On January 25, six <keyword id="48426" type="General" weightage="20" keywordseo="MBBS" source="Orion">MBBS</keyword> graduates had filed a plea in the Supreme Court seeking postponement of the National Eligibility-cum-Entrance Test (NEET) scheduled on March 12 for admissions in postgraduate medical courses, claiming that many MBBS graduates would not be able to take up the examination due to non-completion of the mandatory internship period. Dr B Srinivas, Assistant Director General (Medical Education) and Member Secretary of the <keyword id="1873824" type="General" weightage="20" keywordseo="medical-counselling-committee" source="Orion">Medical Counselling Committee</keyword>, in a communication sent to Dr M Bajpai, executive director of NBE, said that a lot of representations were being received from medical doctors requesting to postpone the NEET-PG 2022 examination as it was clashing with the NEET PG 2021 counselling. Also, many of the interns would not be able to participate in the PG counselling 2022 in May-June, Srinivas said. "Keeping the above facts in view, the HFM (ministry of health and family welfare) has taken the decision to postpone NEET PG 2022 by 6-8 weeks or suitably. Hence, the decision made by HFM may be complied with," the communication sent on February 3 stated. Health Ministry postpones NEET Postgraduate exam 2022 by 6-8 weeks

The Directorate General of Health Services (<keyword id="6430867" type="General" weightage="100" keywordseo="dghs" source="Orion">DGHS</keyword>) has informed the <keyword id="6354977" type="General" weightage="20" keywordseo="Supreme-Court" source="Orion">Supreme Court</keyword> that four rounds of online counselling for <keyword id="11196228" type="General" weightage="20" keywordseo="NEET-PG-2021" source="Orion">NEET-PG 2021</keyword> have been already conducted and 1,456 medical seats have remained vacant, as the software stands closed. The DGHS said since the software is closed, further rounds of counselling could not be conducted to fill up the medical seats. The DGHS in an affidavit, submitted the software, which was used for online counselling of NEET-PG 2021, is closed and refund of security deposit for participating in PG counselling has been initiated. It also added that the petitioner has made the plea at a belated stage and it may impact the whole process for upcoming counselling session for <keyword id="12826212" type="General" weightage="20" keywordseo="NEET-PG-2022" source="Orion">NEET-PG 2022</keyword>, and it is also difficult to run concurrently counselling for two academic sessions. A vacation bench comprising Justices M.R. Shah and Aniruddha Bose on Wednesday sought response from the Central government on petitions seeking a special stray round of counselling for the 1,456 vacant seats. The DGHS said it has acted in a bonafide manner and complied with the direction of the apex court in full letter and spirit, and no further rounds apart from four online rounds of counselling could be conducted. It added that NEET-PG 2021 counselling was delayed due to third wave of the Covid-19 pandemic. The DGHS said as per the direction of the top court it conducted four rounds of online counselling for the PG course and the last date of admissions for the PG course was May 7. These rounds of counselling also included an additional online special round for 146 seats, following March 31 order of the apex court, it added. The Supreme Court is scheduled to take up the matter on Thursday. The Supreme Court on Wednesday slammed the <keyword id="1873824" type="General" weightage="50" keywordseo="medical-counselling-committee" source="Orion">Medical Counselling Committee</keyword> (MCC) on the 1,456 vacant medical seats in NEET PG-2021, saying if students are not given admission, then it will pass orders and also grant them compensation. The vacation bench told the MCC Counsel, "Even if a single course has remained vacant.....It's your duty to see that they don't remain vacant." The bench got angry to see that 1,456 seats have remained vacant in medical colleges during the 2021-22 session. It said the MCC and the Central government are playing with the life of students by not conducting a mop up round of counselling for students. "You're playing with the future of students....," said the bench, adding that in May, the authorities learnt that seats were vacant, why didn't they conduct a mop up round? The MCC Counsel submitted that orders in the matter would lead to cascading effect and requested the court to allow him to place an affidavit on record to explain the matter. The top court allowed the Central government to file a response in the matter. NEET-PG 2021: DGHS tells SC no further rounds of counselling can be conducted, software closed

