The 54th <keyword id="19994390" type="General" weightage="100" keywordseo="GST-council" source="keywords">GST Council</keyword> meeting, scheduled for today, could bring a pivotal change to the taxation of <keyword id="20971977" type="General" weightage="20" keywordseo="health-insurance-premiums" source="keywords">health insurance premiums</keyword>, with the possibility of reducing the current GST rate. As per an <keyword id="23091874" type="General" weightage="20" keywordseo="ANI-report" source="keywords">ANI report</keyword>, the Council is considering a substantial <keyword id="20158303" type="General" weightage="20" keywordseo="reduction" source="keywords">reduction</keyword> in the GST applied to health insurance premiums, a move expected to benefit both individuals and the elderly. At present, these policies are subject to an 18% GST. Discussions within the Council's fitment committee, composed of both central and state <keyword id="19987671" type="General" weightage="20" keywordseo="tax" source="keywords">tax</keyword> authorities, took place on Sunday, weighing the potential advantages and drawbacks of such a reduction. Today, a detailed report concerning the GST levied on life, health, and reinsurance premiums will be tabled, highlighting its revenue implications. Following the presentation, the Council will debate the merits of adjusting the GST rate on health insurance premiums. According to the ANI report, a source said that the Council is leaning towards removing the 18% GST on individual health insurance premiums entirely. However, group health insurance policies are likely to retain the existing tax rate. Additionally, there is a proposal under consideration to introduce a tax on online payments exceeding Rs 2,000. Currently, transactions made via online payment platforms remain untaxed. Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="nirmala-sitharaman" source="keywords">Nirmala Sitharaman</keyword> leads the GST Council, with state ministers serving as members. In a previous meeting, the Group of Ministers tasked with reviewing GST rates discussed potential reforms in the health insurance sector. Bihar’s Deputy Chief Minister, Samrat Chaudhary, who heads this group, indicated that suggestions for changes in insurance tax rates were actively being examined. West Bengal’s Finance Minister, Chandrima Bhattacharya, also advocated for reducing the 18% GST rate on life and health insurance, noting that the fitment committee was assessing the request. During the Council's last meeting in June, Finance Minister Sitharaman introduced several key reforms, including Aadhaar-based biometric integration and exemptions in railway services.

Asking the government to roll back the proposal, Chadha, while taking part in the discussion on the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25, said people will never be able to buy their "dream homes". "Restore indexation on <keyword id="20584761" type="General" weightage="20" keywordseo="long-term-capital-gains" source="keywords">long-term capital gains</keyword>. Throughout the world, to woo investors to invest they are incentivised. In this country, by removing indexation we are disincentivising the investor class," he said, adding that removing indexation is not imposing <keyword id="19987671" type="General" weightage="20" keywordseo="tax" source="keywords">tax</keyword> but it is equivalent to "penalising investors". He said as a result of the step proposed by <keyword id="19956758" type="General" weightage="20" keywordseo="Finance-Minister" source="keywords">Finance Minister</keyword> Nirmala Sitharaman in the Budget 2024-25, individuals selling old properties will incur higher tax outgo. "If you do not bring back indexation three things will happen in this country. First, <keyword id="19895437" type="General" weightage="20" keywordseo="investment" source="keywords">investment</keyword> in real estate will go down and people will never be able to buy their 'dream homes'," Chadha asserted. He further said there will be undervaluation of property deals, people will buy properties at 'circle rates' and will never disclose the real value of the property. "Third, there will be a huge inflow of <keyword id="20592248" type="General" weightage="20" keywordseo="black-money" source="keywords">black money</keyword> if you don't roll back this decision to withdraw indexation," he said. In the Union Budget 2024-25, the government proposed reducing the long-term capital gains tax on immovable properties to 12.5 per cent from 20 per cent, but removed the indexation benefits to adjust for inflation. As per the Memorandum to the Union Budget, with rationalisation of rate to 12.5 per cent, indexation available under Section 48 of the Income Tax Act has been proposed to be removed for calculation of any long-term capital gains, which is presently available for property, gold and other unlisted assets. Chadha also highlighted the high tax burden faced by common people and asked for a comprehensive review of both direct and indirect taxes. "We impose taxes like the Europeans do, to get services like sub-Saharan countries," he added. Taking part in the discussion, Debashish Samantaray of the BJD said the central government has given a raw deal to all eastern states like Odisha, Jharkhand, West Bengal in the Budget. He charged that in spite of Odisha giving 20 seats to the BJP, there was hardly anything for the state in the Union Budget. He noted that "regional aspiration should be addressed", and asked the central government to treat all states as equal. RJD's Sanjay Yadav attacked the government stating the Budget had nothing for the poor and marginalised and only catered to the rich and powerful. He noted that his party has been demanding special category status for Bihar for a very long time. Yadav said instead of dividing people on the basis of religion and caste, the government should work towards generating employment in the country. Medha Vishram Kulkarni of BJP and Rajani Ashokrao Patil of INC also participated in the debate. C V Shanmugham of AIADMK said allocation in the Budget does not significantly address the pressing needs of Tamil Nadu's infrastructure, health care, Social justice and education. The government has mentioned 76 projects in Tamil Nadu, but most of them are pre-existing ones getting a facelift. Moreover, in the Budget, no help in flood mitigation was provided, despite the state being prone to cyclones. There is no mention of a linkage of Kaveri and Godawari in the Budget, he said. Samirul Islam of AITC said this Budget is anti-people, anti-poor and anti-Bengal. It only satisfies Bihar and Andhra Pradesh's allies and is to save the government. "The Budget has deprived Bengal," he said. It has also ignored the people, especially the unorganised sector. 83 per cent of India's workforce is employed by unorganised sectors and failed to announce a comprehensive scheme for them and migrant workers, he said. M Mohamed Abdulla of the DMK said the Budget has provoked a constructive debate and disappointment in Tamil Nadu, a state known for its economic contributions. Tamil Nadu expected support and recognition in the budgetary allocations, but received nothing. The government is supposed to represent the people of the country as a whole. However, it is very unfortunate and unfair to see unequal distribution to the state governments, especially for the non-BJP ruled states like Tamil Nadu which provides the highest tax for the government, he said.

