within the workload. Generative AI is also an accelerator there. We're seeing clients dabble in different foundation models that sit in different clouds.What concerns do stakeholders typically raise when implementing the cloud in the public sector?In Europe, there's a data-sovereignty concern. Where's the data? Where are the people who are touching the data? Where are the people who have access to the data center?In the United States, and in state and local organizations, clients want to know not only if the cloud is secure but also how a cloud service will secure their workload.Clients are asking for a managed SOCKS service and <a target="_blank" class="" href="https://www.businessinsider.com/sc/how-businesses-should-respond-to-ransomware-attacks-2021-3">active threat hunting</a>. Depending on the nature of the data, we've had clients ask for what we call moving-target defense. We can set up a cloud environment, and it will run for four or six hours. Then, we shut it down and set it up somewhere else. If an adversary gets into the environment, their ability to understand it is more limited.How does government regulation impact the public sector's use of the cloud differently from the private sector?There's still confusion in Europe because countries have their own opinions on what the General Data Protection Regulation, or GDPR, should mean, and there's not a uniform point of view on what is right to meet the specifications.Each country is coming up with their own interpretation, and sometimes they're looking to the first mover for guidance. So if Germany went first, another country will look at that and decide, yes, that's good enough or no, we want more.Getting back to the United States, I think a helpful move was the establishment of a minimum set of federal security requirements through the National Institute of Standards and Technology. It's a commonly understood standard that commercial entities look toward.I think the last couple of federal administrations have wound down their emphasis on the <a target="_blank" href="https://www.nist.gov/cyberframework">NIST Cybersecurity Framework</a> as something they need to keep current, and that was a surprise. The implication is that security, like beauty, is left open to the eye of the beholder, and individual variances are increasing friction and cost in the market a bit.A lot of industries would be a fan of the administration again stamping the NIST Cybersecurity Framework as the go-to for being good enough to do business with the US federal government.What's the current demand for AI, particularly generative AI, in the public sector?For AI in general, I'd say it's high and has been for a number of years. With generative AI, I think there's both optimism and caution. 2023 was a year of small experiments and exploration. In 2024, we needed to think about it institutionally.We've worked with states and localities on setting up Centers of Excellence to understand different models, provide coaching on responsible AI, and exchange best practices and reusable capabilities across agencies.Cloud went through a similar process, and I think lessons were learned that are now applied to generative AI. Cloud started as a bit of a free-for-all, and then common infrastructures and security capabilities came later. With generative AI, organizations are trying to solve citizens' problems but also to start with direction on how to do it in a fair and equitable way.Can you provide examples of how generative AI is deployed in the public sector?We completed a program with the District of Columbia Department of Health that created a chatbot for citizens and staff to ask questions about services and program qualifications. That was our first implementation of Amazon Web Services' Bedrock using <a target="_blank" href="https://www.businessinsider.com/retrieval-augmented-generation-making-ai-language-models-better-2024-5">a retrieval-augmented-generation solution</a>.We uploaded their documents and website information into a closed model to guide citizens' questions. RAG is common now, and in the last three months, we've added knowledge graphs for better contextualization and correlation of documents.Generally, I'm still seeing one-off use cases. It's about experimentation, and not about an organization-wide fundamental change. The public sector doesn't have the competitive pressure that commercial does to reinvent, as it's sort of a monopolistic entity by design.However, budgets are tight. If public-sector organizations can free up staff from mundane activities, that's important. It's big in public health, for example, where there's a nursing shortage across the globe. Helping someone coming in for a surgery to ask all the questions they would want to ask in a conversational sort of way could probably off-load 80% of the patient prep and free up a nurse for other tasks.Are general attitudes toward generative AI receptive or cautious in the public sector?I'm seeing that people are encouraged. That's because agencies are picking off use cases where they're confident they can deliver immediate value and build positive momentum. They're going for quick, easy wins, the parts of the job that people hate to do.It works best in organizations with a responsible AI framework in place or that are working with providers that bring that as part of what they do. However, it's still the Wild West, so many organizations can do what they want, and use whoever they want, and get whatever results they're going to get. I suspect we'll see a mixed bag.Still, I think there'll be enough success that AI will continue to permeate and cross-pollinate across states and localities.

Both sources noted that the typical brand looking to place ads on a digital platform like X does not want copy that is crude, sardonic, or intentionally ignorant of modern social mores."What advertiser or brand would want Grok writing for them?" one asked. The other referred to X employees pushing Grok as a "desperate" move by a company that no longer has broad appeal for brands."I can say this honestly: X isn't even mentioned as an option for a single one of our clients," one of the people said. "It was never a first choice, but it used to be always mentioned."Grok has two modes, "fun" and "regular," with the latter set to respond in a more straightforward manner.
