Indian <keyword id="2598106" type="UNKNOWN" weightage="20" keywordseo="Railway-minister-Suresh-Prabhu">Railway Minister Suresh Prabhu</keyword> stressed on passenger services and amenities while presenting his second Rail Budget for 2016-17. 
 
Prabhu stressed on cleanliness of stations, improving existing coaches, introducing new state-of-the art coaches, new bio toilets, etc. 
 
During his speech, Prabhu mainly stressed on initiatives taken and planned under the ‘Swachh Bharat Mission’. 
 
Many stations will be undertaken on PPP model for cleanliness. 
 
Prabhu announced 65,000 additional berths, 884 coaches and 2,000 water vending machines. 
 
He also stressed on online booking system and assured to a seamless system without any technical glitches. 
 
Prabhu assured of installing 17, 000 bio toilets spread over 475 stations before this fiscal, adding that 74 new trains will be covered under rail housing system. 
 
Taking recommendations from the common man, Prabhu said the railways have strengthened its social media, feedback and redressal system, which are taking direct feedback from the travellers and acting upon them. 
 
For senior citizens and women, Prabhu said their safety will be taken care of and increased the quota.

RailBudget2016: Suresh Prabhu offers too much on the platter for passengers

In line with Prime Minister Narendra Modi’s <keyword id="6361202" type="UNKNOWN" weightage="20" keywordseo="Swachh-Bharat">Swachh Bharat</keyword> Abhiyaan, this year’s Rail Budget will focus on cleanliness and financial viability of Indian <keyword id="6360676" type="CITY" weightage="20" keywordseo="Railways">Railways</keyword>, as per a report by The Economic Times (ET). In his maiden Budget, Railway Minister <keyword id="6356597" type="PERSON" weightage="20" keywordseo="Suresh-Prabhu">Suresh Prabhu</keyword> is expected to take measures to improve the financial health of Indian Railways. 
 
According to the ET report, Prabhu is likely to announce a number of measures to promote cleanliness, which may include coverage of more trains under on-board housekeeping services (OBHS), building bio-toilets and providing dustbins in all coaches. Moreover, he may also introduce some measures to improve facilities at stations. 
 
The budget this year will also consider problems faced by visually challenged passengers as the railway minister is expected to come up with a proposal to provide Braille signs at stations. 
 
However, due to the poor financial health of the railways, there is less probability of any big announcement this year. Currently, Indian Railways faces the challenge to generate funds worth Rs 1.7 lakh crore to finance about 300 projects. 
 
In addition to this, the ministry also plans to raise funds from Members of Parliament Local Area Development (MPLAD) scheme, state governments and the corporate social responsibility (CSR) scheme.

