Around 3,0000 <keyword id="7803810" type="General" weightage="20" keywordseo="non-medical-teachers" source="Orion">non-medical teachers</keyword> are on the 'verge of losing their jobs' after the new guidelines of the <keyword id="3514079" type="General" weightage="20" keywordseo="national-medical-commission" source="Orion">National Medical Commission</keyword> (NMC) that has drastically reduced the post of non-medical MSc teachers in the medical colleges across the country. The National MSc Medical Teachers Association (NMMTA), the body representing non-medical teachers, has approached the Health Ministry seeking a rollback of the decision as nearly 3,000 non-medical teachers are feared to face a <keyword id="183112" type="General" weightage="20" keywordseo="job-crisis" source="Orion">job crisis</keyword> with the National Medical Commission reducing the posts for their recruitment. Seeking to revoke the guidelines, NMMTA said, in a letter submitted to the ministry, that the rollback will address the faculty crisis in the institutions and help the teachers. In the guidelines issued by the medical education regulator in October 2020, the permissible intake of non-medical faculty had come down from 30 per cent to 15 per cent in anatomy and physiology, from 50 per cent to 15 per cent in biochemistry, and from 30 per cent to 0 per cent in microbiology and pharmacology. The NMC has claimed that these guidelines would not affect the current faculties already in employment and would be applicable to new medical colleges, new appointments and colleges seeking MBBS seat enhancements. "The practice of involving non-doctors in medical education in non-clinical subjects is a global phenomenon. The erstwhile <keyword id="49468" type="General" weightage="20" keywordseo="medical-council-of-india" source="Orion">Medical Council of India</keyword> (MCI) had stated that the 'intellectual cross-fertilisation with diverse intellectual streams is vital for medical education' with respect to the participation of non-medical M.Sc/Ph.D teachers in medical education. There is no need to divert away from this wisdom," NAMMTA told IANS. The practice of appointing teachers in the non-clinical subjects of the MBBS education started back in 1960, when the MCI allowed these teachers in the medical colleges to bridge the gap of shortage of doctors. As per the Teachers' Eligibility and Qualifications guidelines of the MCI, up to 30 per cent (50 per cent in Biochemistry) of teachers in the non-clinical subjects of Anatomy, Physiology, Pharmacology &amp; Microbiology could be 'non-medical' subjected to unavailability of medical (MBBS/MD) qualified teachers. Sridhar Rao, president of the NMMTA, said while there has been an increase in MD seats in the non-clinical subjects, 40-50 per cent of them remain vacant each year, which would only mean that the faculty shortage is likely to continue. "The shortage are more pronounced in the colleges located in rural, remote or hilly areas, where the availability of medical teachers is generally poor. Introduction of the new MBBS curriculum isn't a concern as all teachers are being trained to implement it," Rao asserted. He also said that while rejecting a prior proposal to do away with the provision of appointing M.Sc./Ph.D. teachers, the Board of Governors in supersession of the MCI in January, 2020 had cited the shortage of faculty in the institutions. While talking to IANS, Rao said that as per the NMC Act, NMMTA had filed first appeal with the NMC, which was rejected without any consideration. A second appeal has been filed with the health ministry, which is under consideration. "We are not seeking a new policy direction that might warrant the constitution of a new committee. We seek the restoration of the erstwhile MCI rules. We are not even seeking reservation. We are asking for the restoration of what was snatched away from us," said NMMTA president, adding that, "it will create an artificial crisis of teachers and resultantly the medical education would become costlier in India." IITs are known around the world for being one of the best engineering colleges. However, one of them will soon be recognized as the best medical college as well. 
 
After HRD ministry nod, IIT-Kharagpur is now the first among IITs to offer medicine courses to students soon. Interestingly, IIT-Kharagpur was also the first IIT to have a management school. The <keyword id="2872909" type="ORGANIZATION" weightage="20" keywordseo="Vinod-Gupta-School-of-Management">Vinod Gupta School of Management</keyword> was started in 1993 and is often ranked among the top 20 <keyword id="112381" type="UNKNOWN" weightage="20" keywordseo="business-schools">business schools</keyword> in the country. 
 
You may think why are IITs venturing into the medical domain. The idea, as per the institute, is to be a research hospital where technological developments can take place, and local patients can benefit from them. 
 Plan is to kick-start the new course by 2019 with a batch of 50 students. However, a 400-bed hospital to be set up on the campus which will act as a teaching facility, will start admitting patients from mid-2018 itself. The super-speciality hospital will include departments, such as cardiology, neurology, orthopedic, out-patient, besides a medical diagnostic centre and an emergency ward. The permission from the <keyword id="49468" type="ORGANIZATION" weightage="20" keywordseo="Medical-Council-of-India">Medical Council of India</keyword> will come only after this hospital starts operating. 
 
