New Delhi, July 8 (IANS) The National Skill Development Corporation (NSDC) and Microsoft on Wednesday announced a partnership aimed at providing digital skills to over 1 lakh youth in the country over the next 12 months.<br /><br />Microsoft will collaborate with NSDC's eSkill India portal to provide free access to learning resources and conduct digital skilling awareness drives, equipping the next generation of learners with the skills they need to find employment opportunities in a digital economy.<br /><br />As part of the partnership, Microsoft's learning resource centre, Microsoft Learn will be integrated with the eSkill India digital platform to provide access to personalised learning paths and resources that are in-demand in today's economy and are well-positioned to continue to grow in the future.<br /><br />These learning paths will cover a broad range of skills, from entry-level digital literacy to advanced product-based skilling in critical technologies like Artificial Intelligence (AI) and Cloud computing, providing numerous opportunities for people to reskill and upskill, placing roles that are in-demand within reach of job seekers.<br /><br />"The digital transformation of India is driving demand for tech-enabled jobs across every industry and with it the need for digital skills. NSDC, Amazon India collaborate to launch COVID-19 awareness campaign

<keyword id="6354720" type="PERSON" weightage="100" keywordseo="Ola">Ola</keyword> Cabs has promised to invest Rs 100 crore over three years into the training and <keyword id="6418027" type="UNKNOWN" weightage="100" keywordseo="Skill-development">skill development</keyword> of over one lakh drivers.<br />

In a statement, the company explains that it has signed a memorandum of understanding (MoU) with the National Skill Development Corporation (NSDC) to that effect.<br />

Manish Kumar, MD and CEO, NSDC said, “We are extremely happy to work alongside Ola, driving this campaign that has the potential to significantly improve livelihoods and contribute to the economic growth of lakhs of Indians. Ola claims to see “phenomenal growth” in the mobility sector and seeks to “empower” people from all walks of life. The money will be invested in the training of drivers and the requisite skills. The MoU was signed by Ola co-founder and CEO Bhavish Agarwal and Kumar, in the presence of Prime Minister Narendra Modi, Union Minister of State Skill Development and Entrepreneurship Rajiv Pratap Rudy and dignitaries.<br />

The article cites Ukrainian journalist Andrew Tsaplienko as saying that the police department and the railway station have been taken.</p><p>Debaltseve is of central strategic importance to both sides as it is a key railway hub and sits deep in an area that is mostly controlled by the separatists. Its loss would signal a consolidation of the gains made by the rebels against government forces over recent months, that NATO, the US and Europe believe was achieved with Russian assistance.</p><p>The official Twitter account of the National Security and Defense Council of Ukraine has acknowledged that there has been heavy fighting around the town but earlier claimed that Ukrainian forces had been able to hold their positions.</p><p><span>The move comes just days since a new ceasefire agreement came into effect in the country. Tourism and Hospitality Skill Council launched digital platform
to ensure job opportunities to skilled candidates

<br /> In an age where <keyword id="137092" type="UNKNOWN" weightage="20" keywordseo="cyber-security">cyber security</keyword> has become imperative for every corporate in the country, India is facing a dearth of trained professionals in the sector. The rapidly growing cyber security industry will soon have over five lakh jobs in India while there are less than 2000 professionals to understand and execute the job efficiently.<br />
	<br /> The fact was revealed by Dilip Chenoy, managing director and CEO of <keyword id="6380206" type="ORGANIZATION" weightage="20" keywordseo="NSDC">NSDC</keyword>, at an event organised by industry body ASSOCHAM. He said, “With some 44 million small and medium enterprises in the country, even if five percent of them require cyber security personnel of one each the requirement would go up by many factors. The National Skill Development Corporation (NSDC) was holding a stakeholders dialogue on this issue of security personnel embedded in enterprises and create a job map. We need cyber security personnel even schools.”<br />