Mukesh Ambani invokes ‘Shonar Bangla’ as he expects state to be the logistics hub of the East

The West Bengal government has earned a whopping state excise income of Rs 600 crore through sale of liquor during the four days of the just concluded <keyword id="6357908" type="General" weightage="80" keywordseo="durga-puja" source="Orion">Durga Puja</keyword> festival in the state. Monday was the first working day for the state government after a long Durga Puja vacation and the calculations drawn on the <keyword id="167799" type="General" weightage="20" keywordseo="liquor-sales" source="Orion">liquor sales</keyword> in the state and the amount coming to the state exchequer in the form of state excise has made the officials of the state finance department quite elated. As per calculations of the state finance department officials, the state excise collection has already touched around Rs 8,000 crore which is around 45 per cent of the targeted collection of Rs 17,921.56 crore as per the budget estimates for 2023-24. Going by the trend during the four days of Durga Puja, the state excise officials expect similar impressive sales of liquor and beer during the current month on the occasion of <keyword id="57824" type="General" weightage="80" keywordseo="kali-puja" source="Orion">Kali Puja</keyword> and Diwali and then in December because of another prolonged festive season starting with Christmas and ending with New Year's Eve. "Generally, the period between October and January is the boom period as regards liquor sales and state excise collection because of two prolonged festive seasons at short intervals. But the trend in Durga Puja this year on this count has surpassed all previous records. So it is now almost certain that the targeted state excise collection will be well surpassed by the end of the current financial year," said a state finance department official. As per the budget estimates for the financial year of 2023-24, the state excise collection is slated to rise to Rs 17,921.56 crore, up by 19.41 per cent from the figure of from Rs 15,001.39 crore as per the revised estimates for the financial year of 2022-23. Whereas, the total state's own tax revenue as per the budget estimates for 2023-24 is slated to increase by just 12.69 per cent to Rs 88,595.54 crore from the figure of Rs 79,5000 crore as per the revised estimates for 2022-23.

