Relief for those who wanted to draw out their premature <keyword id="45028" type="ORGANIZATION" weightage="80" keywordseo="Provident-Fund">provident fund</keyword> (PF) withdrawals of Rs 30,000 or more as the <keyword id="47209" type="ORGANIZATION" weightage="80" keywordseo="Finance-Ministry">finance ministry</keyword> is reconsidering its Budget provision to tax such withdrawals, even as the 2015 Finance Act has been notified and deduction of tax at source from PF accounts settled before five years of service, comes into force from June 1. 
 

	The finance ministry might issue a directive to put the implementation of this clause in the Finance Act on hold or raise the Rs 30,000 trigger for tax deductions from PF accounts, a senior official said. "The government is mulling two options to hold back the implementation of this tax, after the PF office pointed out that it would be unfair to tax retirement <keyword id="25450" type="UNKNOWN" weightage="60" keywordseo="savings">savings</keyword> of people whose income is less than the personal <keyword id="6354751" type="COMPANY" weightage="80" keywordseo="Income-Tax">income tax</keyword> threshold of Rs 2.5 lakh," the senior official told the Economic Times. 
	 

	Meanwhile, the PF department has ordered all offices to be ready to deduct tax from all premature PF claims settled from June 1 as the decision is expected by the end of this month. 
	 

	"Tax will be deducted at 10% if members submit their PAN card details and at the maximum marginal tax rate of 34.608% if a member fails to submit PAN. Only in cases where a member submits Form 15G or 15H, no tax will be deducted," the official said. 
	 

	Form 15G is a self-declaration document for individuals having non-taxable income, while Form 15H is a similar declaration by senior citizens (over the age of 60 years). However, these forms won't be accepted as a valid defense for avoiding tax deductions in case of PF accounts with balances of Rs 2.5 lakh (for those with no taxable income) and Rs 3 lakh for retirees. According to the Employees' <keyword id="122254" type="ORGANIZATION" weightage="80" keywordseo="Provident-Fund-Organisation">Provident Fund Organisation</keyword> (<keyword id="6372438" type="ORGANIZATION" weightage="80" keywordseo="EPFO">EPFO</keyword>), no tax will be deducted if the PF savings are transferred to another PF account. 
	 

	Moreover, no tax would be deducted on their PF withdrawals in special cases. If an employee had to leave service due to bad health or other factors beyond their control such as a slowdown or shutting down of the employer's business, no tax will be deducted. 
	 

	Personal income tax is payable for those earning Rs 2.5 lakh or more annually. An EPF account is mandatory for all employees earning up to Rs 15,000 per month in companies having over 20 workers. As per the law, 24% of an employee's salary is diverted to her or his PF account.

