Finance Minister Nirmala Sithraman, External Affairs Minister Jaishankar, Commerce and Industry Minister <keyword id="19895367" type="General" weightage="20" keywordseo="piyush-goyal" source="keywords">Piyush Goyal</keyword> and Railways Minister Ashwini Vaishnaw represented the Indian side in Singapore. From the Singapore side, Gan Kim Yong, Deputy Prime Minister and Minister for Trade and Industry, Vivian Balakrishnan, Minister for Foreign Affairs, K Shanmugam, Minister for Home Affairs and Minister for Law, Josephine Teo, Minister for Digital Development and Information and Second Minister for Home Affairs, Tan See Leng, Minister for Manpower and Second Minister for Trade and Industry and Chee Hong Tat, Minister for Transport and Second Minister for Finance participated in the meeting. "The Ministers reviewed the progress of India - Singapore Strategic Partnership, particularly under the pillars of Digitalization, Skills Development, Sustainability, Healthcare and Medicine, identified during the 1st meeting of ISMR, held in New Delhi on September 17, 2022," the statement read. They deliberated on ideas to expand bilateral cooperation and decided to add two new pillars, Advanced Manufacturing and Connectivity for further strengthening bilateral cooperation. The Ministers agreed to hold the next round of ISMR in India at a mutually convenient time. During their visit, the Indian Ministers also called on Singapore President, Tharman Shanmugaratnam, and Singapore Prime Minister Lawrence Wong. "India and Singapore are important partners of each other. The visit reaffirmed the commitment of both sides to further strengthen their multifaceted partnership," MEA added. Singapore Prime Minister Lawrence Wong has called the India-Singapore Ministerial Dialogue an important platform for strengthening bilateral ties. India, Singapore to focus on advanced manufacturing, connectivity to boost bilateral relations

New Delhi, Feb 19 () Union Minister Nitin Gadkari who is representing India in a global road safety event in Sweden will hold bilateral dialogue with his Swedish counterpart for infrastructure Tomas Eneroth, the government said on Wednesday. The Road Transport and Highways Minister is in Sweden to represent India at the "3rd High Level Global Conference on Road Safety for Achieving Global Goals 2030" being held in Stockholm from February 19-20. During his stay in Stockholm, Gadkari will have bilateral dialogue with his Swedish counterpart for infrastructure Tomas Eneroth, Minister for Foreign Trade Anna Hallberg, Minister for Business, Industry &amp; Innovation Ibrahim Baylan and also with the British Minister for Road Safety Baroness Vere. Gadkari will also hold talks with the World Bank Vice President (South Asia) Hart Schafer, the Ministry of Road Transport and Highways said. Also on Gadkari's itinerary will be a Sweden-India Transportation Safety and Innovation Partnership meeting to be attended by a number of CEOs. Swedish and Indian businesses are likely to exchange several MOUs on this occasions. Gadkari on Wednesday visited the Swedish Logistics Automotive manufacturer 'Volvo' in Gothenburg. The Minister was accompanied by Ambassador of Sweden in India Klas Molin. Volvo is one of the world's largest manufacturers of heavy-duty trucks, construction equipment, buses and heavy-duty diesel engines as well as a leading supplier of marine and industrial engines. The objective of the two-day conference is to bring road safety on the global agenda and renew the world community's commitment to safer roads. Leaders from participating countries will draw up a roadmap for reaching the United Nation's goal set under the UN Decade of Action of reducing road crashes by 2030. NAM DRR

Gadkari to hold bilateral dialogue with Swedish counterpart at global road-safety meet

<ul class="summary-list"><li>US officials released a video of a Chinese fighter jet intercepting a US aircraft over the South China Sea.</li><li>The Pentagon has recorded a spike in close calls between Chinese and American aircraft.</li></ul>The US has been sounding the alarm on unsafe intercepts of American aircraft by Chinese fighter jets buzzing or crowding the planes, behavior that officials say threatens the US and other nations' abilities to operate safely in international airspace. Although unsafe intercepts by Chinese pilots have long been a problem, the increased frequency of these incidents appears to reflect China's growing <a href="https://www.businessinsider.com/china-doubled-number-missiles-needed-to-target-us-bases-japan-2023-10">military</a> <a href="https://www.businessinsider.com/china-fighter-jet-fleet-growing-size-capability-pentagon-2023-10">might</a>, the elevated abilities of its pilots, and a greater willingness for China to throw its weight around a bit against US aircraft and those of its allies flying in areas where the Chinese military is more active in pursuit of its interests."What we're witnessing is an increasingly competent and better trained Chinese flying cadre" that is "willing to challenge the US and allied flights occurring near the PRC air defense identification zone," retired Cmdr. Guy Snodgrass, a former naval aviator and TOPGUN instructor and defense official, said, referring to the People's Republic of China.In late October, US Indo-Pacific Command (INDOPACOM) released a video of what it said was a Chinese J-11 fighter jet executing "an unsafe intercept of a US Air Force B-52 aircraft."The Chinese pilot intercepted the bomber at night in what INDOPACOM called an "unsafe and unprofessional manner," accusing the pilot of