The Department of Social Justice and Empowerment has been allocated Rs 13,539 crore in the 2024-2025 budget, an increase of 37 per cent from the 2023-2024 revised estimates of Rs 9,853.32 crore. This increase is primarily focused on enhancing <keyword id="20312810" type="General" weightage="20" keywordseo="welfare-programmes" source="keywords">welfare programmes</keyword> for <keyword id="21384605" type="General" weightage="20" keywordseo="marginalised-communities" source="keywords">marginalised communities</keyword> and improving infrastructure for social services. The key areas of funding include Rs 9,549.98 crore for the 'Umbrella Scheme for Development of Scheduled Castes', a significant increase from the Rs 6,780 crore in the previous financial year. For achieving social justice comprehensively, the saturation approach of covering all eligible people through various programmes, including those for education and health, will be adopted, Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> said on Tuesday while presenting the 2024-25 Union Budget in Parliament. She said to ensure <keyword id="22517725" type="General" weightage="20" keywordseo="inclusive-human-resource-development" source="keywords">inclusive human resource development</keyword>, a social justice saturation approach will be adopted. Social justice through the saturation approach refers to a strategy where the government aims to ensure that all eligible individuals are covered by various programmes and initiatives. The department has been allocated Rs 2,150 crore for the 'Umbrella Programme for Development of Other Vulnerable Groups' and Rs 314 crore for the National Action Plan for Drug Demand Reduction. The establishment expenditure of Rs 145.80 crore for the central administration includes allocations for the secretariat and national commissions. The amount is a slight decrease from the previous year's Rs 152.60 crore. The National Commission for Scheduled Castes has been allocated Rs 38 crore and the National Commission for Backward Classes Rs 21 crore. The budget of the Development and Welfare Board for Denotified, Nomadic and Semi-Nomadic Communities remains at Rs 5 crore. Central sector schemes and projects are among the focus areas of this budget, with the <keyword id="22517726" type="General" weightage="20" keywordseo="scholarships-for-higher-education" source="keywords">Scholarships for Higher Education</keyword> for Young Achievers Scheme for Scheduled Castes being allocated Rs 428 crore. This scheme encompasses various sub-schemes, including the National Fellowship for SCs, Free Coaching for SCs and OBCs, Top Class Education for SCs and the National Overseas Scholarship for SCs. The Scheme of Residential Education for Students in High School in Targeted Areas for SCs has been allocated Rs 133.07 crore. The department also prioritises <keyword id="22024434" type="General" weightage="20" keywordseo="economic-assistance" source="keywords">economic assistance</keyword> and <keyword id="20068989" type="General" weightage="20" keywordseo="skill-development" source="keywords">skill development</keyword> through initiatives like the Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi Yojana -- that has been allocated Rs 130 crore -- and the <keyword id="20245482" type="General" weightage="20" keywordseo="venture-capital-fund" source="keywords">Venture Capital Fund</keyword> for SCs and OBCs -- that has bee allocated Rs 50 crore. Additionally, the Self Employment Scheme for Rehabilitation of Manual Scavengers, which previously had allocations, does not feature in the current budget, indicating a possible reallocation of funds or a change in strategy. Support for marginalised individuals, particularly through the Support for Marginalized Individuals for Livelihood and Enterprise programme, which includes comprehensive rehabilitation for persons engaged in begging and welfare of transgender persons, has been allocated Rs 98.46 crore. This marks a substantial increase from the previous year's Rs 32.82 crore, highlighting a growing commitment to addressing these vulnerable groups' needs. Transfers to states and Union Territories under centrally sponsored schemes form a major part of the budget.

