<keyword id="23820" type="General" weightage="20" keywordseo="footwear" source="Orion">Footwear</keyword> retailers have sought more time for the implementation of norms of the Quality Control Order, 2020 (QCO), for footwear manufacturers. QCO norms for footwear are slated to be enforced from July 1 in the country. Retailers have urged the government to give them 8-10 months of additional time from the effective date of the QCO for footwear manufacturers. This request is meant to allow retailers to place orders and procure stocks of Bureau of Indian Standards (BIS)-compliant footwear from manufacturers, the retailers said in their request. The Department for Promotion of Industry and Internal Trade (DPIIT) issued QCO for footwear made from leather, rubber or polymer. Once implemented, it will make it compulsory to conform with the Indian Standards and footwear products will also be required to bear a Standard Mark under a licence. Saurabh Sanyal, CEO and Secretary, PHD Chamber of Commerce and Industry (PHDCCI), said that the implementation of QCO at this crucial juncture without much time for transition for the retail industry has created a precarious situation and will be an impediment to the operation, growth and sustenance of the footwear retail sector. "While the industry is gearing up for readiness of QCO compliance for new manufacturing, as of now there has been no clarity for applicability of QCO on the inventory manufactured or procured prior to June 30, 2023 (before QCO effective date), for which large capital has been deployed by pan-India retailers while incurring a huge amount of taxes, duties and levies," Sanyal said. The retailers said that most of the manufacturing plants still do not have internal testing facilities within their premises. They will require further investments and time for setting up such facilities before applying for the BIS registration and certification process. According to the PHDCCI statement, only a miniscule of manufacturers or suppliers have been able to receive the BIS licences till date with 30 licences issued across 10 leather footwear categories, and 18 licences for 13 categories of non-leather footwear. At the current pace, the certification process for most manufacturers will not be completed even after the QCO's effective date, it added. Moreover, the retail industry players said that they were determined to adopt the QCO and are aligned with Prime Minister's clarion call for "Zero-Defect-Zero Effect" manufacturing. They said that while the manufacturers have already commenced the process for getting BIS registration and licences to comply with QCO requirements, the existing infrastructure and testing facilities are not sufficient to cater to the current requirements of stringent BIS testing and certification for all the manufacturers and products being manufactured. BIS had still not come up with product manuals for some standards, testing equipment required, testing methodologies and procedures, they added. Footwear retailers seek 8-10 month extension to implement BIS quality control order

The company charged a 30 per cent fee on in-app purchases for developers that earn more than $1 million annually, reports MacRumors. Twitter CEO, Pavel Durov, claimed in a post on his Telegram channel that Apple has notified the messaging service that it would not be able to permit content creators to accept payments from third parties. Telegram enables content creators to charge users for access to channels or specific posts through a paywall, as opposed to Apple's in-app purchasing system. According to Durov, Telegram has been forced to prohibit paid posts and channels on its iOS version because Apple is not "happy with content creators monetising their efforts without paying a 30 per cent tax". "This is just another example of how a trillion-dollar monopoly abuses its market dominance at the expense of millions of users who are trying to monetise their own content," Durov was quoted as saying in the report. "I hope that the regulators in the EU, India, and elsewhere start taking action before Apple destroys more dreams and crushes more entrepreneurs with a tax that is higher than any government-levied VAT," he added. Telegram CEO criticises Apple for App Store policies

