As per established tradition, the Finance Minister met the President at the <keyword id="389151" type="LOCATION" weightage="20" keywordseo="Rashtrapati-Bhawan">Rashtrapati Bhawan</keyword> before heading to <keyword id="6354721" type="COMPANY" weightage="20" keywordseo="parliament">Parliament</keyword>. The <keyword id="6355512" type="COMPANY" weightage="20" keywordseo="union-cabinet">Union Cabinet</keyword> will meet at 10.15 am to clear the Budget. Also before the actual presentation, the Cabinet headed by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> will approve the Budget for the fiscal year 2021-22. While traditionally, copies of the Budget are brought to the Parliament complex before finance minister arrives, this year no document has been printed following the COVID-19 protocol. Instead, the Budget copies will be disseminated electronically, with documents being uploaded on the government website as well as being made available on a special app developed for the same. Expectations are running high as Sitharaman presents her third budget in the Lok Sabha on Monday. She has her task cut out to fire up a pandemic battered economy and revive the animal instinct in it. Dressed in a red silk saree with off-white detailing and golden border, Sitharaman continued with the tradition she set in 2019 carrying the budget speech in a bahi-khata, which she used ditching the briefcase. She was seen holding a red bahi khata. On the first day of the budget session of Parliament, Sitharaman on Friday tabled the pre-budget Economic Survey for 2020-21, which projected a 'V'-shaped recovery for the economy in the next financial year. The economy is projected to contract by 7.7 per cent in the current fiscal ending March 31, 2021 and expanding by 11 per cent in the next. The self-sustaining estate that is spread across 330 acres of land and is home to over 5000 residents is adopting <keyword id="10875" type="CITY" weightage="100" keywordseo="IBM">IBM</keyword>’s technology to become future ready. 
 
IBM‘s Intelligent Operations Centre helps collect and make sense of the rich data streaming in from several sources within the Estate to provide actionable insights. It offers integrated data visualization, near real-time collaboration and deep analytics to help enhance the ongoing efficiency that will improve the efficiency of services for its residents. 
 A Citizens Mobile App, created by IBM <keyword id="6354733" type="ORGANIZATION" weightage="100" keywordseo="IOC">IOC</keyword>, was also launched, which allows residents to report issues using the web and mobile. The data from reported observation will be supplied to city offices, where they can use the insights to make informed decisions.

Smart Energy Management: With over 1500 residential apartment and well-lit open spaces the Presidential Estate consumes over one-lakh units of electricity per day. IBM integrated its IOC system with electrical billing system. Data on consumption patterns of consumers, public and common areas, within the estate, is being collected to optimize energy management. Additionally, newer, eco-friendly technology such as solar power, LED lamps for street lighting and other applications to reduce energy consumptions are deployed. 
 
Smart Water Management: The water management at the Estate relied heavily on manual intelligence. IBM mapped all water domain assets such as underground water reservoirs, pump locations and tube well assets. The entire water distribution pipeline was mapped on a Geographical Information Systems (GIS) layer. Through IBM IOC system accurate information about the distribution network will enable faster diagnostic and resolution of water incidents. Moreover, residents will be able to track complains in real-time. 
 
Smart Waste and Horticulture Management: IBM mapped waste management end to end from waste bin collections, rickshaw routes, disposals, landfill, and processing, on to its IOC system. An interface was created for people to generate statistics on different kinds of waste. Digitized waste lifecycle statistics and trends helped relevant departments analyze insights and improve processes to enable timely actions. A Mobile App platform assists teams in maintaining a cleaner Estate. 
 
Smart Security Systems: IBM integrated its IOC system with e-visitor to facilitate analyses of all visitors’ statistics. IBM IOC is also leveraged for auto alerts and to generate notifications for upcoming events enabling teams to collaborate across departments and plan collectively for an upcoming event.

Drums as loud as thunderclaps and then as soft as psalms, the sounds of the shehnai matching tunes with that of bagpipes are being heard at Vijay Chowk, as this beautiful entry to the Raj Bhawan readies itself for the <keyword id="102291" type="UNKNOWN" weightage="20" keywordseo="Beating-Retreat">Beating Retreat</keyword> ceremony at Vijay Chowk today. 
 For years, the celebrations of <keyword id="6416557" type="PERSON" weightage="20" keywordseo="Republic-day">Republic Day</keyword> comes to a close with this grand ceremony. In earlier times, it was sounded by the buglers as a signal to soldiers engaged in battle to cease their fighting, sheath their weapons and “retreat” from the battlefield. The bugle was also used in military towns to recall soldiers to their quarters in the evenings. 
 
It has since been celebrated every year with the Army, Navy and Air-Force joining hands to come out together and put up a lavish show for audiences. There are a spate of performances that follow we shall not reveal till you watch it yourself. The best part, however, is when the North and South blocks light up with yellow light, providing a fitting ending to the grandeur associated with Republic Day.

WHAT’S IN STORE THIS TIME? 
 
This year, 15 Military Bands, 18 Pipes and Drums Bands from Regimental Centres and Battalions are participating in the ceremony. Besides one each of Indian Navy and Indian Air Force band will also form part of the event and for the first time, bands from the State Police and Central Armed Police Force will also perform at the ceremony. 
 
