Cracking open Shell's India story Despite being a gas ‘super major' and being in India for over 70 years, the company has around 5% market share in lubricants India. By the company's <a href="https://www.shell.in/media/shell-in-the-news/we-are-at-the-top-globally-our-ambition-is-to-become-no-one-in-india.html">own admission</a> one of the main barriers to entry is the price-sensitive nature of regional players, and the dominance of government-owned companies in the field. Globally, Shell invests around $1 billion into <keyword id="73655" type="ORGANIZATION" weightage="20" keywordseo="Research-and-Development">research and development</keyword> and has around 1,300 patents to its name. In India, it wants to build on the 20% CAGR growth that it has seen over the past five years by increasing its research efforts in the country. <keyword id="1388180" type="UNKNOWN" weightage="80" keywordseo="Shell-PLC">Shell Plc</keyword> is mulling to re-enter the upstream business in India, if the government offers a stable policy and open acreage licence to explorers. 
 
The Royal Dutch Shell Plc’s re-entry may boost India’s oil and gas production, which has been stagnant for years. 
 
"We would continue to look at upstream opportunities in India," Harry Brekelmans, projects &amp; technology director and a member of the top executive committee at Shell, told Economic Times, adding, “at the moment, we have not been able to see anything that is attractive enough and will continue to look at how policies develop.” 
 
India’s oil and gas production has been stagnant for years, forcing the country to import nearly 80% of its crude oil requirement. Many power plants are idle or underutilised and the government is making all efforts to lure foreign investors to develop its hydrocarbon reserves. 
 
ET reported that the government is working on a new oil and gas exploration policy that will replace the 16-year-old New Exploration Licensing Policy (NELP), which has guided nine rounds of auction so far. 
 
"We are quite interested in the new policy which suggests that the open acreage licence OLAP (may be offered) and we think that may give us a different opportunity to look," Yasmine Hilton, chairman of Shell Companies in India, told ET. 
 
ET further reported that Shell has no particular preference for the fiscal regime to be followed in exploration and production as the company works across the globe under different contractual terms. 
 
"We can work in any regime as long as there is stability in that regime. Once you enter an agreement, it's a long-term agreement, so you need stability across that, we don't want change over that period," Hilton added. 
 
Shell is bullish on India's gas market and is looking to expand its capacity at Liquefied Natural Gas (LNG) terminal in Hazira, Gujarat. 
 
"We are currently in discussions to expand that further, that's subject to the joint venture itself but we are clearly keen and supportive of these plans," Brekelmans told 
ET. The company also has plans to set up a floating LNG terminal at Kakinada, Andhra Pradesh.

Shell to re-enter upstream business in India

Pakistan resorted to heavy shelling and firing on Sunday at Indian positions on the Line of Control (<keyword id="6355098" type="UNKNOWN" weightage="20" keywordseo="LoC">LoC</keyword>) in Jammu and Kashmir's <keyword id="44760" type="COMPANY" weightage="20" keywordseo="Poonch">Poonch</keyword> district. At about 3.20 a.m., Pakistan initiated the unprovoked <keyword id="87640" type="PERSON" weightage="20" keywordseo="ceasefire-violation">ceasefire violation</keyword> by firing with small arms and intense shelling with mortars along the LoC in Mankote sector, Defence Ministry Spokesman Colonel Devender Anand said. "Indian army retaliated befittingly," he added. Since the beginning of this year, Pakistan has been violating with impunity the bilateral ceasefire agreement signed by the two countries in 1999. In over 3,190 such ceasefire violations since January 2020, 24 civilians have been killed and over 100 injured. Lives of thousands of people living in villages close to the LoC have been affected as shells rain from across the LoC and threaten families, homes, cattle besides damaging agricultural fields. New year begins with a ceasefire violation on the India-Pakistan border

