<ul><li>MEA has launched a three-month internship programme starting from April till June 2022.</li><li>The Ministry will be hiring only 75 candidates under this programme in New Delhi.</li><li>The last date to apply for the internship programme is February 15.</li></ul>India’s <keyword id="6374106" type="General" weightage="20" keywordseo="ministry-of-external-affairs" source="Orion">Ministry of External Affairs</keyword> (MEA) has launched an internship programme as part of the <keyword id="10912165" type="General" weightage="20" keywordseo="azadi-ka-amrit-mahotsav" source="Orion">Azadi Ka Amrit Mahotsav</keyword> celebrations to commemorate 75 years of independence. The duration of the internship is three months starting from April till June 2022. The Ministry will be hiring only 75 candidates under this programme in New Delhi. The last date to apply for the internship programme is February 15. “The MEA Internship Policy 2022 aims to take foreign policy closer to the people; bring in more focus on MEA; provide value to the interns; ensure better gender inclusivity and increase diversity in terms of qualifications, domicile and socio-economic status amongst the cohort of interns engaged by the ministry,” said the ministry in its official advertisement. Selected candidates will be given a monthly stipend of ₹10,000 to defray basic costs. Air fare to and fro from the domicile state to Delhi will be provided by the ministry. Eligibility criteria — <ol><li>Candidates should hold a graduation degree in any discipline from a recognised university/institution at the time of applying. </li><li>The internship programme will also be open to students who are presently in the final year of their graduation, where an internship is a mandatory part of their final year curriculum. </li><li>Age of the candidates should not exceed 25 years as on 31 December of the year of internship. </li></ol>Selection procedure — The selection process will consist of two stages — preliminary screening and personal interview. A minimum of 30% of the 75 internships may be filled by women candidates. Weightage will be based on academic performance assessed by percentage of marks obtained in +2 and graduation exams. Candidates will have to apply online only state-wise merit lists will be prepared – separately for male and female candidates – by elimination based on academic performance in +2 and graduation exams. Candidates selected in the merit lists, which will be announced on February 18, will be called for a personal interview between February 22-24, which will be conducted via video conferencing by the judge panel. At the end of the internship, each intern shall submit a detailed report on the work carried out and, if required, make a presentation on it. Ministry of External Affairs is offering internships to graduates with a monthly stipend of ₹10,000

Vivo needs to follow the law of the land, says external affairs ministry

<ul><li>Indian external affairs minister <keyword id="3006063" type="PERSON" weightage="20" keywordseo="Subrahmanyan-Jaishankar">Subrahmanyan Jaishankar</keyword> explained why the <keyword id="6374106" type="ORGANIZATION" weightage="20" keywordseo="ministry-of-external-affairs">Ministry of External Affairs</keyword> (MEA) needs its own new, emerging and strategic technologies (NEST) division. </li><li>As a stakeholder in national security, MEA must monitor cyber threats as well. </li><li>While the nature of technology may not be strategic, it can become so in the hands of a strategic player. </li></ul>Technology is no longer just about economics — it dictates a country's cyber might and leads to fears of governments spying on each other. However, the strategic importance of technology depends on a number of different factors, according to External Affairs Minister Subrahmanyan Jaishankar. Speaking at the Raisina Dialogue 2020, Jaishankar explained why the Ministry of External Affairs (MEA) needs a separate division to monitor emerging technology. “It is no longer realistic to deal with technology as economics, which used to be an old fashioned way around 20-30 years ago. Today technology is very strategic,” he said. The question of national security Cyberthreats are on the rise. Threat intelligence company Group-IB found that cyberspace was increasingly weaponised in 2019. Their report found that cyber weapons were used to carry out numerous military operations last year. In addition, the number of state-sponsored attackers is on the rise. Jaishankar believes that since the MEA is a stakeholder in national security, it’s only logical that it should oversee technology that could pose a potential threat. “There are technologies that are strategic in nature and it’s important for a ministry that analyses foreign affairs, which contributes to national security, to have a set of people who are competent, trained and focused to analyse those strategically relevant technologies,” explained Jaishankar. His concerns seem valid in light of Lazarus — <a href="https://www.businessinsider.in/tech/news/heres-why-north-korean-hackers-attacked-indias-nuclear-power-plant/articleshow/72035492.cms">hackers based out of North Korea</a> — targeting Indian government institutions like the Indian Space Research Organisation (ISRO) and the Kudankulam Nuclear Power Plant (<a href="https://www.businessinsider.in/tech/news/indian-nuclear-plant-hack-is-only-one-small-part-of-a-much-bigger-operation-according-to-a-cybersecurity-expert/articleshow/72033253.cms">KNPP</a>) in November last year. However, Group IB finds that two of seven new cyber-espionage groups in 2019 — BITTER and Sidewinder — were state-sponsored hackers based out of India. The strategic importance of technology varies Most people believe that technology which circumvents consent — like Pegasus spyware infiltrating WhatsApp accounts — are the biggest threats to national security due to their predatory nature. While that may be the primary determinant, Jaishankar feels technology can also become strategic on the basis of who’s using it. “There are technologies, which in the hands of strategic players, becomes strategic technology. Some of it is the nature of technology, some of it is the user of technology, deployment of technology and the intent of technology,” he said. So far, MEA’s new, emerging and strategic technologies (NEST) division said that it will monitor the implementation of 5G and artificial intelligence (AI). Its mandate, however, extends to developing India’s external technology policy in line with national security goals. India’s foreign minister explains why the MEA needs a separate division to monitor emerging technology

