New Delhi, Feb 1 () The government on Saturday said Rs 6,000 crore will be allocated for the BharatNet programme in 2020-21 to further enhance broadband connectivity in rural areas.
 With focus on new economy models based on new-age technologies like artificial intelligence (AI) and Internet of Things (IoT), the government also intends to bring out a policy to enable private sector to build data centre parks throughout the country, Finance Minister Nirmala Sitharaman said while presenting the Union Budget for 2020-21.
 "Our vision is that all public institutions at the gram panchayat level such as anganwadis, health and wellness centres, government schools, PDS outlets, post offices and police stations -- all will be provided digital connectivity. The fibre to the home (FTTH) connection through BharatNet will link 100,000 gram panchayats this year itself," she said.
 It is therefore proposed to provide Rs 6,000 crore to BharatNet program in 2020-21, she added.
 The finance minister noted that the new economy is based on innovations that disrupt established business models.
 "AI, IoT, 3D printing, drones, data storage, quantum computing etc are all re-writing world economic order. India has already embraced a new paradigm such as sharing economy with aggregator platforms displacing conventional businesses," she said.
 Noting that government has harnessed new technologies to enable direct benefit transfers and financial inclusions on a scale like never before, she said analytics, fintech and IoT are changing life.
 "It is now a cliche that data is the new oil...To take advantage of this, I propose to bring out soon a policy to enable private sector to build data centre parks throughout the country," Sitharaman said. PRS SR ABM

As the government sets aside ₹6,000 crore for BharatNet in the Union Budget, the industry rejoices

New Delhi, Dec 27 () Bharat Broadband Nigam Limited, a state-run infrastructure firm that is setting up optical fibre network under BharatNet Project, has paid around Rs 770 crore in advance to BSNL to help the telecom firm clear dues of vendors involved in the project.
 The debt-ridden state-run telecom firm had requested BBNL to pay Rs 1,033 crore earlier this month to clear the dues of vendors engaged in BharatNet project. 
 Bharat Broadband Nigam Limited (BBNL) had allocated around 70 per cent of rural broadband network roll-out work to BSNL. 
 "BSNL had requested payment of Rs 1,033 crore out of which around Rs 770 crore has been cleared by BBNL," a government official told . 
 BSNL had requested payment of Rs 1,033 crore from BBNL as an advance to clear the pending liabilities of UP East and MP Circles of Rs 716 crore along with telecom factory liabilities of Rs 40 crore earlier this month. 
 PHD Chamber of Commerce and Industry telecom committee chairman Sandeep Aggarwal said that payment being released by BSNL will help in reviving thousands of vendors who had closed down their operations due to long payment overdues of more than 12 months.
"Many vendors who were still operating had notices from their suppliers to take them to NCLT and their bankers to declare them NPA," Aggarwal said in a letter dated December 26, 2019 to BSNL CMD PK Purwar.
He said that most of the vendors will be getting payment for invoices raised in December and some for the invoice raised in March 2019.

BSNL gets Rs 770 cr from BBNL to clear BharatNet vendor dues

New Delhi, Feb 1 () The government will bring out a policy for data centre parks throughout the country, Finance Minister Nirmala Sitharaman said on Saturday.
 The government has provided Rs 6,000 crore for BharatNet in FY21, she said adding that fibre-to-home through BharatNet will link 1 lakh gram panchayats this year.
 Presenting the Budget for 2020-21, Sitharaman said all public institutions at gram panchayat levels such as police stations and post offices will be connected digitally.
 She also announced Rs 8,000 crore outlay provided for National Mission on Quantum Technology and Application over 5 years.
 The government will also consider corporatisation of at least one major port and listing it on stock exchanges, she said.
 In order to achieve higher export credit, a new scheme is being launched which provides higher insurance cover and reduced premium, she said.
 Sitharaman also said 150 higher institutes will start apprentice training for general category students, adding gross enrolment ratio for girls across all levels of education is higher than boys.

Policy for data centre parks throughout country on anvil: Sitharaman

<keyword id="6356988" type="PERSON" weightage="100" keywordseo="TRAI">TRAI</keyword> (<keyword id="30356" type="ORGANIZATION" weightage="20" keywordseo="Telecom-Regulatory-Authority-of-India">Telecom Regulatory Authority of India</keyword>) has said that the nation has very few Wi-Fi hotspots and has recommended that a neutral Wi-Fi infrastructure be deployed so as to bridge the digital divide. 
 