	Additionally, the country requires new standards of cyber security to make networks hack proof. “With the kind of threat to the computer systems from various quarters that were emerging, we need 100% competency standards in the area”, noted Chenoy.<br />

	Elaborating on the matter, Anupam Joshi Director, UMBC Center for Cyber Security and Cyber Scholars Programme explained that hackers have now become more sophisticated and are carrying the attacks in multi steps. He said that the need of the hour was to create a defense that would shield the entire network and not just one form of technology.<br />

	Another such expert Prof. Prabaharan from Amrita University, considered to be one of the best  multi-disciplinary research university in the country, revealed that smartphones are also being targeted by hackers.<br />

	Warned by the possible threats in smartphones, the players in the telecom industry in the country were taking every possible step to make the upcoming 4G Mobile Broadband Network secured against multiple cyber attacks.<br />

	One such player, Huawei Telecommunication has already invested as much as $600 million in research on cyber security. “Our company is also working on 5G Mobile Broadband Network to secure it against such attacks.   Next generation firewall would secure the 4G network with “every part of Huawei and every person getting included in the company’s built-in strategy.  Cloud specific security framework was also being provided for 4G Cloud,” said Debu  Nayak, chief security officer, Huawei Telecommunication India.

<p>Since then, Ukraine's National Security and <keyword id="6354810" type="ORGANIZATION" weightage="60" keywordseo="Defense">Defense</keyword> Council has kept daily tabs on the ramped-up fighting in eastern Ukraine, which has led to what Ukrainian President Petro Poroshenko <a href="http://www.businessinsider.com/ukrainian-president-russian-troops-are-advancing-in-ukraine-2014-8" target="_blank">said Thursday was an advancement of Russian troops across the border</a>.</p>
<p>The Ukrainian NSDC has released a map each day for the past week of the Luhansk and Donetsk regions, as well as the regions including the key city of Mariupol and others. </p>
<p>The maps show the positions of both the Ukrainian military and the "terrorists" - the pro-Russian rebels. It shows the direction both sides moved that day, the battles that took place, and which border areas are being controlled by the Ukrainian military and the rebels.</p>

He conducted monthly review meetings that required all central ministers to come together and discuss how the programme was working under them. <br /><br />According to an official who spoke to the <a href="https://economictimes.indiatimes.com/news/economy/policy/government-to-soon-launch-national-portal-with-skilling-data/articleshow/64690846.cms">Economic Times</a>, this data collected from the Ministry of <keyword id="6418027" type="UNKNOWN" weightage="20" keywordseo="Skill-Development">Skill Development</keyword>, central ministers, states and corporates will soon be put up on a national portal. The government is expected to launch the first phase of this portal on 15 July. It is being developed by the National Skill Development Corp. (<keyword id="6380206" type="ORGANIZATION" weightage="20" keywordseo="nsdc">NSDC</keyword>) and the World Bank. <br /><br />The portal is expected to have a detailed record of skilled personnel and specific skills across sectors, gender, social and geographical landscapes and will be used to compute the demand and supply of skilled personnel in the market. Currently, the number of skilled personnel that the portal is expected to show when launched is 10 million. However, the number might jump to 15 million once all the stakeholders get on board.<br /><br />The national portal will serve two crucial purposes.<br /><br />First, it will display the total number of skilled personnel on a real-time basis. Second, it will also be conducive in avoiding duplication of data that arises from the lack of a central point of information. This can avoid overlapping entries that makes the government spend double the amount of resources than is actually required. Thus, it will also decrease the wastage of resources. <br /><br />Around 12 million youth enter the India’s workforce every year. However, a considerable section of these youngsters remain unemployed because of inadequate skill sets. Therefore, they need to be upskilled or reskilled to become capable of acquiring a job. And in continuation, upskilling and reskilling will play a significant role in increasing <keyword id="6355127" type="UNKNOWN" weightage="20" keywordseo="employment">employment</keyword>, jobs, income and growth in the country and further the government’s aim to make India the Skill Capital of the world. The data on the portal has a key role to play in all this. <br /><br />The Skill India target was to train 400 million of unskilled people by 2022. However, the flagship is running far behind its target with hardly 40 million trained in four years. <p><span style="font-size: 15px; line-height: 1.5em;">Russian President Vladimir Putin met with top military officials to discuss the "</span><a href="http://news.yahoo.com/ukrainian-forces-deny-launching-offensive-east-154446228.html">deterioration</a><span style="font-size: 15px; line-height: 1.5em;"> of the situation</span><span style="font-size: 15px; line-height: 1.5em;">" amid fresh fighting on fault lines in eastern Ukraine.</span></p>
<p>Andrei Purgin, deputy prime minister of the self-proclaimed Donetsk People's Republic, said the Ukrainian army had launched "all-out war" on rebel positions, the Russian news agency RIA said.</p>
<p>Ukrainian military spokesman Vladyslav Seleznyov denied this, saying the army remained in agreed positions.</p>
<p>"We refute these allegations ... we're strictly fulfilling the Minsk memorandum (on a cease-fire)," he told Reuters by telephone.</p>