Delhi Traffic Police has made elaborate arrangements keeping the ceremony in mind. According to an advisory. Vijay Chowk will remain closed today for general traffic from 3.30 to 9.30 PM. The traffic will not be allowed on the stretches on Rafi Marg and Raisina Road and the entry and exit at Udyog Bhawan and Central Secretariat Metro Stations on Delhi Metro's Yellow Line will remain closed from 2 PM to 6.30 PM. 
 
Services on all other lines will be available as per normal schedule throughout the day.

An RTI has revealed that Gandhi’s residence is bigger than that of Modi’s. 
 
While, Gandhi’s 10 Janpath residence is spread over 15,181 sq m, Modi’s 7RCR official residence is smaller at 14,101 sq m. 
 
However, Modi stays in the official residence while Gandhi's home is allotted to her, irrespective of her status as MP. 
 Meanwhile, <keyword id="47718" type="ORGANIZATION" weightage="20" keywordseo="Rashtrapati-Bhavan">Rashtrapati Bhavan</keyword> is spread over 320 acres and is one of the largest properties for a head of state anywhere in the world.

The <keyword id="79024" type="ORGANIZATION" weightage="100" keywordseo="New-Delhi-Municipal-Council">New Delhi Municipal Council</keyword> (NDMC) has issued 80 notices this month to the <keyword id="47718" type="ORGANIZATION" weightage="100" keywordseo="Rashtrapati-Bhavan">Rashtrapati Bhavan</keyword> after <keyword id="6360092" type="PERSON" weightage="100" keywordseo="DENGUE">dengue</keyword> mosquitoes were found breeding at various places especially near residential quarters of the Rashtrapati Bhavan staff. 

	"During this month, we have issued around 80 notices to various departments to check mosquito breeding on their premises," a senior NDMC official told PTI.
 

	The civic body has also constituted a four-member team after a meeting with the Director of the President's Estate to brainstorm ways and means to control mosquito breeding at Rashtrapati Bhavan at the earliest.
 

	"The team consists of one member each from sanitation and horticulture units at Rashtrapati Bhavan, Central Public Works Department (CPWD) and Malaria unit of NDMC Health Department.
 

	"This team will review the mosquitogenic conditions at various places in the President Estate and will help in precautionary as well as controlling measures," the official added.
 

	The council had last week issued challans to four hospitals including AIIMS and Safdarjung, various government offices and a school here after dengue mosquitoes were found breeding on their premises.
 "We had issued challans to four hospitals including AIIMS, Safdarjung Hospital, RML Hospital and <keyword id="209925" type="ORGANIZATION" weightage="100" keywordseo="Lady-Hardinge-Hospital">Lady Hardinge Hospital</keyword> after their premises were found to be breeding ground for mosquitoes," the official said. 

	The Ministries of Finance and Home Affairs, Bihar Bhawan, Sikkim Bhawan and Uttarakhand Bhawan were issued notices by the NDMC for mosquitogenic conditions on their premises. 
 

	The council staff had also detected heavy mosquito-breeding conditions in five embassies including that of Ghana, Ethiopia, Singapore, Malaysia, Bhutan, Ethiopia and the Czech Republic, but no challans have been issued to them as the civic-body doesn't have an authority to do so. 
 

	The action comes in wake of the rising figures of the total number of cases from the vector-borne disease which shoot to an alarming 530, with over 440 of them being reported in August only. Two deaths have been reported due to this disease this year. 
 

	The dengue cases in the city is up this year by 251 cases compared to what was recorded last year by this time. 
 

	"We have issued a total of 137 challans this season for mosquito breeding inside institutions and households and served 3215 notices. 
 

	"During the inspection, if the premises are tested positive for mosquito breeding, they are issued notices. But if no improvement is found in the hygiene conditions during the next inspection, the defaulters are issued challans," the official said. 
 

	Earlier this month, the South Delhi Municipal Corporation (SDMC) had also issued 80 challans to government and educational institutions in the city, including JNU, DDA, DTC and PWD, for breeding of mosquitoes in their premises. 
 

	Dengue a vector-borne disease, is transmitted by several species of mosquito within the genus Aedes. Symptoms include fever, headache, muscle and joint pains, and a characteristic skin rash that is similar to measles. 
 

	Doctors say treatment is symptomatic with no specific cure, so if patients use pain medicines indiscriminately there is a risk of becoming resistant to these.

By Saumojyoti S Choudhury New Delhi, Apr 26 () The process to pick this year's national sports awards has been delayed because of the nation-wide lockdown to combat COVID-19 pandemic and the applications will be invited next month, a Sports Ministry official told . The ministry generally invites the nominations for the awards in April while the ceremony to confer them is held on August 29 on the occasion of National Sports Day celebrated to mark the birth anniversary of hockey legend Major Dhyan Chand. But this year, the process is yet to start because of the pandemic, which has so far led to death of more than 800 people in the country and over 2 lakh globally. The official said the delay was inevitable considering the present circumstances. "The ministry is yet to issue the circular for National Sports Award applications. Generally, the process should have been completed by the month of April but this year the situation is unprecedented," the official said. "But hopefully the circular will be issued in May." The COVID-19 pandemic has brought all sporting activities to a standstill not just in the country but across the world. "Since the last one month all the offices in the country, including government establishments and those of NSFs (National Sports Federations), have been running from home, so the delay was bound to happen," he said. The National Sports Awards include Rajiv Gandhi Khel Ratna, the Arjuna, Dronacharya and Dhyanchand which were conferred every year by the President of India at the Rashtrapati Bhawan.
