New Delhi, The JEE-Mains exam for admission to engineering colleges will be held four times a year starting 2021 to offer flexibility to students and a chance to improve their scores, <keyword id="5783061" type="COMPANY" weightage="20" keywordseo="Union-Education">Union Education</keyword> Minister <keyword id="106655" type="COMPANY" weightage="20" keywordseo="Ramesh-Pokhriyal-Nishank">Ramesh Pokhriyal Nishank</keyword> announced on Wednesday. The first edition of the exam will be held from February 23 to 26, followed by rounds in March, April and May. "We have examined the suggestions received from students and various quarters and it has been decided that JEE-Mains will be held in four sessions in February, March, April and May," Nishank said. "The first session will be held from February 23-26 and the results will be declared within five days from the last date of exams," he said. "The move will ensure that students don't miss out on opportunities due to clash of exams or due to the COVID-19 situation at present," he added. Nishank also said students will be given a choice to answer 75 questions (25 each in <keyword id="55984" type="LOCATION" weightage="20" keywordseo="physics">Physics</keyword>, Chemistry and Mathematics) out of 90 (30 each in Physics, Chemistry and Mathematics). Parliament on Tuesday passed a bill to declare five newly established Indian Institutes of Information Technology (IIITs) as institutions of national importance. The five new IIITs set up under the Public Private Partnership mode are in -- Surat, Bhopal, Bhagalpur, Agartala, and Raichur. The Indian Institutes of Information Technology Laws (Amendment) Bill, 2020 has alreaby been passed by <keyword id="6355187" type="COMPANY" weightage="20" keywordseo="lok-sabha">Lok Sabha</keyword> in the previous session on March 20, 2020. The bill was introduced in the upper house on Monday by Human Resource Development Minister <keyword id="106655" type="PERSON" weightage="20" keywordseo="Ramesh-Pokhriyal-Nishank">Ramesh Pokhriyal Nishank</keyword>. The education minister said that there are 25 IIITs in the country out of which 5 are purely run by the central government and 15 operate under public private partnership (PPP) mode. "We have brought the proposal before this House to bring five new operational institute which are located and have started operations in Surat (Gujarat), Bhopal (Madhya Pradesh), Bhagalpur (Bihar), Agartala (Tripura) and Raichur (<keyword id="6354780" type="LOCATION" weightage="20" keywordseo="Karnataka">Karnataka</keyword>) to bring under this act," Nishank said. He said bringing the five new institutes under IIITs Laws (Amendment) Bill, 2020 will make them institute of national importance and they will have legal right to issue diploma, degree, PhD etc. These 5 IIITs along with 15 other IIITs, which are also built on public private partnership (PPP) mode will now be able to use the nomenclature of Bachelor of Technology (BTech) or Master of Technology (MTech) or PhD degree. It will also enable the institutes to attract enough students required to develop a strong research base in the country in the field of information technology. <keyword id="14666" type="COMPANY" weightage="20" keywordseo="BJP">BJP</keyword> MP Kamakhya Prasad Tasa thanked the prime minister and the education minister for including the institute in Agartala in the bill. BJD MP Dr Sasmit Patra supported the bill. "I support his bill on behalf of my pary Biju Janta Dal," Patra said. The bill amends the Indian Institutes of Information Technology Act, 2014 and the Indian Institutes of Information Technology (Public-Private Partnership) Act, 2017. Currently, these institutes are registered as Societies under the Societies Registration Act, 1860 and do not have the power to grant degrees or diplomas. On being declared institutions of national importance, the five institutes will be granted the power to grant degrees. Parliament passes IIIT amendment bill, giving 'national importance' tag to five new institutes

The results of both class 10 and 12 will be declared at an interval of just a few days. However, the decision to open schools will be taken after August keeping in mind the current COVID-19 situation. Nishank said during a discussion "We hope that the results of both 10th and 12th class will be declared by August 15. These include the results of previous exams and the results of examinations in July." On the issue of reopening of schools, Nishank said "after August the process of opening schools will be started." A final decision in this regard will be taken only after assessing the prevailing conditions. According to the HRD ministry, after August, new sessions will also start in universities. Meanwhile, the <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> government in Delhi has also written to the HRD ministry on the subject of reopening schools. Delhi Education Minister <keyword id="6354681" type="PERSON" weightage="20" keywordseo="manish-sisodia">Manish Sisodia</keyword> said in the letter, "Delhi Chief Minister Arvind Kejriwal said some time ago that we have to learn to live with coronavirus. So it would be better to open schools with proper safety measures." Sisodia said that first of all, we have to assure every child that they are important to us. Everyone has equal rights over the physical and intellectual environment of his school. Education cannot progress beyond online classes only. It would be impossible to pursue education only by calling older children to school and keeping younger children at home. Several private schools have also suggested measures to the HRD ministry to open schools and safety in schools during this period. However, the ministry is not in a hurry to reopen schools at present. According to senior officials of the ministry, at present, preparations are being made to conduct the remaining board exams of class 10 and 12 between July 1 and 15. After the examinations, the first priority is to declare the results. Only then can the process of reopening school colleges begin.