And it is confident it will come out of the current crisis even stronger.</li><li>We talk to Sanjeev Mohanty, MD – South Asia, Middle East &amp; North Africa, <keyword id="163329" type="COMPANY" weightage="20" keywordseo="Levi-Strauss-Co">Levi Strauss &amp; Co</keyword> who tells us what the brand has been doing to minimize business impact and how it is adapting and preparing for a new retail experience for the post-Covid world.</li></ul>As lockdown norms are slowly getting relaxed across the country and malls and showrooms are slowly opening up, people are feeling a semblance of normalcy. While the last couple of months have been difficult for businesses across the spectrum, people are now working on strategies to minimize the impact. For retail brands, things will be very different. With a lot of safety guidelines in place, players will need to wait and watch how consumers behave in the post-Covid world. There is still a lot of uncertainty about when people will finally feel confident about visiting physical stores. So in such a scenario, how are retail brands preparing for this uncertain future? We recently caught up with Sanjeev Mohanty, MD – South Asia, Middle East &amp; North Africa, Levi Strauss &amp; Co who has been heading the 167-year-old brand in India. We tried to understand how the brand has been handling the crisis and how they are preparing for a changed world. He also talks to us about Levi’s’ recent Circles campaign and how it was aimed at spreading a sense of togetherness at a time when we have lost that personal touch with people. Excerpts: Q) Levi’s Circles campaign has been gaining a lot of traction on social media, thanks to a lot of known social media influencers being a part of the campaign. How important are influencers in your entire marketing mix? How did your marketing mix evolve during the lockdown months? COVID-19 has changed the world around us and, due to lockdowns or social distancing, in a way we have lost our sense of togetherness. It reminded us of our Circles campaign which we released back in 2017, a campaign that celebrated our human connection. The campaign was a reminder that our differences unite us and if we hold on to all that we share in common, we can find our way back to each other. We’ve adjusted the message slightly for this new moment. We felt it would ignite hope and show the strength of human connections and to bring people to believe that One Day Soon We Will All Dance Together Again. Our fans are spending more time online amidst the lockdown and that is where we wanted the conversations to happen. We are hopeful that the campaign will be well received. Q) The world as we knew it has perhaps changed forever. The post-COVID world will be very different, and so will be the consumer’s expectations from different brands that have been a part of their lives. As a brand, how are you prepping up to meet these uncertain expectations of the future? Will you focus more on your online presence now considering demand on e-commerce sites might get a larger push? As we continue to work hard to stay connected digitally — we have started the next phase, reconnecting and the reopening of our stores. We are rolling out new processes and social distancing and cleaning policies across all our stores. We are seeing a great response on e-commerce and our recent launch Levi’s® X SuperMario™ has been a hit, our fans have loved it. Every crisis is an opportunity and we are taking this time to accelerate our e-commerce capability. Q) What kind of changes do you anticipate in the retail world once the lockdown is called off completely? There will be significant changes to the landscape and every day is an opportunity to learn, to adjust, to adapt and then to learn again the next day. As we reopen, it won’t be “business as usual.” Shopping and buying behaviors will be different, and the full impact on retail is still a big unknown. That’s why we’re accelerating our efforts to becoming a leading, world-class omni-channel retailer. It will be on us to continue to evolve to meet consumers where they are, while continuing to deliver products that are stylish, built to last and sustainably made. Q) What is your contingency plan for the possible revival of the business in the post-COVID world? Levi Strauss has a 167-year history – we have outlived a Civil War, two world wars, the Great Depression and the Great Recession. We believe that during a crisis, strong brands will emerge stronger. We have seen situations of extreme distress and have made it out because we have been financially disciplined, and we are geared up to do it again. While E-commerce will play a larger role now, we are constantly learning and adapting, doubling down on things that are working for us. Q) How do you anticipate consumer behavior will change, and how are you working towards embracing that change and working around it? The brands that are going to win are going to be the ones that have deep connections with consumers. We are making sure our stores are clean and focusing on ensuring that our consumers feel safe while shopping. Our staff has been prepared to wear masks and gloves and we ask that you wear face coverings when you come to shop with us so that everyone can enjoy a safe environment. Our stores are cleaned more frequently, and high trafficked areas are cleaned more deeply. Fitting rooms are one area that we pay particular attention to cleaning thoroughly and often. We are taking all the precautions and implementing tools for contactless payment. We will limit the number of people in our stores based on local guidelines and are using a quarantine process for items that shoppers try on before being returned to the sales floor. We are also depending a lot on technology, implementing tools for contactless billing, etc. to ensure that our fans feel safe shopping in our stores. Q) As one leading the organization, what were your top priorities during these last few months of the lockdown? What were the key lessons you learned from the experience? Our main priority is to keep our employees and our consumers safe. The pandemic has hit us all hard, but we believe that every crisis is an opportunity and with a strong brand, right processes and an outstanding management team ready to take of the challenge and has shown tremendous courage and resilience, we are confident we will emerge stronger. Q) How will you use marketing as a tool to bring consumers back to the brand? Will you use traditional media channels or become more digital-heavy? We have always endeavored to be where our fans are and over the last few months, owing to the numerous restrictions, we maintained a close digital connection with our audience. The focus is on being agile, respond to situations quickly, and most important being relevant to our fans. For instance, on May 20, we celebrated the birthday of the blue jean i.e. 501 Day online and realized that the 501 Live music program, entertainment, and interviews from some of our favorite artists brought a lot of joy. We also saw some of our fans and brand friends posting pictures from our past 501® Day events reminding us that the love for the brand is still strong.