<p>Russia is also charging Ukraine with deliberately shelling a school, although <a href="http://www.interpretermag.com/ukraine-liveblog-day-262-russia-orders-investigation-into-donetsk-school-shelling/#4899">The Interpreter reports</a> that Moscow has not provided evidence and public information does not point to Ukraine military positions.</p>
<p>Representatives of the separatist regions earlier put out a joint statement calling for a redrafting of the Minsk deal, which established a cease-fire in exchange for Kiev granting "special status" to eastern territories.</p>
<p>Rebels say Ukraine has violated the deal by seeking to revoke a law that would have granted eastern regions autonomy. Kiev says this was a consequence of Sunday's separatist leadership elections, which it says go against the agreement.</p>
<p>At least 4,000 people have died during the conflict. </p>

Ukraine Is Heating Up Again ...

<p><span style="font-size: 15px; line-height: 1.5em;">There is currently a shaky cease-fire in place in eastern Ukraine, although residents say it still <a href="http://www.nytimes.com/2014/09/11/world/europe/lured-back-by-a-cease-fire-but-not-feeling-at-home-yet.html?_r=0">feels like war</a>. </span></p>
<p>If the new map is accurate, the situation further raises the specter that Moscow-backed separatists <a href="http://www.businessinsider.com/r-ukraine-steelmen-hold-their-ground-as-frontline-marches-towards-port-2014-9">want to capture</a> Mariupol.</p>
<p>"Ukraine's security council finally admits rebels have taken control of border area all the way down to Sea of Azov," journalist Alec Luhn <a href="https://twitter.com/ASLuhn/status/510022708692676608/photo/1">said of the map</a>.</p>
<p>Any assault on the port city would push the conflict into a <a href="http://www.businessinsider.com/russia-war-ukraine-2014-8">a dangerous new phase</a><span style="font-size: 15px; line-height: 1.5em;"> as the war would immediately grow wider.</span></p>
<p>The city, if overrun by separatists, would provide Russia a <span style="font-size: 15px; line-height: 1.5em;">strategic link between the rebel-held regional capital Donetsk to the north, the Azov Sea to the south, and the land route to the Crimean peninsula (which Russian special forces <a href="http://www.businessinsider.com/russias-crimea-takeover-in-3-photos-2014-3">annexed</a> in March).</span></p>

<p>Creating a land bridge with Crimea would be an even more aggressive option.</p>
<p>Putin has a lot of things going for him in the medium-to-long term, including Ukraine's imploding <a href="http://www.miamiherald.com/2014/09/02/4323160/imf-ukraine-may-need-another-bailout.html">economy</a>, the threat of a further Russian <a href="http://www.nytimes.com/2014/09/03/world/europe/ukraine-crisis.html">invasion</a>, the <a href="http://www.businessinsider.com/db-russia-ukraine-worst-case-scenarios-2014-7">hesitance</a> of Europe, the fact that <a href="http://www.businessinsider.com/putins-ukraine-trump-card-winter-2014-8">winter is coming</a>, the state of Ukraine's battered army and militias.</p>