Deputy Chief Minister in-charge of Finance <keyword id="21396591" type="General" weightage="20" keywordseo="bhatti" source="keywords">Bhatti</keyword> Vikramarka in his speech at the meeting with Finance <keyword id="19933395" type="General" weightage="20" keywordseo="commission" source="keywords">Commission</keyword> Chairman <keyword id="20016026" type="General" weightage="20" keywordseo="arvind-panagariya" source="keywords">Arvind Panagariya</keyword> and members also urged the finance panel to ensure that states are given the necessary autonomy to tailor <keyword id="20109166" type="General" weightage="20" keywordseo="css" source="keywords">CSS</keyword> (centrally-sponsored scheme) programmes to their specific development needs. "In addition, we propose increasing the share of states in Central taxes from 41 per cent to 50 per cent. Over the years, cesses and surcharges that are not shared with states have increased, leaving states with a smaller share of total gross tax revenue," he said. Increasing the vertical devolution will give states the fiscal space they need to strengthen welfare programmes, address infrastructure gaps and prioritise local development, he further said. He, however, said it is not just a demand for <keyword id="19909031" type="General" weightage="20" keywordseo="telangana" source="keywords">Telangana</keyword> but for all states, ensuring a more cooperative federal structure that will benefit the nation as a whole. Bhatti further said the state government urges the Finance Commission to reconsider the use of per capita income distance as the primary indicator in determining horizontal devolution as measuring prosperity and well-being solely by per capita income would deny Telangana the resources needed to address the inequities that exist within the state. The state government is suggesting that the formula for horizontal devolution be modified to add at least a 50 per cent weightage to <keyword id="20149362" type="General" weightage="20" keywordseo="gsdp" source="keywords">GSDP</keyword> (gross state domestic production) contribution. "A greater weight on GSDP would incentivise states to adopt reforms that improve productivity, attract investment and create jobs, ultimately contributing to the national economy. This approach would not only make states more competitive but also help reduce regional disparities, encouraging more balanced growth across the country," he opined. Pointing out that certain expenditures for schemes such as Rythu Bharosa, farm loan waivers and food subsidies are often mislabelled as "freebies," he urged the Commission to recognise these programmes as necessary investments in the welfare of our people. He mentioned that a large part of the state's resources is now being diverted toward debt servicing and hence requested the Finance Commission's support in either restructuring this debt or providing additional assistance to help free up resources for further development. The 16th Finance Commission, led by its chairman Arvind Panagariya, held meetings with several political parties, representatives of local bodies and industry chambers here on Monday as part of its visit to Telangana.

Telangana urges 16th Finance Commission to increase states' share in Central taxes to 50%

The <keyword id="499463" type="General" weightage="20" keywordseo="Union-Ministry-of-Road-Transport-and-Highways" source="Orion">Union Ministry of Road Transport and Highways</keyword> (<keyword id="375113" type="General" weightage="20" keywordseo="morth" source="Orion">MoRTH</keyword>) is all set to roll out a new ₹7,270 crore <keyword id="12179033" type="General" weightage="20" keywordseo="State-Support-Programme" source="Orion">State Support Programme</keyword> for Strengthening <keyword id="87280" type="General" weightage="20" keywordseo="Road-Safety" source="Orion">Road Safety</keyword> to help realise the vision of 'Zero road fatalities on Indian roads.' The centrally-sponsored six-year programme will be implemented in 14 states that are now contributing to 85 per cent of the total road fatalities in the country. While MoRTH will lend a budgetary support of Rs 3,635 crore, an amount of Rs 1,818 crore will be secured as loan each from the World Bank and the <keyword id="50190" type="General" weightage="20" keywordseo="Asian-Development-Bank" source="Orion">Asian Development Bank</keyword>. Of the total cost, Rs 6,725 crore will be disbursed to the 14 states based on their performance while MoRTH will use Rs 545 crore for capacity building activities. The scheme will incentivise state governments to drive road safety interventions at the grassroots level with the main objective of curbing road accidents and achieving a reduction in fatalities, the MoRTH said in a concept note circulated to the target states. The target states under the scheme are Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana and Assam. "This is an output and outcome-driven scheme wherein the performance of the states will be assessed on 11 mandatory and three elective indicators (road safety interventions). The grants will be distributed to the states based on the Key Performance Indicators," top official sources told PTI. The preliminary project report prepared by MoRTH says the Motor Vehicle Amendment Act (2019) was brought in as an important intervention to achieve the fatality reduction target. "To leverage the strengthened law, it is necessary to have focused interventions in the related areas of road safety like road engineering, enforcement, road safety advocacy and media campaigns and efficient emergency response systems. The states need to be