<keyword id="163329" type="COMPANY" weightage="100" keywordseo="Levi-Strauss-Co">Levi Strauss &amp; Co</keyword>, the US-headquartered maker of the popular <keyword id="3321200" type="UNKNOWN" weightage="100" keywordseo="levis-denim">Levi's denim</keyword> jeans, wants to convert its existing local wholesale entities into retail, for which it has sought the permission of Indian government. Doing so, it has joined the <a href="http://www.businessinsider.in/10-new-insurance-companies-to-start-operations-in-India-soon/articleshow/51585962.cms">long list of foreign brands</a> that are seeking to gain from the changes in India’s FDI policies. 
 
As per reports, Levi Strauss &amp; Co had filed an application with the Department of Industrial Policy and Promotion under the Industry Ministry on April 11, seeking approval that its existing wholesale entities are allowed to engage in direct retailing and ecommerce.

The new rules allow manufacturers to sell their products through wholesale, retail and ecommerce channel as well.

Strauss wants to directly retail online and offline, writes to the government

The <keyword id="30356" type="General" weightage="50" keywordseo="telecom-regulatory-authority-of-india" source="Orion">Telecom Regulatory Authority of India</keyword> (Trai) on Tuesday released recommendations on the '<keyword id="15650412" type="General" weightage="100" keywordseo="licensing-framework" source="Orion">licensing framework</keyword> for establishing and operating satellite earth station gateway (<keyword id="15650413" type="General" weightage="80" keywordseo="sesg" source="Orion">SESG</keyword>)'. Among the recommendations, Trai suggested there shall be a separate satellite earth station gateway (SESG) license under the <keyword id="116276" type="General" weightage="50" keywordseo="indian-telegraph-act" source="Orion">Indian Telegraph Act</keyword>, the SESG license will not form part of the Unified License (UL) and the service area for the license shall be at a national level. A unified License implies that a customer can get all types of telecom services from a unified licence operator. Trai also recommended that the SESG licensee may establish, maintain, and work SESGs anywhere within the territory of India for all types of satellite systems for which the government has given permission and it may provide satellite-based resources to any entity, which holds license/permission granted by the department of telecommunication (DoT) or ministry of information and broadcasting (MIB) and is permitted to use satellite media for the provision of services under its license/ permission. A satellite gateway also referred to as a teleport or hub, is a ground station that transmits data to/from the satellite to the local area network. According to the recommendations, the SESG licensee may establish SESGs in respect of one or more government-approved satellite systems and it shall not be permitted to provide any kind of telecommunication service or broadcasting service directly to the consumers, for the provision of which, a separate license/authorisation/permission is required from the government. About the licence's validity, Trai recommends the SESG licence shall be valid for 20 years from the effective date of the licence with a provision of renewal for 10 years. Trai recommended that the licensee shall adhere to the instructions/guidelines issued by the government in respect of connecting trusted products in its network and that the licensee shall meet the instructions/ directions of DoT issued from time to time in the interest of national security. Recommendations also indicated that only the companies registered under the Companies Act shall be eligible to apply for the grant of their licence. For an entry fee, it recommended a non-refundable one-time entry fee of Rs 10 lakh shall be levied for the grant of an SESG License. And lastly, only a token license fee of Re 1 per annum shall be levied on the SESG licence SESG licensees will not provide any service directly to end-consumers. The <keyword id="116246" type="General" weightage="50" keywordseo="department-of-telecommunications" source="Orion">Department of Telecommunications</keyword> (DoT), through a letter dated September 10, 2021, had earlier sought the Trai's recommendations on licensing framework for the establishment of a satellite gateway. In this regard, a consultation paper on 'Licensing Framework for Establishing Satellite Earth Station Gateway' was issued on November 15, 2021. Comments from 23 stakeholders and counter-comments from seven stakeholders were received. An open house discussion (OHD) with stakeholders was held on February 25, 2022. Based on these comments and inputs from stakeholders and on its own analysis, Trai had finalised its recommendations on the 'Licensing Framework for Establishing and Operating Satellite Earth Station Gateway (SESG)' to the government. Trai releases recommendations on licensing framework for establishing, operating satellite earth station gateway

