The earlier deadline was Tuesday, December 31. "The due date for linking of PAN with Aadhaar as specified under sub-section 2 of section 139AA of the Income-tax Act, 1961 has been extended from December 31, 2019 to March 31, 2020," the department said on its official Twitter handle. This is the eighth time that the Central Board of Direct Taxes (CBDT) has extended the deadline for individuals to link their PAN with Aadhaar. The Supreme Court, in September last year, had declared the Centre's flagship Aadhaar scheme as constitutionally valid and held that the biometric ID would remain mandatory for the filing of I-T returns and allotment of the PAN. Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017, and is eligible to obtain Aadhaar, must intimate his Aadhaar number to tax authorities. Aadhaar is issued by the Unique Identification Authority of India (UIDAI) to a resident of India and PAN is a 10-digit alphanumeric number allotted by the I-T department to a person, firm or entity. The five judges hearing the petitions had concluded the case in May but have not yet delivered the ruling regarding whether Aadhaar should be made mandatory for welfare schemes and financial transactions, or not. Deadline for PAN-Aadhar linking extended for a fifth time, new date is 31 March 2019

All of a sudden, the same party that had opposed the idea of <keyword id="155319" type="COMPANY" weightage="20" keywordseo="Aadhar">Aadhar</keyword>, calling it a fraud scheme and assured of <keyword id="6354572" type="ORGANIZATION" weightage="20" keywordseo="CBI">CBI</keyword> enquiry if voted to power, has taken a U-turn from its own move only three years after ruling the country. While CBI is being engaged elsewhere, the finance minister <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> has mandated the linking of Aadhar to <keyword id="61610" type="ORGANIZATION" weightage="20" keywordseo="pan">PAN</keyword>, driving licenses and several other documents. 
 
Why do we take U-turn? Before we jump in to analyze Aadhar and its allied insecurity, let’s get straight into philosophy of contradictions. What characterizes a critical thinker? American feminist historian <keyword id="4353413" type="UNKNOWN" weightage="20" keywordseo="joan-wallach-scott">Joan Wallach Scott</keyword> would say “pointing a finger to contradictions.” French philosopher François Noudelmann in his book <keyword id="310615" type="PERSON" weightage="20" keywordseo="Le">Le</keyword> Génie du Mensonge (The Genius of Lies) portrays <keyword id="352788" type="PERSON" weightage="20" keywordseo="Michel-Foucault">Michel Foucault</keyword> as a man who has the courage of truth. 
 Perhaps U-turns are a necessary ingredient for triggering intellectual blunders. And nobody better than <keyword id="41281" type="ORGANIZATION" weightage="20" keywordseo="NDA">NDA</keyword> government knows that most of us struggle to maintain stability in psychological unity. And at such a juncture, contradictions produce destabilizing breaches in the self. 
 
How the government wants to go with Aadhar? 
The 12-digit number will be required for all citizens of India to file tax returns, driving licenses, filing EPF, getting railway tickets and a variety of other services. 
 
 
 
Why is it alarming? 
Firstly, we need to do understand how Aadhar cards were made. Terming the procedure as causal wouldn’t be an exaggeration. A card that started as a mere identity card was gradually made into a mechanism to gain benefits from the government and now even to get basic things done in life. 
 
The process of registering people on Aadhar was executed through private enterprises known as enrollers who operated freely without any government supervision at the field level. The qualifications needed to become an enrolment agency were quite low and nobody was from a recognized name. 
 Also with the case of whether Aadhar would be mandatory for all these services still pending in the <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>, taking such a move would be no less than violations of <keyword id="42836" type="ORGANIZATION" weightage="20" keywordseo="SC">SC</keyword> guidelines. 
 Besides, there is zero privacy of an individual. Aadhar doesn’t guarantee any privacy and allows for mass surveillance of the countrymen under the vague term of ‘national security’. Only law that is valid in the case is Section 47 that only <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (UIDAI) can file criminal complaint for theft of data. 
 
