Surge pricing is back! This time it’s has new aliases. Days after global taxi aggregator <keyword id="1042120" type="PERSON" weightage="100" keywordseo="Uber">Uber</keyword> rolled out its ‘upfront fares’ tariff, <keyword id="6354720" type="PERSON" weightage="100" keywordseo="Ola">Ola</keyword> has not been left wanting either. The Bengaluru-based online transport app has introduced ‘low peak pricing’. 
 
Have things changed? Well, yes and no. The earlier version of the app would display the surge pricing tariff as ‘1.5x’ or ‘1.8x’, now a customer gets to see the actual rate per kilometer applicable at the time of booking. Ola claims this lets one know beforehand how much his/her ride will cost. 
 
That’s all fine. However, this is not the death of surge pricing as the tariff is still based on the demand, traffic and other factors. As for Uber, its ‘upfront fares’ is a clear indication that surge pricing is here to stay. 
 
This comes after the two online taxi aggregators were directed by several state governments to end surge pricing based on a barrage of protests and complaints from customers and taxi unions. Uber had rolled back its surge model in Delhi last month, agreeing to charge a per-kilometer fare and not exceed the government-prescribed rate. The Karnataka government has even threatened to ban Uber in the state if it doesn’t say goodbye to surge pricing. 
 
On Monday, Ola filed in the Karnataka High Court saying that it has complied with all requirements to continue operating. This was to counter to a petition by rival Uber India which challenged the Karnataka On-Demand Transportation Technology Aggregator Rules, 2016. 
 
Both Ola and Uber have been fighting a bloody price war. Both firms have been offering discounts to customers to gain more market share.

Uber and Ola have rolled out surge pricing, but under new garbs

Days after the <a href="http://www.businessinsider.in/Uber-Ola-this-ones-for-you-with-love-the-Indian-Government/articleshow/49240938.cms">Indian government released new guidelines for all the cab aggregators </a>plying anywhere in the country, <keyword id="1042120" type="PERSON" weightage="20" keywordseo="Uber">Uber</keyword> has come up with an acceptance to it. 
 Under the guidelines issued by the <keyword id="168381" type="ORGANIZATION" weightage="20" keywordseo="ministry-of-road-transport">Ministry of Road Transport</keyword>, ride-hailing companies must obtain licenses to operate, but are freed from being regulated as taxi companies for which it is mandatory to maintain a minimum fleet size and parking space, among other requirements, as per a WSJ report. 
 The <keyword id="44734" type="ORGANIZATION" weightage="20" keywordseo="Indian-Government">Indian government</keyword>, for the first time ever, has rolled out such guidelines to bring all the online taxi apps under one regulation. The move came after the <a href="http://www.businessinsider.in/searchresult.cms?query=Central+Motor+Vehicles+Act">Central Motor Vehicles Act</a> and state transport authorities fall short of rules that could govern these businesses. 
 
As per the recently issued guidelines, the sates would be directed on how they can draft regulations for city taxi schemes and aggregators. It also mandates the establishment of 24x7 call centre for grievance redressal. Uber, however, says that it has an instant response system in which the user gets a response within five minutes on an email complaint, reported The Economic Times. 
 
The newly issued guidelines also asks the applicant to be a registered entity under the laws of India and that it cannot own or lease any vehicle, employ any driver or represent itself as a taxi service unless it gets registered as a taxi operator under the applicable law. 
 <keyword id="6354720" type="PERSON" weightage="20" keywordseo="Ola">Ola</keyword>, last month, said that it had set-up a separate, fully-owned subsidiary that will buy cars and lease them to drivers. The new business, however, is separate from Ola’s current aggregator model. 
 
Uber, on the other hand, too is working on another model of leasing the vehicles, informed a source. However, no announcement has been made by the company so far. 
 
"This is a big leap towards recognising sector-specific regulations for technology-based, ride-hailing services in India and we look forward to working with the various state governments to get licensed under this framework," said an Uber India spokesperson. 
 
Uber, in a statement released yesterday said, "We welcome the advisory from the Ministry of Road Transport and we believe this is a major step towards positively impacting the ecosystem and its stakeholders, that technology platforms like ours have created. We will continue to work with the government, under the aegis of this progressive directive, offering our complete support and commitment towards building mobility for a billion people." 
 
SoftBank-funded Ola has also welcomed the guidelines, saying that it is a progressive directive. Both Ola and Uber face bans in the national capital as their applications for licenses to operate have been rejected.

