Out of the 1,463 candidates in the poll fray in the second phase of <keyword id="9317522" type="COMPANY" weightage="20" keywordseo="the-bihar-assembly">the Bihar Assembly</keyword> elections, 502 have criminal cases against them of which 389 are serious, a report claimed on Tuesday. The report was released by <keyword id="10176486" type="COMPANY" weightage="20" keywordseo="the-bihar-election-watch">the Bihar Election Watch</keyword> and the Association for Democratic Reforms (ADR) after analysing the self-sworn affidavits of all the 1,463 candidates contesting in the Bihar Assembly Elections Phase II. The second phase of the polls is scheduled in 94 <keyword id="68073" type="ORGANIZATION" weightage="20" keywordseo="Assembly-constituencies">Assembly constituencies</keyword> in 17 districts on November 3. The report said that out of the 1,463 candidates analyzed, 502, which is 34 per cent, candidates have declared criminal cases against them. "While 389 candidates, which is 27 per cent of 1,463 candidates have declared serious criminal cases against themselves," the report said. The report also claimed that the <keyword id="123786" type="ORGANIZATION" weightage="20" keywordseo="Rashtriya-Janata-Dal">Rashtriya Janata Dal</keyword> (RJD) has the maximum candidates with criminal cases registered against them followed by the BJP. It said, "Out of 56 RJD candidates, 36, which is 64 per cent, candidates have criminal cases against them, followed by the BJP with 29 out of 46 candidates which is 63 per cent." The report pointed out that out of the 24 Congress candidates, 14 have criminal cases against them which is 58 per cent, and out of 52 Lok Jan Shakti Party candidates 28, which is 54 per cent, also have criminal cases. The report pointed out that the ruling Janata Dal- United (JD-U) has the least number of candidates with criminal cases. "Out of 33 candidates in the second phase, 16, which is 49 per cent candidates from the BSP have criminal cases and from the JD-U, 20 out of 43 candidates, which is 47 per cent have declared criminal cases against them in their affidavits," the report said. The RJD again topped in the serious crime cases registered against candidates with 50 per cent, followed by the LJP with 46 per cent, the BJP with 44 per cent and the JD-U again at the bottom of the table with 35 per cent. The report said that out of the 50 candidates of the RJD, who were analysed, 28 have serious cases registered against them followed by the LJP with 24 out of 52 candidates, and 20 out of the 46 BJP candidates have serious cases against them. The report said that 14 out of the 33 candidates of the <keyword id="6356515" type="UNKNOWN" weightage="20" keywordseo="bahujan-samaj-party">Bahujan Samaj Party</keyword> (BSP), 10 out of 24 candidates of the Congress and 15 out of 43 candidates of the JD-U have serious criminal cases against them. It said that 49 candidates have declared cases related to crime against women, with four of them facing charges of rape. The report noted that 32 candidates are facing cases related to murder while 143 candidates are facing cases related to attempt to murder. It also said that in the second phase Assembly polls, 84 out of the 94 constituencies are red alert ones, which is a total of 89 per cent. According to the ADR, red alert constituencies are those where three or more contesting candidates have declared criminal cases registered against them. The report said that the directions of the Supreme Court have had no effect on the political parties in the selection of the candidates in Bihar as they have again followed their old practice of giving tickets to around 34 per cent candidates with criminal cases. It said all major parties contesting in Bihar second phase elections have given tickets to 47 per cent to 64 per cent candidates, who have declared criminal cases against them. It said the Supreme Court in its directions dated February 13 had specifically instructed the political parties to give reasons for such selection and why other individuals without criminal antecedents could not be selected as candidates. As per these mandatory guidelines, the candidates have to be selected with reference to qualifications, achievements and merit. Kumar met Governor <keyword id="1093969" type="UNKNOWN" weightage="20" keywordseo="Kesari-Nath-Tripathi">Kesari Nath Tripathi</keyword> at Raj Bhawan to submit his resignation, which comes after a bitter standoff with ally Lalu Prasad-led RJD. Yadav had ruled out resignation of his son Tejashwi from the post of deputy chief minister over charges of corruption, blaming the BJP for the 'present crisis' in the state. "Under the current situation it's not possible for me to continue with the government. I tried to find a solution. I had urged <keyword id="13899" type="PERSON" weightage="20" keywordseo="Lalu-Yadav">Lalu Yadav</keyword> and Tejashwi to clear all the facts regarding the corruption charges. But nothing has happened," Nitish Kumar said after submitting resignation. "We waited long enough. RJD doesn't want to give any explanation. So we have decided to call it quits," Nitish said. <keyword id="6354578" type="PERSON" weightage="20" keywordseo="Tejashwi-Yadav">Tejashwi Yadav</keyword> is facing corruption charges and an FIR by the CBI has been filed in the land-for-hotels case. The case has dealt a big blow to the <keyword id="3777471" type="UNKNOWN" weightage="20" keywordseo="bihar-mahagathbandhan">Bihar Mahagathbandhan</keyword> and will have a big repercussion on the national politics. There were speculations that BJP might support Nitish Kumar to form the government.

