The Memorandum of Understanding was signed on Friday during Jaishankar's three-day official visit to the Maldives. "Witnessed signing of MoU between (the) National Payments Corporation of India and (the) Ministry of Economic Development and Trade of Maldives on (the) introduction of (a) digital payment system in the Maldives," he said in a post on X. Developed by the National Payments Corporation of India (<keyword id="19998946" type="General" weightage="20" keywordseo="NPCI" source="keywords">NPCI</keyword>), Unified Payment Interface (UPI) is an instant real-time payment system to facilitate inter-bank transactions through mobile phones. Addressing a press conference with his Maldivian counterpart Moosa Zameer after their "productive discussions", Jaishankar said that India, through its UPI, has "revolutionised digital transactions". Stressing that it has taken financial inclusion in India to new levels, he said "Today 40 per cent of the world's real-time digital payments take place in our country." "We see this revolution, every day in our lives. I am pleased to note that with the signing of the MoU today, we have taken the first step towards bringing this digital innovation to Maldives," he said. "I wish the very best to stakeholders on both sides and hope that we will soon see the first UPI transaction here. I should mention that it will have a very positive impact on tourism," he added. Tourism is the main source of economic activity for the Maldives, contributing nearly 30 per cent of the GDP and generating more than 60 per cent of foreign exchange. Jaishankar's visit aims to reset the bilateral relationship with the Maldives and is the first high-level trip from India after the archipelago nation's pro-China president, Mohamed Muizzu, assumed office last year. "India's partnership with the Maldives is based on our deep desire to work together for each other's welfare and interests. India to introduce UPI payment service in Maldives

"While we've achieved significant scale in <keyword id="20377974" type="General" weightage="20" keywordseo="financial-inclusion" source="keywords">financial inclusion</keyword>, penetration remains a challenge, with only 25% of payment users being women, and even fewer in semi-urban and rural areas. Many women's mobile numbers are not linked to their bank accounts, hindering their participation," Bansal said. He added, "Yet, data shows women are 50% less prone to fraud and are highly loyal and engaged users. As an ecosystem, we must prioritize personalized, assisted services and continuous engagement across all channels. The NPCI's UPI platform has already revolutionized India's payment landscape, with UPI transactions soaring from Rs 920 million (USD 11.08 million) in FY 2017-18 to Rs 83750 million (USD 1.01 billion) in FY 2022-23, reflecting a staggering CAGR of 147 per cent. The value of UPI transactions reached INR 80.79 trillion (USD 96,287) across approximately 55.66 billion transactions in the first four months of FY 2024-25. Of the 536 million women aged 15 years and older in India, 37 per cent report using mobile internet, making the addressable market for UPI solutions among women around 200 million strong.

Citing third-party data, the survey said that the e-commerce industry in India is expected to cross USD 350 billion by 2030 and called for the need to educate users on the safe use of e-commerce platforms. "The rise of e-commerce is constrained by inadequate skills required for online selling, such as cataloguing. <keyword id="22505774" type="General" weightage="20" keywordseo="data-privacy-issues" source="keywords">Data privacy issues</keyword> and increasing online fraud have turned out to be the most significant hurdle in the growth of e-commerce in India. It becomes imperative to educate users on the safe use of e-commerce platforms," the survey said. The survey mentioned that India's e-commerce market has gained significant momentum during the past few years, owing to technological advancements, evolving new-age business models coupled with government initiatives like the Digital India program, UPI, One District - One Product (ODOP), Open Network for Digital Commerce (ONDC), new foreign trade policy, easing of FDI limits and Consumer Protection (E-Commerce) (Amendment) Rules 2021. It has identified data privacy and <keyword id="19906883" type="General" weightage="20" keywordseo="cybersecurity" source="keywords">cybersecurity</keyword> as critical concerns in the <keyword id="22505776" type="General" weightage="20" keywordseo="digitisation-of-services" source="keywords">digitisation of services</keyword> in the country and called for adopting strong security measures, compliance with privacy regulations, and innovation, among others. "Data privacy and cybersecurity have become critical concerns with the increasing digitisation of services," according to the survey. It said that the government is spearheading data protection laws and cybersecurity policies to safeguard consumer data and strengthen cybersecurity measures in the services sector. "To further embrace technology with confidence, ensuring the adoption of strong security measures, compliance with privacy regulations, and fostering innovation in security technologies are essential," the survey noted. It said the future of e-commerce is built on the enhanced <keyword id="20290101" type="General" weightage="20" keywordseo="user-experience" source="keywords">user experience</keyword> through <keyword id="19899640" type="General" weightage="20" keywordseo="AI" source="keywords">AI</keyword>, seamless <keyword id="21332958" type="General" weightage="20" keywordseo="digital-payment-methods" source="keywords">digital payment methods</keyword>, innovations like UPI, and business engineering data analytics for business operations and enhancements. "Local language platforms are needed as the shopper base expands to tier-2 and tier-3 cities. Growing startups and innovative social media platforms provide an opportunity to test unique business models that might be targeted to specific demographic cohorts," the survey said.