New Delhi, Jan 1 () State-owned Oil and Natural Gas Corp (ONGC) has begun an exercise to shed excess cost at the Mumbai offshore oil and gas fields of Panna-Mukta whose control it regained after two and half decades and has already saved Rs 1 crore in the shipping cost. 
 ONGC has changed the contract for bringing oil produced from the fields lying in the Arabian Sea to land, resulting in saving of about USD 5,000 per day, sources with direct knowledge of the development said.
It is expecting an upside in production too after a re-appraisal.
Sources said the previous operators, Shell India and Reliance, had engaged a floating storage and transportation vessel from Mercator Ltd for shipping oil.
 Soon after taking over the field last month, ONGC changed the shipper to state-owned Shipping Corporation Ltd, resulting in saving of about USD 5,000 per day, they said adding the saving totals to Rs 1 crore-plus.
Sources said the company will lay a small undersea pipeline soon to completely do away with the requirement of hiring ships for transporting oil to land.
 ONGC had originally discovered the Panna-Mukta and Tapti (PMT) oil and gas fields in the Arabian Sea off the Mumbai coast in the early 1990s. These were however taken away from the company and in 1994 awarded to a consortium of US energy giant Enron and Reliance Industries Ltd. ONGC as a government nominee was given 40 per cent back-in rights.
 Enron during its bankruptcy was taken over by BG Group of UK in 2003. BG Group's interest was subsequently taken over by Shell in 2016.
 The 25-year production sharing contracts for the PMT fields expire this week and Reliance and Shell had decided not to seek an extension for Panna-Mukta fields, resulting in them being reverted to ONGC on December 21, 2019.
 Reliance and Shell-owned BG Exploration and Production India Ltd (BGEPIL) held 30 per cent stake each in PMT.
 The Tapti fields had ceased production earlier in 2016 and the Tapti process platform facilities were handed over to ONGC (Government of India nominee) in 2016.
 Sources said ONGC sees an upside in oil and gas production from the Panna-Mukta field which it will firm up after doing a reappraisal of the reserves.
 The fields produce about 10,000 barrels of oil per day and 4 million standard cubic meters per day of natural gas.
 The production sharing contracts (PSC) for the Panna-Mukta and Tapti fields, which were executed by the PMT JV with the Government of India in 1994, expired on December 21, 2019.
 Decommissioning and site restoration of residual Tapti facilities, including five unmanned platforms and in-field pipelines, are being carried out by the PMT JV under India's first offshore decommissioning and site restoration project.
 The Panna-Mukta fields, off the Mumbai coast, have produced 211 million barrels of oil and 1.25 trillion cubic feet of natural gas since December 1994. New Delhi, Dec 20 () After operating Panna-Mukta oil and gas fields for 25 years, Royal Dutch Shell and Reliance Industries will revert the western offshore fields back to state-owned Oil and Natural Gas Corp (ONGC), the companies said in a statement.
 Panna-Mukta and Tapti (PMT) oil and gas fields in the Arabian Sea off the Mumbai coast were in 1994 awarded a consortium of US energy giant Enron and Reliance. ONGC, which had originally discovered the fields, as a government nominee given 40 per cent back-in rights.
 Enron during its bankruptcy was taken over by BG Group of UK in 2003. BG Group's interest was subsequently taken over by Shell in 2016.
 The 25-year production sharing contracts for the PMT fields expires this week and Reliance and Shell had decided not to seek an extension for Panna-Mukta fields.
 "After 25 years of operating the Panna-Mukta oil and gas fields, the Panna-Mukta and Tapti Joint Venture partners will be handing over the Panna-Mukta oil and gas fields back to the Government of India's (GOI) nominee i.e. ONGC on December 21, 2019," a joint statement issued by Reliance and Shell said.
 Reliance and BG Exploration and Production India Ltd (BGEPIL) hold 30 per cent stake each in PMT while the balance 40 per cent is with ONGC.
 "The production sharing contracts (PSC) for the Panna-Mukta and Tapti fields, which were executed by the PMT JV with the Government of India in 1994, will expire on December 21, 2019," it said.
 The Tapti fields had ceased production earlier in 2016 and the Tapti process platform facilities were handed over to ONGC (GOI nominee) in 2016.
 Decommissioning and site restoration of residual Tapti facilities, including five unmanned platforms and in-field pipelines, are currently being carried out by the PMT JV under India's first offshore decommissioning and site restoration project.
 The Tapti decommissioning and other commercial activities would continue in BGEPIL even after Panna-Mukta handover, as per the statement.

 "Our teams have worked relentlessly to ensure a safe handover of the producing fields from the PMT JV to ONGC at the end of the term," he said.