Former Chief Minister of Bihar and Senior RJD leader <keyword id="6362315" type="PERSON" weightage="100" keywordseo="Rabri-Devi">Rabri Devi</keyword> has attacked RSS and BJP for having double standard when it comes to use of lathis (bamboo sticks). 
 
"Why RSS men themselves carry lathis when they and BJP leaders don't hesitate to term RJD as 'lathi mein tel pilawan party'?" she ranted out while addressing the 9th triennial open session of RJD's national council in Patna. 
 
She also said that it’s a daily practice for RSS men to carry lathis in their daily training camps, however, when the RJD workers were asked to come to a rally with lathis, both RSS and BJP men made fun of the party. 
 
"What type of organization the RSS is in which even senior old people come wearing knickers. Do they not feel shame in coming in public wearing half pants?", asked Rabri in her usual, rural dialect as she managed to bring out some laughter from the audience. 
 
She also referred to the recent controversy that sparked when RJD chief Lalu Prasad issued some instructions to a civil surgeon in Darbhanga. She said that it was his right to inquire about people's problems. "Except BJP and its allies, no other people in Bihar has any problem, if Lalu ji calls an officer. Only BJP wallah have some problems. But how long we should care for BJP's such unfounded reactions?" she asked the people present there.

If RSS can carry lathis, why can’t RJD, asks Rabri Devi

Undoubtedly, this was the most happening weekend for voters, who I assume lay tucked under their blankets just like I was, to witness the neck-and-neck fight between the BJP and Nitish-led <keyword id="6360370" type="ORGANIZATION" weightage="100" keywordseo="grand-alliance">grand alliance</keyword> in the <keyword id="30033" type="COMPANY" weightage="100" keywordseo="Bihar">Bihar</keyword> battle. It was like an India-Pakistan world match that keeps you nibbling your nails till the very end. Here, on the contrary, things became clear pretty early, by about 11 am when the Mahagathbandhan turned out to be the turtle slowly overtaking the massive start the rabbit (BJP) had shown since the counting began at 7 am. As exciting as the result day was, Nitish and Lalu’s grand alliance had to have the last laugh (they did not bury their 20 years of rivalry to take on Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> to taste defeat, after all!). 
 
Ever since RSS chief Mohan Bhagwat's comment came on the need to have a rethink of caste-based reservation, BJP knew it was doomed. What did the party not do to reverse the damage these comments had done - from BJP distancing from his remarks to assuring the people of Bihar that it would name an OBC as their CM after the elections - but the irreparable damage had already been done. If this was not enough, Union minister VK Singh did a ‘Mohan Bhagwat’ too and in fact very soon. “The government cannot be held responsible if a stone is thrown at a dog,” he said on the murders of two Dalit children in Faridabad. And pat, there went the Dalit votes to the grand alliance’s kitty. Muslims weren’t happy with BJP too with Dadri lynching incident, the remarks by BJP leaders that followed and the entire row over beef eventually assuming focus in the public discourse. It all went against the saffron party with Nitish and Lalu motivating Muslims to not vote for the BJP. Moreover, Asaduddin Owaisi's All India Majlis-e-Ittehad-ul Muslimeen (AIMIM) was supposed to play a crucial role to mobilize voters but it failed drastically with the votes going in favour of the grand alliance ultimately. So much about vote bank politics in a caste-dominated state polls. 
 Next comes Nitish’s face with Lalu’s base that did the trick for the two. <keyword id="6358190" type="PERSON" weightage="100" keywordseo="Nitish-Kumar">Nitish Kumar</keyword>'s popularity among Biharis is well known because he is recognized as a CM who has delivered good governance in Bihar in the last 10 years. The most popular CM candidate, Nitish’s door-to-door campaign ahead of the polls helped him strike a personal connect with the voters, while Lalu, who crafted the winning MY (Muslim-Yadav) combination to rule the state, managed to hold together his support base and ensured that they voted for the Mahagathbandhan candidates. 
 
As these two strong personas were fighting it hard on the ground, they stood againt a national party no doubt, but one that lacked a strong local face to win the trust of voters on the ground. Modi was once again put on the ground to steer votes towards BJP, not realizing that a disinterested local leadership was always going to be a big disadvantage for the party. Adding to this, the weak allies the party had - Ram Vilas Paswan's LJP; Jitan Ram Manjhi's HAM and Upendra Kushwaha's RLSP – hardly managed to get anything for the BJP. It’s no surprise because they were weak contenders from the beginning. 
 