According to a document from the Education Department reviewed by Business Insider, MOHELA has failed to process over 460,000 applications for borrowers on income-driven repayment plans, preventing those borrowers from accessing more affordable <keyword id="23618291" type="General" weightage="20" keywordseo="monthly-payments" source="keywords">monthly payments</keyword>. The department also said Mohela had failed to stop capitalizing interest on borrowers' accounts, incorrectly marked some borrowers for negative credit reporting, and failed to process forgiveness in a timely manner for borrowers who met the threshold. "The Department continues to take swift action in response to errors that cause confusion or unnecessary difficulty for borrowers," Education Secretary Miguel Cardona told BI in a statement. "<keyword id="23618292" type="General" weightage="20" keywordseo="federal-student-aid" source="keywords">Federal Student Aid</keyword> has determined, through its oversight of federal <keyword id="21652556" type="General" weightage="100" keywordseo="student-loan" source="keywords">student loan</keyword> servicers, that MOHELA has not consistently met the Department's standards for serving borrowers. MOHELA's continued challenges have resulted in less-than-satisfactory quality of servicing for borrowers." The Education Department requested that MOHELA provide a "corrective action plan" within 10 business days, Cardona said, along with weekly meetings with Federal Student Aid to review the servicer's performance . In the meantime, the department will not assign new borrower accounts to MOHELA until it can demonstrate that it can properly serve borrowers, which could impact the servicer's revenue. A Mohela spokesperson told BI that the servicer "is surprised by FSA's sudden change in direction and communication" after the Education Department recently gave it new borrower accounts. "As one of FSA's critical partners and contractors, MOHELA has and will continue to work closely with FSA," the spokesperson said. Since <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-repayment-issues-debt-relief-broken-industry-2023-9">student-loan payments resumed last October</a> after an over three-year pause, MOHELA has been under scrutiny from the Education Department, lawmakers, and advocates over its handling of borrowers' accounts. It was the first servicer to receive a punishment from the department last year — on October 30, 2023, the department <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-company-mohela-late-statements-borrowers-biden-withholding-pay-2023-10">withheld $7.2 million in pay from MOHELA</a> over its failure to deliver on-time billing statements to 2.5 million borrowers. This is the second time Mohela has faced changes to the accounts it manages.In April, the Education Department transferred over 1 million borrowers to new servicers to allow for borrowers to have "the best service." This is the second penalty MOHELA has faced this year.In January, the department <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-borrowers-missing-billing-statements-servicers-punishment-nelnet-mohela-2024-1">withheld pay from the remaining three major federal servicers</a> over failure to deliver on-time billing statements to borrowers. Still, MOHELA has remained in the spotlight as borrowers have continued to report challenges with the servicer, prompting Sen. Elizabeth Warren to hold a hearing in April over the servicer's performance and later calling for the Education Department to consider terminating the servicer's contract altogether. 'We've organized, we've held hearings, we've done everything possible to hold these student loan servicers accountable for their misconduct," Warren <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-borrowers-fire-their-servicer-elizabeth-warren-mohela-navient-2024-9">previously told BI</a>. "And it's beginning to bite. Jim Clyburn led over 50 of their Democratic colleagues in sending a letter to Education Secretary Miguel Cardona regarding the performance of <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-company-mohela-blocking-debt-cancellation-lawsuit-borrowers-biden-2024-9">student-loan company MOHELA</a>.The lawmakers said they were concerned MOHELA was failing to meet its contractual obligations regarding delivering accurate and timely information to borrowers regarding their payments. For example, in October last year, the Education Department withheld over $7 million in pay from the servicer over its <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-company-mohela-late-statements-borrowers-biden-withholding-pay-2023-10">failure to send on-time billing statements</a> to 2.5 million borrowers.Since then, two advocacy groups have filed separate lawsuits against MOHELA, accusing the company of overcharging borrowers and denying relief to those who experienced school misconduct. A MOHELA spokesperson <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-company-mohela-sued-mismanaged-borrowers-debt-relief-payments-2024-7">previously