The new legislation applies and only kicks in let us say after x,y, z days. That would be ideal but that's wishful thinking at this point,” said Shambhavi Solanki, vice president of corporate human resources (HR) at Policy Bazaar during The Indus Entrepreneurs (TiE) webinar on March 18. New Delhi, Mar 20 () The Employees' Provident Fund Organization (EPFO) on Friday asked pensioners and employers to avoid visiting its offices and avail online services like raising claims for PF, view balance, and make payments etc from their homes. The step has been taken to curb the spread of deadly coronavirus, the EPFO said in a statement. To contain the spread of coronavirus, the EPFO advises members, pensioners and employers to avoid visiting EPFO offices and avail various online services offered by it from their homes, it said. Most of the services of the EPFO are available online, it mentioned. An employee can generate his/her own Universal Account Number (UAN), activate his/her UAN and seed it with Aadhaar, PAN, Bank Account and mobile number (KYC seeding), the EPFO said. "Employee can also make nominations, view balance in the passbook, update his/her date of exit, transfer his/her account from unexempted to exempted establishment and vice-versa. "Employees have been further empowered to raise claims online for the provident fund (PF) advances or final withdrawal, pension or insurance benefits and receive payment of PF/pension/insurance benefits directly in his/her bank account," the statement said. Similarly, a pensioner can download his/her pension payment order (PPO) or preserve it in Digilocker. He/she can know his PPO number with the help of his/her bank account number or UAN and view passbook. Pensioners can also update Jeevan Praman (Digital Life Certificate) online any time of the year. "Employers can register their establishments under EPF&amp;MP Act, 1952 and obtain establishment ID, make payment of EPF and allied dues through RTGS/NEFT and submit Electronic Challan cum Return (ECR). Employers have also been facilitated to avail e-inspections of their establishments," it said. In case of any grievance, the EPFO said employees, employers and pensioners can get them resolved online through EPFigms portal. Business names will not be revealed for companies receiving less than $150,000.While only 14% of <keyword id="6361580" type="ORGANIZATION" weightage="60" keywordseo="ppp">PPP</keyword> borrowers accessed loans above $150,000, they account for nearly 75% of total loans issued, the SBA previously said. New Delhi, Mar 27 () Exporters have demanded a host of steps such as allowing them to operate their factories with minimum workforce, subsidy on interest rates, and extension of incentive schemes in order to deal with the coronavirus crisis. These demands were raised during a video conference meeting called by Commerce and Industry Minister Piyush Goyal on Friday with representatives from various Export Promotion Councils (EPCs) from across the country, to assess the impact of coronavirus and lockdown in the country. The councils apprised of the impact of the pandemic on their activities and businesses, and made a range of suggestions to overcome the hardships. Goyal said in the meeting that export-import is an important activity of the country, and at the same time, lockdown was necessary for the safety and health of 130 crore Indians. So, a fine balance has to be maintained and solutions found to reduce the difficulties. He said the suggestions made in the conference will be taken up in right earnest, and action will be taken soon. He assured the councils that the government will try to be accommodative with their reasonable demands, and come out with practical outcomes. During the meeting, the Federation of Indian Export Organisations (FIEO) suggested that "All manufacturing companies in exports should be allowed to operate with 50 per cent of the manpower with full sanitation and safety with social distancing norms as loss in exports will result in market loss which will be extremely difficult to recover". FIEO Director General Ajay Sahai said, "Our loss will be China's gain which is using all means to gain greater market access with increased incentives." The other recommendations made by them include extension of the Foreign Trade Policy 2015-2020 by one year; extension of interest subsidy scheme for 2020-25 with effect from April 1, 2020; amnesty scheme for regularisation of default by payment of only customs duty without interest and penalty to lessen the burden on industry. It also said all agencies involved in exports and imports including customs, freight forwarders, transporters, shipping lines, courier companies, plant quarantine, certificate of origin issuing agencies should function with minimal staff, since if one of them is not functioning, the export-import chain is broken. It has asked for extension in pre- and post-shipment credit by a minimum of 180-270 days, Waiver of PF/ESI charges for all industry from March to June 2020 as industry will bear the wage cost during the period of lockdown with no or less business affecting their liquidity. Ludhiana-based exporter S C Ralhan said fixed charges levied may be waived and industry may be charged only on the actual consumption of electricity and immediate refund of IGST will help exporter in dealing with liquidity issues. "These measures are important for the export sector as it contributes significantly in the country's economic growth. Without these measures, the sector will face major problems," leading footwear exporter and chairman of Chennai-based Farida Group, Rafeeq Ahmed, said. Export Promotion Council for SEZs and EOUs Vice-Chairman Bhuvnesh Seth said steps need to be taken for special economic zones and export oriented units (EOUs). He pitched for extension of income tax benefits and other incentives till March next year, continuation of MEIS export incentive scheme and zero rent at least for MSME for lockdown period. "In view of lockdown, we humbly request for extensions of sunset clause for SEZs till March 31, 2021; direction should be given to clear import containers or demur-rages applicable of shipping companies or ICD (Inland Container Depot) to be waived off during the lockdown period. "Units export consignments worth crores are palletised ready to stuff in containers for dispatch with time-bound delivery. Request to issue instructions to MHA (Ministry of Home Affairs), state governments and customs to move such containers for dispatch," he added.