“In regions like the US, UK, and France, there are millions of Wi-Fi hotspots but in India, it is just 35,000, which is a pity,” Trai chairman RS Sharma told ET, 
 
"We are recommending that the government use a neutral Wi-Fi architecture so that anyone, irrespective of internet service provider, will be able to latch on to any hotspot, and use the network and pay accordingly,” he further added. 
 TRAI floated a consultation paper on the matter in July, with comments sought until August 24, and responded to them by September 7.it said that neutral Wi-Fi network, will avoid duplication of infrastructure. . Broadband connectivity, a cornerstone of the government's <keyword id="1929810" type="UNKNOWN" weightage="20" keywordseo="Digital-India">Digital India</keyword> initiative, will depend on leveraging cable TV infrastructure, satellite bandwidth and executing <keyword id="2791195" type="UNKNOWN" weightage="20" keywordseo="BharatNet">BharatNet</keyword> through the build-ownoperate-transfer (BOOT) model. 
 
"The fundamental on which Digital India rests is a ubiquitous broadband connectivity or broadband as a utility service. Digital India is the most transformative project of the current government with a vision to change India into a knowledge economy,” Sharma told ET. 
 "We are providing appropriate recommendations to the government to solve broadband connectivity problem, as India does not have an impressive ranking. In some areas, the ranking is lower than countries like <keyword id="6355572" type="COUNTRY" weightage="20" keywordseo="Sri-Lanka">Sri Lanka</keyword> and some African nations. Such measures taken jointly would lead to a substantial improvement in digital connectivity,” the TRAI chief said. 
 
TRAI had suggested the government to opt for BOOT model for its BharatNet strategy with active participation from entrepreneurs to operate, use and market the network, besides utilising cable TV infrastructure for speedier broadband penetration. 
 
"If 100 million cable TV homes carry 10 Mbps or more bandwidth, then we can have a reliable broadband infrastructure,” Sharma said, 
 
He also said that the satellite-based communications would facilitate digital connectivity in remote areas but policy impediments were holding this back.

Speaking at the India Internet Governance Forum 2022 (IIGF2022), the minister said that 5G and the largest rural broadband connectivity network project at <keyword id="2791195" type="General" weightage="20" keywordseo="bharatnet" source="Orion">BharatNet</keyword> will have 1.2 billion Indian users constituting the single largest presence of the global internet. "We also expect further technological innovations as well as updated regulatory policies to remain relevant. The deep involvement by all stakeholders will be the third leg of this 'Global Standard Cyber Law Framework' that, we hope, will catalyse the Indian Internet and the economy," Chandrasekhar told the gathering at the three-day event in the national capital on Sunday. "We are looking at building laws which ensure the privacy, protection, data, security and safety of our citizens. 5G spectrum can wait, says telecom minister Manoj Sinha

New Delhi, Mar 18 () The government's plan to provide broadband services in all villages of the country is likely to see an investment of Rs 7 lakh crore with 90 per cent of the contribution coming from industry players, Parliament was informed on Wednesday. "The likely investment under the National Broadband Mission is around Rs 7 Lakh crore which is to be catalysed largely by the industry out of which contribution by the government throughUniversal Service Obligation Fund (USOF) is envisaged to be around 10 per cent, that is, approximately Rs 70,000 crore which will cover all the states in the country including the states of Gujarat and Madhya Pradesh," Telecom Minister Ravi Shankar Prasad said in a written reply to the Lok Sabha. Under the National Broadband Mission (NBM), the government envisages providing broadband access to all villages in the country, including those in Gujarat and Madhya Pradesh, by 2022.The NBM is seen as an extension of the BharatNet project under which the government is working to provide broadband connectivity to all gram panchayats (GPs). In a separate reply, Prasad said that as of February 2020, a total of 1,36,693 GPs (including block headquarters) have been made service ready."Public wi-fi hotspots at 25,000 rural telephone exchanges of BSNL are being provided. As of February 2020, a total of 24,289 Wi-Fi hotspots are installed and out of them, 23,787 are providing services," the minister said. PRS MRMR

National Broadband Mission investment estimated at Rs 7 lakh cr: Prasad

New Delhi, Jan 20 () State-owned ITI Ltd will come out with Rs 1,600 crore follow-on public offer (FPO) on Friday.
 The FPO comprises fresh issue of up to 18 crore equity shares. Besides, an additional issue constituting up to 18 lakh shares will be reserved for employees.
 The issue will open on Friday, January 24 and close on Tuesday, January 28, the company said in a statement on Monday.
 The price band for the FPO will be announced on Wednesday.
 Proceeds of the issue will be utilised towards working capital requirements, repayment of loan taken by the company and for general corporate purpose.
 According to market sources, the company's FPO is expected to fetch Rs 1,600 crore.
 The public issue is being managed by BOB Capital Markets Ltd, Karvy Investor Services Ltd and PNB Investment Services.
 The FPO will help the company meet Sebi's requirement of minimum 25 per cent public shareholding. 
 ITI is into manufacturing of a diverse range of Information and Communication Technology (ICT) products and solutions. Its customers include BSNL, MTNL, defence, paramilitary forces and state governments.
 The company has a strong order book of Rs 11,051.12 crore as on December 2019, which includes various government projects such as ASCON, BharatNet, Network for Spectrum, smart energy meters, space programs and e-governance projects.
 Going forward, ITI said it is looking to diversify its products and services and leverage their relationship with government and various public sector units, modernise its infrastructure and technology as well as team up with innovative technology leaders and start-ups to support 'Make in India' and Digital India' fillip of the government. ITI's Rs 1,600-cr FPO to open on Friday