Uber is finally coming around to working as per the Indian Govt

New Delhi, Apr 17 () As the harvesting of rabi crops like wheat pick up, Agriculture Minister Narendra Singh Tomar on Friday launched the 'Krishi Rath' mobile app to facilitate farmers hire trucks for hassle-free transportation of agri-produce to mandis during the ongoing COVID-19 lockdown. After downloading the Krishi Rath mobile app, farmers are required to post the quantity of agri-produce they wish to transport. They will get the availability of truck and price quote against the load request from the transport aggregators. After confirmation, farmers will get transporters details on the app and can negotiate with transporters and finalise the deal for transportation of the produce to mandi. Stating that the new mobile app aims to resolve farm to mandi transportation problems, the agriculture ministry in a statement said the load posted by farmers will be visible to both traders and transporters. The traders will get to know the farm produce for sale in their areas and they can consolidate the load posted from various farmers and arrange a truck to pick-up all such produce from the farms, it said. Over 5.7 lakh trucks from five aggregators are listed on the app and more are expected to join, the agriculture ministry said. Currently, Custom Hiring Centres (CHCs) offer tractors for transportation of Agri produce to the farmers in the vicinity at an optimised cost. There are over 14,000 CHC having more than 20,000 tractors. The new system is expected to be a win-win situation for farmers, transporters and aggregators and the government. This will benefit farmers as they will get timely service, competitive prices, rating of transporters, reduction in food wastage and better price for perishable commodities. Transporters will benefit from higher fleet utilisation, while transport aggregators will have an enhanced market, thus helping the government create linkage to organised transport channels.The government has exempted many of the agricultural activities including inter-state movement of farm produce from the lockdown rule, imposed to prevent the spread of deadline COVID-19 disease. 	Surveys did show that most of the people preferred public transport more than carpooling options. However, carpooling companies saw a stark difference in their demand too.

Infact, our app was listed second in Google playstore in the odd even rides list,” said Dinesh Golani, Co-founder, <keyword id="3206623" type="UNKNOWN" weightage="100" keywordseo="Ibibo-Ryde">Ibibo Ryde</keyword> (Director - Product/Marketing), a carpooling app. Apart from ride sharing and autorickshaw aggregators, self-drive car rental companies too benefitted from the policy. <keyword id="3018623" type="ORGANIZATION" weightage="100" keywordseo="Revv">Revv</keyword> launched a special package ‘Revv to Work’ to enable a customer to book a car for all the weekdays at a substantially lower price than the normal days cost. “We are witnessing anecdotal evidence of the <keyword id="3164660" type="UNKNOWN" weightage="100" keywordseo="Odd-Even-Rule">odd even rule</keyword> creating a demand in itself,” said Anupam Agarwal, Co-founder &amp; CEO, Revv. 

	This odd-even rule sure did wonders to their business. India’s Road Transport Minister <keyword id="26680" type="PERSON" weightage="100" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> said the country won’t have driverless cars and the government will instead focus on cab aggregator platform. Gadkari said allowing <keyword id="4221223" type="UNKNOWN" weightage="20" keywordseo="Driverless-Cars-in-India">driverless cars in India</keyword> would lead to joblessness and the government plans to train drivers as adequate driving skills can provide employment to about 50 lakh people. "We will not allow driver-less cars in India. India suffers a huge shortage of 22 lakh drivers...Cab aggregators take advantage of these. We are not going to promote any technology or policy that will render people jobless," Gadkari said. He said the government is planning to introduce a cab aggregator platform where commuters could choose any mode of transportation like electric four-wheeler taxis or two- wheelers. This step will increase competition with Ola and Uber in India. “The government will only be a facilitator in this but the platform will bring in more competition and help commuters to have affordable public transportation,” said Gadkari. Speaking about electric vehicles, Gadkari said government will promote electric vehicles but would not allow its imports and rather would urge all major automobile companies to manufacture this as per 'Make in India' drive. Besides, the government is also planning to introduce and make GPS and satellite tracking mandatory in all public and private vehicles. Besides, plans were afoot to transform public transportation in the country and replace 1.8 lakh buses across the states with luxury buses, the minister said. "Talks are on with <keyword id="6354424" type="ORGANIZATION" weightage="20" keywordseo="World-Bank">World Bank</keyword> and <keyword id="50190" type="CITY" weightage="20" keywordseo="Asian-Development-Bank">Asian Development Bank</keyword> (ADB) to help India to replicate the London Transport Authority Model where all the public transportation buses would be replaced by luxury buses and a common man can travel in them by paying about 40 per cent less price as compared to current fares," said Gadkari.