told Business Insider</a> that "providing support to student loan borrowers is the utmost priority to MOHELA, and any claims to the contrary are false."However, the lawmakers argued that the servicer is continuing to harm borrowers, and they want the Education Department to provide answers.Given the lawsuits' accusations of "MOHELA's billing errors, poor customer service record, and decisions to avoid public and private accountability at every turn, we request that ED immediately conduct an evaluation of MOHELA's fulfillment of its contractual obligations as a servicer, share key data with our offices and federal and state regulators, and act quickly to apply corrective measures—including the potential termination of MOHELA's federal contract if such action is justified," the lawmakers said.They requested a range of information from the department regarding MOHELA by September 22, including the servicer's performance metrics compared to other servicers and the number of complaints the department has received from borrowers regarding MOHELA.The Education Department <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-borrowers-bad-customer-service-education-department-oversight-repayment-2023-11">released an accountability framework</a> in December to ensure servicers meet their contractual obligations. Cardona said in a statement at the time that "the Department of Education will continue to engage in aggressive oversight of student loan servicers and put the interests of borrowers first.""When unacceptable errors are uncovered, servicers should expect to be held accountable and borrowers should count on this administration to hold them harmless," Cardona said.<h2 id="46ae7dad-87bb-4922-994a-2b5ea8022ccf">Ongoing lawsuits against MOHELA</h2>In July, the American Federation of Teachers <a target="_blank" class="" href="https://www.businessinsider.com/student-loan-company-mohela-sued-mismanaged-borrowers-debt-relief-payments-2024-7">filed a lawsuit against MOHELA</a> accusing the company of illegally overcharging borrowers and providing them with inaccurate information that prevented them from obtaining lower payments and debt relief.As one of the largest teacher unions in the US, many of AFT's members qualify for Public Service Loan Forgiveness, which forgives student debt for government and nonprofit workers after 10 years of qualifying payments. The lawsuit said that MOHELA did not properly communicate billing changes to borrowers, leading to confusion and delays in relief.Additionally, a group of student-loan borrowers in California <a target="_blank" class="" href="https://www.ppsl.org/news/student-borrowers-sue-mohela-for-failing-to-implement-student-loan-dischargesnbsp">filed a lawsuit</a> on September 5 that accused MOHELA of failing to deliver debt discharged to borrowers who have faced school misconduct. Beginning in 2022, the Education Department approved discharges for a range of for-profit schools, including Corinthian Colleges and ITT Technical Institute. However, the lawsuit said that MOHELA put some of those loans already approved for discharge back in repayment status and has since failed to rectify the situation.The lawsuits are still pending, and they build on pressure from Democratic lawmakers to increase oversight over MOHELA. In February, Warren joined Sens. New Delhi [India], August 1 (ANI): The <keyword id="6354335" type="General" weightage="20" keywordseo="Reserve-Bank-of-India" source="Orion">Reserve Bank of India</keyword> (<keyword id="19899808" type="General" weightage="20" keywordseo="RBI" source="keywords">RBI</keyword>) has released a draft framework on alternative <keyword id="20470059" type="General" weightage="20" keywordseo="authentication" source="keywords">authentication</keyword> mechanisms to supplement the SMS-based OTP system for digital <keyword id="22624644" type="General" weightage="20" keywordseo="payment-transactions" source="keywords">payment transactions</keyword>. The RBI noted, "No specific factor was mandated for authentication, but the <keyword id="19989657" type="General" weightage="100" keywordseo="digital-payments" source="keywords">digital payments</keyword> ecosystem has primarily adopted SMS-based OTP as <keyword id="22624645" type="General" weightage="20" keywordseo="additional-factor-of-authentication" source="keywords">Additional Factor of Authentication</keyword> (AFA). While OTP is working satisfactorily, technological advancements have made available alternative authentication mechanisms." The draft discusses the Additional Factor of Authentication (AFA), which involves using more than one factor to authenticate a payment instruction. It requires that the process validate and confirm the credentials of the customer initiating the payment. Furthermore, the draft specifies that issuers must obtain explicit consent from customers before enabling any new authentication factor. Customers should also have the option to deregister from using the new authentication method. The draft