Government is the new <keyword id="4646" type="PERSON" weightage="20" keywordseo="Big-Boss">Big Boss</keyword> 
No you aren’t criminal that you would need to hide. But let’s admit it nobody wants to be tracked by a big brother. Imagine the scene when somebody knows how much you earn and spend, where you holiday and which flight did you take on your last office trip, which hotel did you put up and what broadband do you use. And for many people in the country who work on contracts and you will track every penny you earn even if you don’t work throughout the year. 
 And for the people who defend the bill saying you can share your personal data with <keyword id="6355629" type="CITY" weightage="20" keywordseo="Google">Google</keyword> and <keyword id="6354576" type="CITY" weightage="20" keywordseo="Facebook">Facebook</keyword>, then why not with government? Tell them, there is a difference between choice and compulsion. And one can just track you and the other one can prevent you.

Here’s why linking Aadhar to all services
isn't much of a sensible step by the Modi government

The income tax department has launched an online facility to correct errors in names and other details in permanent account number (PAN) and <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> document, according to news agency <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. Alongside the facility to link biometric identifier Aadhaar with PAN, the department has also put two separate hyperlinks on its e-filing website -- one to update changes in existing PAN data or for application of new PAN by an Indian or a foreign citizen. The second hyperlink is for individuals who want to update Aadhaar details by logging into 'Aadhaar Self Service Update Portal' using the unique identity number. The individual can then upload scanned documents as proof for data update request. Over 1.22 crore assessees already have Aadhaar-linked PAN but the number is abysmally low as there are over 25 crore PAN card holders in the country, while Aadhaar has been issued to 111 crore people. As per statistics with the tax department, only 6 crore people file income tax returns at present. <keyword id="6355261" type="POSITION" weightage="20" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>, through an amendment to the <keyword id="123776" type="ORGANIZATION" weightage="20" keywordseo="Finance-Bill">Finance Bill</keyword> for 2017-18, had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to curb tax evasion through use of multiple PAN cards. Last week, the income tax department launched a facility to enable a taxpayer to link his Aadhaar and PAN. It required a person to put in PAN and Aadhaar number along with his name as per the <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (UIDAI) data. After verification from the UIDAI, the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP will be sent to the mobile number registered with the UIDAI. Additionally, the income tax department has now launched a facility to correct anomalies in PAN or Aadhaar document.

With a voluntary enrolment of 92 crore people, the Aadhaar card is now the most widely held identification document in the country besides perhaps being the sole ID for many of its holders, including many families below the poverty line.

It is also delivering benefits in progarmmes tailored for the poor like <keyword id="92538" type="ORGANIZATION" weightage="80" keywordseo="MNREGA">MNREGA</keyword> where 3 crore of 9 crore active workers have Aadhaar-linked bank accounts. One crore wage transactions have been remitted and the process has become more efficient and transparent with 87,000 banking correspondents providing village and neighbourhood-level micro ATM services. 
 

	Aadhar is particularly crucial for BPL families who are the primary beneficiaries of PMJDY and three pensions schemes run by the Centre — Atal Pension Yojana, PM Suraksha Bima Yojana and PM Jeevan Jyoti Bima Yojana --are linked to UID. The schemes, according to official sources, are intended to provide a wide coverage by way of insurance with small premiums, flagged by the government as a key policy goal.

That being said, the supreme court has directed <keyword id="6379816" type="UNKNOWN" weightage="20" keywordseo="telecom-operators">telecom operators</keyword> and banks to delete the biometric data that they had collected from their customers so far. It even cited the Department of Telecom’s (DoT) circular on the re-verification of phone numbers with Aadhaar details as unconstitutional.

 Sections struck down The SC removed three sections from the Aadhar Act. Section 33 (2) allowed data to be disclosed in the interest of national security. The government or allied institutions could obtain an individual’s biometric data if they were a suspected as threats. The removal of this section means that are no exceptions to individuals not being forced to disclose their authentication data, which includes their Aadhaar biometrics. Section 47 was a cause of concern because any Aadhaar data breach would only be recognised as a criminal offence if reported by an officer at the Unique Identification Authority of India (UIDAI). With this section off the Aadhaar Act, even individuals have the power to register criminal offences under the legislation. The removal of Section 57 will probably have the impact on day to day life with it no longer being ‘mandatory’ for citizens to share their data with any third-party. Aadhaar is still a valid form of identification, but it’s no longer a prerequisite to obtaining third-party services. Basically, any body, corporate or person is no longer allowed to establish the identity of an individual. This comes in after NET has been implementing mandatory Aadhaar details, without which the application process wouldn’t be validated. Children will also be exempted from needing a Aadhaar card on all fronts. Public sector schemes will remain accessible to them even without a card. The experts and public seem divided on their opinion about these changes. While some think that it’s a step in the right direction, others believe that the dilution of the Aadhaar Act won’t address its underlying problems of privacy.

