The Chanakya predictions for 2019 Lok Sabha seats presume only 2 seats for SP and its alliance. The other predictions for SP for the Lok Sabha elections 2019 include 17-19 by News18, 13 seats by India Today, 40 constituencies by CVoter and 41 seats by NewsX. The total number of parliamentary seats in UP is 80. In 2014 general elections for the parliament, SP got only 4 seats out of 80 from Uttar Pradesh. In 2009 elections, SP won from 22 constituencies. The winning statistics for SP during 2004 was 35 seats. In 2019 Lok Sabha elections, Akilesh Yadav is fighting from Azamgarh Lok Sabha seat. So what does <keyword id="823722" type="UNKNOWN" weightage="80" keywordseo="the-section">the Section</keyword> say that created such a huge backlash from the public in general? Since the Section came to power, several petitions were filed at various courts challenging the section on the basis of what constituted ‘grossly offensive or menacing character’? The main contention has been that who is it that will decide what action or ‘post’ or ‘comment’ constituted ‘offensive’ enough to be put behind bars. Many an individual and political party has on several occasions used or rather misused the provisions within the section to jail individuals who aired their opinion on social media websites such as <keyword id="6354576" type="CITY" weightage="80" keywordseo="Facebook">Facebook</keyword> and <keyword id="6354616" type="CITY" weightage="80" keywordseo="Twitter">Twitter</keyword>.

Khan belonging to the ruling <keyword id="6354265" type="ORGANIZATION" weightage="80" keywordseo="samajwadi-party">Samajwadi Party</keyword> ensured he was behind bars in no time. · In UP again, a Varanasi <keyword id="299752" type="POSITION" weightage="80" keywordseo="tourism-officer">tourism officer</keyword> was arrested for uploading “objectionable” pictures of Mulayam Singh Yadav, <keyword id="6355031" type="PERSON" weightage="80" keywordseo="Akhilesh-Yadav">Akhilesh Yadav</keyword>, and Azam Khan on Facebook. 
 So what exactly does Section 66 A of the <keyword id="6379296" type="UNKNOWN" weightage="80" keywordseo="IT-Act">IT Act</keyword> say? 
 The Information Technology Act, 2000 was amended in 2008. The amended Act which received the assent of the <keyword id="2540" type="POSITION" weightage="80" keywordseo="President">President</keyword> on February 5, 2009, contains section 66A. 
 
66A-Punishment for sending offensive messages through communication service, etc. 
 
Any person who sends, by means of a computer resource or a communication device,— 
(a) any information that is grossly offensive or has menacing character; or 
(b) any information which he knows to be false, but for the purpose of causing annoyance, inconvenience, danger, obstruction, insult, injury, criminal intimidation, enmity, hatred or ill will, persistently by making use of such computer resource or a communication device, 
(c) any electronic mail or electronic mail message for the purpose of causing annoyance or inconvenience or to deceive or to mislead the addressee or recipient about the origin of such messages, shall be punishable with imprisonment for a term which may extend to three years and with fine. 
 
For the purpose of this section, terms “electronic mail” and “electronic mail message” means a message or information created or transmitted or received on a computer, computer system, computer resource or communication device including attachments in text, images, audio, video and any other electronic record, which may be transmitted with the message.

What is Section 66A of the IT Act?

The Uttar Pradesh police has filed a chargesheet against <keyword id="6374198" type="POSITION" weightage="100" keywordseo="BJP-President">BJP President</keyword> <keyword id="6355521" type="PERSON" weightage="100" keywordseo="Amit-Shah">Amit Shah</keyword> for allegedly giving a ‘<keyword id="6406418" type="UNKNOWN" weightage="100" keywordseo="Hate-speech">hate speech</keyword>’ in violation of the model code of conduct while campaigning for the Lok Sabha elections in Muzaffarnagar. The chargesheet was filed in a Muzaffarnagar court for allegedly seeking votes on the basis of religion, race, caste and community. 
 