Shell-Reliance give up Panna-Mukta fields; western offshore fields to revert to ONGC

 India isn’t alone its efforts to build up its arms. The annual defence spending in Asia, on average, has doubled over the century to nearly ₹31.5 trillion ($450 billion). Asian arms race Many <a href="https://www.scmp.com/news/asia/east-asia/article/2135802/asian-arms-race-stoked-chinas-booming-defence-budget-analysts">believe</a> it was China that instigated the arms race when in 2010 their military spending alone accounted for 28% of the military spending across Asia. In 2014, that ratio increased even further to 38%. As per the <a href="https://www.sipri.org/sites/default/files/2018-04/sipri_fs_1805_milex_2017.pdf">Stockholm International Peace Research Institute</a>, the United States led the world with an arms spending of ₹42.7 trillion ($610 billion) while China came in second with ₹16 trillion ($228 billion). India was in 5th place with ₹4.5 trillion ($63.9 billion) as their military expenditure. While India’s spending is a fraction of what other countries are bailing out, it’s still up from ₹3 trillion ($47 billion) in 2012. More than absolute numbers, the proportional increases in budgets are more telling. In Asia, specifically, the largest increases in military spending were seen in Cambodia, Bangladesh, Indonesia and China. Aside from arms, China’s neighbouring nations are also more actively engaged in curating their strategic partnerships to <a href="https://www.businessinsider.in/indo-japanese-relations-hedge-against-chinas-rise-with-their-first-ever-military-exercise/articleshow/65492296.cms">hedge against the risk</a> of the United States failing to contain the Chinese incursions into the South China Sea. Most experts argue that 36 jets are nowhere near enough for India’s requirements. An <a href="https://www.ft.com/content/902e056c-7756-11e2-b95a-00144feabdc0">ad-hoc</a> approach to India’s military strategy would do more harm than good in the long-run. In fact, one of the major issues with India’s military spending has been that more than two-thirds of the budget is allocated towards the salaries of people employed in the armed forces and their respective pensions. While infantry is important, its leaves too little for India to spend on weapons or its own research and development. Arms spending in Asia continues as India shells out another ₹46 billion

An Indian student was killed in Ukraine's Kharkiv on Tuesday morning in shelling as the war between Russia and Ukraine reached big cities' streets. India's Ministry of External Affairs spokesperson Arindam Bagchi said, "With profound sorrow we confirm that an Indian student lost his life in shelling in Kharkiv this morning. The Ministry is in touch with his family." He also said: "We convey our deepest condolences to the family." India's foreign secretary Harsh Vardhan Shringla is calling in Ambassadors of Russia and Ukraine to reiterate India's demand for urgent safe passage for the Indian nationals who are still in Kharkiv and cities in other conflict zones. "Similar action is also being undertaken by our Ambassadors in Russia and Ukraine," Bagchi said. Russia shelled the Ukrainian city of the second largest city Kharkiv on Tuesday damaging various installations over there. The Russian troops have also surrounded Ukraine capital city Kyiv on Tuesday and asked civilians to leave the city on the urgent note. "All civilians in the city can freely leave the Ukrainian capital along the Kyiv-Vasylkiv highway. This direction is open and safe," Russian defence ministry spokesman Igor Konashenkov said. Immediately thereafter, the Indian Embassy in Ukraine asked the stranded nationals to leave Kyiv immediately by any means. "All Indian nationals, including students are advised to leave Kyiv urgently today. Preferably by available trains or through any other means available," Indian Embassy said in an advisory. Russian and Ukrainian troops continued to engage in fighting on Kharkiv streets as war entered into the fifth day after Russian President Vladimir Putin called for military operation. Pakistan resorted to unprovoked ceasefire violation on the <keyword id="44759" type="ORGANIZATION" weightage="20" keywordseo="Line-of-Control">line of control</keyword> (LoC) on Tuesday targeting Indian positions in Jammu and Kashmir's <keyword id="158222" type="PERSON" weightage="20" keywordseo="Poonch-district">Poonch district</keyword>. Col. Devender Anand, spokesman of Defence Ministry said that at 4.30 a.m., Pakistan initiated unprovoked ceasefire violation by firing with small arms and shelling with mortars along the LoC in Mankote sector of <keyword id="44760" type="COMPANY" weightage="20" keywordseo="Poonch">Poonch</keyword> district. "Indian army retaliated befittingly," he added. Since the beginning of this year, Pakistan has been violating the bilateral ceasefire agreement signed by India and Pakistan in 1999. A total of 24 civilians were killed and over 100 injured in more than 3,186 ceasefire violations by Pakistan on the LoC so far this year. Thousands of people living in villages close to the LoC are living life on the edge as shelling from across the border endangers their lives, livelihood and agricultural activities. Defence Ministry pegs Pakistan's LoC ceasefire violations at 3,186 so far this year