supported to act on result-oriented strategies. Hence the new scheme," the sources said. India reported about 1.51 lakh road deaths in 4.49 lakh accidents in the year 2019. Of the total deaths, the 14 identified states accounted for 1,27,379. The number of fatalities remained consistent over the last five years. In 2020, 1.32 lakh road deaths were recorded across the country, with the Covid-19-induced lockdown resulting in the reduction in number. The new scheme targets to reduce the fatality rate by 30 per cent by March 2027. Cyclists, two and three-wheeler riders and pedestrians have been identified as 'vulnerable road users' who comprised about 54 per cent of road traffic deaths in India. Under the new scheme, performance-based indicators have been proposed with the aim of reducing the impact of road accidents on these vulnerable users. An Integrated Road Accident Database (IRAD) will be rolled out in all states by 2022-23 and applied for identifying and rectifying all black spots on state highways and major district roads. Road safety audit will be made mandatory on state highways and urban roads by the end of the scheme period. From 2022-23, MoRTH will launch a 'Challenge Round' every year to provide incentives to states on additional road safety interventions and also to promote competition among states. "The grant of Rs 7,270 crore will only meet partial fund requirement for the scheme. States are expected to make their own budgetary allocations and also implement projects in Public-Private Partnership mode," MoRTH told the states. Independent Verification Agencies will scrutinise the states' achievements, based on which the Central grant will be released. Some of the other major interventions mooted under the scheme are: Installation of speed management devices on urban roads in cities with a population of over four lakh, state highways and national highways for increased enforcement, a unique number for reporting accidents, development of dedicated lanes for two-wheelers on state highways and urban roads and identification of priority corridors. State Education Boards will be required to introduce a chapter on road safety for classes 6-9 in 2022-23 and up to class-12 the next year on. Deployment of Advance Traffic Management System, campaigns on vehicle safety and driver training, establishment of a Command and Control (Data) Centre for ambulances, establishment of automated vehicle fitness centres are some of the other initiatives planned under the scheme. Union Ministry of Road Transport and Highways to roll out ₹7,270 crore support programme for 14 states

While Subprogramme 1, approved in 2021, established national-level policies and guidelines to improve urban services, Subprogramme 2 is supporting investment planning and reform actions at the state and urban local body (ULB) levels. Early identification of risk factors for stillbirth and appropriate antenatal management may reduce preventable stillbirths and improve the pregnancy outcomes," the ICMR said in a release. The ICMR Call for Proposals in Stillbirths, under the ICMR Task Force Programme, further states that the initiative is in line with the government's aim of bringing the number of stillbirths in the country down to single digits by 2030. "The INAP by the Government of India now plans to bring down stillbirths to single digits by 2030. There is a need for research into the causes of stillbirth and effective prevention and treatment of these causes identifying research challenges. The ICMR expert group on Still Births has identified three key thematic areas to prioritise and articulate research challenges," the ICMR said. IIM-L scores 100% placement

India on Friday successfully placed three satellites into orbit on a rocket completely developed by a four-year-old startup, marking the entry of the private sector into space activities, currently dominated by the state-run behemoth ISRO. <keyword id="7537495" type="General" weightage="80" keywordseo="skyroot-aerospace" source="Orion">Skyroot Aerospace</keyword>-designed Vikram-S, named in a befitting tribute to the father of the country's space programme <keyword id="29151" type="General" weightage="50" keywordseo="vikram-sarabhai" source="Orion">Vikram Sarabhai</keyword>, tasted success in its maiden mission. Skyroot Aerospace become the first privately held company in India after the space sector was opened for private players by the Centre in 2020. "I am happy to announce the successful completion of Mission Prarambh, The Beginning, by Skyroot aerospace," a smiling Pawan Goenka, Chairman of the country's space regulator, Indian National Space Promotion and Authorisation Centre (INSPACe), said from ISRO's Mission Control Center here. The rocket achieved an altitude of 89.5 km and a range of 121.2 km, "exactly what was planned by Skyroot Aerospace," he said. The rocket "worked as planned" and Skyroot Aerospace has demonstrated various capabilities of sub-systems that will go into the orbital launch vehicle, he added. The rocket integrated into the launcher soared after lifting off at the prefixed 11.30 am from the sounding rocket complex at the Indian Space Research Organisation's Satish Dhawan Space Centre, here, about 115 km from Chennai. The Mission unveiled by ISRO Chairman S Somanath has three payloads with two belonging to domestic customers and one from a foreign client. The 6-metre tall launch vehicle is one of the world's first few all-composite rockets that has 3-D printed solid thrusters for spin stability of the launch vehicle. "This is a new beginning for the Indian private sector entering aerospace and a historic moment for all