The Bill, which was introduced in the lower House on March 4, seeks amendment to the Indian Institutes of Information Technology Act, 2014 and the Indian Institutes of Information Technology (Public-private Partnership) Act, 2017. The Indian Institutes of Information Technology (Public-Private Partnership) Act, 2017 declares certain Indian Institutes of Information Technology established under Public-Private Partnership mode as institutions of national importance. Under the Act, 15 institutes are currently incorporated as institutions of national importance.

Lok Sabha passes Bill to declare 5 PPP mode IIITs of national importance

Minister of Human Resource Development Mr Ramesh Pokhriyal Nishank introduced the Central Universities (Amendment) Bill, 2019 on July 8, 2019. As it was cleared by the Lok Sabha on July 12, 2019, the bill was eventually approved by the Rajya Sabha on Tuesday, July 16, 2019. The provisions of this act amend the Central Universities Act, 2009, that is aimed at establishing Universities for education and research across different states of India. What the bill implies? The Central Universities Amendment Bill creates room for establishing two central universities in the state of Andhra Pradesh. The names of these universities will be the Central University of Andhra Pradesh and the Central Tribal University of Andhra Pradesh. The principal objective of the Central Tribal University is to take added measures to offer opportunities to the tribal population in the realms of higher education and research and also create enough facilities for researches related to tribal art, technology, culture, and customs. The background It is important to note that the creation of a Central University and a Central Tribal University in the state of Andhra Pradesh becomes mandatory as per the provisions found in the Andhra Pradesh Reorganization Act, 2014. Measures taken as per the amendment While talking on the bill, <keyword id="7877691" type="UNKNOWN" weightage="20" keywordseo="HRD-Minister-Ramesh-Pokhriyal-Nishank">HRD Minister Ramesh Pokhriyal Nishank</keyword> made an assurance to the members of the houses that the said universities will be created within the next four years. The minister said that the Government of India has now allotted a sum of RS. 450 crore for the project’s first phase that will see the emerging of the Central University. The total value of the project will be Rs. 902.07 crore. The government has also allotted a sum of Rs. 420 crore for the first phase of setting up the Tribal University which will be accomplished at a total allotment of Rs. 836 crore. The minister also said that the government is attaching a high priority to empower the education system in the country further. With this objective, the budget for education has been increased to Rs. 95,000 crore this year from Rs. 67,000 crore in 2013-14. The minister stated that the creation of these two universities in the state of Andhra Pradesh will significantly enhance the quality of Higher Education and also promote the avenues for research and higher education for the people residing in the state of Andhra Pradesh. Talking about the Tribal University, the minister remarked, "Apart from being focused on tribal education, the Central Tribal University shall carry out all educational and other activities like any other Central University.” Discussions in Rajya Sabha K Ram Mohan Naidu of the Telugu Desam Party said that the educational institutions that exist today in Andhra Pradesh are not running well and they lack the resources to function properly. YSRCP party’s Lavu Devarayalu requested the government to sanction enough funds towards the creation of the Central universities and urged for introducing more courses and research programs in these two budding universities. He also said, "More funds need to be allocated to the Eklavya schools in tribal areas so that the students who eventually go to the tribal university have a strong foundation.”

The exams will be conducted while following all Covid protocols keeping the safety of candidates in mind," Nishank said. JEE-Mains pending exams to be held from July 20 to 25 and July 27 to August 2, results likely in August

<keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>'s enrollment in <keyword id="6375224" type="UNKNOWN" weightage="20" keywordseo="higher-education">higher education</keyword> stands at 3.85 crore in 2019-20, as compared to 3.74 crore in 2018-19, registering a growth of 11.36 lakh (3.04 per cent). The findings came after the release of <keyword id="2654616" type="COMPANY" weightage="20" keywordseo="All-India-Survey-on-Higher-Education">All India Survey on Higher Education</keyword> 2019-20. The report provides key performance indicators on the current status of higher <keyword id="6355445" type="COMPANY" weightage="20" keywordseo="education">education</keyword> in the country. The total enrollment was 3.42 crore in 2014-15, mentioned the report released by Education Minister Shri Ramesh Pokhriyal 'Nishank'. Pokhriyal noted that in the last five years from 2015-16 to 2019-20, there has been a growth of 11.4 per cent in the student enrollment. "The rise in female enrollment in higher education during the period is 18.2 per cent," the Minister further said, emphasizing that it was due to the continuous focus given by the central government on education of girls, women empowerment and empowerment of socially backward classes. As per Gross Enrollment Ratio (GER) of the report, the percentage of students belonging to the eligible age group enrolled in Higher Education in 2019-20 is 27.1 per cent against 26.3 per cent in 2018-19 and 24.3 per cent in 2014-2015. The Gender Parity Index (GPI) in Higher Education in 2019-20 is 1.01 against 1 in 2018-19 indicating an improvement in the relative access to higher education for females of eligible age group compared to males. However, Pupil Teacher Ratio in higher education in 2019-20 is 26. In 2019-20, the number of universities was 1,043 (2 per cent); in colleges: 42,343 (77 per cent) and stand-alone institutions: 11,779 (21 per cent). A total of 3.38 crore students enrolled in programmes at under-graduate and post-graduate level, said the report, adding nearly 85 per cent of the students (2.85 crore) out of total were enrolled in the six major disciplines such as Humanities, Science, Commerce, Engineering and Technology, Medical Science and IT and Computer. The number of students pursuing PhD in 2019-20 is 2.03 lakh against 1.17 lakh in 2014-15 while the total number of teachers stands at 15,03,156 comprising of 57.5 per cent male and 42.5 per cent female. "I feel delighted to announce the release of the All India Survey on Higher Education 2019-20 report. As you can see, we have improved in GER, Gender parity Index. The number of Institutions of National importance increased 80 per cent (from 75 in 2015 to 135 in 2020). India records 3% growth in students enrolling for higher education, says report

Complying with the recommendations of National Education Policy (<keyword id="188165" type="COMPANY" weightage="20" keywordseo="NEP">NEP</keyword>) 2020, the <keyword id="6356155" type="COMPANY" weightage="20" keywordseo="cbse">CBSE</keyword> has introduced coding and data science as skill subjects in the schools. Sharing the information, Union Education Minister Ramesh Pokhriyal Nishank tweeted: "Under NEP 2020, we promised to introduce coding and data science in schools. Today, I'm happy to see CBSE fulfilling the promise right in the session of 2021 itself. "In association with <keyword id="10387" type="COMPANY" weightage="20" keywordseo="Microsoft">Microsoft</keyword>, CBSE is empowering India's future generations with new-age skills. Kudos." The CBSE also communicated to all heads of its affiliated Institutions about the introduction of 'coding' and 'data science' as a skill module or skill subject from the current session. The CBSE wrote that coding is a creative activity that students from any discipline can engage in and it helps to build computational thinking, develop problem solving skills, critical thinking and exposure to real life situations to solve issues in various realms. "Therefore, coding' is being introduced as a Skill Module of 12 hours duration in Classes 6 to 8. The idea is to simplify the coding learning experience by nurturing design thinking, logical flow of ideas and applying this across the disciplines," its communique said. Faculty and Student Handbooks have been created with support from Microsoft, so that the students can work on applied projects and integrate coding across multiple subjects and make learning fun. "Faculty resources will empower the faculty for teaching these concepts. The Handbooks cover real life examples on coding. builds exposure to ethics of coding and provides exercises and applications using the open source MakeCode platform," it said. Emphasizing importance of data in today's world, the CBSE introduced 'data science' as a Skill Module of 12 hours duration in class VIII and as a Skill Subject in classes IX-XII. Student and faculty handbooks and teaching materials have been created with support from Microsoft. The NEP -2020 has laid stress on skilling of students and recommended that by 2025, atleast 50 per cent of learners (through the school and higher education system) should have exposure to vocational education, for which a clear action plan with targets and timelines will be developed. Currently, the CBSE offers nine Skill Modules at middle school level, 18 Skill Subjects at Secondary level and 38 Skill Subjects at Senior Secondary level to upgrade the skills and proficiency of the young generation and explore the various career options available. More than 20 lakhs students are presently studying Skill Subjects at Secondary and Senior Secondary level in approximately 12,000 schools. CBSE schools to offer coding and data science in a tie-up with Microsoft