LEVI'S, the oldest and most popular brand of jeans, has seen better days, such as when Bruce Springsteen wore a pair on the cover of his 1984 album, "Born in the USA".
It has also seen worse ones, such as in the mid-1990s, when it failed to make jeans that were defiantly baggy enough for urban teenagers. Sales of Levi Strauss, the 161-year-old parent company, peaked at close to $8 billion in the 1990s; by 2009 they were about half that.
Things have since stabilised. In 2013 both revenues and profit grew for the first time in five years. But troubles that have dogged Levi's since denim stopped being a statement and became merely a fabric have not gone away. Consumers are defecting to cheaper jeans, sold by "fast-fashion" retailers like Zara and H&amp;M, and to trendier labels like Diesel and True Religion.
Among American men, Levi's most important customers, there is a trend to greater formality at work: they are wearing tapered trousers to the office rather than 501s. There is another, more menacing trend, "athleisure"--wearing gym kit as everyday attire.
Its main practitioners are women, who would just as soon lounge around in yoga pants as in jeans. On July 8th Levi Strauss reported that net sales dropped by 2% in the second quarter, compared with a year earlier, partly because of a sharp fall in sales to American women.
With its gold-rush pedigree and rock'n'roll resonance, Levi's exudes the sort of authenticity that most brands crave. But tradition is also a curse. A jeans-maker is unlikely to become a sportswear powerhouse like Nike, which has more than five times the sales. Nor can it easily branch out into dresses and blouses like its San Francisco neighbour, Gap. The brand is "trapped in its denim heritage," says Ashma Kunde of Euromonitor International, a market-research firm.
One answer would be to redouble its bet on tradition by emphasising Levi's American roots, shifting production back home and moving upmarket. That seems to have helped another Californian rock'n'roll legend, Fender, which moved production of some guitars back to its home state after a soul-destroying spell in the clutches of a media giant, CBS.
But that is not Levi's plan. It is loth to raise prices, which would cede the middle of the jeans market to rivals like Wrangler. Instead, it is taking almost the opposite tack: a new marketing strategy shifts the brand away from rust-belt edginess and toward a cheerier mainstream.
For the past several years Levi's has been urging consumers to "go forth" in chiaroscuro adverts that mention death, rough roads and a glimmer of light to show the way forward. In a Springsteenesque touch, Levi's adopted a dilapidated steel town, Braddock, Pennsylvania, as the campaign's mascot.
But it spoke more to a moody minority than to the fun-loving middle that Levi's wants to reach. It has now dumped the campaign. A new one will focus on customers' biographies rather than the company's. People just wear jeans but they "Live in Levi's", it will say.
It will take more than a marketing fix to bring back the glory days. Chip Bergh, the chief executive, is chopping costs, perhaps to prepare the family-owned firm for the stockmarket. Just a quarter of its sales come from outlets it owns, including its websites; rivals sell women two tops per pair of jeans; Levi's sells less than one.
Levi's is trying to correct these imbalances, by opening more stores and by striking deals with sports teams like the San Francisco 49ers, hoping to sell more men's shirts. There is growth to be had in China and India, tracts of which are still denim-less. Having tried and failed to launch a cheaper Denizen jeans brand in Asia, Levi's is putting all its chips on the main brand, which is pricey by local standards.
It is also trying to become more "athleisurely". New jeans for women add yogic stretch to the denim. A sporty cyclists' version has cuffs that roll up to reveal reflective tape. Such innovations may keep Levi's on trend. You won't catch The Boss wearing them on his next album cover.