 Until then, there was no legal framework that would prevent any credit card company to judge a person basis their SSN. However in 1977, under <keyword id="6459158" type="PERSON" weightage="20" keywordseo="jimmy-carter">Jimmy Carter</keyword>, the 39th President of the <keyword id="6356955" type="COUNTRY" weightage="20" keywordseo="united-states">United States</keyword>, it was decied that SSN cannot be used as an identification document. Rather, it should only be used as a legal permit to work. 
 On the Social Security website of the USA government, under the <keyword id="4374443" type="UNKNOWN" weightage="20" keywordseo="social-security-testimony-before-congress">Social Security Testimony Before Congress</keyword>, it is clearly mentioned: “The card was never intended to serve as a personal identification document – that is, it does not establish that the person presenting the card is actually the person whose name and SSN appear on the card.” 
 
Now contrast this with our Aadhar, which is a single digital identity number and you will find that any government and private bodies may use the same as a identity card to authenticate you as an Indian citizen. Also, anyone who has stayed in India for 182 days can apply for enrolling oneself for <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Aadhar card</a>. However SSN is only given to the US citizens who have permit to work in the country. 
 
The process of registering people on Aadhar was executed through private enterprises known as enrollers who operated freely without any government supervision at the field level. The qualifications needed to become an enrolment agency were quite low and nobody was from a recognized name. 
 
Your biological data is stored in Aadhar 
In Aadhar, from finger print to iris, everything is stored. However in SSN, the US government didn’t collect finger prints. To support their logic, the Social Security website reads: “The use of fingerprints was associated in the public mind with criminal activity, making this approach undesirable.” SSN doesn’t even contain any photograph for that matter. In 2007, there were talks to include these details to act against terrorism, but the country who have experienced terrorist attacks in its worst form and often behave cynical on this matter actually went against it. 
 
“A biometric identifier, such as a fingerprint, can be an effective and highly accurate way to establish the identity of an individual, but it can also facilitate a much higher degree of tracking and profiling than would be appropriate for many transactions,” said Marc Rotenberg, Executive Director, Electronic Privacy Information Center a research organisation, while the hearing on the Use and Misuse of the Social Security Number before the Subcommittee on <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Social Security Committee </a>on Ways and Means U.S. House of Representatives. 
“The problems that will arise when biometric identifiers are compromised are severe. What will happen at the point that your biometric identifiers no longer identify you?” he added. 
 
Aadhar is linked to central database 
However SSN is never seeded. “Department of <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Homeland Security program</a>s shall not collect or use an SSN as a unique identifier; rather, programs shall create their own unique identifiers to identify or link information concerning an individual,” reads the Privacy Policy Guidance Memorandum of the Homeland Security in the USA. 
 
SSN cannot be used openly by private companies 
 
SSN is required by private businesses on two cases: 
 (1) you are involved in a transaction in which the Internal Revenue Service requires notification, or (2) you are engaged in a financial transaction subject to federal <keyword id="4374444" type="UNKNOWN" weightage="20" keywordseo="customer-identification-program">Customer Identification Program</keyword> rules. 
 
However for Aadhar, even the mobile store that operates from a small kiosk would ask you to authorise for a sim card or the travel agent booking your railway tickets or the bank agent insisting you for a credit card.