All these factors coupled with a dieing Modi wave of course had very little in store for the BJP. It was but obvious, that Lalu-Nitish and their grand alliance had to have the last laugh!

Lalu Yadav’s RJD (Rashtriya Janata Dal) faced the 2019 elections as part of the Grand Alliance consisting of the Rashtriya Janata Dal (RJD), Rashtriya Lok Samta Party (RLSP), Congress (INR), Vikashil Insan Party (VIP), and Hindustani Awam Morcha (HAM) of Jitan Ram Manjhi. Their main opponent is the NDA alliance consisting of the BJP, JD (U) and LJP. In the 2014 general elections for the Lok Sabha, the RJD-Congress-NC alliance secured only 6 seats out of 40. The BJP-led NDA scored 31 out of 40 Lok Sabha seats leaving Lalu’s RJD with 4 seats, the JD (U) with 2 seats and NCP with just 1 seat. The Lok Sabha 2019 election will be a crucial phase in the history of Bihar politics and especially for the RJD since Lalu Prasad Yadav is now promoting his son Tejaswi Yadav. Lalu Yadav is now to wait and see for the result if the generational shift he has attempted this time will work with the voters or not. Lalu’s family witnessed some rebellions during 2019 Lok Sabha elections within his own family. Lalu’s elder son Tej Pratap seems to have conveyed his displeasure with the selection of candidates by his younger brother Tejaswi Yadav. In the Pataliputra constituency, Lalu Prasad’s eldest daughter Misa Bharati is contesting. She has been pitted against the BJP candidate Ram Kripal Yadav. Just before the elections 2014 for the Lok Sabha, Ram Kripal shifted loyalties and decided to face the elections on a BJP ticket. Ultimately he defeated Misa Bharati who fought for the RJD. Pataliputra constituency is now waiting to see if the results will suggest a close contest this time also.

 According to the UT establishment procedure, the Lieutenant governor (LG) will write to the President via Home Ministry explaining that AAP has won the majority in Delhi Election 2020 and is set to form a government. Later, the President will issue an appointing letter to the AAP leader as a CM of Delhi. However, in states the governor performs all the responsibilities of swearing and appointing the CM. After the appointment of the CM, a cabinet is formed with seven ministers, including the CM. After the CM finalises the list, the LG administers the oath of office and CM’s cabinet. The sixth legislative assembly of Delhi was dissolved on Tuesday by LG. The previous cabinet included Patparganj MLA Manish Sisodia who was also the deputy CM; Satyendar Jain of Shakur Basti; Imran Hussain of Ballimaran; Kailash Gahlot of Seemapuri; Rajendra Pal Gautam of Babarpur; and Gopal Rai. It would be interesting to watch if Kejriwal would retain the old faces in the office or will bring in a new colour in Delhi cabinet. Arvind Kejriwal sends a Facebook invite to all of Delhi to attend his swearing-in ceremony

<ul><li>The re-elected leader of the Aam Aadmi Party was sworn in as the Chief Minister of Delhi along with six other ministers in the presence of thousands of followers at the Ram Lila Maidan in Delhi.</li><li>There are no changes to Kejriwal's cabinet.  Here's the full text of Arvind Kejriwal's speech after he took oath as Delhi's Chief Minister. I have been sworn-in for a third time. It is not just my victory, it is the victory of each woman, each child, each mother, and each and every citizen of Delhi. In the last five years, we have only tried to bring a little relief to the lives for the people of Delhi. We have tried to bring in as much development as I can, and that will be our effort in the next five years too. Call your relatives in the villages and tell them that "our son Kejriwal has become the Chief Minister there is nothing to worry about." Some people Delhi in voted for the Bharatiya Janata Party, some voted for Congress, some voted for other parties but today as I am sworn in, I am the Chief Minister for all of them, not just the ones who voted for Aam Aadmi Party. I have refused to help any voter of Delhi because of his or her political affiliations. We put water pipelines, and got work done, even in areas which are known to vote for BJP. No matter which party you suppoer, no matter what your faith is, no matter what your caste is, turn up with your requests without hesitation, your work will be done. There is still a lot of work to be done in Delhi. I want to work together with everyone. Election is over. A lot of people said a lot of things about each other. A lot of rivals said some mean things about us but today we have forgiven them. I request my rivals too, let us work together to make Delhi a better place. I also want to work with the Central Government to take Delhi a long way forward. I had even invited Prime Minister Narendra Modi but he was probably busy, he couldn't make it. Lalu says 'fat people' like Amit Shah shouldn’t enter a lift