"The government has decided to extend the validity period of the Teachers Eligibility Test qualifying certificates from seven years to lifetime with a retrospective effect from 2011," the minister said in a statement. "The respective state governments and UTs will take necessary action to revalidate and issue fresh TET certificates to those candidates whose period of seven years has already lapsed," he added. Pokhriyal said this will be a positive step to boost employment opportunities for the candidates aspiring to make a career in the field of teaching. Possessing the TET qualifying certificate is one of the essential qualifications for a person to be eligible for appointment as a school teacher. The guidelines dated February 11, 2011 of the <keyword id="76195" type="COMPANY" weightage="20" keywordseo="National-Council-for-Teacher-Education">National Council for Teacher Education</keyword> (<keyword id="146582" type="COMPANY" weightage="20" keywordseo="NCTE">NCTE</keyword>) laid down that TET would be conducted by the state governments and the validity of the TET certificates was seven years from the date of passing TET. Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> has announced that the government has cancelled the <keyword id="6356155" type="ORGANIZATION" weightage="20" keywordseo="cbse">CBSE</keyword> <keyword id="6361875" type="UNKNOWN" weightage="20" keywordseo="class-12">class 12</keyword> board <keyword id="6359161" type="UNKNOWN" weightage="20" keywordseo="exams">exams</keyword>. <keyword id="6354642" type="COMPANY" weightage="20" keywordseo="Modi">Modi</keyword>, in a statement, said that the decision on class 12 exams have been taken “in the interest of students.” The Prime Minister said, “COVID-19 has affected the academic calendar and the issue of board exams has been causing immense anxiety among students, parents, and teachers, which must be put to an end.” He also stressed that the health and safety of the children is utmost important and there would be no compromise on that. Modi also said that India’s <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">COVID-19</keyword> situation is still “dynamic.” "Government of India has decided to cancel the Class XII CBSE Board Exams. After extensive consultations, we have taken a decision that is student-friendly, one that safeguards the health as well as future of our youth," the prime minister tweeted after the meeting. While the alternative assessment criteria for the exams has not been finalised by the board yet, officials said, it is expected to be on similar lines as announced for Class 10 which took into account the performance of a student in various tests and exams through the year. It was also decided in the meeting that in case some students desire to take the exams, such an option would be provided to them by the Central Board of Secondary Education (CBSE), as and when the situation becomes conducive. This is the first time that the CBSE has completely cancelled the board exam conducted by it. Last year, exams were midway when a nationwide lockdown was announced in view of the COVID-19 outbreak and the remaining exams were cancelled later. With the decision to cancel the exams coming amid high COVID-19 cases in several states and continuing health-related apprehensions about the future, Modi said the health and safety of students are of utmost importance, and there would be no compromise on this aspect. Anxiety among students, parents and teachers must be put to an end, and students should not be forced to appear for exams in such a stressful situation, a government statement quoted the prime minister as saying. Modi further asserted that all stakeholders need to show sensitivity for students as well as their parents and teachers. In the review meeting, officials gave a detailed presentation on the wide and extensive consultation held so far and views received from all stakeholders, including by state governments. "In view of the uncertain conditions due to COVID-19 and the feedback obtained from various stakeholders, it was decided that Class XII board exams would not be held this year," the statement said. He said the COVID-19 situation is dynamic across the country, and that the number of cases is coming down with some states managing the situation through effective micro-containment, while some states have still opted for a lockdown. Union Education Minister Ramesh Pokhriyal 'Nishank' tweeted, "I wish all the students very best in their careers. I would like to reiterate safety and career of students is of paramount importance for Modi government". Nishank, was earlier in the day hospitalised at AIIMS due to post-Covid complications. Students, parents and teachers are naturally worried about the health of students in such a situation, he noted, asserting that students should not be forced to appear for exams in such a stressful situation. Amid continuing demands for cancellation of exams by a large section of students and parents, the ministry had called a high-level meeting last Sunday to deliberate on the issue which was also attended by state education ministers and education secretaries. The CBSE had proposed two options -- conducting regular exams for only major subjects at notified centres or holding shorter-duration exams at the school where a student is enrolled. The proposed time-line for conducting the exams was between July 15 to August 26 and declaring the results in September. States were asked to submit detailed suggestions by May 25. Majority states opted for the second option which included conducting 90 minutes exams for major subjects at students' home schools. Few states also insisted on vaccinating students before going ahead with the exams. A group of students had also approached the Supreme Court seeking cancellation of the exams. In a hearing on Monday, the government had told the apex court that The CBSE had on April 14 announced cancellation of Class 10 exams and postponement of Class 12 exams in view of the surge in coronavirus cases. According to the evaluation criteria announced for class 10 students , while 20 marks for each subject will be for internal assessment as every year, 80 marks will be calculated on basis of the students' performance in various tests or exams throughout the year. The CBSE Board exams were scheduled to be held from May 4 to June 7 and the results were to be announced by July 15. "The Board Exams for Class Xth to be held from 4th May to June 14th, 2021 are hereby cancelled. The results of Class Xth Board will be prepared on the basis of an objective criterion to be developed by the Board," Nishank tweeted. "Any candidate who is not satisfied with the marks allocated to him or her on this basis, will be given an opportunity to sit in an exam as and when the conditions are conducive to hold the exams," the Minister said. Nishank further said that the Class 12 exams will be held later and the situation reviewed on June 1 by the CBSE, and the details will be shared subsequently. "A notice of at least 15 days will be given before the start of the examinations." The Minister mentioned that the decision was taken after Prime Minister Modi chaired a high-level meeting to review the examinations to be held at various levels in view of the developing Corona situation.