New Delhi, The first IIT campus outside India will come up in Tanzania's Zanzibar, the <keyword id="6374106" type="General" weightage="50" keywordseo="ministry-of-external-affairs" source="Orion">Ministry of External Affairs</keyword> (MEA) said on Thursday. A Memorandum of Understanding (MoU) has been signed for setting up of a campus of <keyword id="6356755" type="General" weightage="20" keywordseo="iit-madras" source="Orion">IIT Madras</keyword> in Zanzibar, which is a Tanzanian archipelago off the coast of East Africa. The agreement was inked on Wednesday in presence of External Affairs Minister S Jaishankar and Zanzibar's President Hussein Ali Mwinyi. Jaishakar is on a visit to Tanzania. "The first IIT campus to be set up outside India will be in Zanzibar," the MEA said. It said an MoU was signed between the India's education ministry, IIT Madras and Zanzibar's ministry of education and vocational training. "This campus is reflective of the longstanding friendship between India and Tanzania and a reminder of the focus India places on building people to people ties across Africa and the Global South," the MEA said. It said the National Education Policy (NEP) 2020 recommends that "high performing Indian universities will be encouraged to set up campuses in other countries". "Recognising the strategic partnership between Tanzania and India, the relationship of educational partnership has been formalised by signing the document which provides the framework for the parties to detail out the setting up of the proposed campus of IIT Madras in <keyword id="17916122" type="General" weightage="20" keywordseo="zanzibar-tanzania" source="Orion">Zanzibar-Tanzania</keyword>, with plans to launch programmes in October 2023," the MEA said.

India, however, rejected the allegations by the Trudeau administration, terming them "absurd" and "motivated". "We have seen and reject the statement of the Canadian Prime Minister in their Parliament, as also the statement by their Foreign Minister," the Ministry of External Affairs (MEA) said in a statement. "Allegations of Government of India's involvement in any act of violence in Canada are absurd and motivated," the MEA added in its statement. "Similar allegations were made by the Canadian Prime Minister to our Prime Minister and were completely rejected. We are a democratic polity with a strong commitment to the rule of law," it added. Diplomatic action India on Tuesday expelled a senior Canadian diplomat in a reciprocal move to Canada expelling a senior Indian diplomat in light of the claim of New Delhi's involvement in the killing of the wanted separatist leader. The MEA said that the Canadian diplomat was asked to leave India within the next five days. "The High Commissioner of Canada to India was summoned today and informed about the decision of the Government of India to expel a senior Canadian diplomat based in India," the MEA stated. "The concerned diplomat has been asked to leave India within the next five days. The decision reflects the Government of India's growing concern at the interference of Canadian diplomats in our internal matters and their involvement in anti-India activities," it added. India-Canada tension: Trudeau says not looking to provoke; MEA says no specific information shared