states, "All digital payment transactions, other than card present transactions, shall ensure that one of the factors of authentication is dynamically created, i.e., the factor is generated after initiation of payment, is specific to the transaction and cannot be reused." Additionally, the draft mandates that issuers must have a system to alert customers in near real-time for all eligible digital payment transactions. It also prohibits transaction issuers from entering into exclusive arrangements with any Payment Service Provider or Technology Service Provider, which could limit their ability to implement alternative authentication solutions. RBI has proposed <keyword id="22624646" type="General" weightage="20" keywordseo="e-mandates" source="keywords">e-mandates</keyword> for <keyword id="21970493" type="General" weightage="20" keywordseo="recurring-transactions" source="keywords">recurring transactions</keyword> in mutual funds, insurance premiums, credit card bill payments for values up to Rs 1 lakh and in respect of all other categories for value up to Rs 15,000. The banking regulator also suggests that issuer shall be liable for the process and technology deployed for authenticating digital payments. There should also be a system of alerting the customer in near real time for all digital payment transactions. The draft notes that small value card present transactions up to Rs 5000 per transaction in contactless mode at Point of Sale (PoS) terminals are exempt from the AFA requirement. The central bank has invited comments and feedback on the draft framework until September 15, 2024. The proposed alternative authentication mechanisms aim to provide more choices for authentication factors to Payment System Operators and users.

With <keyword id="19899402" type="General" weightage="20" keywordseo="digital" source="keywords">digital</keyword> adoption fast gaining currency, <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> is likely to see <keyword id="19992513" type="General" weightage="20" keywordseo="retail" source="keywords">retail</keyword> <keyword id="19989657" type="General" weightage="20" keywordseo="digital-payments" source="keywords">digital payments</keyword> double to USD 7 trillion by 2030 from current levels, a study by Kearney and <keyword id="19942875" type="General" weightage="20" keywordseo="Amazon-Pay" source="keywords" meta.keywordsubtype="org" meta.entityname="Amazon Pay" meta.hostid="153" meta.entityid="Amazon Pay">Amazon Pay</keyword> said. In the report 'How Urban India Pays', Kearney-Amazon Pay said strong adoption of digital payments in <keyword id="21056201" type="General" weightage="20" keywordseo="online-purchases" source="keywords">online purchases</keyword> has potentially led to a permanent shift in consumer behaviours, fuelling offline adoption as well. While 90 per cent of the respondents of the survey preferred digital payments when making online purchases, affluent consumers lead the way with the highest Degree of Digital Payment Usage (DDPU), tending to use various modes of digital payment for 80 per cent of their transactions. "<keyword id="19955338" type="General" weightage="20" keywordseo="millennials" source="keywords">Millennials</keyword> and Gen X are leading in the adoption of all types of digital payment instruments," it said. "Men and women both use digital payments in about 72 per cent of their transactions, indicating gender parity." The research was based on an online survey of over 6,000 consumers along with more than 1,000 merchants through offline and online methods across 120 cities with representation from various regions, income groups, city categories, age brackets and genders. India has seen a surge in <keyword id="19990771" type="General" weightage="20" keywordseo="e-commerce" source="keywords">e-commerce</keyword>, with the market valued at USD 75 billion to USD 80 billion in 2022 and expected to grow at a 21 per cent CAGR until 2030. "In line with India's digital journey, retail digital payments have grown dramatically over the past five years - from USD 300 billion in FY18 to USD 3.6 trillion in FY24. By FY30, they are likely to double to USD 7 trillion," the report said. The Unified Payments Interface (<keyword id="19900911" type="General" weightage="100" keywordseo="UPI" source="keywords">UPI</keyword>) has been a key driver of this growth, demonstrating a CAGR of 138 per cent in its volumes during FY18-24. Other instruments such as cards and digital wallets are also gaining in popularity, contributing 10 per cent of digital transaction value today. "With such dynamic developments, it is no wonder that India is a global frontrunner in the digital payment landscape, accounting for a stellar 46 per cent of the global digital transaction volumes in 2022," it said. Digital payments have penetrated small towns, with respondents in these areas highlighting that 65 per cent of their transactions are digital, while respondents in larger cities cited this ratio to be 75 per cent. "There is a strong correlation