New Delhi, Jan 20 () An India-Africa conference on e-governance is being planned here in March to ensure that benefits of digital platforms are made available for the empowerment of African citizens, a senior official said on Monday.
 The conference 'Digital Africa: Empowered Citizens' will witness participation of policy makers and government officials from India and 54 African countries.
 "The Ministry of External Affairs-led initiative in collaboration with the Department of Administrative Reforms and Public Grievances (DARPG) and National Centre for Good Governance envisages convening an Indian Technical and Economic Cooperation (ITEC) India-Africa e-governance with focus on enhanced south-south cooperation for sharing the benefits of e-governance for improved service delivery," DARPG Additional Secretary V Srinivas said. 
 He said discussions have been held with African ambassadors in Delhi and the preparations have commenced.
 "Dates for the conference in March 2020 are expected to be announced shortly," Srinivas told .
 The objective of the conference is to ensure the benefits of digital platforms are made available for empowerment of the African citizens, another official said.
 India has a number of success stories on how technology is used to provide efficient services while improving the quality of life of the citizen, he said.
 "An innovative feature of the ITEC India-Africa e-governance conference is that it provides a forum for government, business and academia from India and Africa while also seeking to crowdsource ideas on strengthening the collaboration through hackathon," the officer said.
 The conference will have eight sessions to cover an array of subjects including e-governance, fintech and capacity building, while also exploring business partnerships and identifying a roadmap forward, he said.
 India's several successful initiatives like BharatNet (a programme on providing broadband connectivity to all households), DigiLocker (platform for issuance and verification of documents and certificates), BHIM (unified payment interface) and Aadhaar enabled payment services, and its benefits would be highlighted during the event, the officer added. To empower African citizens, India to host 'Digital Africa' conference

New Delhi, Jan 22 () State-owned ITI on Wednesday fixed a price band of Rs 72-77 a share for its follow-on public offer, which will hit the capital markets on Friday.
The FPO comprises fresh issue of up to 18 crore equity shares. Besides, an additional issue constituting up to 18 lakh shares will be reserved for employees.
The issue will open on January 24 and close on January 28.At the higher end of the price band at Rs 77 per share, the company will garner Rs 1,386 crore from the FPO, while at the lower end at Rs 72 a share, it will raise Rs 1,296 crore, the company said in a statement.
The price band has been fixed at a discount of 20 per cent from Wednesday's closing price. On the BSE, ITI stock settled at Rs 99.80 and on the NSE at Rs 99.75.

ITI sets FPO price band of Rs 72-77 per share

Mumbai, Jan 26 () Public sector electronics and telecom gear maker ITI Limited plans around Rs 150 crore investment to scale up its solar panel manufacturing capacity to 90 MW in the next fiscal, a top company official said.
 The company, which plans to raise Rs 1,600 crore through a follow-on public offer (FPO), has a solar panel capacity of 18 MW currently.
 "Given the kind of demand we are witnessing in the solar space, especially in the rooftop segment, from corporates and commercial establisments as well as the state governments, we want to be ready to tap that opportunity," the company's Chairman and Managing Director R M Agarwal told .
 He said the company will be investing Rs 150 crore for scaling up the capacity, which it hopes to get from the budget allocated to the Department of Telecommunications, Ministry of Communications.
 The company is expecting at least Rs 500 crore from the government in the next fiscal for meeting its various capital expenditure (capex) requirements.
 The company has a solar panel manufacturing facility at Naini in Uttar Pradesh.
 When asked if the company would utilise the funds raised through the FPO for the capacity enhancement in case the funds from the government do not come, he said, "The FPO proceeds will have to be used towards partial repayment of loans, funding our working capital requirements and general purpose. For our capex, we will have to wait for the ministry to release the funds."
 Agarwal further said the company is banking on capacities tendered by discoms in various states to supply its panels as well as to set up rooftop projects on turnkey basis, along with the expected projects under the national solar mission.
 The company has executed various turnkey orders for Bharatnet, telecom towers, and Uttar Pradesh police headquarters. ITI has also deployed 15 MW solar power project for the Solar Energy Corporation of India.
 According to industry estimates, as of September 2019, cumulative installed solar capacity in India stood at 33.8 GW, of which rooftop solar installations crossed 4 GW.
 Apart from solar panels, the company is also focusing on manufacturing of LED-based products like LED solar lantern and LED street lights for rural use and LED tube lights and decorative indoor lights for grid connected applications. PSK ABM
