An alumnus of the National Defence Academy, Khadakwasla and the Indian Military Academy, Dehradun, Naravane was commissioned into the 7th battalion The Sikh Light Infantry in 1980. Counter insurgency specialist Well known as a counter insurgency specialist in the Army, Naravane, in his 37 years of service has served in many Command and Staff appointments, in Jammu &amp; Kashmir and Northeast. He was also a part of the Indian Peace Keeping Force (IPFK) in Sri Lanka. He was the General Officer Commanding-in-Chief of the Army <keyword id="695871" type="ORGANIZATION" weightage="20" keywordseo="Training-Command">Training Command</keyword> prior to heading the Eastern Command. The General has served as an instructor at the Army War College, Mhow. He was decorated with the Param Vishisht Seva Medal in 2019, Ati Vishisht Seva Medal in 2017, and the Sena Medal and Vishisht Seva Medal in 2015. The General holds a Masters Degree in Defence Studies from Chennai University, an M.Phil in Defence and Management Studies from DAVV, Indore. As China's commitment for disengagement at the border in Eastern Ladakh remains unsatisfactory, India has directed its armed forces to prepare for a long haul, sources said on Tuesday. The revelation came during a review meeting on Tuesday afternoon in the South Block as deliberation took place over the fifth round of Corps Commander level talks. The members of the China Study Group along with Defence Minister Rajnath Singh and External Affairs Minister S. Jaishankar met to discuss the results of dialogue during the fifth round of Corps Commander level talks. Sources said that Chinese disengagement plan at <keyword id="1255425" type="PERSON" weightage="20" keywordseo="Pangong-Lake">Pangong Lake</keyword> and Depsang remains "unsatisfactory". It was also decided that there was no question of diluting India's stand. "Future strategies for disengagement at the border to be chalked out and till then forces have been told to plan for a long haul," said a source privy to the meeting. It was also discussed that Beijing has started troop and material build-up in depth areas across the 3,488-km Line of Actual Control (LAC). The fifth round of talks took place between the 14 Corps commander Lt General Harinder Singh and South Xinjiang Military District chief Major General Liu Lin at Moldo on August 2 and it lasted for 10 hours. India found that the Chinese side has started the build-up in three sectors of the LAC -- western (Ladakh), middle (Uttarakhand, Himachal Pradesh) and eastern (Sikkim, Arunachal). Intelligence agencies also alerted that China has also mobilised soldiers near Uttarakhand's Lipulekh Pass, a tri-junction between India, Nepal and China situated atop the Kalapani Valley. India had urged China to remove forces from Pangong Lake and Gogra where disengagement has not taken place. At Pangong Lake, China has strengthened their positions between Finger-5 and 8, and India is to take up this move very strongly. The mountain spurs jutting into the lake are referred to as Fingers in military parlance. The People's Liberation Army (PLA) has refused to pull back eastwards from the 8-km stretch it has occupied from Finger-4 to Finger-8 by building scores of new fortifications there since early May. The Chinese troops are also in Depsang which continues to block Indian soldiers from going to their traditional patrolling in the region. The Depsang Plains, a table-top plateau to the north of Galwan, remains a major hotspot due to its strategic location providing access to the logistical hub and airstrip at Daulat Beg Oldie and the critical Karakoram Pass in the north. Since the PLA troops are not moving back as per consensus, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> has kicked off the massive logistical exercise for advance winter stocking with rations, specialised clothing, prefabricated shelters, Arctic tents and other equipment to maintain. India has deployed over 35,000 troops in Ladakh. China is not complying with the roadmap for a complete pullback that was drawn out during the Corps Commander level meet on July 14. Till now two rounds of deliberations have taken at Moldo (China) and two in Chushul (India). The countries are locked in a three-month-long stand-off at multiple points, hitherto unprecedented along the border. China had changed the status quo on the LAC at various places, moving inside the Indian territories. India has objected to it and is taking up the matter with China at all levels. The troop disengagement happened only at patrolling point-14 in Galwan Valley, the site of the June 15 clashes, and patrolling point-15 in Hot Springs. Indian Army plans for the long haul as talks with China remain unsatisfactory