Here’s why Nitin Gadkari said no to driverless cars in India

In a recent blog post, <keyword id="6354720" type="PERSON" weightage="80" keywordseo="Ola">Ola</keyword>’s first full time employee and current Chief Operating Officer Ola COO <keyword id="2904207" type="UNKNOWN" weightage="80" keywordseo="Pranay-Jivrajka">Pranay Jivrajka</keyword> has leveled serious charges against segment competitor Uber. He alleges the latter is fanning ‘a debate of nationalism to hide their identity of being a multi-national’. He also alleges the competition has ‘serial violations of law as an integral part of its business strategy’. 
 
In his post Jivrajka claims Ola has partnered with the Indian government, even at a ‘serious business expense’ to itself. He says the onus is on the business to work with the Government and evolve the ecosystem further in a partnership mode. Citing the example of Uber’s ‘card on file’ payment system and bike taxis in Gurgaon, Jivrajka claims the competition is running a business despite ‘multiple notices and seizures of hundreds of vehicles.’ 
 
The company executive goes on to say that while during the Delhi Diesel ban, Ola was committed to 100% CNG adoption, Uber continued to ply diesel vehicles with ‘absolute disregard for the state and the court of law’.

Ola COO Pranay Jivrajka calls Uber ‘disrespectful’ of

A day after <a href="http://www.businessinsider.in/searchresult.cms?query=arvind+kejriwal&amp;sortorder=effectivedate">Arvind Kejriwal-led Delhi government</a> warned cab operators such as <keyword id="1042120" type="PERSON" weightage="20" keywordseo="Uber">Uber</keyword> and <keyword id="6354720" type="PERSON" weightage="20" keywordseo="Ola">Ola</keyword> against <keyword id="6405687" type="UNKNOWN" weightage="20" keywordseo="Surge-Pricing">surge pricing</keyword> during the <a href="http://www.businessinsider.in/searchresult.cms?query=odd+even+rule&amp;sortorder=effectivedate">Odd-Even rule Part II</a>, the state government is now working to create a framework to plug in surge pricing permanently. 
 
A policy is being prepared in which a price band would be set for the cab operators. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=ola&amp;sortorder=effectivedate">Ola</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=uber&amp;sortorder=effectivedate">Uber</a> have suspended the surge pricing till April 30, last day of Odd-Even but it is yet to be seen how the new policy will affect the taxi aggregators. 
 
"The central government has told all states to prepare a policy. Two states have already made it. We are also making it. To ensure better service for citizens, the minimum and the maximum will be etched out. Rest, it is the operator's decision," a senior official told ET. " 
 
However, Ola and Uber said they are not transport companies and just technology providers.

While Uber and Ola both confirmed that surge pricing as a core business model won't change for India, both are encouraging riders to choose their carpool and ride share services. That increases one's possibility of hailing a cab, and taxi aggregators still get your cash. Something's better than nothing, after all. However, between the clash of the Titans, two people get stuck, the rider and the driver. 
 
The companies aren't very happy for obvious reasons. On one hand is the obvious hit to the business, on the other hand local governments playing around with their core business model leaves them struggling to supply enough cars in high-demand metros.

Kejriwal said that the surge pricing is daylight robbery and no responsible government can allow that.

Delhi govt wants to make sure Uber, Ola cabs come with fixed price band

Taxis cannot work as per their old ways anymore! The government would soon finalise a mechanism for taxi hailing apps such as <keyword id="1042120" type="PERSON" weightage="80" keywordseo="Uber">Uber</keyword> and <keyword id="6354720" type="PERSON" weightage="80" keywordseo="Ola">Ola</keyword>. The mechanism would include setting up of <keyword id="6682479" type="UNKNOWN" weightage="80" keywordseo="call-centres">call centres</keyword> and permanent Global Positioning System (<keyword id="6362652" type="TECHNOLOGY" weightage="80" keywordseo="GPS">GPS</keyword>) in cars instead of a mobile phone device. 
 