India on Thursday said it was "deeply concerned" over the "unilateral military offensive" by Turkey in northeastern Syria and asserted that the action can undermine stability in the region as well as the fight against terrorism. On Wednesday, Turkish jets and artillery targeted Kurdish-controlled areas in Syria, forcing thousands of civilians to flee their homes. Reacting to the development, Ministry of External Affairs said: "We are deeply concerned at the unilateral military offensive by Turkey in northeast Syria." Turkey's actions can undermine stability in the region and the fight against terrorism, it said. The action also has the potential for causing humanitarian and civilian distress, the MEA said in a statement. "We call upon Turkey to exercise restraint and respect the sovereignty and territorial integrity of Syria. We urge the peaceful settlement of all issues through dialogue and discussion," the MEA said.

India slams Turkey for its 'unilateral military offensive' in northeast Syria

 Russian Ambassador <keyword id="170280" type="PERSON" weightage="20" keywordseo="Alexander-Kadakin">Alexander Kadakin</keyword>, an old India hand, wrote to the <keyword id="6374106" type="ORGANIZATION" weightage="20" keywordseo="Ministry-of-External-Affairs">Ministry of External Affairs</keyword> (MEA) on December 2: "Please just imagine if we in Moscow mirror this order of SBI (<keyword id="6354731" type="CITY" weightage="20" keywordseo="State-Bank-Of-India">State Bank of India</keyword>) when 50,000 roubles will not be enough to pay for a decent dinner in a restaurant, not to mention functioning of such a big embassy as ours in New Delhi or India's in Moscow." 
 
Diplomatic missions of Ukraine, Kazakhstan, Ethiopia and Sudan have also sent protest letters on cash withdrawal restrictions. 
 
"SBI informed the Embassy that the cash withdrawal limit available to the Embassy is now 50,000 per week under the government of India directives with no exceptions unless otherwise advised by the RBI," he wrote. "Such an amount is totally inadequate as regards the embassy's salary and operational expenditure requirements." 
 
Officials in the Russian embassy said that its New Delhi mission has a staff strength of 200 (excluding family members) and with the new withdrawal limit the cash at hand for one person comes to 250 a week. 
 
Kadakin in his letter urged MEA to intervene so that the withdrawal restrictions for diplomatic staff is lifted. 
 
A senior diplomat in Delhi said that a number of missions have taken their case to MEA and many more may follow. 
 
A task force of MEA and finance ministry was set up after demonetisation was announced on November 8. Some bank branches have been kept aside for transactions by diplomats so that mission staff can avoid long queues. But foreign diplomats in India say there has to be a solution to the fundamental problem - ceiling on cash withdrawal. 
 
MEA has said it is working to find solution to the problem.

Russian Ambassador could not eat a decent dinner! Here’s why

He has been in Britain for over a month and has refused to appear before the agency. 
 "On the advice of the Enforcement Directorate, the Passport Issuing Authority in the MEA has today suspend the validity of <keyword id="14678" type="PERSON" weightage="80" keywordseo="Vijay-Mallya">Vijay Mallya</keyword>'s diplomatic passport with immediate effect for a period of 4 weeks, under Section 10 A of the Passports Act, 1967. 
 
"<a href="http://www.businessinsider.in/searchresult.cms?query=Vijay+Mallya&amp;sortorder=effectivedate">Mallya</a> has been asked to respond within one week as to why his passport should not be impounded or revoked under section 10(3)(c) of the Passports Act, 1967. If he fails to respond within the stipulated time, it will be assumed that he has no response to offer and the MEA will go ahead with the revocation," MEA Spokesperson Vikas Swarup said.

Government suspends Vijay
Mallya's Passport, may revoke it

When Chinese <keyword id="46159" type="POSITION" weightage="80" keywordseo="Foreign-Minister">foreign minister</keyword> Wang Yi told his counterpart <keyword id="6355111" type="PERSON" weightage="100" keywordseo="Sushma-Swaraj">Sushma Swaraj</keyword> that PM Narendra Modi had injected "a new vitality into an ancient civilization'', he might have been speaking for India's entire neighbourhood. 
 