The Centre assured the <keyword id="6354977" type="General" weightage="20" keywordseo="Supreme-Court" source="Orion">Supreme Court</keyword> on Monday that the counselling process of NEET-PG will not commence till the top court decides the challenge to 27 per cent reservation for <keyword id="45661" type="General" weightage="20" keywordseo="OBC" source="Orion">OBC</keyword> and 10 per cent for <keyword id="11939755" type="General" weightage="100" keywordseo="ews" source="Orion">EWS</keyword> category in PG All India Quota seats (MBBS/BDS and MD/MS/MDS) from the current academic session. A bench of Justices D Y Chandrachud and B V Nagarathna recorded the assurance given by Additional Solicitor General (ASG) K M Nataraj, appearing for the Centre, and observed that students will be in serious problem if the counselling process goes ahead as scheduled. The assurance by Nataraj was given after senior advocate Arvind Dattar, appearing for some NEET candidates, mentioned that as per the schedule announced by the Director General of Health Services, the counselling process for the NEET-PG is to commence from October 25. He said that by the time the court decides the pending batch of petitions, challenging the July 29 notification, introducing the reservation from academic year, the entire process of admission will be over and serious prejudice would be caused to the students. Nataraj said the communication which counsel for petitioner is referring to was sent only to the medical colleges for verification of seats and one more clarificatory notification has been issued on Monday. The counselling process will not begin till the court decides the pending batch of petitions, the ASG submitted. The bench said that it is taking the word on record. We will take your word on record that counselling process will not start till we decide the batch of petitions one way or the other. You know, students will be in serious problem, if the process continues, the bench said. Nataraj agreed with the observation of the court and said that if there is any problem at all in the future, the petitioner's counsel can contact him directly. On October 21, the top court had asked the Centre whether it would like to revisit the limit of rupees eight lakh annual income, fixed for determining the Economically Weaker Sections (EWS) category for reservation in NEET admissions for medical courses. The top court had clarified that it is not embarking into the policy domain but is only trying to ascertain whether constitutional principles have adhered or not. It had asked the Ministry of Social Justice and Empowerment and the Department of Personnel and Training (DOPT) to file their affidavits in a week's time and had formulated questions to be answered by the Centre. The top court had said, Tell us if you want to revisit the criteria or not. If you want us to discharge our duties, then we are ready to do so. We are formulating questions which you need to answer them . It had added, We may stay the government notification fixing rupees eight lakh criteria for determining the EWS and you can keep filing the affidavits . The top court was hearing a batch of pleas challenging the Centre and Medical Counselling Committee (MCC) July 29 notice providing 27 per cent reservation for Other Backward Class (OBC) and 10 per cent for EWS category in the National Eligibility cum Entrance Test (NEET) admissions for medical courses. It had asked searching questions from Centre, and asked whether any exercise was undertaken before fixing a limit of Rs 8 lakh annual income for determining the EWS category. It had said the court is not going to tell the government as to what should be the limit whether it should be rupees four lakh or rupees six lakh because it is for the executive to decide but all it wants to know is on what basis Rs. 8 lakh criteria was fixed. For determining creamy layer in Other Backward Classes (OBC) category the limit was fixed as Rs 8 lakh annual income and they were considered progressed class among OBCs and they were excluded from reservation benefits. Here, for the EWS category, the limit is the same Rs 8 lakh annual income but it was for inclusion in the reservation benefits, the top court had said. On October 7, the top court had posed searching questions to the Centre on its decision to fix a limit of rupees eight lakh annual income for determining the EWS category for reservation in NEET admissions. The Centre had then said fixing a limit of Rs eight lakh annual income for the EWS category is a matter of policy based on the National Cost of Living Index. On September 17, the top court has agreed to hear a batch of pleas of students against the July 29 notice providing 27 per cent reservation for OBC and 10 per cent for EWS category in 15 per cent UG and 50 per cent PG All India Quota seats (MBBS/BDS and MD/MS/MDS) with effect from the current academic session 2021-22. NEET-PG counselling not to commence till Supreme Court decides on OBC, EWS quota, says Centre