Though the Centre has trumpeted the India-China disengagement along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in Ladakh as a victory, Army veteran Lt. Gen. H.S. Panag called it pragmatic acceptance of weakness and Beijing's 1959 claim. In an exclusive interview with IANS, Gen. Panag claimed that the "disengagement" is happening exactly as per China's 1959 claim line because India has no military capability to alter the situation. However, he said, it is "good for the long term peace" since the disengagement in Ladakh is likely a part of the broader plan for settlement of border disputes between the two countries. The plan, he presumed, will include acceptance of McMohan Line in Northeast with some give and take between New Delhi and Beijing, as per the 1959 proposal. <div type="Article" hostid="261" msid="80831679" title="India and China begin to disengage from friction areas along the border — terms and conditions apply" mstype="2" mssubtype="0"></div> In 1959, China's then Prime Minister Zhou Enlai had proposed to the then Prime Minister Jawahar Lal Nehru that the armies of both the countries withdraw 20 kms from the McMohan Line in the East and from the line up to which each side exercised actual control in the West. Through its intrusions since May, China has already reached the 1959 claim line in Depsang and north of Pangong Tso, according to Panag. The militaries of both sides had been locked in a faceoff along the same line except Demchok, an inhabited area. The 1959 Claim Line, he said, is a marvel of cartography to protect Aksai Chin and other areas seized by China in the 1950s. "If we attempt to get back those areas, Chinese can by the configuration of the 1959 claim line, close certain areas and usurp more of our territory. For example, at the North of Pangong Tso from where all our routes go to Hot Springs and Gogla, the distance from the northern edge of the Pangong Tso to the Konkala Pass (Hot Springs and Gogla area) is 100 kms. They have taken up the area up to Finger 4. So if they come another 30 to 40 kms forward and choke us, then this 100 kms will also go." "Similarly, the way they are poised in the DBO sector, no matter how many troops you put, that area is like a piece of cake. It will fall within 48 hours. The DBO airfield is within 10 kms of the 59 claim line, which is also the LAC there in the northern part of the DBO sector." The veteran defence analyst said that in the Southern part of Ladakh, India had crossed the 59 claim line and used to patrol. "But now they have stopped us from patrolling. So they have reached the 59 claim line and we are not in a position to vacate them militarily." Panag, whose defence analyses are read widely, a few months ago had claimed that by crossing the LAC, Chinese had gained everything and India lost everything. He had also predicted that India would lose the commanding heights of the Kailash range to China. "But I have revised my assessment now to say that the disengagement is the forerunner of a macro plan which may lead to an all-encompassing agreement where we accept the 59 claim line in Ladakh with buffer zones to save face and also a demilitarised zone of 20 kms." He said it was the most pragmatic solution for India to accept the '59 Claim Line with buffer zones. "Buffer zones in the Depsang plain, Pangong will not be patrolled or occupied and no infrastructure will be developed. So to that end, nothing has changed," Lt. Gen. Panag argued. However, buffer zones will be in the lower portion, the southern half of the Depsang plain, that is about 800 sq kms where Chinese have been patrolling, 20 kms east-west depth and 30-40 kms north-south. In Pangong Tso, its about 50-60 kms. "So overall, roughly 800 to 1,000 kms will become buffer zones. Also, buffer zones may come up in other areas where there is some small dispute like in Chumar," he said. This he said would be the first part of the plan and the rest of the plan will unravel in the next couple of weeks. The second part of the agreement, he said, will include a demilitarised zone of 20 kms on either side of the new LACï¿½1959 claim line. "This is what China had offered in 1959 and they will give up the Northeast," he said. At the same time, Gen. Panag, however said that the advantage goes to China because they have better infrastructure and they can quickly enter the area. "But then we can put some troops which can preempt it. Last year, we could not preempt it but that was our lapse. We were hesitant; we did not read the Chinese right." However, domestically, he said, there is no problem, he said with an element of sarcasm. "The government has already sold the idea that nothing much has happened and Modi Ji is very popular. The neo-nationalists have gone against their own creed (territory being important to the nation) and launched propaganda that nothing has happened. It has been done through denial, opacity, bluff, bluster and obfuscation." In the present situation, it is the best bet if it leads to peace for another 30 years, Panag said, arguing that tensions flared up between the two Asian giants 27 years after the last time they came to such an agreement in 1993. "If we had the capability, China would have never done this. It happened because they knew our weakness," he said. "If we get another 30 years, then we will be in a position to create the desired military capability, build up our economy, reduce the gap, not that we can catch up with China but to the extent between the US and China. There is still a huge gap between the US and China but China is no longer a pushover for the US. What China gains out of it is that if there is no quarrel left with India, New Delhi has no reason to ally with the US to contest China." Punjab National Bank India’s second-largest lender Punjab National Bank hiked its repo-linked lending rate (RLLR) by 15 basis points (bps) to 6.80 per cent. 100 basis points make 1%. All new retail loans related to housing, education, vehicles and credit to MSMEs are linked to RLLR. The shares of PNB ended 6% lower yesterday. Bharat Earth Movers Ltd and Tata Power The Indian defence ministry sealed a deal with domestic defence majors to procure Pinaka rocket launchers for six Army regiments at the cost of ₹2,580 crore. The deal has been signed with Tata Power Company Ltd (TPCL) and engineering major Larsen &amp; Toubro (L&amp;T) while defence public sector undertaking Bharat Earth Movers Ltd (BEML) will also be part of the project. The shares of BEML ended 8% lower yesterday, and Tata Power was down 4%. Escorts gains over 5% The shares of Escorts Motors gained nearly 5% on the back of blockbuster August sales data. BEML and Tata Power gains ground BEML shares were up 4%, whereas Tata Power gained 2% after the company closed ₹2,580 crore deal with the Indian Defence Ministry for the procurement of Pinaka rocket launchers for six Army regiments. The contract has been signed with Tata Power Company Ltd (TPCL) and engineering major Larsen &amp; Toubro (L&amp;T) while defence public sector undertaking Bharat Earth Movers Ltd (BEML) will also be part of the project. Biocon gains 5% Biocon shares gained nearly 5% after its subsidiary along with Mylan NV, launched an insulin glargine injection Semglee in the US market. The company said ‘Semglee’ has received final approval from the US FDA and has an identical amino acid sequence to Sanofi’s Lantus, a drug that is used to control high blood sugar. Future Retail tumbles 9% Future Retail shares tumbled 9% after the Government Pension Fund Global, one of the world’s largest sovereign wealth funds sold 95 lakh shares at ₹158.61 per share. The Government Pension Fund Global fund held 2.28% stake in the Future Retail at the end of June. L&amp;T gained 2% L&amp;T shares gained nearly 2% during the early trading hours after the company closed the long-awaited strategic divestment of L&amp;T Electrical and Automation business to Schneider Electric for ₹14,000 crore. The L&amp;T deal was announced in May 2018 and took over 2 years to be completed after receiving the requisite regulatory approvals. NEW DELHI: The <keyword id="6354977" type="ORGANIZATION" weightage="40" keywordseo="Supreme-Court">Supreme Court</keyword> on Thursday agreed to hear a petition against appointment of <keyword id="163250" type="POSITION" weightage="60" keywordseo="Lt-General">Lt General</keyword> <keyword id="6569422" type="PERSON" weightage="100" keywordseo="Dalbir-Singh-Suhag">Dalbir Singh Suhag</keyword> as next <keyword id="6436694" type="POSITION" weightage="80" keywordseo="Army-Chief">Army chief</keyword>. 
 