Brands in India have already started taking baby steps towards converting fashion into a sustainable choice for consumers. More and more consumers are becoming aware of their fashion choices and realising that a worn-out piece of cloth they decide to throw, even as simple as a plain t-shirt, never really goes ‘away.’ It all ends up in a landfill. This World Environment Day, many fashion brands have sworn to make a difference and be cognizant of the harmful effects their products can have on the environment. E-commerce giant Myntra has also stepped up. It has officially launched a sustainable e-store called ‘Myntra for Earth’ that only features eco-friendly fashion choices for all genders and age groups. It has already onboarded 70 leading fashion and lifestyle brands over the last 6 months to offer over 5500 styles to customers on its sustainable store. The store includes handloom and handcrafted, organic, natural-dyed, recyclable and eco-friendly, vegan, and cruelty-free options. The products ordered through this store are delivered in packets made from 100% recycled paper. It is now working towards scaling the number of brands in the store to ~2X by the upcoming quarter while adding another 4000 styles to the existing assortment. We caught up with Ayyappan Rajagopal, Chief Business Officer, Myntra to discuss the challenges of launching a new e-store during a global pandemic, its sustainability roadmap, a few trends that we can expect to see in sustainable fashion and platform’s goals to grow the store this quarter. Excerpts: Q. Tell us more about the 'Myntra for Earth’ store. When was it launched? What kind of response have you seen from the consumers? Launched in October 2020, "Myntra for Earth" is Myntra's sustainable store showcasing a more conscious choice to fashion and lifestyle shoppers. About 70 leading fashion and lifestyle brands have partnered with Myntra over the last 6 months to offer over 5500 styles to customers on its sustainable store. The store offers an immersive and engaging shopping experience for truly ‘sustainability-inclined’ conscious shoppers. As of now, we have seen increased growth in store visits and an uptick in revenue since its launch. The specially-curated store recognises the fashion industry’s sustainability efforts and also aims at augmenting the income opportunities of artisans and NGOs involved. Since its launch, Myntra For Earth store has received a phenomenal response. We are working towards scaling the number of brands in the store to ~2X by the upcoming quarter while adding another 4000 styles to the existing assortment. Q. How are you planning to market this store? Is there a larger campaign-in-the-making to raise awareness? Currently, we are focussing on having the right assortment of brands and products for the consumers in the store as the topmost priority. We have already received phenomenal response from consumers for the products of the store. Nearly 62% of the visitors to the ‘Myntra For Earth’ store are women, with metro cities contributing about 40% of the overall visits to the store. People of all age groups are seemingly conscious about their fashion choices and their impact on the environment in varying degrees. However, those in the age group of 21 to 35 are contributing the highest to the growth of the ‘Myntra For Earth’ store. Q. You have 70 brand partners on Myntra For Earth already. Can you mention a few names? Which are the most loved brands so far? Key names among many include H&amp;M, Mango, Unnati Silks, Bharatsthali, Pothys, Metro Kids Company, Kama Ayurveda, Forest Essentials and Fab India among others. <keyword id="2712840" type="PERSON" weightage="20" keywordseo="Myntra-Fashion">Myntra Fashion</keyword> Brands featured on the platform for their conscious collection include Taavi, Roadster and Ether. Q. So far, we have only seen a few start-ups that are completely sustainable. Are Indian legacy brands following suit? While seeking a cut in excise and VAT levies, the RBI Governor said that such a measure could provide relief on top of the recent easing of <keyword id="689487" type="PERSON" weightage="20" keywordseo="international-crude-prices">international crude prices</keyword> and help lessen pressure on <keyword id="22195" type="COMPANY" weightage="20" keywordseo="Inflation">inflation</keyword>. Petrol and diesel prices in the country have reached historic high levels. Apart from global movement in crude prices, high indirect taxes on the two products have contributed to its retail prices getting elevated. Though softening of crude prices from a high of over $70 a barrel early last month to about $63 a barrel now has provided some relief. A modest cut in petrol and diesel prices could provide consumers more relief and protection against price volatilities. In a video statement after the Monetary Policy Committee's bi-monthly meet, Das said: "Some respite from the incidence of domestic taxes on petroleum products through coordinated action by the Centre and States could provide relief on top of the recent easing of international crude prices." He said that though headline inflation at 5.0 per cent in February 2021 remains within the tolerance band, some underlying constituents are testing the upper tolerance level. In this, he cited that some respite from taxes on petroleum products could be helpful. The Governor also cited that the food inflation trajectory will critically depend on the temporal and spatial progress of the south-west monsoon in its 2021 season. Also, a combination of high international commodity prices and logistics costs may push up input price pressures across manufacturing and services. "Taking into consideration all these factors, the projection for CPI inflation has been revised to 5.0 per cent in Q4:2020-21; 5.2 per cent in Q1:2021-22; 5.2 per cent in Q2; 4.4 per cent in Q3; and 5.1 per cent in Q4, with risks broadly balanced," Das said. After breaching the upper tolerance threshold continuously since June 2020, CPI inflation moved below 6 per cent in December for the first time in the post-lockdown period, supported by favourable base effects and a sharp fall in key vegetable prices, the latter accounting for around 90 per cent of the decline in headline inflation during November and December. RBI Governor calls for coordinated action to give tax relief on petroleum products