Rail Budget 2015 to run on Swachh Bharat track

<keyword id="20018917" type="General" weightage="20" keywordseo="Capital-expenditure" source="keywords">Capital expenditure</keyword> on the <keyword id="19914937" type="General" weightage="20" keywordseo="Railways" source="keywords">Railways</keyword> has increased by 77 per cent over the past five years with significant investments in the construction of <keyword id="22505706" type="General" weightage="20" keywordseo="new-lines" source="keywords">new lines</keyword>, <keyword id="20375816" type="General" weightage="20" keywordseo="gauge-conversion" source="keywords">gauge conversion</keyword> and doubling, the <keyword id="20613906" type="General" weightage="100" keywordseo="Economic-Survey" source="keywords">Economic Survey</keyword> 2023-24 said on Monday. According to the survey tabled in Parliament by Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword>, in the financial year 2019-2020, the capital expenditure was 1.48 lakh crore which was increased to ₹2.62 lakh crore in 2023-24. "<keyword id="19909154" type="General" weightage="20" keywordseo="Indian-Railways" source="keywords" meta.keywordsubtype="org" meta.entityname="Indian Railways" meta.hostid="346" meta.entityid="Indian Railways">Indian Railways</keyword>, with over 68,584 route km (as of March 31, 2024) and 12.54 lakh employees (as of April 1, 2024), is the fourth largest network in the world under single management," the survey said. Highlighting the initiatives taken by the Railway Ministry for the enhancement of operations and services, the survey mentioned Amrit Bharat Station Scheme, Mumbai-Ahmedabad High Speed Rail (MAHSR) project and Dedicated Freight Corridors (DFCs) with the progress made in these respective <keyword id="19900581" type="General" weightage="20" keywordseo="projects" source="keywords">projects</keyword>. According to the survey, Amrit Bharat Station Scheme, launched in August 2023 for development of stations on a continuous basis, involves preparation of master plans and its phased implementation to improve amenities, building improvements, multimodal integration, and sustainability. It said that 1,324 stations have been identified for upgradation so far. Talking about another initiative, Mumbai-Ahmedabad High Speed Rail (MAHSR) project, the survey said that under this 508-km project, executed with cooperation from the government of Japan, land acquisition and civil conduct award have been completed. "Overall physical progress of 41.7 per cent has been achieved and financial expenditure of ₹59,291 crore was incurred until 31st March, 2024," the survey said. "Two DFCs are under implementation namely the eastern DFC with route length of 1,337 kilometre and the western DFC with route length of 1,506 kilometre," it added. It further stated that by the end of FY24, 96.1 per cent of the total DFC route length has been completed. Highlighting other major achievements, the survey said that the Railways achieved its highest-ever production for both locomotives and wagons in FY24. "Fifty one pairs of <keyword id="19922877" type="General" weightage="20" keywordseo="vande-bharat" source="keywords">Vande Bharat</keyword> have been introduced until March 2024. The fast pace of infrastructure augmentation has been the result of a substantial increase in financial allocation along with close project monitoring and regular follow-up with stakeholders for expeditious land acquisition and clearances," the survey said. It added, "High-speed, long-distance Vande sleeper trainset coaches having features like quick acceleration, diffused lighting, automatic doors and global positioning system-based passenger information system are under development." According to the survey, the Railways is also planning to introduce Vande metro trainset coaches with features such as sealed wider gangways, centrally controlled automatic sliding doors, CCTVs for safety and surveillance, route map indicator, passenger information and infotainment system, fire detection system and aerosol-based fire suppression system. "The first lot is expected to be turned out in FY25," it said. "Railways has taken several initiatives for providing a clean environment in and around railway stations and trains, such as replacement of conventional toilets with bio-toilets on coaches leading to clean tracks, segregation of bio-degradable/non bio-degradable waste, solid waste management and discouraging use of single use plastic," the survey added.

Every year, we have the same boring faces reading out from a little piece of paper what is a totally "out-of-the-world plan" to make the Indian trains and stations an absolute beauty. 
 
By now, India should have been in the list of top 5 countries with world-class Railways, if not the first one. It's infrastructure should have been 100 times swankier than the T3 airport in Delhi. 
 
Plush railway stations with floor tiles so clean we could see our faces in it, and sleep in the train washroom if we liked to - the idea was sold to us many times. How we dreamt of a spick and span mode of travel..aaaaaaah. But, every time we got onto one of those bogies, reality struck us hard! 
 
Soiled toilets, rat-infested platforms. But, words echoed - "India will soon get bullet trains". 
 
Whennnnnn, we ask? Is there a deadline or is the deadline FOREVER? We have been getting one of those bullets for the last 5 years now, except that we don't have one till now. 
 
Yet, we sympathize with our ministers who claim to be working so hard in trying to getting us the cleanest platforms and wifi-ed stations and bio-toilets and........ so many more great things, you see! 
 
It will all come to us..*sigh*.. one day. Perhaps.. For now, here's a quick dose of the reality on the ground:

Railway Budget 2016: Expectation v/s Reality

Like they promised, the <keyword id="6355455" type="COMPANY" weightage="80" keywordseo="Indian-Railways">Indian Railways</keyword> finally unveiled the rail coaches with revamped interiors and even conducted a successful mock run! The passenger coaches which look absolutely comfortable and mindblowing have been designed by Bhopal's coach rehabilitation workshop (CRWS), Nishatpura. 
 
These coaches have been given beautiful interiors and jerk-less seats. Additionally, say goodbye to teh red and green seats as the seats too have been given a colour makeover and the colour replacing them is purple. According to the Indian Railways, these purple seats instantly give a high class look and feel. 
 
They have also ensured that the coaches are spacious and have bigger side-berths. What more? They also come equipped with a snacks table, LED reading lights and bio-toilets installed. 
 
There's more. The floor of the coach is painted like a carpet, the seats are fire-proof and there is a water-bottle holder next to every seat. 
 
What seals the deal is however the fact that every compartment has a separate mobile and laptop charging points. Hell to the yeah! 
 
While the AC coaches have cost the government a whopping Rs 70 lakh, sleeper coaches have cost around Rs 40 lakh. 
 
So, are you ready to ditch the airlines yet?

