These changes will greatly benefit the advancement and efficiency of satellite communication services. Telecom minister holds meeting with stakeholders on right of way for satellite communications

Having been declared a global health emergency by <keyword id="6366244" type="General" weightage="20" keywordseo="who" source="Orion">WHO</keyword> just a few weeks ago, the dreaded <keyword id="20965747" type="General" weightage="20" keywordseo="mpox" source="keywords">Mpox</keyword> (formerly <keyword id="7616951" type="General" weightage="20" keywordseo="monkeypox" source="Orion">monkeypox</keyword>) has slowly been closing in on India. And now, days after our neighbour <keyword id="19899252" type="General" weightage="20" keywordseo="pakistan" source="keywords">Pakistan</keyword> confirmed its second Mpox case this month, India has also reported its first one this season. While feeling uncertain is understandable, the situation is far from dire just yet. On Monday, September 9, 2024, the <keyword id="19896140" type="General" weightage="20" keywordseo="health-ministry" source="keywords">Health Ministry</keyword> confirmed that a previously suspected case of Mpox was a travel-related infection. The patient, a young male, recently returned from a country experiencing ongoing Mpox transmission. Laboratory tests confirmed the presence of the West African clade 2 of the Mpox virus, which is distinct from the more dangerous clade 1 currently under a public health emergency. In its statement, the Ministry emphasised that this case is isolated and in line with the 30 previous Mpox cases reported in India since July 2022. The Ministry clarified that this case does not contribute to the WHO-declared public health emergency associated with clade 1 of Mpox, which has spread primarily in parts of <keyword id="19924003" type="General" weightage="20" keywordseo="africa" source="keywords">Africa</keyword>. <div type="Article" hostid="261" msid="112542249" title="WHO has declared mpox a global health emergency. The main mode of transmission has been sexual contact, followed by non-sexual person-to-person contact. The most commonly reported symptom is a rash, which can manifest either systemically or in the genital region, followed by fever. WHO data shared by the Ministry indicates that approximately 51.9% of Mpox cases involve individuals living with HIV. These clinics must be prepared for immediate isolation, clinical management, and treatment of complications, adhering to established protocols. The Ministry has also advised enhanced screening and testing of suspected Mpox cases, especially at airports and other points of entry, to prevent further transmission. <h2>Awareness and risk communication </h2>The Ministry has issued guidelines to state AIDS control societies, urging them to be vigilant in identifying suspect cases, especially among vulnerable populations such as female sex workers (FSW) and men who have sex with men (MSM). Additionally, 125,675 households initially suffered water stoppages across Taiwan, with 14,718 households still facing water shortages, including 14,500 in Hualien. Restoration efforts are expected to be completed by midnight Thursday, with water trucks dispatched to affected areas in the interim. Furthermore, the ministry noted that 20 of the 80 damaged cell phone base stations had been repaired by late Wednesday. The direction was issued to the Secretary, <keyword id="19959928" type="General" weightage="20" keywordseo="ministry-of-electronics-and-information-technology" source="keywords">Ministry of Electronics and Information Technology</keyword>, after the <keyword id="19933395" type="General" weightage="20" keywordseo="commission" source="keywords">Commission</keyword> received complaints about the matter. "The move is a part of a series of decisions taken by the Commission to ensure a level-playing field," the Commission said. Asking the government to ensure there is "no further delivery" of the bulk WhatsApp messages to people, the Commission sought an "immediate" compliance report on the matter from the ministry. The ministry had informed the Commission that the messages along with a letter from Prime Minister <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> were sent before the Model Code of Conduct came into force on March 16 with the announcement of Lok Sabha poll schedule. The poll authority had received several complaints that such messages highlighting the government's initiatives were being delivered on citizens' phones despite the announcement of parliamentary elections 2024 and the <keyword id="20139372" type="General" weightage="20" keywordseo="mcc" source="keywords">MCC</keyword> coming into force. The Congress and the <keyword id="19968095" type="General" weightage="20" keywordseo="trinamool-congress" source="keywords">Trinamool Congress</keyword> had raised objections to the message and requested the Election Commission to act against this "blatant violation" of the Model Code of Conduct. On Tuesday, the Chandigarh Chief Electoral Officer had referred to the Election Commission for "appropriate action" a complaint regarding bulk WhatsApp messages. According to an official statement on Tuesday, after examination of the complaint, the district media certification and monitoring committee found prima facie evidence of a violation of the Model Code of Conduct. A parliamentary committee has recommended setting up population-based cancer registries in rural areas to help data-driven and evidence-based policy formulation. It has also suggested raising taxes on tobacco products citing that increasing their market price would make them less affordable. This will result in lower consumption and decrease the risk of tobacco-related diseases, including cancer, the panel said. The <keyword id="46535" type="General" weightage="80" keywordseo="health-ministry" source="Orion">health ministry</keyword> must