The New Map Of The Ukraine Conflict Is Alarming

<p><div class="KonaFilter image-container display-table"><div><div class="image"></div><p></p></div></div>Russian troops fighting on the side of separatists in Ukraine are advancing in the southeast region of the country, Ukraine President Petro  Poroshenko said on Thursday.</p>
<p><span style="font-size: 15px; line-height: 1.5em;">"I have made a decision to cancel my working visit to the Republic of Turkey due to sharp aggravation of the situation in Donetsk region, particularly in Amvrosiivka and Starobeshevo, as Russian troops were brought into Ukraine," the President noted.</span></p>
<p>Russian troops are <a href="http://www.businessinsider.com/ukrainian-sargent-this-is-now-a-war-with-russia-2014-8">leading</a> a separatist counteroffensive in the east, bringing in tanks and using artillery from inside Ukrainian territory. A rebel commander <a href="http://en.itar-tass.com/world/747005">admitted</a> that at least 3,000-4,000 Russian troops are fighting inside Ukraine.</p>
<p><span><span>"Current servicemen are also fighting in our ranks, as they came to us to struggle for our freedom instead of their vacations," <span>Prime Minister of the self-proclaimed Donetsk People's Republic (DPR) Alexander Zakharchenko</span> told Russian media. "This is characteristic only for Russians."</span></span></p>

<p><span style="font-size: 15px; line-height: 1.5em;">Amvrosiivka and Starobeshevo are on the road to Crimea, which Russia <a href="http://www.businessinsider.com/russias-crimea-takeover-in-3-photos-2014-3">annexed</a> with special forces troops in March.</span></p>
<p><span style="font-size: 15px; line-height: 1.5em;"><span>The fear is that Russia is attempting to create a land link between Russia and the strategic peninsula.</span></span></p>
<p><span style="font-size: 15px; line-height: 1.5em;">Ukrainian Prime Minister has called for an emergency UN security council meeting to deal with the issue of Russian troops in Ukraine, although Russia sits on the council and could veto any proposal that arose.</span></p>

	Skill development sector is crucial to PM Modi’s dreams of putting India back on the world map. And this sector is betting big on the upcoming Union Budget 2016. The sector is hoping for tax benefits in a bid to attract more investments for the sector.<br />

	“One of the primary tax benefits sought by the skill development segment is that all companies involved in developing skills should be exempted from Income Tax or Service Tax. 200% tax benefits should be given to companies’ spending money on CSR to incentivize them for spending on the segment. Further, if CSR funds are spent on skill training, there is a belief that Government should match the same. The skills segment can further evolve and cater to the country’s growing skill needs if all large industries are motivated to spend transparently on skills training. Money spent by individuals on skilling should also be exempted from tax,” said Sanjeev Duggal, CEO and managing director of Centum Learning.<br />

	It must be noted that currently the initiatives implemented by the NSDC has been exempted from service tax. “Only Vocational Training Provider (VTP) courses are exempt from Service Tax although there are many skill courses which do not qualify defined criteria of VTP. Therefore exemptions should be for all Skill projects approved by all ministries and not just on the basis of old framework of VTP courses,” he added.<br />

	Players also want income tax holidays for skilling companies. “There should not be (Tax deducted at Source) TDS on payments made by Government. In normal scenario government makes payment only after deduction of TDS, which leads to shortage of cash flow in managing Operations. Tax benefits should be given to companies spending their CSR funds only in the skilling sector,” noted Duggal. At present, all skilling companies have to pay normal Income Tax.<br />