After launching the Ask Disha app for domestic and foreign travellers, Indian Railways are now targeting tourists from Japan, China, Thailand and Sri Lanka by launching a special train on the <keyword id="6394118" type="ORGANIZATION" weightage="20" keywordseo="buddhist-circuit">Buddhist Circuit</keyword>. The important Buddhist destinations to be connected are Bodh Gaya, Budh Vihar, Sarnath and Kushi Nagar. The ticket fare of the route is yet to be decided. As per media <a href="https://www.financialexpress.com/infrastructure/railways/wonderful-indian-railways-to-launch-special-train-with-world-class-facilities-on-buddhist-circuit/1352656/">reports,</a> the special express train will be managed by Indian Railways Catering and Tourists Corporation (IRCTC). The first route of the train is expected to be decided and kicked off by the of the year. Although, IRCTC will roll out its first rake by the end of October. Presently, the rail coaches are being manufactured in the Rail Coach Factory located at Kapurthala. The second train designed specially for international tourists, inspired by the Maharaja Express, will have 12 coaches. The first rake of the train will constitute four AC first class coaches followed by two second class coaches and one AC 3-tier coach designed specifically for staff. The first rake will also include two power car coaches, a pantry and two coaches for the dining car facility. The train will have a very fancy outer body and top notch facilities for the travellers. Some of the facilities includes digital lockers, venetian windows, decorative lighting, touch-free taps, bio toilets with vacuum evacuation, soap dispensers, CCTV camera, anti graffiti coaching and tea/coffee vending machines.

Indian Railways is all set to introduce a special train for Buddhist travellers across globe

Suresh Prabhu, the railway minister, in his second rail budget drew out an ambitious plan to overhaul the entire railway system. However, there was one glaring problem in the entire agenda. 
 
While there was a lot of talk about investment, there wasn’t a clear cut path on how to raise the revenues to fund this expenditure. 
 
While Prabhu said he would invest Rs 1.21 lakh crore in the current fiscal for a number of revamping purposes such as electrification of lines, three new trains, advanced coaches, new bio toilets, wi-fi services in collaboration with Google, catering services, National Academy of Indian Railways, more screens, which also includes borrowing Rs 20,000 crore, there wasn’t a clear roadmap of funding the expenditure. 
 
While he has kept away from fare hikes, what he has failed to do also is set out a clear path from increase in revenues from freight traffic. 
This budget has been all about creating and bolstering the current infrastructure without a fixed plan on how the investment will be divided on each of these expenditure areas. 
 
What is has instead taken on himself is increased expenditure from all quarters, including electrification, track laying, as well as job creation. 
While an increased impetus on creating more jobs is definitely welcome, what will become a big cause of concern from him is paying these increased number of employees. 
 
He made a brave attempt in revamping entire system of through his new approaches- restructure, re-organise and rejuvenate, what one really needs to think hard about is without any new sources of revenue generation, this could end up being completely being unviable.