Pakistan on Wednesday continued with its unprovoked firing and shelling at Indian positions on the Line of Control (LoC) in J&amp;K's <keyword id="44760" type="COMPANY" weightage="20" keywordseo="Poonch">Poonch</keyword> district for the 5th consecutive day. "Pakistan army initiated unprovoked ceasefire violation around 9 a.m. today along the LoC in Shahpur, Kirni and Qasba sectors of Poonch district by firing with small arms and shelling with mortars. <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian army</keyword> retaliates befittingly," Colonel Devender Anand, defence ministry spokesman said. In over 3,186 ceasefire violations on the LoC by Pakistan since the beginning of this year, 24 civilians have been killed and over 100 injured. Pakistan continues to violate LoC ceasefire with India for the 5th consecutive day

Global energy giant <keyword id="46532" type="COMPANY" weightage="80" keywordseo="Shell">Shell</keyword> has chosen <keyword id="6354321" type="CITY" weightage="80" keywordseo="Bengaluru">Bengaluru</keyword> for setting up its largest captive unit or global offshore delivery centre. The unit would provide more than 5,000 jobs in the Silicon Valley. 
 

	As per an Economic Times report, the new in-house global information technology centre, The Shell IT Centre Bengaluru, would be used to provide IT services to Shell's businesses including upstream oil and gas production, marketing and other projects. 
	 

	"The company has a large IT set-up in Malaysia, US and UK and will be moving all its global IT jobs to Bengaluru," said two people in direct knowledge of the development. 
	 

	In an email response the company confirmed the move and said: "We believe that India's significant IT talent will improve our ability to provide top-quality IT project delivery and selected operations support around the world.” 
	 

	Shell further added: "We anticipate no direct impact to Shell staff in 2015 as a result of this proposed change. Beyond then, given our strategic intent, it is expected that some impact on staff is likely as a result of this activity. We do not yet know the extent of this impact." Shell would acquire a 3, 50,000 sq. ft. space in <keyword id="1083300" type="ORGANIZATION" weightage="80" keywordseo="RMZ">RMZ</keyword> Eco World in the first phase. Finally, the energy giant plans take up 8, 00,000 sq. ft by 2018 to provide IT support to all its business verticals. "The deal between RMZ and Shell was closed on Thursday, <keyword id="6354553" type="COMPANY" weightage="60" keywordseo="real-estate">real estate</keyword> services firm, <keyword id="6376943" type="COMPANY" weightage="80" keywordseo="CBRE">CBRE</keyword>, was running the transaction. The proposed special economic zone building is currently under construction," said one of the persons. RMZ Eco World houses multinational companies like <keyword id="50041" type="CITY" weightage="80" keywordseo="KPMG">KPMG</keyword>, SAP, <keyword id="48670" type="CITY" weightage="80" keywordseo="Morgan-Stanley">Morgan Stanley</keyword>, ANZ and <keyword id="43706" type="COMPANY" weightage="80" keywordseo="Honeywell">Honeywell</keyword>, among others. It is located on Bengaluru's Sarjapur outer ring road. 
	 

	Meanwhile, the offshore delivery centers of multinational companies (MNCs) act as technology and business process centers for their global operations. 
	 

	Shell, the largest oil &amp; gas company in the world also operates a Business Operations Centre in Chennai that provide financial and business support to its companies worldwide. It has over 2,000 people working in Chennai. According to experts, Bengaluru has become the favourable center for global in-house centres (GIC) or captive centers for brands like Victoria's Secret lingerie, Lowe and <keyword id="159044" type="COMPANY" weightage="80" keywordseo="Baxter-International">Baxter International</keyword>. The city recorded highest increase in absorption of office space at 3.2 million ft, a 510% increase year-on-year for January to March quarter of 2015.

This has brought misery into the lives of hundreds of border villagers living close to the LoC as cross border shelling endangers their lives, homes, cattle and agricultural fields. Since the beginning of this year, Pakistan has been violating the bilateral ceasefire agreement signed by the two countries in 1999, with impunity.