The petition, filed by Lt General Ravi Dastane, will be heard in July. 
 Dastane said he has already challenged Suhag’s selection as <keyword id="163613" type="POSITION" weightage="40" keywordseo="Army-commander">Army commander</keyword>. 
 
If that selection is set aside, Suhag’s appointment as next Army chief would also be struck down, he said. 
 
Explaining the urgency behind seeking stay on Suhag's appointment, Dastane said he is retiring on August 31 and Suhag’s appointment as Army chief takes effect from August 1.

SC Agrees To Hear Plea Against Lt Gen Suhag’s Appointment As Next Indian Army chief

CHENNAI: A section of the confidential Henderson Brooks report that critically reviewed India's defence preparedness and strategies during the 1962 war with China has been released online by Australian journalist Neville Maxwell. 
 While the report may not contain significantly new revelations about the poor state of India's forces during the war, it discusses "how the <keyword id="15350" type="ORGANIZATION" weightage="40" keywordseo="Army">Army</keyword> was ordered to challenge the <keyword id="95524" type="ORGANIZATION" weightage="40" keywordseo="Chinese-military">Chinese military</keyword> to a conflict it could only lose," according to Maxwell, a retired foreign correspondent who was based in Delhi at the time of the war. 
 The report was authored by <keyword id="160694" type="POSITION" weightage="40" keywordseo="Lieutenant-General">Lieutenant General</keyword> Henderson Brooks and Brigadier P S Bhagat, then commandant of the <keyword id="120637" type="ORGANIZATION" weightage="40" keywordseo="Indian-Military-Academy">Indian Military Academy</keyword>, soon after the war. It was commissioned by <keyword id="163250" type="POSITION" weightage="40" keywordseo="Lt-General">Lt General</keyword> J N Chaudhuri who had just taken over as chief of Army staff in 1962. 
 It continues to be considered classified by the <keyword id="44734" type="ORGANIZATION" weightage="40" keywordseo="Indian-Government">Indian government</keyword>. 
 As late as April 2010, <keyword id="6366153" type="POSITION" weightage="40" keywordseo="Defence-Minister">defence minister</keyword> AK <keyword id="2953" type="PERSON" weightage="40" keywordseo="Antony">Antony</keyword> told Parliament that the contents of the report are "not only extremely sensitive but are of current operational value." 
 