between a city's average DDPU and its retail potential, as measured by the Kearney India Retail Index, with the top six metros displaying both high DDPU and high retail potential," the report said. DDPU surpasses retail potential in some cities such as Lucknow, Patna, Bhopal, Jaipur, Bhubaneswar, Indore, Ahmedabad and Pune, which have a high DDPU nearly matching that of larger metropolitan cities despite having a lower retail potential than the top six metros. The report said co-branded credit cards are gaining momentum. "Emerging methods such as buy now, pay later (BNPL), wearable payments and voice assistant-based payments are also starting to make inroads." Digital modes of payment constitute around 69 per cent of the total transaction volumes for the Indian merchants that were surveyed. Even street vendors such as paan shops, fruit and flower sellers, food stalls, and kirana stores are joining the digital payment brigade. "Challenges for merchant adoption mirror consumer concerns, emphasizing issues of financial fraud, limited connectivity and trust," it said. The report said the next wave of growth in digital payments will be fueled by increasing penetration in segments with lower DDPU, such as consumers in lower-income groups and smaller towns, along with enhancing the value of spending via digital modes of payment in the higher DDPU segments by addressing their concerns. "All key stakeholders across the digital payments' ecosystem, including payment providers, the government, and value-added services players, will need to play a part in expanding digital payment adoption," it said. The focus areas should be empowering communities with financial education by launching target programmes to boost awareness of digital payments and new methods such as UPI Lite and UPI Lite X, especially for aspiring consumer segments, women in small towns, and street commerce merchants, to encourage higher adoption. Also, there is a need to create user-friendly consumer journeys by streamlining documentation and know-your-customer (<keyword id="19910870" type="General" weightage="20" keywordseo="kyc" source="keywords">KYC</keyword>) processes, optimising user interfaces, and establishing responsive customer complaint resolution mechanisms, it said adding also there is a need to enhance digital infrastructure by addressing systems and network issues and exploring innovations such as UPI Lite X for areas with limited internet. Also, the risk of fraud has to be minimised and access to credit-based payment methods expanded by using alternate data for underwriting risk, developing innovative credit products and promoting credit education for financial health. "These areas can help India overcome challenges in the digital payment ecosystem by fostering a more inclusive, secure, and user-friendly environment, thereby enhancing the adoption of digital payments among consumers and merchants in India," it added.

India to see retail digital payments to double to USD 7 tn by 2030: Report

<ul class="summary-list"><li><keyword id="20241342" type="General" weightage="20" keywordseo="buck" source="keywords">Buck</keyword> and <keyword id="23582845" type="General" weightage="20" keywordseo="gracie-close" source="keywords">Gracie Close</keyword> are funding a basic income program for victims of unjust policing.</li><li>They view the program as a form of reparations for their family's history as slave owners.</li></ul>Buck and <keyword id="23582843" type="General" weightage="20" keywordseo="gracie" source="keywords">Gracie</keyword> <keyword id="20071130" type="General" weightage="20" keywordseo="close" source="keywords">Close</keyword> aren't shy about their family history. The siblings, both in their 70s, are the descendants of slave owners who operated lucrative cotton mills in South Carolina. "We were raised with the myth of the Old South and how wonderful everybody was, and kind, and family-like with the slaves that they did hold," Gracie Close, a 72-year-old based in Washington state, told Business Insider. "The role of slavery in creating generational wealth was not something that we discussed or thought about growing up," said Buck Close, who is 74 and now resides in Louisiana. "We were always immersed in the valor of the Old South. At that time we were, anyways." The two siblings are now privately funding a yearlong basic income program in Louisiana focused on transferring wealth to people who were victims of racist policing, an act they view as a form of reparations. The Truth and Reconciliation Project was brought to life by the American Civil Liberties Union of Louisiana, which selected 12 people who were "survivors of police misconduct who did not receive restitution in the courts," the ACLU of Louisiana website says. Program recipients told the ACLU they had spent thousands of dollars on court and legal fees while trying to fight charges and clear their names. Since November 2023, each recipient has received $1,000 a month in no-strings-attached payments. They also get access to free