Goyal in Rajya Sabha(Eds: Updating with minister's response) New Delhi, Mar 17 () There is no plan to privatiseIndian Railways as it belongs to the people of the country,Railways Minister Piyush Goyal asserted in Rajya Sabha onTuesday after some members raised concerns over it.Replying to a discussion on the working of the Ministryof Railways, Goyal announced an investment of Rs 50 lakh crorein the national transporter over the next 12 years."I want to make it crystal clear that there is no planor proposal to privatise Indian Railways, it will not happen.Indian Railways belongs to the people of this country, it willremain so," Goyal said.Keeping in mind development of the railways, thegovernment may, however, bring in a few services under privatesector in order to provide better services to the passengers,he added.Participating in the discussion, several Rajya Sabhamembers raised concerns over the poor financial health of therailways, decline in job opportunities and delay in executionof major projects, besides privatisation of the nationaltransporter.Goyal said the government was committed to making IndianRailways world class in every aspect."In the next 12 years we are going to invest Rs 50 lakhcrore in the Indian Railways. We will do it in publicprivate partnership. We will also give the chance to thepeople of this country to be part of this process," he added.Goyal, in reply to allegations by Trinamool Congressmember Derek O'Brien, said that sharing of funds between theCentre and state governments for new railway projects wasstarted during the UPA regime of which the Trinamool Congresswas a part, and it was inherited by the BJP as a legacy.The minister, however, added it was "not a bad practice".Goyal cited various news reports on the performance ofthe railways under former Railway Minister and TrinamoolCongress chief Mamata Bannerjee. "I don't want to politicisethe issue of losses," he added. O'Brien had alleged step-motherly treatment to statesgoverned by parties other than the BJP, particularly WestBengal.Responding to complaints of delay in work, Goyal saidthat over the last five years the government has taken stepsto speed up various projects."In 2014-15 the capex (capital expenditure) for theIndian Railways stood at Rs 58,000 crore. This year Rs 1.61lakh crore capex is going to happen. This investment has ledto unprecedented work," the minister noted.Elaborating on the achievements of the government, hesaid that barring a few in Rajasthan, unmanned level crossingshave ceased to exist on the board gauge network across thecountry.On electrification of tracks, he said that out ofstated target to convert 6,000 kms last year, the governmenthas been able to complete 5,276 kms.In 2013-14, the length of electrified tracks in thecountry stood at of just 610 kms, he noted."Looking at the dedication of the railways employees, Ihave confidence that we will be able to achieve the target offull electrification by 2023-24," Goyal said.He said that the government has identified 58 projectsas "super critical" and 68 projects as "critical" and therailways is working to complete them on priority.He said that if the government gets support from thestate governments in terms of land acquisition, investment,the projects could be implemented with greater speed.Commenting specifically on West Bengal, he said therewere issues of land encroachment in the state which have hadimpact on various projects.Earlier participating in the debate, Minister of Stateof Railways Suresh Angadi said there were encroachments onboth sides of tracks in West Bengal.He said that during the protests against the amendedcitizenship law, maximum damage to railways property tookplace in the state.Citing the example of Kerala, Goyal sought help fromthe members to speed up projects across the country."Help us get land, if we get land and the stategovernment's share of investment, we will be able to fast-track the projects," he said.He said the Katra-Banihal rail line in Jammu andKashmir would be completed by August 2022.Citing other achievements, Goyal said the Rai Barelirail coach factory would roll out a record 2,000 coaches thisyear.He added that the Indian Railways has traced problem ofwater-logging in 2,044 underpasses, out of the total 8,519 inthe country."We have solved the issue in 715 of the underpasses sofar and the rest would be rectified in the next few months,"Goyal said.He said that about 99.5 per cent work on bio-toilets wascomplete and the rest would be completed soon.Goyal said that in order to achieve zero carbonemissions, the Indian Railways plans to generate 20,000 megawatt of electricity through solar infrastructure, helping itmeet its entire supply requirement.Earlier, leader of opposition Ghulam Nabi Azad soughtqueries regarding the work on various railways projects inJammu and Kashmir.Participating in a discussion on the working of theMinistry of Railways, several members referred to the largenumber of vacancies in the railways and said these should befilled up, thereby providing job opportunities to the younggeneration.Binoy Viswam of the CPI said the railways has aroundthree lakh vacancies and these should be filled up.Opposing privatisation of trains and stations, he saidthe national transporter has "forgotten its social aspect andsocial commitment".V Vijayasai Reddy of the YSRCP said the railways now hasan operating ratio of 98.4 per cent, which is the worst inlast 10 years.Moreover, the railways' revenue surplus is also fallingand suggested that "priority should be given to augmentationof its internal resources."He also said that fatality due to accidents has declinedthis year and hygiene at railway station has improved.Sanjay Singh of the AAP said that employmentopportunities are being ignored by the railways. Thegovernment is increasing outsourced works in the railways,where contractual labourers are being exploited.Praful Patel of the NCP raised concerns over the delay inseveral railways projects and suggested that the governmentshould think of cost benefit analysis of major works.He, however, supported PPP model in the railways, saying"we should be open minded."Jose K Mani of the KCM said that the railway isoverloaded with work and several projects such as doubling ofline in Kerala are long delayed.Neeraj Shekhar of the BJP said the Opposition ismisguiding the people about performance of the railways.Indian Railways has performed well in last five years, hesaid.The railways has installed 2.38 lakh bio-toilets between2014 and 2018. It has a capital expenditure of over Rs onelakh crore, has done doubling of 28,000 km tracks.Highlighting the safety records, Shekhar said that it hasnot witnessed a single accident in last one year.Over the operating ratio, he said that it was due toimplementation of the Seventh Pay Commission by the governmentin the railways.Husain Dalwai of the Congress said that the revenue ofthe Indian Railways should be increased.Dalwai also raised the safety issue of the Mumbaisuburban trains, saying that according to GRP data, 3,202people died in 2016-17 and 3,014 in 2018-19.
