NEW DELHI: The incoming <keyword id="6354477" type="PERSON" weightage="40" keywordseo="Narendra-Modi">Narendra Modi</keyword> government may well corner credit for key anti-corruption and pro-governance bills that UPA-II failed to pass despite a last minute bid to push the legislations through Parliament. 
 
The Modi government will take a call on UPA-II’ s unfinished agenda with cabinet secretary Ajit Seth asking ministries to compile a list of ordinances, pending and lapsed bills that would put up before the new regime.

 The bills include anti-corruption and public service measures the <keyword id="6359397" type="PERSON" weightage="40" keywordseo="Manmohan-Singh">Manmohan Singh</keyword> government had, under <keyword id="1575" type="ORGANIZATION" weightage="40" keywordseo="Congress">Congress</keyword> vice president Rahul Gandhi’s prodding, tried to legislate before dissolution of the 15th <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword>. 
 
In a communication to secretaries, Seth said "Ministers\departments may in all such cases take a view in the matter with the approval of the new minister-in-charge as soon as the new government is sworn in.” 
 
Seth has advised ministries that they can frame "suitable proposals for consideration of the Cabinet after requisite inter-ministerial consultations” once it becomes clear that whether the bills are to be dropped, altered or retained. 
 BJP seems inclined to review the bills. "Some of the bills can be improved. Some of the acts that have been passed can be amended and some pending bills may not be priority any more,” a <keyword id="6464304" type="POSITION" weightage="40" keywordseo="Senior-BJP-leader">senior BJP leader</keyword> said.

The bills present an opportunity for the new government, as they have been framed by the Congress-led UPA and the former ruling party would ordinarily not oppose their passage. This should help NDA as it lacks numbers in the upper House. 
 
Bills seeking to amend the prevention of corruption act, judicial appointments, right to services and introduction of auctions in mining contracts are among 60 pending and 68 lapsed bills.

Secretaries have been asked to discuss the bills with new ministers at the earliest to get a view if they are to be pursued in their present form or changes are required to be carried out. 
 
The note, brought out in the form of an office memorandum of the Cabinet Secretariat, also mentioned that a similar view will also need to be taken about Ordinances promulgated by President Pranab Mukherjee. 
 
"These will now be required to be placed for consideration of the Cabinet”, said the note.

The Prevention of Corruption (Amendment) Bill and the Judicial Appointments Commission Bill, 2013 were introduced in the Rajya Sabha by the UPA-II government. 
 
The Bills, which are lapsed due to dissolution of the 15th Lok Sabha, include the Judicial Standards and Accountability Bill, the mines and minerals (Development and Regulation) Bill, the Electronic Delivery of Services Bill and the Foreign Educational Institutions (Regulation of Entry and Operations) Bill.

Tagging a media report which claimed that 1.3 million Indian payment card details are up for sale on the dark web, Surjewala also alleged that "data theft and data fraud" has become the norm since Modi government came to power. But it seems that business lobby of the country is losing its confidence in the Modi government, which is poised to complete one year later next month. This was revealed in a Times of India report. 
 
According to the news daily, two tweets from Harsh Mariwala, the chairman of Rs 4,600-crore Marico, narrated this story on Tuesday. In the first tweet, Mariwala said that "Sheen is falling of Modi govt in the context of promises, and gradual delivery. Need to move fast, hope interest rates are reduced today." Then, through another tweet he asserted, "Heard from a leading politician that if elections were held today NDA will barely win 200 seats in spite of weak opposition." 
 
It is not just Mariwala who is unhappy with the Modi government, but many other CEOs also come under the group of cheerless leaders. It's said that the conversation in board rooms is changing. According to a TOI report, “Captains of industry are now highlighting two new concerns, albeit in hushed tones - some of the recent notices from the taxmen and the seemingly unchecked Hindutva agenda of certain right wing groups.” 
 
Some of the business leaders are also minutely observing the attacks on churches as well as the fresh spurt of tax notices. They believe this is sending out a wrong signal to investors at a time when the government is striving hard to woo foreign investors, the financial daily stated. Harsh Goenka, RPG Group chairman, told TOI said that tax demands of such high value would invariably result in increased litigations. "As long as the issues are treated objectively and fairly, it should not worry <keyword id="46431" type="CITY" weightage="20" keywordseo="India-Inc">India Inc</keyword>. However, as a secular nation, we must avoid any form of fundamentalist activity. Random fascist comments lead to communal disharmony and should be dealt with severely," he said. 
 