As per sources, several hospitals of repute have been approached to manage IIT-K hospital's operations. Associated doctors will have an opportunity to carry out medico-technical research. "We aim to introduce videography during treatment, with the patient's permission. This will allow us to gather information, which can be transmitted anywhere across the globe to other doctors, who can then go through the treatment procedure and records to make recommendations," said the institute deputy director. 
 Chances are medical aspirants won't have to appear for <keyword id="6361994" type="UNKNOWN" weightage="20" keywordseo="NEET">NEET</keyword>, as IIT-K plans to have a separate entrance examination. Notably, IITs are governed by a separate law, which enables them to hold their own admission exams, like for engineering courses.

However, the <keyword id="49468" type="ORGANIZATION" weightage="20" keywordseo="Medical-Council-of-India">Medical Council of India</keyword> (MCI) prohibits pharmaceutical companies from offering incentives and freebies to doctors. 
 A flyer mentioned a 'Sankranti bonanza' was distributed at the event. It mentions that doctors ordering 100TCV (vaccine against typhoid) plus 100ROTA (vaccine against rota virus) can choose between a 'digital baby weighing machine' or 'stethoscope Class III' as free gifts," a doctor attending the 54th PEDICON conference told <keyword id="6405564" type="COMPANY" weightage="20" keywordseo="The-Times-Of-India">The Times of India</keyword>. 
 The flyer carried no mention of any brands. The chief organiser of the event has denied any such ‘freebies’. Talking to TOI, Dr <keyword id="72164" type="PERSON" weightage="20" keywordseo="Karunakara">Karunakara</keyword> said, “There’s no such thing. There are never any incentives for vaccines," he said. If someone buys vaccines in bulk, they may get a reduction in the overall price.” 
 Not just this edition, even during last year’s PEDICON, a similar incident happened when Hyderabad based <keyword id="149108" type="COMPANY" weightage="20" keywordseo="Bharat-Biotech">Bharat Biotech</keyword> had offered an iPhone 5S for every order of 200 vaccines of typhoid and rota.

BHEL is looking for medical professionals across various states in India

The bench passed the order on the batch of petitions moved by the Tamil Nadu government, the DMK, AIADMK, PMK and other political parties challenging the decision of the Centre not to provide OBC reservation in AIQ seats for medical admission. Disposing of the petitions, the court also observed that it is open for the Centre to pass any legislation to provide OBC reservation in AIQ seats for medical admission. Madras High Court directs Centre to form committee to decide on OBC reservation in all-India quota

New Delhi, Mar 16 () The Public Accounts Committee (PAC) on Monday recommended stern action against the assessing officers for irregular assessment of expenses towards gifts and freebies to medical professionals, which resulted in a Rs 55.10 crore loss in tax collection to the exchequer.In its report, Committee headed by Adhir Ranjan Chowdhury on 'Assessment of Assessees in Pharmaceutical Sector' tabled in Parliament, said it has been informed that out of 36 cases, explanation of assessing officers has been called in 12 cases where audit objection has been accepted by the department."In view of the fact that a significant amount of tax is involved in these cases, the committee recommend that expeditious and stern action should be taken against the assessing officers concerned as mere calling for explanation would not result in avoidance of such cases in future," the report said. The committee had earlier found that in 36 cases in seven states the expenditure towards gifts/freebies to medical professionals involving a tax effect to the extent of Rs 55.10 crore were allowed despite being made irregular by the Income Tax Act, Medical Council of India regulations, CBDT/ Judicial pronouncement etc, it added. The committee had therefore recommended that these cases should be thoroughly inquired into so as to find out as to how and why such lapses occurred, to what extent they were bonafide mistakes and exemplary action taken against the officers concerned, the report said. CBDT issued a circular in 2012 had disallowed such expenses. Earlier in 2002, the Medical Council of India (MCI) had asked medical practitioners to prescribe generic drugs as far as possible. Under this, the government will introduce fee relaxation for students enrolling in private institutions. “The Medical Assessment and Rating Board will grant permission for new medical colleges, starting PG courses and increasing seats based on the standards set by the UG and PG boards,” the Cabinet noted. The NMC will constitute three autonomous bodies — Under-Graduate Medical Education Board, Post-Graduate Medical Education Board, and Ethics and Medical Registration Board — which will focus on ensuring global standards of education. Every year, 80,000 students take admission in MBBS courses across the country. While 150,000 take the entrance examination to enroll in 50,000 seats for PG courses. The Union Budget will be presented on July 5, at 11:00 am, by the new Finance Minister Nirmala Sitharaman, Union Minister Prakash Javadekar <a href="https://www.livemint.com/politics/news/next-parliament-session-from-17-june-26-july-ls-speaker-to-be-elected-19-june-1559311708760.html">confirmed</a> at a press briefing on June 14. This will also to be re-presented to make it a law. Issued in February-March 2019, the previous government could not turn them into Acts in the last Parliament session. These ordinances will have to be converted into laws within 45 days once the 17th Lok Sabha begins, else they will lapse. On the first day, President Ram Nath Kovind will address the joint sitting of the two houses of Parliament. A pro-tem Speaker, who performs the duties of the Speaker from the day the session starts till the election, is also likely to be appointed the same day. Virendra Kumar is expected to be appointed as the protem speaker. He will be assisted by a panel of senior members. The first two days of the session will be devoted to oath-taking by 542 members of the lower houses of the Parliament. Two MPs will be nominated by the President from the Anglo Indian community. The Speaker of Lok Sabha will be elected on Wednesday. Both houses will also take up the Motion of Thanks on which PM Modi will give his response.