	The government would also devise a mechanism to control the maximum price to be charged by these operators. Thus, Ola and Uber may have to soon conform to such rules framed for radio taxi operators. The <keyword id="335681" type="ORGANIZATION" weightage="80" keywordseo="Road-Ministry">road ministry</keyword> has already classified these services as transport aggregators and wants such apps to follow all rules laid down for any other cab operator under the <keyword id="6377804" type="UNKNOWN" weightage="80" keywordseo="Motor-Vehicles-Act">Motor Vehicles Act</keyword>, officials said. "The regulatory architecture for a cab should apply to Uber as well," a senior official told the Economic Times, adding that these apps are like any other taxi provider. The ministry had issued a draft advisory of dos and don'ts to the states on dealing with the <keyword id="2637500" type="UNKNOWN" weightage="80" keywordseo="app-based-taxi-services">app-based taxi services</keyword> earlier this month. However, after receiving <keyword id="154361" type="PERSON" weightage="60" keywordseo="feedback">feedback</keyword> from state governments, including Delhi on the advisory, it will issue a final note after two weeks to the states, the official said. 
	 

	The government is also evaluating whether it should do away with the "minimum price" benchmark followed by radio taxis in some states. The taxi apps have been able to take advantage by offering cheaper fares and free rides, much to the dismay of radio taxis, which often follow a minimum floor price. 
	 

	"The states are empowered to draft these rules under the Motor Vehicles Act. The radio taxi scheme is therefore practised in many states but we are telling them to think twice before taking any step which throttles competition," the official said. The apps, according to officials, come within the purview of the Motor Vehicles Act under Section 93 for soliciting services for transport. 
	 

	This section empowers the state government to set rules under the contract carriage permit which covers cabs, buses and autorickshaws. 

	The ministry in its proposed draft road safety bill has also included and defined the term 'aggregators' to bring the IT-enabled apps under the legal framework of the proposed legislation which has been sent for cabinet approval.

Uber, Ola can’t have their own way! Have to follow rules laid for radio cabs

In a bid to control the alarming levels of Delhi’s air pollution, CM <keyword id="260213" type="PERSON" weightage="100" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> has planned to allow private vehicles with even and odd registration numbers on alternate days from January 1 next year. This step, however odd it may sound, can get really beneficial for bus aggregation startups like <keyword id="3009822" type="UNKNOWN" weightage="100" keywordseo="Shuttl">Shuttl</keyword> and <keyword id="3009942" type="UNKNOWN" weightage="100" keywordseo="ZipGo">ZipGo</keyword>, who can jump on the opportunity to offer their services to more people now. 
 
Shuttl, which is the largest bus aggregation players in the Delhi-NCR has around 500 vehicles on its network. ZipGo too has entered the Delhi market, and has plans to launch women-only buses. 
 
3 million people already use metro every day to commute, while for buses this number is 5 million. With 50% of Delhi’s private vehicles taken off road, the public transport needs to be made more efficient. 
 Mumbai-based venture <keyword id="3009821" type="UNKNOWN" weightage="100" keywordseo="rBus">rBus</keyword> is also evaluating a Delhi launch after the announcement, even as Kejriwal later confirmed that this step would be more of an experiment for the first two weeks of January, and results would determine the final step. 
 Big players like Ola and Uber would wait for the results before bouncing on the opportunity. "Delhi being one of our major cities and headquarter, we will be looking to bring <keyword id="6591085" type="UNKNOWN" weightage="100" keywordseo="UberPool">UberPool</keyword> there very soon," an Uber spokesperson told ET.

Kejriwal's odd-even rule to benefit bus aggregation startups

After taxi and auto services, Ola is now preparing to start shuttle bus services and is aggregating tourist and chartered buses for the same. 
 
In a bid to emerge as a complete urban transport solution provider, Ola is expected to launch the bus service in next two months. Like other services, Ola Bus will also be integrated in the same app from which people choose between autos and cabs. 
 
Bhavish Aggarwal, co-founder and CEO of Ola, in a statement, said Ola is focussed on building mobility for a billion people. 
 
A senior company executive told Economic Times that Ola will not own any of the buses and use tourist and chartered busses to aggregate supply. 
Reportedly, Ola’s estimated worth is around Rs 15,700 crore, or $2.5 billion. 
 
"Passengers will be able to make bookings by entering the desired destination and time preference; the app will then indicate the closest bus with available seating,” the senior executive told ET. 
 
Sundeep Sahni, a vice-president for new initiatives, would rollout the bus services. 
 
As per the experts, Ola's bus service will expand its user base and boost revenue. 
 
Founded by IIT-Bombay graduates Bhavish Aggarwal and Ankit Bhati, the five-year-old startup is estimated to clock a revenue run rate of around $450-500 million, and is aiming for gross revenue of $1 billion by the end of 2015. 
 