A majority of CEOs also agreed that much has happened in the last few months and the Modi government is suffering from the burden of over expectations.

In order to prevent slowing down of Internet due to large scale blocking, the ISPs will be asked to upgrade their systems. The government has asked the Internet and Mobile Association of India to create the list. 
 Telecom &amp; IT Minister <keyword id="6354886" type="PERSON" weightage="100" keywordseo="Ravi-Shankar-Prasad">Ravi Shankar Prasad</keyword> said, “Although porn is legal in other countries, it needs to be viewed in the context of Indian culture and moral obligation towards society." 
 
The Supreme Court, too, is hearing an appeal filed by lawyer Kamlesh Vasvani, requesting the court to ban porn as it leads to "activities like rape, harassment, molestations of women." When the last hearing was held on August 29, the government had said that filtering porn is not practical. 
 
"The problem is that you are veering down a slippery ground if you try to do this, installing filters and all," said Prasanth Sugathan, counsel for the Software Freedom Law Centre. Talking about China, where the ban is strictly imposed, he said that it could be done in China because it has people dedicated to monitor online content. 
 
The BJP has fully supported this move. “Pornography is against the cultural values of the country and a solution needs to be chalked out to block such content,” Arvind Gupta, head of BJP’s IT cell, told Business Insider. 
 
However, this is going to be a stupendous task for the government. According to as estimate by the Indian Computer Emergency Response Team, there are more than 40 million porn websites in the world and most of them are based outside India. Moreover, there are many ways including the use of proxies to get around to blocked websites.

Swachh Internet: Modi Govt To Block Adult Websites

German engineering and electronic major <keyword id="127554" type="CITY" weightage="100" keywordseo="Siemens-AG">Siemens AG</keyword> hopes the new government led by ‘strong and experienced’ <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> would be able to revive the <keyword id="34412" type="ORGANIZATION" weightage="100" keywordseo="economy">economy</keyword> and expedite the decision-making process. 
 
"India needs to spend more money on infrastructure. We look at the new government with lots of hope. He is a strong leader and experienced in running governments (Gujarat). Holding back of investments was a problem. Projects were not moving. A stable government will hopefully change all that," Roland Busch, member of the managing board of Siemens AG, said. 
 
The Siemens Group in India, which consists of 13 companies, provides direct employment to over 19,000 people. Presently, the group has 21 manufacturing plants and a wide network of sales and service offices across the country. 
 
Busch said, "I will give you an instance. It took us a long time to get a site… A long, long time. In other countries, the timelines are shorter. So, I expect and hope the new government would make it easier for corporates to do business in India, which is a very promising market." 
 
He said India needed to invest a lot in infrastructure in order to grow at 7-8%. 
 "In the last 10-20 years or so, China has invested 9.5% of its <keyword id="35050" type="CITY" weightage="100" keywordseo="gdp">GDP</keyword> in infrastructure. In comparison, India has done just about 3.8% or so. If you look at segments within Indian infrastructure, you would see there is a great need for capacity addition. Just to give you an example, leading Indian cities are anticipated to see 100% rise in commuter traffic by 2030," he said.