<ul><li><keyword id="6355629" type="COMPANY" weightage="20" keywordseo="google">Google</keyword> has been found guilty of abusing its dominant position to prevent JuicePass from being used on Android Auto.</li><li>The app is made by Enel X, a division of the Italian government-owned utility Enel.</li><li>Over the last three years, Google has been fined $10 billion by <keyword id="6355110" type="COMPANY" weightage="20" keywordseo="european-union">European Union</keyword>’s antitrust regulator.</li></ul>Android maker Google has been fined $123 million (102 million euros) for abusing its dominant position to the detriment of competing service providers. The fine was levied by Italy’s antitrust watchdog on May 13. “Through android and the app store Google Play, Google has a dominant position which allows it to control the reach app developers have on final users,” the regulator said in a statement, according to a Reuters <a href="https://www.reuters.com/article/us-italy-google-antitrust/italys-antitrust-fines-google-102-million-euros-for-abuse-of-dominant-position-idUSKBN2CU0IU">report</a>. The subject of the violation is Google not allowing the JuicePass app on its Android Auto platform. The app is made by Enel X, a division of the Italian government-owned utility Enel. According to the complaint, Google has not allowed the JuicePass app on Android Auto for two years. “The contested conduct can influence the development of e-mobility in a crucial phase with possible negative spill-over effects on the spreading of electric vehicles,” the regulator added. By preventing the JuicePass app on its platform, Google unfairly favoured its own Maps app, according to the regulator. The JuicePass app allows users to find charging stations on maps for their electric vehicles. Not the first time that Google has been charged for antitrust behaviour This is not the first time that Google has been charged for its antitrust behaviour. In the last three years alone, the European Union’s antitrust regulator has <a href="https://www.reuters.com/article/us-google-antitrust-eu-idUSKBN29P23U">fined</a> Google a whopping $10 billion for blocking competition in different areas, including online advertising, Android smartphones and online shopping. In India, too, Google has been the subject of antitrust probes over the last few years. However, either little has come out of these investigations, or there is no clarity on the <keyword id="97393" type="COMPANY" weightage="20" keywordseo="Competition-Commission-of-India">Competition Commission of India</keyword>’s (CCI) findings, yet. The most recent case is <a href="https://www.businessinsider.in/tech/news/google-will-be-probed-by-indias-competition-commission-for-allegedly-abusing-dominance-to-push-gpay/articleshow/79141895.cms">related to Google Pay</a>, wherein Google has been charged with abusing its dominant position in smartphones thanks to Android to push users towards its payments app. And this is not the first instance of Google coming under the CCI’s scanner. <ul><li>In October 2020, Google was <a href="https://www.reuters.com/article/india-google-antitrust/exclusive-google-faces-new-antitrust-case-in-india-over-abuse-in-smart-tvs-market-sources-idINKBN26S1LI">reportedly</a> being investigated by the regulator for abusing its dominant position in the smart TV market. </li><li>Prior to that, in 2019, the CCI kicked off an <a href="http://www.cci.gov.in/sites/default/files/39-of-2018.pdf">investigation</a> into Google abusing its power to restrict smartphone companies from choosing other operating systems. </li><li>In 2018, it came under the scanner for <a href="https://timesofindia.indiatimes.com/companies/google-fined-rs-136-crore-for-anti-trust-conduct/articleshow/62842966.cms">abusing its dominance</a> in online search. Google fined $123 million by Italy’s antitrust watchdog for abusing its dominant position