With the arrest of five men, the Delhi <keyword id="11098" type="General" weightage="20" keywordseo="police" source="Orion">Police</keyword> on Tuesday claimed to have busted a gang of international <keyword id="441359" type="General" weightage="20" keywordseo="cyber-cheats" source="Orion">cyber cheats</keyword> involved in duping the people on pretext of <keyword id="155099" type="General" weightage="20" keywordseo="high-returns" source="Orion">high returns</keyword>. According to officials, the crime originated from Dubai and the Philippines. The officials said that they have also seized bank accounts with over Rs 1.25 crore. The accused were identified as Vivek Kumar Singh (33), Manish Kumar (23), Suhel Akaram a.k.a Syed Ahamad (32), Gaurav Sharma (23) and Balram (32). On June 6, Ashish Agarwal filed a complaint on the National Cyber-Crime Portal, stating that in the month of May, he received a message on his WhatsApp. The sender allured him to invest in the Telegram app with the promise of <keyword id="155099" type="General" weightage="20" keywordseo="high-returns" source="Orion">high returns</keyword>. Initially, they asked him to invest a small amount of Rs 1,000 with a promise to return Rs 1,100. "He invested Rs 1,000 in a Telegram group and subsequently received Rs 1,100. The accused then persuaded him to invest Rs 10,000 with the promise of a return of Rs 12,000," said the additional Deputy Commissioner of <keyword id="11098" type="General" weightage="20" keywordseo="police" source="Orion">Police</keyword> (central) Sachin Sharma. Gradually, they convinced him to invest substantial amounts in lakhs. "However, they later reneged on returning the promised amounts and, under the pretext of returning the principal, convinced him to invest even more. As a result, the complainant fell victim to a cyber scam, losing approximately Rs 30 lakhs," said Sharma. During <keyword id="49112" type="General" weightage="20" keywordseo="investigation" source="Orion">investigation</keyword>, the police obtained bank <keyword id="47115" type="General" weightage="20" keywordseo="account-details" source="Orion">account details</keyword> and call detail records (CDR) of mobile numbers linked to he bank accounts of the accused/suspected individuals. "The inquiry revealed that the defrauded money was transferred to 25 bank accounts in various banks and cities. Funds from these accounts were further transferred to various other bank accounts. A current bank account was opened at Yes Bank in the name of a fake firm, "Aairsky," at the Nangalraya address in Delhi," said the additional DCP. Upon verification, it was discovered that the said premises had been rented by an individual named Suhel Akram, with another individual, Gaurav Sharma, also associated with it. "The <keyword id="49112" type="General" weightage="20" keywordseo="investigation" source="Orion">investigation</keyword> further revealed that 11 fake companies were registered at this address, with different individuals falsely listed as directors of these companies," said the official. On September 18, based on specific information, the police arrested Suhel Akram and his associate, Gaurav Sharma, in Malviya Nagar. "Various counterfeit stamps with different names, bank <keyword id="47115" type="General" weightage="20" keywordseo="account-details" source="Orion">account details</keyword>, and debit cards were recovered from their possession. They confessed to their involvement in the scam, leading to their arrests in accordance with due legal procedures," said the official. On sustained interrogation, the accused revealed that they would rent premises for the registration of shell companies using forged documents. "They would then open current bank accounts in different banks, primarily Yes Bank and RBL Bank, using the names of these shell companies. Suhel Akram's friend, Balram, was responsible for finding individuals to act as nominal directors of these shell companies. At the direction of Suhel, Balram was also arrested," said the official. Suhel further disclosed that he provided the details of these fraudulent current bank accounts to Vivek Kumar Singh, residing in Sector 28, DLF Phase-1, Gurugram, Haryana. "Following this information, the police arrested Vivek Kumar Singh and his associate, Manish Kumar. Vivek was the individual in contact with counterparts in Dubai and the Philippines, originating the criminal activities," said the official. Vivek revealed that he connected with foreign nationals involved in online betting, gaming, and investment through Telegram and LinkedIn. "The daily transactions in these bank accounts amounted to more than a crore of rupees," said the official. Suhel had altered his identity as Syed Ahmad, son of Syed Abdul Haque, by creating forged documents, including an Aadhar Card and PAN card. He used these fabricated identities to open various companies, aiming to legitimise ill-gotten money. "Further investigation is under progress and efforts are on to nab the other persons involved in a chain of such cyber cheaters," the official added.