demonstrating "poor airmanship" by closing at excessive speed and maneuvering in close proximity to the aircraft. It said that the J-11 <a href="https://www.businessinsider.com/video-chinese-fighter-jet-within-10-feet-us-b52-bomber-2023-10">got as close as 10 feet</a> to the the B-52 while it was conducting lawful operations over the South China Sea in international airspace. "We are concerned this pilot was unaware of how close he came to causing a collision," INDOPACOM <a href="https://www.pacom.mil/Media/News/News-Article-View/Article/3569987/unprofessional-intercept-of-us-b-52-over-south-china-sea/">said in a statement</a>. In the video footage shared by the US military, the ranging indicators are blotted out, meaning it's impossible to tell the exact distance between the fighter and bomber, but the forward-looking infrared (FLIR) video footage itself shows the apparent Chinese J-11 fighter flying nearby the B-52, "certainly inside the 50-foot bubble," Snodgrass said."The intercept itself, while close, does not appear to be 'high energy' or with overly excessive closure speeds, as the Chinese pilot is able to pull abreast of the bomber," he said.If the jet were to close at overly excessive speeds, then the Chinese fighter jet would have likely had to "underrun" the bomber, aggressively flying underneath it and then coming out in front while attempting to reduce airspeed.That kind of maneuvering isn't seen in the video shared by INDOPACOM, although it's unclear if there is more footage filmed by the B-52 that was not shared by US officials. Intercepts are normal, and the US does carries them out regularly, said Snodgrass, mentioning that he has previously flown this type of mission in response to activity by North Korean and Russian aircraft. While America prioritizes professional flying, it is not uncommon for US rivals like Russia and China to engage in <a href="https://www.businessinsider.com/how-us-navy-sub-hunter-crews-prepare-for-unsafe-intercepts-2020-6">risky behavior</a> in the air when American aircraft are on the receiving end."It's understandable that INDOPACOM is highlighting this approach with alarming language: they want to draw attention to the situation," he said, noting in the explanation provided to Insider that "the larger point is that all intercepts should be conducted in a safe manner with proper standoff distance that minimizes the chance of inadvertent collisions."In October, the same month as the intercept, the US Department of Defense released its annual China Military Power Report and <a href="https://www.businessinsider.com/us-declassifies-images-chinese-intercepts-over-east-south-china-seas-2023-10">declassified a hoard of photos and videos</a> it says show more of these intercepts, including Chinese fighters flying alongside, over, and underneath US aircraft sometimes at a distance of just 10 to 15 feet. The US says it documented more than 180 coercive or risky intercepts by Chinese aircraft since fall 2021. That figure, as the DoD report <a href="https://media.defense.gov/2023/Oct/19/2003323409/-1/-1/1/2023-MILITARY-AND-SECURITY-DEVELOPMENTS-INVOLVING-THE-PEOPLES-REPUBLIC-OF-CHINA.PDF" target="_blank" rel="noopener">explained</a>, is more in just two years than the entire previous decade. In that same time window, the US documented around 100 such incidents involving allied and partner nations.And these encounters came at a rather precarious time for US-Chinese relations. In that same military power report, US defense officials noted that "in 2022, the [People's Liberation Army] largely denied, cancelled, and ignored recurring bilateral engagements and DoD requests for communication."Chinese behavior likely speaks to a bolstered confidence among Chinese military leadership to <a href="https://www.businessinsider.com/russian-chinese-pilots-want-batting-practice-against-us-generals-say-2023-10">challenge US air power</a>, as well as test its response, while pushing China's increasingly "excessive claims to manufactured territory in the South China Sea, such as with PRC's aggressive 'island reclamation' projects," Snodgrass said, pointing to a China's dominating foreign policy in the area, which is one where the US military is also very active."These strategic changes bring tactical units like fighters, bombers, reconnaissance planes, and ships into more frequent and closer contact as the US continues to promote a policy of unfettered access" international waters and airspace.<div type="image" title="Two US Air Force F-16 Fighting Falcon aircraft sit parked on the flight line at MacDill Air Force Base in 2021." height="889" width="1731" msid="105104809" hostid="261"></div>The radio silence from China has largely continued into 2023, US officials said, adding to increased concern "of an operational incident or miscalculation spiraling into crisis or conflict." Snodgrass, a former defense official in the Pentagon, told Insider that whether or not a mishap, like an unsafe intercept gone wrong, spirals into a crisis or conflict really depends both on the overall state of US-Chinese affairs "at any given moment, as well as what each party believes they could gain from the incident." "Should a PRC aircraft recklessly collide with a US or allied plane, the public rhetoric would increase significantly to apply additional pressure against PRC actions. Would such a collision, especially an unintentional one, lead to open conflict? Almost zero chance unless the larger strategic environment shifts significantly from today's regional status quo," he said. Still, probably best not to find out though.