In the run up to the Lok Sabha elections earlier this year, there was a huge controversy when <keyword id="1275069" type="PERSON" weightage="100" keywordseo="Sanjay-Baru">Sanjay Baru</keyword>, the then Prime Minister Manmohan Singh’s media advisor, released a book <keyword id="2193106" type="POSITION" weightage="100" keywordseo="The-Accidental-Prime-Minister">The Accidental Prime Minister</keyword>: The Making and Unmaking of Manmohan Singh. In this book, he alleged that the PM did not exercise full control over the government and was remote-controlled by the UPA chairperson Sonia Gandhi. 
 However, this was not a one-off case in Indian politics. There have many instances of ‘<keyword id="2443943" type="UNKNOWN" weightage="100" keywordseo="Accidental-Chief-Ministers">accidental chief ministers</keyword>’ taking office in various states. The latest example is Bihar’s new <keyword id="5269" type="POSITION" weightage="100" keywordseo="Chief-Minister">Chief Minister</keyword> <keyword id="6385519" type="PERSON" weightage="100" keywordseo="Jitan-Ram-Manjhi">Jitan Ram Manjhi</keyword>. Following the dismal performance of his party, the Janata Dal (United), in the 2014 Lok Sabha elections, <keyword id="6358190" type="PERSON" weightage="80" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> played the tried and tested caste card and anointed Manjhi – who belongs to the Musahar caste (the most backward caste among the Dalits) – as the state’s chief minister. Manjhi is not known for his administrative skills and is widely regarded as Nitish’s ‘puppet.’ BJP’s <keyword id="6364740" type="PERSON" weightage="80" keywordseo="Sushil-Kumar-Modi">Sushil Kumar Modi</keyword>, Bihar’s former deputy chief minister, even dubbed Manjhi as "<keyword id="2443948" type="UNKNOWN" weightage="100" keywordseo="dummy-chief-minister">dummy chief minister</keyword>." 
 
 
 
In Bihar itself, on July 25, 1997, the then Chief Minister Lalu Yadav was forced to quit after an arrest warrant was issued against him in connection with the <keyword id="6362256" type="UNKNOWN" weightage="100" keywordseo="Fodder-scam">fodder scam</keyword> case. In order to retain hold on power, he brazenly installed his wife <keyword id="6362315" type="PERSON" weightage="100" keywordseo="Rabri-Devi">Rabri Devi</keyword>, who was not only a political novice but was also illiterate, as chief minister of Bihar. 
 

	Rabri Devi earned the dubious distinction of being the <keyword id="2443949" type="UNKNOWN" weightage="100" keywordseo="first-illiterate-chief-minister">first illiterate chief minister</keyword> of a state. Interestingly, in the press conference following her swearing-in ceremony, Lalu asked reporters not to pose tricky questions to her as she was new to politics and a “seedhi-saadi aurat.” 
	 
	 
	 In the neighbouring state of Jharkhand, Madhu Koda, an independent MLA, was propped up as chief minister by Lalu Yadav’s Rashtriya Janata Dal, <keyword id="6362712" type="ORGANIZATION" weightage="80" keywordseo="Jharkhand-Mukti-Morcha">Jharkhand Mukti Morcha</keyword> and the Congress. It was Lalu’s masterstroke to keep the BJP away from power. It was also for the first time that an independent MLA was made the chief minister of a state.<o:p></o:p>
He is known only for the large-scale corruption that marked his rule. Koda allegedly took huge bribes for illegally allotting iron ore and coal mining contracts as the chief minister of the state. According to estimates, Koda and his associates accumulated Rs 4,000 crore in the mining scam. He was also arrested and he is currently out on bail. 
 In Maharashtra, <keyword id="6356262" type="PERSON" weightage="100" keywordseo="Prithviraj-Chavan">Prithviraj Chavan</keyword> was appointed the chief minister after Ashok Chavan had to step down from the chief minister's post after the allegations of his involvement in the Adarsh Housing Society scam. Prithviraj Chavan, who is not a significant political figure, has still not been able to have a firm grip either on the party or the government. He had no experience of the state politics of Maharashtra and was directly paratrooped as the state’s chief minister. Although he has been in politics for almost three decades, he was never a member of the state legislature. 
 <keyword id="172066" type="PERSON" weightage="100" keywordseo="Sadanand-Gowda">Sadanand Gowda</keyword>, who is the current railway minister, was the self-proclaimed ‘accidental chief minister' as he had himself once admitted that he was an accidental CM. He said he had never thought he would become chief minister one day. Gowda said his “politics of love” was the reason behind his accomplishment.