pursue with the Department of Revenue to expedite the decision on raising taxes on tobacco products, the Department-related Parliamentary Standing Committee on Health and Family Welfare said in its 147th report. It was presented in <keyword id="48510" type="General" weightage="80" keywordseo="rajya-sabha" source="Orion">Rajya Sabha</keyword> on Friday. It said for better policy formulation on cancer treatment and uniform distribution of cancer care, there is an urgent need to have realistic information about the incidence and type of cancers across the country. The committee said that the health ministry should take appropriate steps to persuade state governments to participate in the formulation of the cancer atlas so that the entire Indian population is covered under Population Based Cancer Registries (PBCRs). This will help in data-driven and evidence-based policy formulation, it said. It suggested that PBCRs can be linked to the Ayushman Bharat Digital Mission to record data of cancer patients to get real-time information on cancer-related illnesses. "The committee has taken note that currently PBCRs cover 16 per cent of the Indian population only. Therefore, it is quite necessary that the National Cancer Registry Programme cover the population of India extensively, in order to have a unified national database for scientific understanding of epidemiology of cancer," the report said. Stressing a robust screening mechanism for cancer, the committee suggested that one day in a month can be fixed for cancer screening. While appreciating the government's impetus on an institutional framework for cancer care and management and financial support for combating cancer, the committee said cancer must be dealt with separately instead of being a part of other lifestyle and non-communicable diseases. It recommended the demerger of the National Cancer Control Programme (NCCP) from the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular diseases and Stroke (NPCDCS) to have a better focus on screening, early diagnosis and management of cancer. In its report, the committee said that in all the leftover districts Non-Communicable Diseases (<keyword id="131571" type="General" weightage="50" keywordseo="ncd" source="Orion">NCD</keyword>) clinics should be set up at the earliest and more healthcare professionals be trained for screening of common cancer. The panel highlighted that adequate human resource in cancer centres is crucial for their complete operationalisation and recommended setting up subsidised or free accommodation for patients and their relatives near cancer hospitals. The National Health Authority (<keyword id="672062" type="General" weightage="80" keywordseo="nha" source="Orion">NHA</keyword>) should consider including all types of cancer diagnostic tests under the Ayushman Bharat <keyword id="6524177" type="General" weightage="50" keywordseo="pradhan-mantri" source="Orion">Pradhan Mantri</keyword> Jan Arogya Yojana (AB-PMJAY), it said. It appreciated that in compliance with the committee's recommendations, the NHA has approved the inclusion of diagnostic tests under the AB-PMJAY with respect to breast, cervical and oral cancer. The committee noted that the health ministry has set up the e-Sanjivini Ayushman Bharat-Health Wellness Centre (AB-HWC), where doctor-to-doctor telemedicine services can be delivered through the hub and spoke model. It recommended that this model should be strengthened so that the opinions of experts can be provided to cancer patients in isolated and backward areas. The ministry should instruct National Cancer Grid (<keyword id="1502308" type="General" weightage="50" keywordseo="ncg" source="Orion">NCG</keyword>) officials to explore group negotiation of commonly used high-value cancer drugs with pharmaceutical companies through a transparent central tendering platform to have substantial discounts on cancer drugs. Since the mandate of the National Pharmaceuticals Pricing Authority is to ensure the availability of drugs at affordable prices, the committee reiterated that the pricing of cancer drugs should not be guided by profit as in the case of the other businesses. If it is not possible to reduce the profit margin of such drugs, the government may subsidise it, it said in its report. "The committee feels that the submission made by the Secretary, Department of Pharmaceutical, before the committee that over a period of about eight years or so the actual price increase in the drugs had been only between two to four per cent, does not mean that each manufacturer keeps the price of the drug below 10 per cent, as the mechanism permits them to make the hike up to 10 per cent," the report said. The committee said the government should rationalise the annual price hike limit of cancer drugs from 10 to five per cent in order to rescue poor cancer patients. It also suggested the ministry look at subsidising the healthcare cost for cancer patients and declare radiotherapy service as an essential commodity. The ministry should take the matter on board immediately and declare radiotherapy service as an essential commodity so that patients can get some relief from bearing the high cost of the service, it said. Annual exports fell for the eighth consecutive month while total employment expanded at a slower rate, retrenchments rose, and job vacancies shrank for the fourth straight quarter. Based on data from Enterprise Singapore, a statutory board under Singapore's Ministry of Trade and Industry, non-oil domestic exports (NODX) declined 14.7 per cent in May. This is following a fall of 9.8 percent in April led by decreases in both electronics and non-electronics exports. The decrease is attributed mainly to weakness in the Hong Kong, Malaysia and Taiwan markets although exports to China and the United States ticked up. NODX to Singapore's top 10 markets declined as a whole last month. The 14.7 