Opposition leaders in the <keyword id="48510" type="COMPANY" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> asked the government on Thursday to restore status quo ante as on April this year on the India-China border. Cutting across party lines, members in the Upper House of Parliament expressed their solidarity and support to the armed forces, which are facing a standoff situation against the Chinese army in eastern Ladakh. Leader of Opposition <keyword id="6360065" type="PERSON" weightage="20" keywordseo="ghulam-nabi-azad">Ghulam Nabi Azad</keyword>, <keyword id="6409376" type="PERSON" weightage="20" keywordseo="anand-sharma">Anand Sharma</keyword> and former defence minister A K Antony of the Congress asked the government to take efforts to restore the status quo ante of April and resolve the over-three-month-old border standoff. Some members such as Prasanna Acharya of the Biju Janata Dal (BJD) and <keyword id="6355496" type="PERSON" weightage="20" keywordseo="Sanjay-Raut">Sanjay Raut</keyword> of the Shiv Sena cautioned the government while entering into any agreement with China over the present situation. Defence minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> made a statement in the Rajya Sabha after the government and opposition agreed that there will be no discussion on the sensitive issue. Chairman M <keyword id="74369" type="PERSON" weightage="20" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword>, however, allowed the members to seek a few clarifications on the statement, which was almost identical to the one Singh made in the Lok Sabha on September 15. Sharma said the country is proud of its Army and the sacrifices made by the soldiers to protect the border. "There should be no doubt on this and the entire nation would stand together," he said. Referring to the recent talks between the Indian defence minister and foreign minister with their Chinese counterparts and a statement on September 11, Sharma asked: "Do we understand that the restoration of the status quo ante will remain a non-negotiable and final objective for India?" Antony sought a clarification over Singh's statement in the Upper House. "You have to clarify that sovereignty means status quo ante as on the middle of April. That is the meaning of sovereignty," he said. Galwan Valley in eastern Ladakh was never a disputed site, the former defence minister said. "Even at Galwan Valley, our soldiers are now not allowed to patrol at the point at which they used to patrol earlier. In the Pangong area, in a more than eight-kilometre area they are not allowing us to patrol, the area which we used to patrol. Previously, we used to patrol till Finger 8 and now we are not being allowed to patrol till Finger 8," he added. The Army and the Indo-Tibetan Border Police (ITBP) should be allowed to patrol at the point where they used to patrol earlier, the Congress leader said. Azad said he stands with the armed forces and salute their valour. Being a citizen of the erstwhile state of Jammu and Kashmir, Azad said the people from there are ready to sacrifice themselves to defend the territory and integrity of the nation. "On behalf of my party, I would say at least on this China issue, we stand with the government. There should be no compromise. They should go back to the position where they were in April," the Congress leader said. RCP Singh of the Janata Dal (United) said China is an "ungrateful' country that always follows a "policy of aggression". He suggested that the government should negotiate with the neighbouring country from a position of strength. Tiruchi Siva and P Wilson of the Dravida Munnetra Kazhagam (DMK) expressed their solidarity with the armed forces. Raut said patience and valour are the traditions of India, but not of China. The neighbouring country has a "tradition of betrayal and we should always be careful with them," the Shiv Sena leader said. BP Baishya of the Asom Gana Parishad (AGP) said the people of the northeast are with the armed forces and salute their sacrifice. Ravi Prakash Verma of the Samajwadi Party (SP), K Keshava Rao of the Telangana Rashtra Samithi (TRS), Binoy Viswam of the Communist Party of India (CPI), Elamaram Kareem of the Communist Party of India (Marxist), Sanjay Singh of the Aam Aadmi Party (AAP) and Veer Singh of the Bahujan Samaj Party (BSP) also participated in the debate and expressed their solidarity with the armed forces. Opposition demands India-China border status quo to be restored to what it was three months ago