Citing sources in the <keyword id="137756" type="COMPANY" weightage="20" keywordseo="Ministry-of-Commerce">Ministry of Commerce</keyword>, The Express Tribune reported that Adviser to the <keyword id="71" type="POSITION" weightage="20" keywordseo="Prime-Minister">Prime Minister</keyword> on Commerce Abdul Razak Dawood may take a decision on whether to import cotton and yarn from India next week. They said that the issue of cotton shortfall has already been brought to the notice of Prime Minister <keyword id="14676" type="PERSON" weightage="20" keywordseo="Imran-Khan">Imran Khan</keyword>, who also holds the portfolio of the commerce minister. Once a principled decision is taken, a formal order will be presented before the Economic Coordination Committee of the Cabinet, the sources told the daily. The sources said that in-house deliberations have already begun but the final decision would be taken only after seeking the approval of the prime minister. I cannot say yes or no at this stage and would be in a better position to respond on Monday, Dawood told the daily, responding to a question on whether Pakistan was considering allowing cotton import from India. The trade ties between both the countries can help minimise cost of production in Pakistan and ensure sustained food supplies, the daily said. India and Pakistan issued a joint statement on Thursday to strictly observe all agreements on ceasefire along the LoC and other sectors after the hotline discussions by their Director Generals of Military Operations. The two countries signed a ceasefire agreement in 2003, but it has hardly been followed in letter and spirit over the past several years. Relations between the two neighbours have nose-dived after a series of terror attacks in India perpetrated by terror groups based in Pakistan. Bilateral ties deteriorated further after India revoked the special status of Jammu and Kashmir in 2019. The move angered Pakistan, which downgraded diplomatic ties and expelled the Indian High Commissioner in Islamabad. Pakistan also snapped all air and land links with India and suspended trade and railway services. The paper reported that against the annual estimated consumption of minimum 12 million bales, the Ministry of National Food Security and Research expects only 7.7 million bales production this year. However, cotton ginners have given the lowest production estimates of only 5.5 million bales for this year. There is a minimum shortfall of six million bales and Pakistan has so far imported roughly 688,305 metric tonnes of cotton and yarn, costing USD 1.1 billion, according to the Pakistan Bureau of Statistics. There is still a gap of about 3.5 million bales that needs to be filled through imports. Due to shortage of cotton and yarn, the users were compelled to import them from the United States, Brazil and Uzbekistan. Imports from India would be far cheaper and would reach Pakistan within three to four days. Importing yarn from other countries was not only expensive but would also take one to two months to reach Pakistan, the daily reported, quoting businessmen who deal in these commodities. The delay in yarn import can pose risk to timely deliver the export orders, according to the paper. However, the All Pakistan Textile Mills Association (Aptma) is exerting pressure on the Pakistan government not to allow cotton and yarn import from India. An industry insider told the daily that few millers have already hoarded the cotton and were now charging higher rates and import would dampen their short-term earnings. In an appeal to Dawood, Aptma said that the import of yarn from India will directly impact cotton prices in Pakistan. The cotton sowing season is currently starting in Pakistan and the predicted drop in cotton price owing to import of yarn from India is approximately 10-15 per cent, discouraging farmers not to sow cotton, according to the Aptma. On Thursday, India said it desires normal neighbourly relations with Pakistan and is committed to resolving all issues bilaterally in a peaceful manner. Prime Minister Khan on Saturday welcomed the ceasefire agreement with India and said Islamabad remains ready to move forward to resolve "all outstanding issues" through dialogue.
