New Delhi, Candidates in Punjab's Jalandhar can spend Rs 15 for a cup of tea and the same price for a samosa they offer to people during public meetings and campaign trails in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. However, those in Madhya Pradesh's Mandla can spend Rs 7 for a cup of tea and another Rs 7.50 for a piece of samosa, considered a staple snack in many parts of the country. With polls to elect the 18th Lok Sabha approaching, district poll panels are fixing the rates for expenses as part of the election expenditure monitoring process. The candidates will have to manage their expenditure within the prescribed limit. These rate cards often become a subject of "meme-fest" on social media about the prices not being in sync with the current inflation level. In most states, including Andhra Pradesh, the expenditure ceiling for a Lok Sabha candidate is set at Rs 95 lakh. However, in Arunachal Pradesh, Goa and Sikkim, the limit is slightly lower at Rs 75 lakh per candidate. Similarly, for Union territories, the expenditure ceiling ranges from Rs 75 lakh to Rs 95 lakh per candidate, depending on the region. In Jalandhar, chole bhature has been capped at Rs 40 while mutton and chicken have been priced at Rs 250 and 500 per kg respectively. Desserts like dhodha (Rs 450 per kg) and ghee pinni (Rs 300 per kg) are also on the menu besides <keyword id="20350738" type="General" weightage="20" keywordseo="lassi" source="keywords">lassi</keyword> and nimbu pani priced at Rs 20 and 15 per glass respectively. The cost of tea is low at Rs 5 in the rate card of Balaghat in Madhya Pradesh but the samosa is priced higher at Rs 10. The Balaghat rate card also has idli, <keyword id="21122493" type="General" weightage="20" keywordseo="sambhar-vada" source="keywords">sambhar vada</keyword> and poha-jalebi priced at Rs 20 while the cost for dosa and upma has been fixed at Rs 30. In Thoubal district of violence-hit Manipur, tea, samosa, kachori, khajur (dates) and gaja (dessert) have been priced at Rs 10 each. Candidates in the northeastern state's Tengnoupal district, will have to stick to Rs 5 for black tea and Rs 10 for milk tea. The list has a wider spread of non-vegetarian items with duck and pork priced at Rs 300 and Rs 400 per kg respectively. Chicken (broiler) and fish like rohu, mrigal and sareng, are also on the list. In Chennai, the price of tea has been raised from Rs 10 to Rs 15 and coffee from Rs 15 to Rs 20, while the rate of chicken biryani has been reduced from Rs 180 to Rs 150 per packet compared to 2019. In the expenditure card for <keyword id="20035063" type="General" weightage="20" keywordseo="gautam-buddha-nagar" source="keywords">Gautam Buddha Nagar</keyword> (Noida/Greater Noida), vegetarian thali comes for Rs 100, a samosa or a cup of tea for Rs 10, kachori for Rs 15, a sandwich for Rs 25, and a kilogram of jalebi for Rs 90 per kg. <keyword id="20009826" type="General" weightage="20" keywordseo="north-goa" source="keywords">North Goa</keyword> candidates can have batata vada on menu at a cost of Rs 15, same as that for a samosa. The tea has been capped at Rs 15 while coffee can cost Rs 20. The rate card for Haryana's Jind offers the candidates to hire a tandoor for Rs 300 and features delicacies like dal makhni and mix veg for Rs 130 while matar paneer has been priced at 160. While parties and candidates often offer workers and voters liquor, none of the rate cards mention alcohol. Other heads which find mention in the rate cards range from expensive infrastructure, such as helipads, luxury vehicles, and farmhouses, to miscellaneous items like flowers, cooler, tower ACs and sofa. The rate cards have also prescribed the ceiling on rates for hiring of different vehicles for campaigning right from a Tata Safari or Scorpio to a Honda City or Ciaz or a bus to ferry to public to rally grounds. Rates have also been set for rose garlands, marigold garlands and bouquet by some poll panels while some have included heads like party merchandise including caps and flags. The rate cards also have an list of permissible rates for hiring venues and accommodation. The expenditure includes the spend for public meetings, rallies, advertisements, hoardings, pamphlets, flexis, campaign material and all other election-related work. At present, there is a ceiling on campaigning funds for individual candidates in the electoral fray but no cap on the money political parties can spend for electioneering. According to the revised guidelines issued by the ECI, the maximum permissible expenditure for campaigning in a Lok Sabha constituency varies across different states and Union territories. Section 77 (1) of the Representation of the People Act, 1951 says candidates are expected to keep an account of expenditure incurred on the elections from the "date on which he has been nominated" till the "date of declaration of the result". Polling for the 543 Lok Sabha seats will be held in seven phases, starting with 102 in the first phase on April 19. The votes will be counted on June 4.