The <keyword id="6354977" type="General" weightage="20" keywordseo="supreme-court" source="Orion">Supreme Court</keyword> on Friday cleared the decks for postgraduate medical counselling and admissions, including the Other Backward Classes (<keyword id="45661" type="General" weightage="80" keywordseo="obc" source="Orion">OBC</keyword>) and economically weaker sections (<keyword id="11939755" type="General" weightage="100" keywordseo="ews" source="Orion">EWS</keyword>) reservations for the current academic year, 2021-22. A bench headed by <keyword id="3360108" type="General" weightage="20" keywordseo="Justice-D-Y-Chandrachud" source="Orion">Justice D.Y. Chandrachud</keyword> and A.S. Bopanna upheld the constitutional validity of 27 per cent reservation for OBC and 10 per cent EWS for the NEET-UG and NEET-PG. However, the top court added that it would decide on the rationale of criteria of Rs 8 lakh income for EWS category in March this year. On Thursday, after conducting a day-long hearing on petitions challenging the validity of EWS quota in postgraduate medical admissions and the Centre's argument favouring the quota, the court said there is a situation, where in national interest, the counselling has to begin, which was also a key demand of protesting resident doctors. A bench comprising Justices D.Y. Chandrachud and A.S. Bopanna said: "We are in a situation, where in the national interest the counselling has to begin." Solicitor General Tushar Mehta, representing the Centre, argued that all candidates eligible for the EWS quota, as per existing criteria, have got their certificates for registration and added that seats in all the government colleges have been increased to accommodate the EWS quota. "So, this will not harm the chances of general category students...", he added. Mehta also clarified that super-speciality courses have no reservation and none of the judgments remotely suggests that there cannot be reservation in PG courses. On the aspect of the EWS quota, he said there was a study, application of mind, and wide consultation when the government decided to fix the Rs 8 lakh income limit. The Centre has accepted the report of a three-member panel constituted to revisit the EWS criteria. The panel, in its report, said: "Firstly, the EWS's criteria relates to the financial year prior to the year of application whereas the income criterion for the creamy layer in OBC category is applicable to gross annual income for three consecutive years." The panel added: "Secondly, in case of deciding the OBC creamy layer, income from salaries, agriculture, and traditional artisanal professions are excluded from the consideration whereas the Rs 8 lakh criteria for EWS includes that from all sources, including farming. So, despite being the same cut-off number, their composition is different and hence, the two cannot be equated." After hearing the parties in the matter, the top court reserved its judgment on the petitions challenging the 27 per cent reservation for Other Backward Classes (OBC) and 10 per cent reservation for EWS in all-India quota seats for postgraduate medical courses. As many as 15 per cent seats in MBBS and 50 per cent seats in MS and MD courses are filled through all-India Quota from the candidates selected through the NEET. NEET-PG admissions: Supreme Court allows counselling with 27% OBC and 10% EWS quota

The Centre on Tuesday again urged the <keyword id="6354977" type="General" weightage="80" keywordseo="supreme-court" source="Orion">Supreme Court</keyword> to urgently hear the matter connected with the validity of <keyword id="11939755" type="General" weightage="100" keywordseo="ews" source="Orion">EWS</keyword> quota in postgraduate courses in medical colleges. Solicitor General Tushar Mehta, after failing to get the matter listed on Tuesday, requested a bench headed by Chief Justice N.V. Ramana to list the matter for hearing. Mehta emphasized that the matter needs to be considered on priority since resident doctors are protesting. The Chief Justice told Mehta that he has to constitute a special bench. Justice Ramana said: "Let me see tomorrow. This entire week is a miscellaneous week..." Mehta said the resident doctors are protesting and their concerns are genuine. The bench said: "If it is a three-judge bench matter, then it will be listed before a three-judge bench tomorrow". On Monday, Mehta asked a bench led by Justice D.Y. Chandrachud to advance the hearing on the matter to Tuesday from January 6. The Centre has told the top court that Rs 8 lakh income criterion for determining the EWS is much more stringent than the one for the OBC creamy layer. The Centre has accepted the report of a three-member panel constituted to revisit the EWS criteria. The panel, in its report, said: "Firstly, the EWS's criteria relates to the financial year prior to the year of application whereas the income criterion for the creamy layer in OBC category is applicable to gross annual income for three consecutive years." So, despite being the same cut-off number, their composition is different and hence, the two cannot be equated". The panel comprised Ajay Bhushan Pandey, former finance secretary; Prof V.K. Malhotra of ICSSR; and Sanjeev Sanyal, principal economic advisor to the government. The panel was set up on November 30. On November 25, the Centre informed the Supreme Court that it has taken a decision to revisit the criteria of Rs 8 lakh annual income limit for EWS criteria and added that a fresh decision will be taken within a period of 4 weeks. On October 21, the Supreme Court had questioned the Centre over adopting the criteria of OBC creamy layer of Rs 8 lakh annual income for granting reservations under the economic weaker section (EWS), despite the latter not suffering from social and educational backwardness. The top court told the Centre's counsel "You just cannot pull out eight lakh from thin air. You are making unequal equal by applying the Rs eight lakh limit". In an affidavit, the Centre had told the Supreme Court that its decision to fix Rs 8 Lakh income limit for OBC and economically weaker section (EWS) is not arbitrary in the <keyword id="6361994" type="General" weightage="20" keywordseo="neet" source="Orion">NEET</keyword> All India Quota, and it was finalised after considering diverse economic factors in different states. Supreme Court agrees to hear Centre's plea on EWS quota for NEET-PG admissions