Siemens Pins Hopes On Modi Govt For Economic Revival

New Delhi, May 13 () Union Home Minister Amit Shah on Wednesday said the Narendra Modi government is committed to reviving the economy, help small businesses and boost employment in the challenging time of coronavirus pandemic. In a series of tweets, Shah said the central government is doing everything possible to help those in the business sector as they may face financial stress while resuming their work following the lockdown to combat the coronavirus pandemic. "I thank PM @narendramodi and FM @nsitharaman for these unprecedented steps, targeted at assisting MSMEs, cope with challenges of COVID-19. "It reflects PM Modi's commitment to revive our economy, help small businesses and boost employment," he tweeted with the hashtag '#AatmaNirbharBharatAbhiyan'. Shah's comments came soon after Finance Minister Nirmala Sitharaman announced Rs 3 lakh crore of collateral-free loans for small businesses, a cut in the tax rate for non-salary payments and measures to provide liquidity to non-banking companies to help them tide over the disruptions caused by the lockdown. Unveiling the first set of components of the Rs 20 lakh crore COVID-19 economic stimulus package announced by Prime Minister Narendra Modi, she said Rs 90,000 crore liquidity infusion will be made in electricity distribution companies to help them fight the current financial stress. Also, dates for filing income tax returns and other assessments have been extended, she said. Shah said the Modi government's decision to provide Rs 3 lakh crore collateral-free automatic loans to businesses, including MSMEs, will surely help them meet their operational liabilities, built up due to COVID-19, and resume their business. About 45 lakh units and employees will benefit from this step, he said. "Modi government understands the issues and problems faced by the MSMEs, amidst COVID-19 pandemic. To help them in these stressed times, GoI (government of India) will facilitate provision of Rs 20,000 crore as subordinate debt, which will benefit more than 2 lakh MSMEs," he said. Shah said the Modi government will facilitate equity infusion worth Rs 50,000 crore for the MSMEs through 'Fund of Funds'. This will help them expand their size as well as capacity and encourage them to get listed, raise public money through stock exchanges, he said. The home minister said the government will also launch a Rs 30,000 crore Special Liquidity Scheme to help NBFCs / HFCs / MFIs / NBFCs / HFCs /MFIs as they are finding it difficult to raise money in debt markets. This decision will not only provide them liquidity support but also create confidence in the market, he said. "Modi govt is doing everything possible to help business sector as they may face financial stress while resuming their businesses. GoI to provide Rs 2,500 crore EPF support for business and workers for 3 more months. This will help about 3.67 lakh units and 72.22 lakh employees," he said. Shah said in these challenging times, to boost 'Make In India', help the MSMEs and other companies from the, often unfair, competition by foreign giants, the Modi government has disallowed global tenders upto Rs 200 crore which is a welcome step towards '#AatmaNirbharBharatAbhiyan'. With the rising levels of air pollution in the country, the electric vehicle segment is hoping that the Modi government will finally take steps to bolster the growth of this otherwise dormant auto segment in the upcoming Budget 2016. 
 “Pure <keyword id="6354973" type="UNKNOWN" weightage="20" keywordseo="electric-vehicles">Electric Vehicles</keyword> need to be nurtured in a different way than Hybrid vehicles. At present the manufacturing base of the electric components and the batteries for the electric vehicles is almost non existent, neither do we have the public charging infrastructure to support such electric vehicles. Amongst other things, the following need to be done to trigger a growth in pure electric vehicles, particularly the electric two wheelers and small cars,” says Sohinder Gill, director, Corporate Affairs, Society of Manufacturers of Electric Vehicles (SMEV). 
 
He adds, “In the previous union budget 2015-16, FAME India (Faster Adoption and Manufacturing of Electric and Hybrid Vehicles in India) policy was unveiled by the Central government. It has been a good step to create a fine eco-system for faster adoption of green vehicles in the country. In NEMMP, the largest potential of reduction in the pollution and the crude oil consumption was anticipated out of electric two wheelers and small cars, however their sale has not picked up.” 
 
Thus, looking at the current scenario and the possible return of the odd-even scheme in the city, BI India lists down their expectations from the Union Budget 2016. 
 
1. Govt should provide infrastructure support for setting up charging stations in at least top 50 cities where there is a significant population of EVs. Unless, a city is well populated with charging stations, people will be reluctant to migrate to electric vehicles. 
 
2. The industry also needs financial and technology support in the area of technology development and “make in India" specially related to next generation electronic, electric and battery technology. 
 
3. Another issue is related to availability of finances. Banks have been reluctant to provide loans for the purchase of electric two wheelers. The centre needs to direct public banks to offer loans at a zero-interest rate. 
 
4. Make a rule that only electric bikes would be permitted to be used as 2W taxi or for food/ E-com deliveries. Allow 100% depreciation on the battery swapping and charging stations put up by the e taxi/ e commerce companies and subsidy on 2nd lithium battery for such usage 
 
5. The Centre needs to maintain 6% Import duty on CKD and local components for next three years at least or better, till the time the domestic manufacturing eco-system is fully developed. 
 
6. Government and public sector offices should convert part of their fleet to electric and should heavily incentivise employees to convert to electric vehicles. 
 
7. We are positive that if these measures are taken, we will have a vibrant eco-system for electric vehicles in the country and we all know that green mobility is the need of hour.” 
 
Well, here’s hoping Modi government does announce reforms to boost the growth of electric vehicles in the country.