The chargesheet has been filed under various sections of IPC, including 153A (promoting enmity between different groups on grounds of religion, race, place of birth, etc.), 295A (deliberate and malicious acts, intended to outrage religious feelings of any class) and 505 (false statement, rumour, etc. circulated with intent to cause mutiny or offence against the public peace), and Section 123-3 of Representation of People Act (making an appeal to vote on the grounds of religion amounting to corrupt practice). 
 Shah had allegedly said that the 2014 <keyword id="43815" type="UNKNOWN" weightage="100" keywordseo="Lok-Sabha-election">Lok Sabha election</keyword> was an opportunity to seek "revenge for the insult" meted out during the riots in Muzaffarnagar in 2013. Shah's political opponents accuse him of using communal tension to electoral advantage, which he has denied. The ruling <keyword id="6354265" type="ORGANIZATION" weightage="100" keywordseo="samajwadi-party">Samajwadi Party</keyword> leader <keyword id="6355085" type="PERSON" weightage="100" keywordseo="Azam-Khan">Azam Khan</keyword> was also under fire for similar charges.

Even Poonam Sinha, Samajwadi Party (SP)’s Bollywood candidate, is trailing far behind her contender, BJP’s Rajnath Singh in Lucknow. BJP contestants largely beat exit poll predictions Contesting the Lok Sabha Election from Amethi, a Congress stronghold, Irani seems to be leading over the incumbent Rahul Gandhi by a margin of 10,000 votes according to data from the Election Commission in contrast to the exit poll that predicted a Gandhi victory. During the 2014 election, Gandhi did manage to beat out Irani but she dented his vote share by at least 12%. BJP’s ‘dream girl’ candidate, Hema Malini, flipped from trailing during the initial vote count to commanding a strong lead of 62.2%. Her primary contender, Kunwar Narendra Singh from the Rashtriya Lok Dal (RLD) was left in the dust with 33.3% vote share. As the second phase of the <keyword id="43573" type="EVENT" weightage="20" keywordseo="General-Election">general election</keyword> takes off in India, voters in 11 states and 1 union territory— West Bengal, Odisha, <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Maharashtra, Karnataka, Jammu and Kashmir, Uttar Pradesh, Bihar, Chhattisgarh, Assam, Manipur and Puducherry — were up early queuing up at the election booths. Nearly 5 million people are eligible to vote in the state of West Bengal with a nearly equal distribution between men and women, albeit there are only 87 registered third-gender voters in the three constituencies going to vote in the state today today. And Puducherry, while being a union territory, is home to nearly one million voters who have been facing <a href="https://economictimes.indiatimes.com/news/elections/lok-sabha/india/puducherry-congress-tries-to-win-back-sole-mp-seat/articleshow/68899027.cms">increasing</a> debt and a fall in social initiatives due to lower devolution of taxes from the central government. A lot of voters and politicians are wondering if the second phase of polling will be marred with problems of EVM malfunctions and poll booth violence like evidenced during the first phase of the general election in India. Two incidents of poll booth violence have already been reported in West Bengal. In Uttar Pradesh, four of the contesting politicians — Samajwadi Party’s Azam Khan, Union Minister Maneka Gandhi, Chief Minister Yogi Adityanath and Bahujan Samaj Party’s Mayawati — have been <a href="https://www.businesstoday.in/top-story/up-election-2019-after-yogi-mayawati-ec-bans-azam-maneka-from-campaigning/story/337566.html">banned</a> from campaigning by the Election Commission of India (ECI) for issuing controversial comments. For Tamil Nadu, the days leading up to the election were a little chaotic after the Income Tax (IT) department seized over 1,350 kilograms of gold and nearly ₹14.8 million which was allegedly stashed to bribe voters. Elections in Vellore, one of Tamil Nadu’s most-watched constituencies, were cancelled altogether after ₹1.05 million was found at Durai Murugan’s house, the father of Kathir Anand — a DMK candidate in the district. Another ₹115.3 was also found at Poonjolai Srinivasan’s cement godown, a known associate of Murugan. Kawasi Lakhma, a Congress minister from Chhattisgarh, has been <a href="https://www.ndtv.com/india-news/general-elections-2019-chhattisgarh-congress-mla-kawasi-lakhma-threatens-voters-with-electric-shocks-2024279">telling</a> voters that they vote against his party, the EVM machine will deliver an electric shock. While Maharashtra and Tamil Nadu struggle with voter bribery issues, Bihar and Karnataka are more concerned with voter turnout. The city of Bengaluru — the Silicon Valley of India — in particular, has issues of <a href="https://www.businessinsider.in/election-2019-gold-confiscated-in-tamil-nadu-ahead-of-second-phase/articleshow/68933494.cms">voter turnout</a> while Bihar’s <a href="https://www.livemint.com/elections/lok-sabha-elections/bihar-elections-2019-patna-is-missing-a-whole-generation-of-millennials-1555350536677.html">brain drain</a> means that a lot of its eligible millennial voters don’t actually live in the state anymore.