"They started with taxis and moved to autos. The company wants to establish itself as a transport technology platform rather than be dependent on one mode," Jaspal Singh, cofounder of Valoriser Consultants, a market research firm for transport companies told the financial daily. 
 
As per reports, nearly 1.5 lakh buses transport around 70 million people every day and 23 million people travel by train. 
 
Apart from venturing into several new categories, including food and grocery delivery, Ola is presently working on carpooling, ecommerce on-demand deliveries and logistics.

You may soon be hopping on to an Ola-bus!

A three-day deadline has been has been set by the <a href="http://www.businessinsider.in/searchresult.cms?query=Transport+Department&amp;sortorder=effectivedate">Transport Department</a> for app-based cab aggregators to stop offering <a href="http://www.businessinsider.in/searchresult.cms?query=carpool&amp;sortorder=effectivedate">carpool</a> or shared services to consumers as the services are in violation of the <a href="http://www.businessinsider.in/searchresult.cms?query=Motor+Vehicles+Act&amp;sortorder=effectivedate">Motor Vehicles Act</a> and hence cannot be allowed. 
 
According to the Transport Commissioner MK Aiyappa after holding an hour-long meeting with the representatives of aggregators and sections of drivers, told the media that the cabs cannot pick up from and drop passengers at multiple locations before closing each trip. 
 
He also said that the aggregators have asked for three days to make changes in the software that powers the app t which the ministry has conceded the demand and said the transport officials will start booking the violators after the period. 
 The department's decision also follows strong protests from the city's transport utility <keyword id="6371543" type="COMPANY" weightage="100" keywordseo="BMTC">BMTC</keyword>. The letter from BMTC managing director Ekroop Caur says revenues have been hit because of carpool offered by aggregators as well as by other private operators. 
 
"They are also offering services with fixed schedules on specific routes - for example Hebbal to Marathahalli. That is not allowed at all," she told ET. 
 
The cab aggregators, operates under the contract carriage licence which doesn’t allow others to board the cab midway. The stage carriage permit, on the other hand, allows the vehicle (bus) to pick up and drop passengers along its scheduled route. 
 
So this means that BMTC has the exclusive right to pick up and drop a pool of commuters in the city and the permits are issued under the Motor Vehicles Act which is a Union Government legislation. 
 The aggregators also have plans to approach the Union Government to amend <keyword id="54414" type="ORGANIZATION" weightage="100" keywordseo="Motor-Vehicle-Act">Motor Vehicle Act</keyword>. 
 
At the meeting with the Transport Commissioner, drivers also requested the department's intervention with the aggregators on the minimum trips they are required to make and the drop in incentives.

Ride hailing app <keyword id="19895382" type="General" weightage="100" keywordseo="Uber" source="keywords" meta.keywordsubtype="org" meta.entityname="Uber" meta.hostid="261" meta.entityid="Uber">Uber</keyword> has received an aggregator licence by the <keyword id="21734294" type="General" weightage="20" keywordseo="Delhi-Transport-Department" source="keywords" meta.keywordsubtype="org" meta.entityname="Delhi Transport Department" meta.hostid="261" meta.entityid="Delhi Transport Department">Delhi Transport Department</keyword> to operate buses in the national capital under the <keyword id="19158971" type="General" weightage="20" keywordseo="Delhi-premium-Bus-Scheme" source="Orion">Delhi premium Bus Scheme</keyword>, the company said in a statement. With this, Delhi becomes the first state to award a licence for bus operations, while Uber becomes the first aggregator to be granted a licence under the Delhi Premium Bus scheme, the statement said. "Following a successful pilot programme, where we witnessed significant demand for buses, we are thrilled to officially introduce the convenience of Uber rides to buses in Delhi," <keyword id="21734295" type="General" weightage="20" keywordseo="uber-shuttle" source="keywords">Uber Shuttle</keyword> India head Amit Deshpande said. Customers will be able to pre-book seats on their preferred route by choosing the 'Uber Shuttle' option on the <keyword id="1999454" type="General" weightage="20" keywordseo="uber-app" source="Orion">Uber app</keyword>. The formal launch of Uber Shuttle, a bus service tailored for daily commuting needs, brings to fruition a pilot programme that was initially tested in Delhi-NCR and has been operational in Kolkata since last year under an MoU with the West Bengal government, as per the statement. Commuters will be able to pre-book seats up to a week in advance, track the live location and route of the bus, and view its expected time of arrival (ETA) -- all through the Uber app, it said. Each shuttle vehicle will be able to accommodate 19-50 passengers and will be operated by local fleet partners using Uber's technology.