New Delhi, Dec 16 () Vice President M Venkaiah Naidu on Monday said the mining industry should constantly endeavour to achieve the goal of 'zero harm' in operations in the country, especially when private players are being roped in the sector.
 "Our aim should be to constantly endeavour towards the goal of 'zero harm'," Naidu said here while addressing a gathering after presenting the National Safety Awards in Mines for 2015 and 2016. 
 The legislative approach towards safety regulations may not be the only way to deal with the issue, he said.
 "Experience shows us that creating a 'culture of prevention' across all employees of an organization is critical for progress of the mineral industry towards 'zero harm'," he said.
 Naidu said, "Many times these contractors adopt a risk taking attitude as they focus solely on maximizing the output. Consequently, investments in safety are often ignored purely for short-term gains. This is not acceptable. Every worker has a right to safe and decent work environment."
 He noted that mining sector has witnessed major policy interventions in the recent past to promote exploration and enhance private sector participation and it has aided the sector's growth.
 India is blessed with abundant mineral deposits. India produces as many as 95 minerals, which includes 4 fuel, 10 metallic, 23 non-metallic, 3 atomic and 55 minor minerals (including building stones and other materials), he said.
 The mining sector is an important segment of the economy, contributing around 2.6 per cent of national GDP. In 2018-19, the gross value addition by mining and quarrying sector was Rs 4.1 lakh crore. It also provides direct and indirect employment to over 10 million people.
 "Effective safety programmes will only be a reality when management at all levels fully integrate safety responsibility into the industry's mainstream. The concepts of 'self-supervision' and 'duty of care' should become the keyword for mining industry in place of the present system of 'external supervision'," the vice president said.
 Miners' job is considered to be one of the most hazardous occupations and is not easy, Naidu said, adding that no country can develop without the contribution of mining industry.
 India should further aspire to expand the value chains of its key minerals to leverage these resources for faster economic development, he added.
 He also reminded the gathering about the unfortunate incident where 15 miners died in an illegal rat-hole mine in Meghalaya, saying it is still fresh in memory.
 On the occasion, Labour Minister Santosh Gangwar spoke about labour reforms and said that the government wants to codify 44 central laws into four codes.
 One of the four codes, Code on Wages, has already been approved by the Parliament, while other three on occupational safety, industrial relations and social security have been introduced in Lok Sabha for consideration and passage, he added. KKS RVK

In this regard, an official, requesting anonymity, told IANS that the Education Ministry may come up with a revised menu for midday meals scheme, that will include milk as an integral component. All the state government's have been told to implement the new midday meal policy which includes milk. Earlier, the then HRD Ministry had revised its midday meal policy in 2016. In order to give better quality food to children in schools where midday meals are provided, the HRD has revised its norms, that include milk as a necessary supplement. WCD Minister <keyword id="6612" type="PERSON" weightage="20" keywordseo="Smriti-Irani">Smriti Irani</keyword> on Monday assured Vice-President <keyword id="8563926" type="PERSON" weightage="20" keywordseo="m-venkaiah">M Venkaiah</keyword> Naidu that the central government would consider recommending to all the states to "include milk in the midday meal scheme". Irani's assurance came after Naidu earlier in the day suggested to her to add milk in breakfast or midday meals of children to improve nutritional level. The Vice President spoke with Irani on the 3rd Rashtriya Poshan Maah aimed at contributing towards a malnutrition-free India. An official in the Education Ministry told IANS that all students from Classes 1 to 8 in all government schools will be given 200 ml milk every day along with the midday meals. As per the official, this policy as is similar to the one issued in 2016 and then HRD Ministry direction to states in 2018 in which many loopholes were reported in its implementation. The states were earlier also directed to include milk and milk products in the midday meals so that these items could be procured from cooperative milk unions or federations. The Animal Husbandry, Dairying and Fisheries Department also took up the issue with the state Chief Secretaries on December 15, 2017, requesting them to consider supplying milk and milk products through their network under midday meals scheme of the Centre. Karnataka, <keyword id="6355554" type="LOCATION" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword>, Haryana, Puducherry, and Gujarat have confirmed supply of milk through schools but some states with higher surplus stocks of milk powder like Rajasthan, Maharashtra, Tamil Nadu, and Punjab are yet to decide in this regard. Almost two decades have passed since the midday meal became a part of the daily routine in government schools across the country. The central government had received complaints earlier on about inclusion of milk in midday meals. As per government norms, every child should receive 150-200 ml milk. However, there have been complaints that one litre of milk was mixed in a bucketful of water to serve to more than 80 children in a school in rural Uttar Pradesh. Some videos have also gone viral on the social media regarding the said incident. Milk to be 'integral' part of midday meal scheme soon

New Delhi, Feb 29 () Creation of world-class infrastructure at ports is important for India to become a USD 5 trillion economy, Vice President M Venkaiah Naidu said on Saturday. He also called upon all the chairpersons and administrators of ports to make these facilities more energy-efficient and environment-friendly as such efforts were needed to counter climate change, an official statement said. Interacting with the chairpersons of major port trusts during the 'Chintan Baithak' being held by the Ministry of Shipping in Mamallapuram, the Vice President stressed upon the need to harness India's vast coast for the sustainable growth and development of the country. He called for developing all Indian ports on par with other global ports and said the creation of world-class infrastructure at ports was important for India to become a USD 5 trillion economy. He added that India has an excellent opportunity for port-led development as ports were inevitable for exports and imports. Further, he advised the ports to adopt best practices to effectively utilise their financial resources to derive maximum benefits. Naidu asked them to reduce logistics cost, dredging expenditure and also improve turnaround time. "We need to create more transshipment hubs on either side of the coasts," he said. The three-day Chintan Baithak, ending on Sunday, is an endeavour towards discussing and finding solutions to various challenges being faced by the ports and mapping out the prospects of their growth and development.  Addressing a seminar on Smart Cities in New Delhi today, <keyword id="2586586" type="UNKNOWN" weightage="20" keywordseo="urban-development-minister-M-Venkaiah-Naidu">Urban Development Minister M Venkaiah Naidu</keyword> said "We are close to launching the much awaited Smart Cities initiative on ground. Prolonged and extensive consultations on this new concept and initiative have finally concluded. We will have all the necessary approvals for this project by the end of this month and action on ground will begin next month onwards." 