of us," Goenka said. The three payloads riding piggyback on the rocket are from Chennai-based start-up SpaceKidz, Andhra Pradesh-based N-SpaceTech and Armenian BazoomQ Space Research Lab. Vikram-S launched the payloads in about 500 km low inclination orbit. In a departure from the routine, Friday's mission was launched from the complex where sounding rockets were used by ISRO. <ul><li>The <keyword id="6375120" type="COMPANY" weightage="20" keywordseo="monetary-policy-committee">Monetary Policy Committee</keyword> (<keyword id="6369693" type="COMPANY" weightage="20" keywordseo="MPC">MPC</keyword>) announced that the <keyword id="6354335" type="COMPANY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> (<keyword id="30067" type="COMPANY" weightage="20" keywordseo="RBI">RBI</keyword>) will be initiating its first Government Securities Acquisition Programme (G-SAP 1.0) in April.</li><li>The RBI has committed to buy ₹1 trillion of government securities over the next three months, from April to June. </li><li>G-SAP 1.0 aims are increasing liquidity in the market by encouraging short term borrowing, which will hopefully lead to a boost in demand.</li></ul> One of the roles of the Reserve Bank of India (RBI) is to act as a merchant banker to the government of India. The endeavour, among others, is therefore to ensure that the government’s borrowing programme goes through without much disruption. In line with this intent, the RBI announced a new programme, G-SAP 1.0 (Government Security Acquisition Programme) under which it has committed to buy ₹1 trillion of government securities in the current quarter (Q1 FY22). This is certainly a much needed demand lever to support the government borrowing programme. This is in addition to the OMOs/OTs (open market operations/operation twist) that they have been conducting. <div type="image" title="GSAP-2" msid="82042441" hostid="261" caption="&amp;lt;p&amp;gt;How RBI plans to use G-SAP 1.0 to improve demand &amp;lt;/p&amp;gt;"></div> Given the supply, this comes as music to ears of the bond markets. We have already seen 15-25 basis points (bps) easing across the yield curve. The RBI also extended its VRRR (variable rate reverse repo), which is currently 14 days to a longer tenor as well. For now, it has been retained at 14 days tenor and at ₹2 trillion. This could ease off some pressure from the short end of the yield curve, which had started inching up at the long tenor VRRR announcement. Yet, VRRR at short-end and G-SAP at mid to long-end may mean some yield curve flattening on the way. <cmsannotation type="cmsannotation" annotationid="Way forward for investors" comment="subhead" text="Way forward for investors">Way forward for investors</cmsannotation> The policy in no way signalled any sense of urgency to depart from the current accommodative policy bias. This also reflects the fact that the central banker is mindful of the developments on the pandemic front. The intent to support bond yields and ensure orderly evolution of the yield curve should offer comfort to bond investors. The current yield curve is quite steep and was pricing in quite a bit of negative news (including rate hikes in near term). The RBI policy comes as a soothing summer drink, which could see some spread compression across the yield curve. As part of asset allocation hence, one should continue to hold fixed income in the portfolio. Investors need to plan such allocations in line with their intended investment horizon and not get disturbed by near term volatility. The current surplus liquidity is here to stay for some time – and we expect liquidity normalisation to happen gradually. There are fixed income solutions suited to meet varied risk appetite and return aspiration. Hence investors need to bucket their fixed income investments, accordingly. In the monetary policy review, the RBI maintained status quo on the key benchmark rates – repo rate at 4% and reverse repo rate at 3.35%. <ul><li>Online learning platform <keyword id="1017386" type="COMPANY" weightage="20" keywordseo="Coursera">Coursera</keyword> will now allow its students to get a bachelor’s degree from <keyword id="370436" type="ORGANIZATION" weightage="20" keywordseo="University-of-North-Texas">University of North Texas</keyword>. </li><li>The university has partnered with the edtech platform for its bachelor’s course in applied arts and sciences (BAAS). </li><li>The applications will open in February 2020. </li><li>Students can consult an advisor and create a ‘customised degree plan’ before enrolling. </li></ul>Online learning platform Coursera will now allow its learners to get a bachelor’s degree. And that too from the University of North Texas, a public research university in the <keyword id="6356955" type="LOCATION" weightage="20" keywordseo="united-states">United States</keyword>. The university, which is also among the top 100 American universities for social mobility has partnered with the edtech platform for its bachelor’s course in applied arts and sciences (BAAS). The course will be accessible from September 2020. “Applications for the B.A.A.S. will open in February 2020 and the first cohort is expected to begin this fall,” Cousera said. The programme aims to help students from diverse backgrounds — including college students, veterans and international learners — earn a graduate degree. “The programme will offer students the same engaging support, personal interaction, and career services as our on-campus B.A.A.S. programme to ensure they are set up for success post-graduation,” said Jennifer Cowley, VP for <keyword id="318336" type="PERSON" weightage="20" keywordseo="Academic-Affairs">Academic