And we have the dates now for the grand finale: June 4! The Election Commission of India on Saturday announced the dates for the general elections to be held from April 19 to June 1 in seven phases. Chief Election Commissioner <keyword id="20110344" type="General" weightage="20" keywordseo="rajiv-kumar" source="keywords">Rajiv Kumar</keyword> announced today that the results will be announced on June 4. Phase 1 voting will be held on April 19, Phase 2 on April 26, Phase 3 on May 7, Phase 4 on May 13, Phase 5 on May 20, Phase 6 on May 25, and Phase 7 on June 1. “We will take democracy to every corner of the country. The Model Code of Conduct (MCC) mandates that no party or candidate shall indulge in any activity which may aggravate existing differences, create mutual hatred or cause tension between different castes and communities, religious or linguistic, according to the set of guidelines issued by the EC. It lists out the dos and don'ts regarding general conduct, meetings, processions, conduct of parties and their candidates on polling day, polling booth, observers, party in power and guidelines on election manifestos. According to the guidelines, all parties and candidates shall avoid scrupulously all activities which are "corrupt practices" and offences under the election law, such as bribing of voters, intimidation of voters, impersonation of voters, canvassing within 100 meters of polling stations, holding public meetings during the period of 48 hours ending with the hour fixed for the close of the poll, and the transport and conveyance of voters to and from the polling station. Political parties and candidates shall ensure that their supporters do not create obstructions in or break up meetings and processions organized by other parties. The transformation that has taken place in the lives of the people is the biggest achievement of our government over the last 10 years. These transformative outcomes are the result of the sincere efforts made by a determined government to improve the quality of life for the poor, farmers, youth and women.” BJP is building its campaign by highlighting the welfare schemes of the government, infrastructural development across the country, and the rejuvenation of the country’s cultural heritage. The major opposition party <keyword id="19895371" type="General" weightage="20" keywordseo="congress" source="keywords">Congress</keyword>, on the other hand, is banking on its <keyword id="20366194" type="General" weightage="20" keywordseo="nyay" source="keywords">Nyay</keyword> guarantees to woo voters. The grand old party saw some success in the state elections of Himachal Pradesh, Karnataka and Telangana when it pitched such 'Nyay' guarantees to the people. Over all the voter turnout further reduced from 64% in phase 4.  Cumulative figures from the first 4 phases show that 20 crore women voters have come out to vote while 6,389 voters were from the third gender. However, while the voter turnout has been reducing per phase, keeping in mind that there has been an increase of 5.94 crore voters in the country from 2014, there has been an increase in the voter turnout from 2014. The election commission reported that for the first 4 phases, the voting percentage has increased by 1.09% from 2014. For phase 5, West Bengal recorded the highest percentage of 74.42%, Madhya Pradesh reported 65.27% while Rajasthan stood at 63.72%. The state of Jammu &amp; Kashmir completed its polling today.

Overall, the voter turnout further reduced in the phase 4 from 64.33% in phase 3. Elections in phase four were held across 1.46 lakh polling stations in 71 parliamentary constituencies of India. 11.9 crore voters were eligible to vote of which women voters were 5.7 crores. The polling on April 29 also marked the end of polling for Assembly elections in the states of Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh. 70% of India concludes voting today.