per cent slump is far worse than the median 7.7 per cent decline that economists have predicted in a Bloomberg poll. With Singapore's economy contracting 0.4 per cent on a quarter-on-quarter basis in the first quarter of this year, and global consumption slowing amid rapid rises in interest rates, the weak numbers heightened the risk of a technical recession in Singapore's export-oriented economy. A technical recession is defined as two consecutive quarters of contractions. Maybank economist Chua Hak Bin said to Reuters that the export downturn is deepening and shows "few signs of turning around", with the May data increasing the likelihood that Singapore may have slipped into a technical recession. Separately, during the same week, Singapore's Ministry of Manpower (MOM) released its first quarter labour market report for 2023 which suggested a cooling job market as job vacancies dropped to 99,600 from 126,000 in the same period a year ago. Lay-offs also took place at a faster pace with 3,820 employees losing their jobs in the first quarter versus 2,990 in Q4-2022. However, the total number of employed persons in Singapore grew for the sixth consecutive quarter by 33,000 in the January-to-March period, mainly driven by non-resident workers including Indians. A total of 30,200 of those employed came from overseas mainly to work in the construction and manufacturing sectors. This figure excludes migrant domestic workers who work in households. With the additional hiring of overseas workers in Q1, a significant milestone was crossed as the number of non-resident employment crossed pre-pandemic levels for the first time. It is now 1.7 per cent higher than in 2019. Total employment in Singapore has surpassed pre-pandemic levels by 3.8 per cent. The other 2,800 newly employed are Singapore citizens and permanent residents who were hired by companies in financial services, professional services, and health and social services. Singapore has a significant Indian diaspora living and working here. As of June 2021, based on the Singapore Department of Statistics, Singapore has a population of 5.45 million. 4 million are citizens and permanent residents and out of which 7.5 per cent or 300,000 are ethnic Indians. 1.45 million of Singapore's population are considered non-residents, meaning they are either on various work passes or are students. Based on data published by the Ministry of External Affairs Consular Services, Indian nationals make up about 350,000 or 24 per cent of these non-residents in Singapore. The proportion of Indian professionals in Singapore has doubled from 13 to 25 per cent between 2005 and 2020, according to Singapore's Minister of <keyword id="15652726" type="General" weightage="50" keywordseo="manpower-tan-see-leng" source="Orion">Manpower Tan See Leng</keyword> in July 2021. Indian talent is internationally portable and tends to look outward for opportunities. It is currently the largest country of origin for international migrants. In 2020, it accounted for 18 million international migrants, up by 2 million from 2015, based on United Nations Department of Economic and Social Affairs data. The country has become the second largest source of immigrants in the US and the third largest in the UK, both of which are heavily invested in building tech capabilities. Any contraction in the job market in Singapore will impact the trend of Indians arriving on its shores seeking job opportunities. <keyword id="17743094" type="General" weightage="50" keywordseo="singapore-ministry-of-manpower" source="Orion">Singapore Ministry of Manpower</keyword> said in April that "global economic headwinds have contributed towards a slowdown in Singapore's economy, which will weigh on labour demand going forward, particularly for outward-oriented sectors. Employment growth is likely to ease and be uneven across sectors." OCBC Bank chief economist Selena Ling said to Singapore's <keyword id="90569" type="General" weightage="50" keywordseo="straits-times" source="Orion">Straits Times</keyword> that "the softening labour market outlook is unsurprising given the deterioration in the external environment, including the United States' regional banking problems, China's stumbling recovery and the ongoing global semiconductor slump." She added, "Recent business sentiments have also softened, as reflected in the manufacturing and electronics Purchasing Managers' Index (PMI) as well as our OCBC SME index. Hiring intentions and employment growth have begun to soften and may moderate in coming months since growth momentum is likely to slow in the second half of 2023." "Interestingly, the rising vacancy and retrenchments for some industries like information and communication technologies and financial services suggest some ongoing churn and/or pockets of opportunities within the sector." "There is a battle going on, including among the elites," said Maria Zakharova, director of the Russian foreign ministry's press department, <a href="https://www.business-gazeta.ru/news/586371" target="_blank" rel="noopener">per Russian news outlet Business Gazeta.</a> Zakharova, <a href="https://www.mid.ru/en/press_service/dip/director/" target="_blank" rel="noopener">the Russian foreign ministry's top spokesperson</a>, made that statement at a panel with Russian tech entrepreneur Igor Ashmanov and other pundits.Ashmanov suggested that the Kremlin create a Stalin-era information bureau that would control the war narrative and paint a unified picture of the invasion, Business Gazeta reported. But Zakharova shut down Ashmanov's proposal, saying that the Russian government doesn't currently have a unified stance on how they should talk about the Ukraine war. "I've said that we do not have a single voice of the state," said Zakharova. Zakharova added that the foreign ministry — which she speaks for — isn't authorized to talk about events on the ground in the war.