Domjur – Rajib Banerjee vs Kalyanendu Ghosh Rajib Banerjee, former minister in Mamata Banerjee’s cabinet joined the BJP in January this year. He was elected twice from the Domjur constituency – in 2011 and again in 2016. He will be facing off against TMC’s Kalyanendu Ghosh. Bally – Baishali Dalmiya vs Dr. Rana Chatterjee Baishali Dalmiya was expelled from the TMC for speaking out against the party. She is the daughter of late Jagmohan Dalmiya, former cricket administrator and BCCI president. She will be taking on Dr. Rana Chatterjee from TMC. Diamond Harbour – Dipak Halder vs Pannalal Halder Dipak Halder, a two-time TMC legislator quit the party after speaking out for months against it. He said he was “not being allowed to work for the masses” since 2017. He joined BJP in February, this year. Dipak Halder and Pannalal Halder are not related to each other. Singur – Rabindranath Bhattacharya vs Becharam Manna Rabindranath Bhattacharya quit TMC earlier this month and is being fielded by the BJP from the Singur constituency, despite strong opposition by the party’s cadre who have accused him of getting them arrested when he was the TMC legislator. Ranaghat Uttar Paschim – Partha Sarathi Chatterjee vs Sankar Singha The 62-year-old Partha Sarathi Chatterjee was a former TMC legislator from Ranaghat in 2011. He lost the seat in 2016 to Sankar Singha, who fought on a Congress ticket. Interestingly, Singha has joined TMC and will be defending his seat this year. Jagatdal – Arindam Bhattacharya vs Somnath Shyam Arindam Bhattacharya, a lawyer by profession, will be fighting for the Jagatdal seat on a BJP ticket. He currently represents the Santipur constituency, but this year will see him switch to Jagatdal. Natabari – Mihir Goswami vs Rabindra Nath Ghosh Mihir Goswami, who currently represents the Cooch Behar Dakshin constituency, will switch to Natabari and fight on a BJP ticket. He will take on TMC’s Rabindra Nath Ghosh, who is the incumbent Natabari legislator. Monteswar – Saikat Panja vs Siddiqullah Chowdhury Saikat Panja is the incumbent legislator from the Monteswar constituency, which he won with an overwhelming majority in the 2016 by-election. He will be facing off TMC’s Siddiqullah Chowdhury, who is also the West Bengal president of the Jamiat Ulema-e-Hind. Kalna – Biswajit Kundu vs Deboprasad Bag The saffron party is fielding Biswajit Kundu, who joined BJP earlier this year. Ironically, Kundu’s nomination triggered a mass switch of 70 party workers to the TMC, who protested against Kundu’s corruption. Pandabeswar – Jitendra Tiwari vs Narendranath Chakraborty Jitendra Tiwari, a TMC heavyweight, joined the BJP after rebelling against the TMC leadership. His entry was initially opposed by BJP minister and popular singer Babul Supriyo, given that both the politicians had faced off in the Asansol constituency earlier. Durgapur Purba – Diptangshu Chowdhury vs Pradip Mazumdar Diptangshu Chowdhury, another senior TMC leader and former advisor to the chief minister, left TMC to fight on a BJP ticket from the Durgapur Purba constituency. 34 West Bengal legislators went from TMC to BJP – only 13 of them got tickets to contest the election for the saffron party

In Bengal, the Congress faces a formidable challenge from the ruling Trinamool Congress and the BJP, which is fast emerging as a force to reckon with in the poll-bound state. The 294-member Bengal Assembly will go to the polls next year. While the Trinamool Congress has the challenge to retain power, the Congress also has to retain its ground in the state. The Congress is also up against an upbeat BJP which has made inroads in the state after winning 18 Lok Sabha seats in the 2019 general election. The Congress was in a dilemma over whether to go with the Left or the Trinamool. But its state leaders have been talking to the Left informally and holding programmes in the state simultaneously. Congress sealed alliance with Left parties for West Bengal Assembly elections