Union Budget and Triple Talaq are among key bills as the first session of India's new Parliament rolls on

In a bid to prevent misleading advertisements from fooling consumers, the Department of Consumer Affairs (<keyword id="2596452" type="COMPANY" weightage="20" keywordseo="DoCA">DoCA</keyword>) under the aegis of Ministry of Consumer Affairs, Food and Public Distribution has tied up with the Advertising Standard Council of India (<keyword id="169284" type="ORGANIZATION" weightage="20" keywordseo="ASCI">ASCI</keyword>) to implement self regulation for advertisers as well as pass strictures against the violating advertisers. 
	 
	“The problem of misleading advertisements and the consequent unfair trade practices that arise is widespread across sectors, mediums and geographies. The DoCA's effort is to build a coalition of stakeholders to combat this menace - partnering with the ASCI is an important step”, said G. Gurucharan, additional secretary at the DoCA. 
	 
	The partnership is expected to bring in stricter rules for advertisements, especially in six key sectors that include agriculture and food, health, education, housing, financial services and e-commerce. 
	 
	Under the partnership, the DoCA will redirect any complaint received by it to the ASCI in order to maintain clarity in the processing of complaints against advertisements that has already been received by the Advertising Standard Council of India. 
	 
	The ASCI will evaluate the complaints across different medium such as print, packaging, internet, outdoor, wall paintings, posters, bill boards among others. 
	 
	Commenting on the association, Narendra Ambwani, the ASCI chairman, noted that “It is a moment of pride for the ASCI to have received such support from the DoCA. Earlier, our work has been recognized by various government bodies like Ministry of Information and Broadcasting (MIB), Medical Council of India (MCI) etc. It’s highly motivating to see such developments and this partnership has widened the ASCI’s scope for complaints.” 
	 
	At present, the operational details of the tie-up are still under process. However, the DoCA has asked the ASCI to show a red flag to advertisements that clearly violate the law. “This would enable prompt action against such non-scrupulous advertisers and protect consumer interest,” added Ambawani.

With Advertising Council Of India To Regulate Misleading Ads

In order to revamp the medical scenario of the country, the govt is leaving no stones unturned. As per a news report in The Times of India, the health ministry is planning an exit exam for MBBS students passing out of government as well as private medical colleges. 
 
 
The government intends to create a separate 'all-India chapter' for doctors qualifying the exit exam. Doctors currently get themselves registered with the state chapter of Medical Council of India (MCI) and have to get their registration transferred if they intend to practice in another state. Those clearing the exit exam will be able to practice anywhere in the country. 
 
Eventually, students not passing the exit exam could even be held back from post-graduate studies, an official source privy to the developments told TOI. 
 
The draft proposal prepared by the ministry suggests using the existing Foreign Medical Graduate Examination (FMGE) as a voluntary exit exam. FMGE, a screening test recognized by the MCI, was introduced in 2002 as a qualifying examination for Indian students holding medical degrees from other countries and intending to practice medicine in India. 
 The health ministry is now considering using FMGE as a benchmark for all <keyword id="103123" type="UNKNOWN" weightage="20" keywordseo="MBBS-doctors">MBBS doctors</keyword>. 
 
 
Government data shows a huge disparity between the average pass marks in government and private colleges, as well as in different states. For instance, the result of All India Post-Graduate Medical Entrance Examination 2015 showed Andhra Pradesh had an average pass percentage of 84.92%, Chandigarh had 73.56% while West Bengal and Uttar Pradesh had 53.58% and 51.56%, respectively. The pass percentage in Assam, Jammu &amp; Kashmir and in foreign institutes was even lower at 46.38%, 37.84% and 31.41%, respectively. 
 Similarly, <keyword id="2878719" type="UNKNOWN" weightage="20" keywordseo="AIPGMEE-2014">AIPGMEE 2014</keyword> results showed that based on 50% score as minimum qualifying criteria, 22,802 candidates from government institutions passed the exam, compared to a mere 8,862 candidates from private colleges. From foreign institutions, only 1,188 passed. 
 
"How students fare in all-India PG exams is also an indicator of the quality of doctors being produced," the official said. 
 
The government is also of the view that while there is a need to ramp up capacity for post-graduate doctors to have more specialists, data showed that there was an urgent requirement to monitor the quality of MBBS doctors entering practice. 
 
Data showed that each year, about 100,000 doctors took post-graduate medical examinations across the country. However, only around 25,000 made it and the rest were available for service as MBBS doctors. Estimates show that nearly 100,000 MBBS doctors are available for active service at any given time.