financial coaching, mental health counseling, and legal expungement services. The monthly checks will conclude this month, but the services will continue being offered for at least another year. "Those services were very important," Gracie said. "I think it puts a foundation under them that they've never had access to before." In a progress report after the program's sixth month, recipients of the guaranteed monthly income said they had better access to healthier food and basic necessities (such as transportation, housing, and healthcare). They were also significantly more comfortable withstanding surprise expenses. "I am proud of the GMI program we funded at the ACLU and look forward to the culmination of it in December. We will get to spend a day with the recipients and hear how they feel it has worked for them," Gracie said. <h2>Unraveling generations of hard truths</h2>In 2019, Buck, a donor to the ACLU of Louisiana, met for coffee with <keyword id="23582844" type="General" weightage="20" keywordseo="maggy-baccinelli" source="keywords">Maggy Baccinelli</keyword>, a senior director. They stayed in touch and continued their conversations in the following years. "She started talking about the roots of your generational wealth. She brought the subject up, and that was the spark, really, for me," Buck said. "I was very acquainted with racism and the evils of that. But I never focused on the history of my own family." Buck and Gracie grew up on the property of the White Homestead in Fort Mill, which is the site of the last full meeting of the Confederate Cabinet in 1865, according to the family's archives and The Rock Hill Herald, a local newspaper. While it wasn't a secret to Buck and Gracie that their generational wealth had been earned using slave labor centuries prior, it also wasn't something that they felt they had taken accountability for as a family. "I don't think my mother and father hid anything from us. I think this was just the milieu of the South at that time. Nobody was questioning the methods by which ancestors had become prosperous," Buck said. At the ACLU of Louisiana, Baccinelli and her colleagues started "discussing what it would be like to go deeper into the family history and to study the arc of slavery to mass incarceration and overlay the family history onto that arc," Baccinelli told BI. "We presented to Buck our idea about it, and he agreed, and he said that he wanted to invite his sister, Gracie, to participate," she said. With funding from Buck, the ACLU hired a genealogist to research the Close family history, including records of people their ancestors had purchased and enslaved. "It is time to spread the wealth and admit responsibility for our ancestors' participation in slavery," said Gracie, who noted she acts out of responsibility rather than guilt. "To work for justice today, we have to consider our past." In November, the two siblings <a target="_blank" class="" href="https://www.newsweek.com/learning-truth-reconciling-past-deep-south-opinion-1847646">published an op-ed</a> urging other descendants of slave owners to take similar action to investigate their pasts. <h2>Basic income as a form of reparations</h2>When considering how to address past wrongs, Buck and Gracie "latched on" to the idea of a <a target="_blank" class="" href="https://www.businessinsider.com/basic-income-opposition-discriminatory-universal-basic-income-argument-2024-4">guaranteed basic income</a>. Small-scale <a target="_blank" class="" href="https://www.businessinsider.com/los-angeles-guaranteed-basic-income-pilot-ubi-partner-violence-employment-2024-7">guaranteed basic income programs</a> have sprouted around the country in recent years, inspired in part by the success of pandemic-era cash handouts. These basic income programs offer unrestricted cash payments to specific groups of vulnerable low-income residents for a limited time period. The programs differ from a universal basic income, which would offer regular cash payments to all residents regardless of their financial status. "Our goal is to try to transfer wealth gained by us through the enslavement of others to descendants of the enslaved," Buck said. "So it fit that marker pretty well." American police systems can trace their <a target="_blank" class="" href="https://www.businessinsider.com/history-of-police-in-the-us-photos-2020-6">roots back to slave patrols</a>, Baccinelli said. "The reason why it's reparations is because policing started in the 1600s as slave patrols," Baccinelli said. "That's the beginning of the arc to where we are now, and so we see racist and unconstitutional policing as a vestige of slavery. I would venture to bet that every person in the program is a descendant of somebody who was enslaved, but I don't have confirmation on that." To that end, Buck and Gracie hope to establish a similar reparations-based program in South Carolina, the site of their ancestral home, that "transfers wealth from us as descendants of enslavers to other people who were descendants of the enslaved."