Government is planning to come up with new rules that will require companies like <keyword id="6355629" type="CITY" weightage="20" keywordseo="Google">Google</keyword>, <keyword id="790242" type="UNKNOWN" weightage="20" keywordseo="WhatsApp">WhatsApp</keyword>, <keyword id="6358096" type="UNKNOWN" weightage="20" keywordseo="Snapchat">Snapchat</keyword>, and <keyword id="18635" type="CITY" weightage="20" keywordseo="Amazon">Amazon</keyword> to store client data. This is a development that will face a considerable measure of opposition. 
 
A committee has been set up by the government for drafting rules for Section 67C of the Information Technology Act. 
 
What the government is looking to do now is draft rules for Section 67C of the Information Technology Act. The rules, whose drafting has been holding up since 2008, will explain what sort of information has to be stored, in what format, and for what time period, as per three individuals from the recently framed council. 
 
Sharing of data between outside firms and the Indian government has been a combative issue, and specialists said the order might be difficult to execute for firms, for example, WhatsApp that promise end-to-end encryption. Or for Snapchat - a chat app where messages disappear within seconds and are not even stored on the company's servers. 
 
Firms may also oppose the diktat, especially since most of them are not governed by Indian laws and also due to the high cost of data retention. 
 The committee is lead by additional secretary in the ministry of electronics and IT (<keyword id="3602182" type="UNKNOWN" weightage="20" keywordseo="MeitY">MEITY</keyword>), <keyword id="108416" type="PERSON" weightage="20" keywordseo="Ajay-Kumar">Ajay Kumar</keyword>, and has one representative each from the ministry of home affairs, department of telecom, department of personnel and training, <keyword id="6372077" type="CITY" weightage="20" keywordseo="Nasscom">Nasscom</keyword>, Internet Service Provider Association of India (ISPAI), along with an advocate specialising in cyber law and a few officers from MEITY. 
 
"This is a fairly complex issue, compounded by the general lack of understanding of mobile apps and over the top service providers," a person on the committee who did not wish to be identified told ET. 
 
He also said that most technology firms are US based and they have always been at loggerheads about sharing of information with the government. 
 "Even if it is for national security reasons, how much are these companies answerable to the Indian security establishment? And we do know how <keyword id="6354427" type="CITY" weightage="20" keywordseo="Apple">Apple</keyword> refused to unlock the phone even for <keyword id="6355946" type="ORGANIZATION" weightage="20" keywordseo="FBI">FBI</keyword>," he added. 
 However, <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> and cyber law expert <keyword id="194357" type="PERSON" weightage="20" keywordseo="Pavan-Duggal">Pavan Duggal</keyword> assured that the section is drafted in very broad terms and the move may be driven by the realisation that these companies are huge data repositories - some of which might be relevant to law enforcement investigations. 
 "It will have to be a huge balancing act and will be interesting to see what this committee decides," <keyword id="11461" type="PERSON" weightage="20" keywordseo="Duggal">Duggal</keyword> told ET. 
 
Section 67C refers to the obligation of the service providers to hold data, the nature of the data to be retained and the time period is not specified. Companies which do not comply with the law can be levied fine and its officers imprisoned.

That comes on top of prices that start at $999 for the new iPhone X. Its manufacturing in India has been limited to small volumes of the SE, a lower-end smartphone. Apple has been locked in negotiations with the federal government for about a year over expanding manufacturing facilities and opening its own retail stores. The two sides have been meeting regularly to consider the Cupertino-based phonemaker’s demands, which include exemption from duties on capital equipment, removal of customs duty barriers and the ability to import used iPhones to refurbish and export.