 In the phase 4 of polling, the financial capital of the country – Mumbai – went to polls. The day witnessed the who’s who of Bollywood step out to vote, along with the industrialists of the city. But the day was also not one of devoid controversies. Violence erupted in the polling station at Asansol in West Bengal. Reportedly, TMC and BJP workers got into a clash. BJP MP Babul Supriyo’s car was also vandalised during the clash. The provisional voter turnout in UP was recorded at 58.46%, Maharashtra registered a voter turnout of 55.86%, while West Bengal had the highest voter turnout at 76.66%. Counting of votes got under way Tuesday morning for the three-phase Bihar assembly elections that may herald a new era in state politics, with <keyword id="43771" type="PERSON" weightage="20" keywordseo="Exit-polls">exit polls</keyword> predicting a victory for the RJD-led Grand Alliance. The exercise will decide the electoral fate of over 3,700 candidates who are in the race to win the 243 seats of <keyword id="9334401" type="COMPANY" weightage="20" keywordseo="the-state-assembly">the state assembly</keyword>. Counting started at 8 am at 55 centres spread across 38 districts amid tight security and precautions to avoid the spread of COVID-19 pandemic during the process. Over 57 per cent of about 7.30 crore electors have exercised their franchise in what is the first major election in the country since the onset of the pandemic. Votes are also being simultaneously counted for the Valmiki Nagar Lok Sabha by-poll, which was necessitated by the death of JD(U) MP Baidyanath Mahto. Officials said the trends and results might be delayed a bit this time as the number of polling stations were raised from 72,723 earlier to 1,06,515, an increase of 46.5 per cent, to ensure adherence to social distancing measures in view of the pandemic. A total of 3,733 candidates are in the fray, including 371 women and a transgender. Bihar Election Results 2020: Counting of votes begins for 243-member assembly; results may be delayed due to additional poll stations

Sixteen per cent of the <keyword id="6370132" type="UNKNOWN" weightage="20" keywordseo="candidates">candidates</keyword> contesting in the first phase of Assam assembly elections have declared criminal cases against themselves, according to a report by poll rights group <keyword id="404563" type="ORGANIZATION" weightage="20" keywordseo="Association-for-Democratic-Reforms">Association for Democratic Reforms</keyword> (ADR). The <keyword id="602518" type="PERSON" weightage="20" keywordseo="Assam-Election-Watch">Assam Election Watch</keyword> and ADR have analysed the sworn affidavits of 259 out of the 264 candidates in the first phase. Out of 259 candidates analysed, 41 (16 per cent) candidates have declared criminal cases against themselves and 34 (13 per cent) have declared serious criminal cases against themselves, the ADR said. The report said out of 259 candidates, 101 (39 per cent) are crorepatis. Giving educational background, the report said 97 (37 per cent) candidates have declared their educational qualifications to be between 5th and 12th standard, while 157 (61 per cent) candidates have declared having an educational qualification of graduate or above. Four candidates are diploma holders and one candidate is just literate. The report said 67 (26 per cent) candidates have declared their age to be between 25 and 40 years, while 153 (59 per cent) candidates have declared their age to be between 41 and 60 years. "There are 38 (15 per cent) candidates who have declared their age to be between 61 and 70 years. One candidate has declared his age 85 years," the report said. Giving gender details of the candidates, the report said 25 (10 per cent) women candidates are contesting in the first phase. Among the major parties, 10 (23 per cent) out of 43 candidates analysed from the Congress, eight (20 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad, three (8 per cent) out of 39 candidates analysed from the BJP and one candidate each from the NCP, AGP and the SUCI(C) have declared criminal cases against themselves in their affidavits. Among the major parties, nine (21 per cent) out of 43 candidates analysed from the Congress, six (15 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad, three (8 per cent) out of 39 candidates analysed from the BJP and one candidate each from the NCP, AGP and the SUCI(C) have declared serious criminal cases against themselves in their affidavits. Serious criminal cases are non-bailable offences with over five years of imprisonment. Five candidates have declared cases related to crime against women. "Out of five candidates, one candidate has declared cases related to rape (IPC Section-376)," the report said. Two candidates have declared cases related to murder (IPC Section-302) against themselves and four candidates have declared cases related to attempt to murder (IPC Section-307) against themselves. "Three (6 per cent) out of 47 constituencies are Red alert constituencies. Red alert constituencies are those where three or more contesting candidates have declared criminal cases against themselves," the report said. "The directions of the Supreme Court have had no effect on the political parties in selection of candidates in Phase 1 of the Assam Assembly Elections 2021 as they have again followed their old practice of giving tickets to around 16 per cent candidates with criminal cases," the report said. Giving financial background of the candidates, the report said among the major parties nine (90 per cent) out of 10 candidates analysed from the AGP, 31(72 per cent) out of 43 candidates analysed from the Congress, 28 (72 per cent) out of 39 candidates analysed from the BJP and 15 (37 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad have declared assets valued more than ₹1 crore. "The average of assets per candidate contesting in the Assam Assembly Elections 2021 Phase I is ₹1.84 crore," the report said. Elections to the 126-member Assam assembly will be held in three phases on March 27, April 1 and April 6. I am not asking for money or land. Those who do not vote for me will face divine displeasure,” the Tribune reported quoting him. Popularly known as ‘Anna,’ Samajwadi party candidate Arun Shankar Shukla has had oodles of land in Lucknow and neighbouring areas. In fact, he had been a prime suspect in a guesthouse scandal in mid-nineties, India Today <a href="https://www.indiatoday.in/election-news/story/corporate-power-takes-on-a-mafia-don-in-unnao-45661-2009-04-26">reported</a>. According to a <a href="https://indianexpress.com/article/india/india-others/top-100-hsbc-account-holders-with-indian-addresses/">leaked report</a> on money held in Swiss bank accounts, Congress candidate Annu Tondon had a staggering account value of $5,728,042 (nearly ₹400 million), as on July 2007.