West Bengal ranked second after Uttar Pradesh in terms of absolute number of people who consume alcohol, a joint study by economic research agency <keyword id="209079" type="COMPANY" weightage="20" keywordseo="ICRIER">ICRIER</keyword> and law consulting firm <keyword id="2733040" type="PERSON" weightage="20" keywordseo="PLR-Chambers">PLR Chambers</keyword> said. According to the study, nearly 1.4 crore people in West Bengal consume alcohol, and this sector is among the top three revenue earners of the state. The price model in the state has been tweaked recently from a free market to a lowest ex-distillery price (<keyword id="1425293" type="COMPANY" weightage="20" keywordseo="EDP">EDP</keyword>) and an increase in taxes has been witnessed, which is a major concern for the industry, the study said. It revealed that steep hikes in the market retail price have resulted in substantial decline of <keyword id="2035581" type="PERSON" weightage="20" keywordseo="India-Made-Foreign-Liquor">India Made Foreign Liquor</keyword> (IMFL) sales in the state. Therefore, even though the formula for calculation is lowest EDP, the excise duty has been hiked and this issue needs to be studied taking into account how consumers react to price changes, it said. The report found that India is one of the fastest growing markets for alcoholic beverages globally, with an estimated market size of USD52.5 billion in 2020. The market is expected to grow at a CAGR of 6.8 per cent between 2020 and 2023. Production of alcoholic beverages increased by about 23.8 per cent during the period between 2015-16 and 2018-19 and the sector contributed to around 1.5 million jobs and generated around USD 48.8 billion in sales revenue in 2019, the study noted. Yet India is unable to become a large exporter like Chile, Argentina or China, it said. The Ministry of Health defines COVID-19 containment zones as the area where several positive cases of Coronavirus are found. “The cluster containment strategy would be to contain the disease within a defined geographic area by detecting cases in the nascent stage, breaking the chain of transmission and preventing its spread to new areas. This would include geographic quarantine, social distancing measures, enhanced active surveillance, testing all suspected cases, isolation of cases, quarantine of contacts and risk communication to create awareness among the public on preventive public health measures,” said the Ministry of Health. Kolkata, Jun 30 () Manufacturers of alcoholic beverages have urged the West Bengal government to reduce sales tax on liquor from the existing 30 per cent to a "reasonable" rate, which will increase sales and help the state earn more revenue, an official said on Tuesday. In an apparent bid to shore up revenues in COVID-19 time, the state government imposed 30 per cent sales tax on liquor and the new prices came into effect from April 9. "The increase of sales tax on liquor by 30 per cent on April 9 has led to drastic fall in sales, which resulted in lower collections for state exchequer," the Confederation of Indian Alcoholic Beverage Companies (CIABC) said in a representation to the state government. Sales in April and May fell by 84 per cent and 35 per cent respectively due to high taxes imposed on liquor, CIABC director-general Vinod Giri said. There is also sufficient empirical evidence that when prices are increased sharply, consumers prefer cheaper products and hence, tax collection per bottle goes down, he said adding that steep increase in taxes may actually turn out to be counterproductive. "We humbly request you to reduce the increase in sales tax on liquor to a level not more than 5-10 per cent. We believe that with such increases the adverse impact on sales will be low, thus leading to higher tax revenues for the government, besides obvious benefits to the companies and the consumers," Giri said. He claimed that the Delhi government, after weighing the data presented by the association, decided to withdraw the 70 per cent cess and replaced it with a "reasonable five per cent increase" in VAT. Compared to the price of liquor in neighbouring states, it is on the higher side in West Bengal, which may lead to illegal trading of alcoholic beverages, Giri said. "The difference in prices is now too wide and we apprehend that this will lead to a large scale smuggling of liquor thus affecting the genuine sales in the state and the government revenue," he added. Liquor makers urge Bengal govt to reduce 30pc sales tax

E-commerce giant Amazon and Alibaba-backed <keyword id="964794" type="COMPANY" weightage="20" keywordseo="BigBasket">BigBasket</keyword> have got approval to deliver liquor in West Bengal, according to a document. Online grocery platform BigBasket said this will be the company's first foray into the country's liquor delivery segment. The clearance also signals Amazon's entry into the space, likely for the first in India. State-owned West Bengal State Beverages Corporation Ltd (BevCo) invited the two companies to sign the agreements for empanelment for home delivery after finding them eligible, as per a notice dated June 19. BevCo, the sole wholesaler of liquor in West Bengal, also invited two Kolkata-based companies -- Senrysa Technologies Pvt Ltd and Golden Goenka Commerce Pvt Ltd for the signing of agreements. Asked when BigBasket would start operations, its CEO Hari Menon told PTI, "I cannot confirm now how soon we will start, but yes it will be the first for the company." Amazon did not comment on the approval. Food ordering platforms <keyword id="830092" type="COMPANY" weightage="20" keywordseo="Zomato">Zomato</keyword> and <keyword id="6358977" type="UNKNOWN" weightage="20" keywordseo="swiggy">Swiggy</keyword> have already started delivering alcohol in West Bengal with Kolkata and Siliguri after getting the required approvals, followed by the signing of agreements. Retailer Spencer's and HipBar have also joined the fray as the government allowed <keyword id="9025707" type="UNKNOWN" weightage="20" keywordseo="home-delivery-of-alcohol">home delivery of alcohol</keyword> to reduce footfall at stores amid the coronavirus outbreak. Another eight lesser-known companies, who expressed interest in alcohol delivery, have been asked by BevCo to demonstrate the capabilities of their platforms in executing online orders. Jharkhand was the first state in the country to allow home delivery of liquor by online platforms.