	He also added, "We are collectively gearing up to meet the challenges of growing urbanisation with the goal of converting it into an opportunity." 

	In 2014, the BJP government had announced the mission of constructing 100 Smart Cities across India, keeping better technology, superior management and modern governance in mind, the leading news agency said.
 According to Naidu, the <keyword id="513113" type="UNKNOWN" weightage="20" keywordseo="smart-city">Smart City</keyword> will be selected purely on the basis of the criteria charted down by the <keyword id="6360789" type="ORGANIZATION" weightage="20" keywordseo="Modi-Government">Modi government</keyword>. Using a three-fold approach, the <keyword id="6356245" type="POSITION" weightage="20" keywordseo="minister">minister</keyword> also explained the difference on how a smart city is different from a city in which smart things happen. He said, "Retrofitting and redevelopment of unsustainable urban areas that we have inherited and identified for development as smart cities, and development of new smart cities." 

	"We want smart cities to be developed to take advantage of and further evolve around their core economic activity, using it as an economic engine, like port cities, tourism cities, healthcare and educational cities," concluded Naidu.

On his 5-day visit to the United States, Urban Development Minister M <keyword id="74369" type="PERSON" weightage="20" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword> said that India's economy is back on track and the country's growth rate is likely to cross eight per cent in the coming years. 
 
While inviting foreign investors to India, Naidu told them to take advantage of the existing business-friendly atmosphere of the country. 
 "Public life in India is undergoing a rapid transformation. The economy is back on track, inflation is under control, and growth rate is likely to cross eight per cent in the coming years," Naidu, 66, said in his interaction with the American industry leaders at a round table organised by the <keyword id="236377" type="ORGANIZATION" weightage="20" keywordseo="US-India-Business-Council">US India Business Council</keyword> (USIBC). 
 While talking about the initiatives <keyword id="6360789" type="ORGANIZATION" weightage="20" keywordseo="Modi-Government">Modi government</keyword> has undertaken, Naidu had also mentioned social security schemes and affordable housing programs that could be launched anytime soon. 
 Naidu also invited corporations to invest in Smart Cities, Atal Mission for Rejuvenation and <keyword id="2130852" type="UNKNOWN" weightage="20" keywordseo="Urban-transformation">Urban Transformation</keyword> (AMRUT) projects, a USIBC statement said. 
 
As per an Economic Times report, Naidu also explained the smart cities to them and said that the smart cities will incorporate the use of solar energy, rain water harvesting, good sanitation, drinking water and smart public transportation. Guidelines on selection of the cities, financing mechanisms and incentives for private sector participation were also explained. 
 Expressing optimism in Naidu's vision, USIBC President <keyword id="1085906" type="PERSON" weightage="20" keywordseo="Mukesh-Aghi">Mukesh Aghi</keyword> said, "Flagship programs such as Smart Cities, AMRUT and Housing for All reflect the Indian government's dedication to innovation and technology while not overlooking the urgent need to provide all citizens with access to basic necessities such as sanitation, water, power and means to earning a livelihood".

The economy is back on track, says Venkaiah Naidu

The Indian government unveiled another list of 30 cities that will be developed under the <keyword id="513113" type="UNKNOWN" weightage="100" keywordseo="smart-city">Smart City</keyword> initiative. So far, the government has announced 60 cities under the Smart City Mission. This time, Kerala capital <keyword id="43810" type="PERSON" weightage="20" keywordseo="Thiruvanathapuram">Thiruvanathapuram</keyword> topped the list, followed by Chhattisgarh's new capital Naya Raipur. Dehradun, Jammu and Srinagar also made it to the list. But, Raebareli. Ghaziabad and Meerut were not included in the new list. Announcing the list, India’s urban development minister M <keyword id="74369" type="PERSON" weightage="20" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword> said 45 cities contested for 40 available smart city slots but only 30 were selected to ensure feasible and workable plans that match the aspirations of the citizens. These cities have proposed to invest Rs 57,393 crore under respective smart city plans. With this, the total number of such cities have gone up to 90 with a total investment of Rs 1,91,155 crore. "All of them will put in place <keyword id="3970046" type="UNKNOWN" weightage="20" keywordseo="integrated-command">Integrated Command</keyword> and Control Centres that enable coordination among various agencies for better service delivery and effective management of scarce resources like water and power. So, these are not mere cosmetic changes," Naidu said.