New dates announced for NEET-PG 2024, exam to be held on August 11

New Delhi [India], June 23 (ANI): The Ministry of Health and Family Welfare postponed the National Eligibility cum Entrance Test Postgraduate (<keyword id="6361994" type="General" weightage="100" keywordseo="NEET" source="Orion">NEET</keyword> PG) Examination on Saturday, which was scheduled to be held on Sunday, and said that a fresh date will be announced at the earliest. The NEET-PG exams were scheduled to be held on June 23. "Taking into consideration, the recent incidents of allegations regarding the integrity of certain competitive examinations, the Ministry of Health has decided to undertake a thorough assessment of the robustness of the processes of the NEET-PG Entrance Examination, conducted by the National Board of Examination for medical students," the ministry statement read. "It has accordingly been decided, as a precautionary measure, to postpone the NEET-PG Entrance Examination, scheduled to be held on 23rd June, 2024. The fresh date of this examination will be notified at the earliest," the ministry added. "The Ministry of Health sincerely regrets the inconvenience caused to the students. This decision has been taken in the best interests of the students and to maintain the sanctity of the examination process," the health ministry said. The National Board of Examinations in Medical Sciences (NBEMS) was fully prepared to conduct the National Eligibility cum Entrance Test (NEET) Post-Graduate (PG) 2024. Speaking exclusively to ANI, Dr Rakesh Sharma, OSD to President and Member, Governing Body, NBEMS said, "All eyes of the nation are on NBEMS for the conduct of NEET PG 2024 and we will not let down the hope of the nation. We will conduct the test through a computer-based test (CBT) mode throughout the country." On Standard Operating Procedure (SOPs) for successfully delivering and maintaining transparency, he said, "NBEMS has robust SOPs for conducting exams because of which NBEMS has been successfully delivering the exams year after year. These SOPs are stringently followed. NBEMS has worked very hard on maintaining the secrecy of the question paper and there is no chance that there will be any leakage of the question paper." He further said that NBEMS is supported by medical colleges, faculty, MoHFW, Flying Squads, Deans and Principals, Vice-chancellor and other agencies, "NBEMS has support from various medical colleges, faculty, MoHFW and other agencies. NBEMS has already briefed the chief secretaries and DGP of all states for safe and secure conduct of the exam." The <keyword id="581232" type="General" weightage="20" keywordseo="National-Testing-Agency" source="Orion">National Testing Agency</keyword> (<keyword id="654916" type="General" weightage="20" keywordseo="NTA" source="Orion">NTA</keyword>), which conducted the NEET-UG exams, is facing criticism over alleged irregularities in the exams. This resulted in several protests across the country, with protestors and political parties demanding to disband the NTA. An unprecedented 67 candidates achieved a perfect score of 720 marks out of 720, which added to the concerns. The <keyword id="19932587" type="General" weightage="20" keywordseo="ministry-of-education" source="keywords" meta.keywordsubtype="org" meta.entityname="ministry of education" meta.hostid="83" meta.entityid="ministry of education">Ministry of Education</keyword> said it has constituted a high-level committee of experts to make recommendations on reforms in the mechanism of the examination process, improvements in data security protocols and the functioning of the NTA. The 7-member committee, led by ISRO former chairman Dr K. Radhakrishnan, will submit its report to the ministry in the next two months. "In order to ensure transparent, smooth and fair conduct of examinations through the National Testing Agency (NTA), Department of Higher Education, Ministry of Education constituted a High-Level Committee of Experts to make recommendations on Reform in mechanism of examination process improvement in data security protocols and the structure and functioning of National Testing Agency," the ministry said.

It wants to drop NEET (National Eligibility cum Entrance Examination) for admission into MD (Doctor of Medicine) and MS (Master of Science) courses. If the draft National Medical Commission (NMC) bill goes through, students can be admitted based on score in the MBBS final examination and National Exit Test (NEXT), PTI<a href="https://www.thehindu.com/education/health-ministry-bill-proposes-to-axe-neet-pg/article28430886.ece"> reported</a>. They will also not be required to go through a separate examination to secure a licence to practice medicine, according to the proposed draft. The draft excludes All Indian Institute of Medical Sciences (AIIMS) from the given criteria. The candidates wanting to enroll in PG courses in AIIMS will still have to go through the mandatory entrance exam. In addition to this, the NEET Super Speciality exam will also be mandatory to study Master of Surgery (Mch). The draft NMC Bill was tabled in the Parliament in 2017. It focussed at introducing a ‘bridge course’ that will enable medical practitioners of alternative medicine to pursue allopathy. However, it faced criticism from medical professionals and health associations in India. The bill was later revised with several amendments including aggressive punishments for unauthorised practice of medicine — a year long imprisonment or a fine of up to ₹500,000. However, to address the shortage of medical professionals, the government has <a href="https://indianexpress.com/article/education/4800-mbbs-seats-reserved-for-economically-weaker-students-5826733/">allocated 26% more seats</a> for MBBS aspirants in the last two years — reserving nearly 5,000 seats for economically weaker sections. Overall, nearly 80,000 students take admission in MBBS courses every year in 480 institutes across the country. Of this, 150,000 take the entrance examination to enroll in PG courses. MBBS doctors can skip entrance exams for MD and MS courses, if Health Ministry has its way