Affairs</keyword> at UNT. The degree course is offered in seven domains — administration, organizational supervision, social services, hospitality, media innovation, consumer behaviour, and information technology — to prepare students in leading businesses. The university will allow students to consult an advisor and create a ‘customised degree plan’ before enrolling. International students with a three-year bachelor’s degree can advance to a four-year programme — which also opens up avenues for master’s programmes in the US. “A four-year degree is one of the most transformative credentials in today’s job market, but so many students aren’t able to complete their degree due to work, family, or other commitments. The online course recognizes students who’ve earned some college credit, but may not have had the time or flexibility to complete their bachelor's degree,” added Dil Sidhu, chief content officer at Coursera. A team of scientists has urged <keyword id="6360409" type="General" weightage="100" keywordseo="nasa" source="Orion">NASA</keyword> to probe the ice giant Uranus and look for life on Enceladus, one of Saturn's moons, on priority in the coming decade. In a report, the team at <keyword id="5058373" type="General" weightage="50" keywordseo="national-academies-of-sciences" source="Orion">National Academies of Sciences</keyword>, Engineering, and Medicine (NAS), recommended NASA to focus on three high-level scientific themes: origins, worlds and processes, and life and habitability, in the next 10 years, Zdnet reported. Despite the fact that ice giant systems are the most common form of planets in the universe, there is a "dearth of knowledge" about them, said <keyword id="1225866" type="General" weightage="50" keywordseo="robin-canup" source="Orion">Robin Canup</keyword>, co-chair of the NAS steering committee for the decadal survey, in a statement. Ice giants are the only class of planet in our solar system that hasn't had a dedicated orbital tour. The Uranus Orbiter and Probe (UOP) should be NASA's highest priority large mission, the report said. The UOP aims to conduct a multi-year orbital tour to transform knowledge of ice giants in general, and the Uranian system in particular, through flybys and the delivery of an atmospheric probe. "Uranus is one of the most intriguing bodies in the solar system," the report said. "Its low internal energy, active atmospheric dynamics, and complex magnetic field all present major puzzles. A primordial giant impact may have produced the planet's extreme axial tilt and possibly its rings and satellites, although this is uncertain." Further, the report stated that NASA's next priority should be the Enceladus Orbilander - a mission to search for evidence of life on Enceladus, the sixth-largest moon of Saturn. The mission would take place from orbit and during a two-year landed mission that would perform detailed studies of fresh plume material coming from Enceladus' interior ocean. The comprehensive decadal report also evaluated a wide range of other missions. It lauded the progress made studying <keyword id="47638" type="General" weightage="50" keywordseo="mars" source="Orion">Mars</keyword>, as well as NASA's Discovery Programme. It also stresses the potential for combining human and robotic exploration in space. The company will enable processing of over 1 lakh tons of post-consumer plastic waste through collection from all of the states and Union Territories. Since 2018, HUL has facilitated environmentally safe disposal of more than 1.2 lakh tons of post-consumer-use plastic waste. In 2020, despite the Covid pandemic, the Company stepped up its efforts in the reduction of plastic waste. This has been made possible through investment and partnerships to improve the waste management infrastructure in over 100 towns across India. HUL has partnered with various organisations for the collection of plastic waste including Saahas, Carpe, Recykal, Planet Savers, RaddiConnect, Geoycle, Ramky Enviro. Through its partners and with support from Municipal Corporations, the Company has reached out to housing societies and commercial establishments to improve the collection of plastic waste. The Company is also working in partnership with the <keyword id="162448" type="COMPANY" weightage="20" keywordseo="United-Nations-Development-Programme">United Nations Development Programme</keyword> (UNDP) and the international organization Xynteo. Through these partnerships, material recovery facilities have been set up in Mumbai to demonstrate the feasibility of inclusive end-to-end waste management solutions. Apart from this, the Education Department of Maharashtra, HUL and Xynteo have rolled out a digital school curriculum focused on the importance of segregation, collection and safe disposal of waste. The programme reached nearly one lakh children in Maharashtra during its pilot last year and is currently being scaled across the state. Sanjiv Mehta, Chairman and Managing Director, HUL, said, “Our vision is one where key stakeholders work together to ensure that plastic stays in the economy and out of the environment. As a responsible company, we are committed to playing our part. We believe that this is a collective responsibility, and each stakeholder needs to play an active role in managing plastic waste to fulfil the vision of Swachh Bharat Abhiyan.“ Willem Uijen, Executive Director Supply Chain, HUL, explained, “This is in line with the commitment we have made for a circular economy. We have taken a head start on implementing the proposed Extended Producer Responsibility (EPR) framework for plastic waste management.