Maxwell, who wrote a controversial account of the reasons that led to India's defeat in his work, India's China War, says on his website that he has always had access to the report and had waited for it to be declassified. He says he has now decided to put a large part of the report in the public domain because of India's unwillingness to release it. 
 While the <keyword id="278412" type="ORGANIZATION" weightage="40" keywordseo="Nehru-government">Nehru government</keyword>'s forward policy has been widely analyzed and criticized as being a contributor, Maxwell says on his website that the report holds India's <keyword id="202495" type="POSITION" weightage="40" keywordseo="first-prime-minister">first prime minister</keyword> personally responsible for the war. "The reasons for the long-term withholding of the report must be political, indeed probably partisan, perhaps even familial," says Maxwell. 
 
The report may provide cannon fodder for the BJP to attack Congress and beef up its campaign for a strong India under the leadership of Narendra Modi. Congress analysts are likely to dismiss the contents since it may not be revelatory, but harp on the progress India has made since then.

Secret Report On India-China War In 1962 Made Public

<a href="http://www.businessinsider.in/military-defense/finally-indian-army-is-going-modern-with-its-ammo/articleshow/57407027.cms">Indian Army </a>has asked the <a href="http://www.businessinsider.in/politics/finance-minister-arun-jaitley-gets-defence-ministry-after-manohar-parrikar-heads-to-goa/articleshow/57618660.cms">Defence Ministry </a>to approve raising 370 new platoons (around 18,000 personnel) of the Defence Security Corps (<keyword id="6437612" type="COMPANY" weightage="100" keywordseo="DSC">DSC</keyword>). These personnel would be imparted with better training with weapons like AK-47 assault rifles and light-machine guns (LMGs).

This is needed to strengthen the security for military camps and establishments across India. 
 
A tri-service committee, chaired by former Army Vice-Chief Lt-General Philip Campose (Retd), had recently submitted a report on alleged gaping holes in the security infrastructure of defence installations in the country. The report, apparently, has been made after an extensive audit last year. 
 
However, the government has not yet begun implementing the committee’s recommendations, even though there have been several terrorist attacks on military bases like <a href="http://www.businessinsider.in/politics/Indo-Pak-foreign-secretaries/articleshow/51990712.cms">Pathankot</a>, <a href="http://www.businessinsider.in/law-order/crime/Uri-terror-attack-There-could-be-2-points-from-which-terrorists-entered-the-army-camp-Probe-on/articleshow/54408445.cms">Uri </a>and <a href="http://www.businessinsider.in/Fierce-gunbattle-underway-in-Jammu-four-militants-killed/articleshow/55681771.cms">Nagrota</a> in the recent past.

 As per the <keyword id="43909" type="ORGANIZATION" weightage="100" keywordseo="Defence-ministry">Defence Ministry</keyword>, it has issued "broad guidelines" based on the recommendations to the Army, Navy and <a href="http://www.businessinsider.in/IAF-jets-touch-down-on-the-longest-ever-Agra-Lucknow-Expressway-in-a-grand-opening-ceremony/articleshow/55541954.cms">IAF </a>headquarters.

It was a recommendation of this committee that the DSC be revamped. As of now, it consists of over 64,500 jawans that arw re-employed after they retire from the armed forces. 
 
The Army seems to have agreed to this recommendation, which is why it has asked for equipping each of the 370 new platoons (a full platoon has a junior commissioned officer and 55 other ranks) with at least two LMGs and a light 2.5-tonne vehicle, along with <a href="http://www.businessinsider.in/military-defense/indian-army-has-less-life-protecting-equipments-than-pakistan-sri-lanka-and-bangladesh/articleshow/56136012.cms">bullet-proof jackets</a>, headgear and night-vision devices. 
 
As per an <a href="http://economictimes.indiatimes.com/news/defence/army-seeks-new-corps-of-18000-men-to-secure-camps/articleshow/58119599.cms">ET </a>source, the initial cost for raising these 370 platoons will be around Rs 1.3 crore.