The <keyword id="19895345" type="General" weightage="20" keywordseo="Supreme-Court" source="keywords" meta.keywordsubtype="org" meta.entityname="Supreme Court" meta.hostid="261" meta.entityid="Supreme Court">Supreme Court</keyword> agreed to hear on Friday a plea seeking <keyword id="20286748" type="General" weightage="20" keywordseo="postponement" source="keywords">postponement</keyword> of the <keyword id="22147879" type="General" weightage="20" keywordseo="NEET-PG" source="keywords">NEET-PG</keyword> examination, scheduled for August 11, which claimed that candidates have been allocated cities that are highly inconvenient for them to reach. A bench comprising Chief Justice of India (CJI) D Y Chandrachud and Justices J B Pardiwala and Manoj Misra on Thursday took note of the submissions of lawyer Anas Tanwir on the issue. The bench said the matter will be listed on Friday. The plea said many candidates have been allocated cities which are highly inconvenient for them to reach. It said the test cities were allotted on July 31 and the specific centres will be declared on August 8. While the allocation of the centres was done to curb malpractices, the plea said due to the paucity of time, it is difficult for the candidates to make arrangements for travel to specific cities. Supreme Court to hear plea seeking postponement of NEET-PG on Friday

After being pushed by the Supreme Court, the <keyword id="6356303" type="General" weightage="20" keywordseo="Centre" source="Orion">Centre</keyword> on Wednesday told the top court that NEET-Super Speciality exam scheduled in November this year will be held as per the old question pattern. Additional Solicitor General Aishwarya Bhati, representing the Centre, submitted before a bench headed by Justice D.Y. Chandrachud that in the larger interest of students, the government has decided that the revised <keyword id="12191324" type="General" weightage="20" keywordseo="NEET-SS-exam" source="Orion">NEET-SS exam</keyword> syllabus will be introduced from 2022 -- the new question pattern will be applicable from next year. The bench replied that the "government has been very fair". Bhati said the exam scheduled this year will be held as per the old pattern. Advocate <keyword id="6368850" type="General" weightage="20" keywordseo="prashant-bhushan" source="Orion">Prashant Bhushan</keyword>, representing a petitioner, submitted that this should not in any way imply that the court is accepting the revised pattern exam for the next year. The bench recorded that the Centre states that decision has been taken in consultation with the National Medical Commission (NMC) and National Board of Examinations (NBE) and taking note of students' interest who would have commenced preparation for NEET-SS, before the change of pattern was notified. The bench said the Centre has stated that the modified pattern will be in effect from academic year 2022-23. "Since the grievance addressed under Article 32, and in these circumstances petitions under Article 32 are disposed of", said the bench. On Tuesday, the Supreme Court pulling up the Centre on the changes in the National Eligibility-cum-Entrance Test-Super Specialty (NEET-SS) 2021 pattern, said the impression and message which will go out is that the medical education and medical regulation in the country has become a business and it appears the entire haste is for filling the vacant seats. On the aspect of syllabus change, the bench told the NBE counsel, "What was the hurry. You have an examination pattern which had been going on from 2018 to 2020." The top court said: "The impression we get is that the medical education has become a business and medical regulation has also become a business". The bench also comprising Justices Vikram Nath and B.V. Nagarathna said this would become a tragedy for the medical education in the country. Defending the pattern change, the Centre had proposed deferring the National Eligibility cum Entrance Test (<keyword id="6361994" type="General" weightage="100" keywordseo="neet" source="Orion">NEET</keyword>) Super Speciality exam for 2021 by a period of two months. The top court was hearing a plea by Prateek Rastogi and 40 postgraduate qualified doctors, who challenged the abrupt last-minute changes, contending that they were made to favour the general medicine candidates.