While Modi internally had issues to contend with, not least the criticism over the WTO muddle, he took no time in coming into his own on India's foreign policy, something he followed closely even as Gujarat CM. While the government's erratic handling of Pakistan was called into question, Modi's larger South Asia outreach in the form of invites to all SAARC leaders for his swearing in, followed by a wildly successful visit to Nepal - a country no Indian PM had visited for 17 years for a bilateral meet, reinforced the primacy of neighbours in India's foreign policy like never before in decades, at least not since the days of Gujral Doctrine. 
 
The results are already showing. A deeply divided country which has struggled to frame a Constitution for years, complaining bitterly in the process about alleged Indian interference, Nepal unanimously endorsed Modi's visit which saw Indian announcing an additional $ 1 billion concessional credit line. Sri Lanka has freed all Indian fishermen from its jails. It is also of significance to the ministry of external affairs (MEA) that almost all SAARC leaders have reassured the government they won't allow their territory to be used against India. 
 
Like in the case of his predecessor, Modi too was seen as driving foreign policy. The ministry of external affairs (MEA) was not complaining though as the world seemed captivated by the new PM. Rarely, if ever, has it happened that senior emissaries from all P5 countries have visited India within first 3 months of a new government taking over. That India was the chief saboteur of the WTO trade facilitation deal - in the negotiations for which MEA was not involved - took some sheen off the new government but the interest in India under Modi is not waning just yet. 
 Even before he formally took over as PM, Modi made the point that India's relations with the US were too important to be led by personal whims. That he meant it became obvious when he quickly accepted President <keyword id="16284" type="PERSON" weightage="60" keywordseo="Obama">Obama</keyword>'s invite for a bilateral meet, saving both State Department and MEA the blushes. 
 
While MEA may or may not have seen any cultural change under Modi's leadership, it certainly witnessed some out-of-box thinking. As expected, the ministry under Modi was forced to think of ways to forward India's economic agenda. The decision to make states stake holders in India's economic diplomacy emerged from Modi's desire that foreign policy act as a springboard for economic success. This `state focus' was first put to use with Singapore in August with as many as 4 chief ministers visiting the country, soon after a visit by foreign minister Sushma Swaraj, to explore possibilities for more investments in the infrastructure sector. 
 MEA's 100-day <keyword id="81267" type="UNKNOWN" weightage="80" keywordseo="report-card">report card</keyword> though is not devoid of blemishes. Modi showed understanding of the geopolitical realities in his handling of <keyword id="6355311" type="COUNTRY" weightage="60" keywordseo="Japan">Japan</keyword> and China (his real test will come in September when he meets <keyword id="590894" type="PERSON" weightage="100" keywordseo="Shinzo-Abe">Shinzo Abe</keyword> and Xi Jinping in a short space of time), but his handling of Pakistan was mercurial. He surprised Pakistan by inviting <keyword id="6576" type="PERSON" weightage="60" keywordseo="Nawaz-Sharif">Nawaz Sharif</keyword> for his oath taking, indulged in saree and letter diplomacy with him after a spunky Sharif accepted the invite, leading to announcement of foreign secretary-level talks, and then snubbed him by calling off talks over what Islamabad thought was a routine meeting with Hurriyat. All within 3 months of becoming <keyword id="71" type="POSITION" weightage="80" keywordseo="Prime-Minister">prime minister</keyword>. 
 
The risk now is that Modi, by not including ceasefire violations as one of the reasons for cancelling the scheduled talks, may have painted himself so much into a corner that any dialogue resumption exercise in the near future could turn into a zero sum game for the 2 countries. One of the parties may have to concede ground publicly for any such initiative to be successful. 
 
It must be added here though if the current turmoil in Pakistan does end up unsettling Sharif, Modi will be the only man laughing up his sleeve in the end. 
 
MEA's neighbourhood outreach under Modi will also have no meaning if it doesn't move fast to implement the vision outlined by the PM. The fact that the government has shown no interest in ratification of the land boundary agreement or the Teesta water sharing arrangement doesn't bode well for relations with Bangladesh, a country crucial for India's own security.
