New Delhi [India], July 25 (ANI): The discussion on the <keyword id="6360189" type="General" weightage="20" keywordseo="Union-Budget" source="Orion">Union Budget</keyword> 2024-25, presented on July 23, will continue in both <keyword id="244400" type="General" weightage="20" keywordseo="Houses-of-Parliament" source="Orion">Houses of Parliament</keyword> on Thursday. The discussion was initiated by former Finance Minister and Congress MP P Chidambaram in Rajya Sabha and Congress MP Kumari Selja initiated the discussion in Lok Sabha. Raising four major challenges, Chidambaram said the most significant challenge is unemployment and data released by the Centre for Monitoring Indian Economy (CMIE) indicates that the unemployment rate for June 2024 is 9.2 per cent . Chidambaram emphasised that the primary challenge for the economy is creating sufficient employment opportunities. He pointed out that the budget's announcement of the employment-linked incentives (ELI) scheme suggests that the Production Linked Incentives (PLI) scheme is not generating the expected employment. He urged the finance minister to disclose the number of jobs created by the PLI scheme. Radha Mohan Das Aggarwal of the BJP highlighted the achievements made by the government led by Prime Minister Narendra Modi in the last ten years. He said the Jan Dhan Yojana has provided banking services to crores of people in the country. Biplab Kumar Deb of the BJP said the Economic Survey has estimated real GDP growth of 6.5 per cent to 7 per cent in 2024-25. He highlighted the provisions in the budget for various sections, including farmers and the education sector. Trinamool Congress MP Abhishek Banerjee launched a strong attack on the Modi government, alleging that the Union Budget lacks clarity or vision, that it has been rolled out to satisfy the coalition partners of the BJP and that it "was planned by two individuals to keep another two in good faith." The budget session of Parliament began on July 22 and, according to schedule, will end on August 12.

"The categorization of districts into Red and Green Zones/Districts will be followed for the purposes of implementation of permitted activities in the respective districts as per separate directives issued by State Executive Committee (SEC)." Twenty districts in Jammu & Kashmir declares as 'Green Zone'

Officials of the <keyword id="141455" type="ORGANIZATION" weightage="20" keywordseo="Disaster-Management-Authority">disaster management authority</keyword> said an earthquake measuring 2.9 on the <keyword id="49760" type="PERSON" weightage="20" keywordseo="Richter-scale">Richter scale</keyword> occurred at 4.40 a.m. on Sunday whose coordinates are latitude 33.0 degrees north and longitude 75.86 degrees east. "The epicentre of the earthquake was located near Bhalessa in Doda district of J&amp;K," officials said adding that no casualty or damage to property was received from anywhere so far. Seismologically, the Valley is situated in an earthquake prone region where tremors have wrought havoc in the past. Jammu & Kashmir government to provide free COVID-19 vaccine shots to all eligible beneficiaries

Hyderabad, Bharat Biotech has started direct supplies of its Covid-19 vaccine <keyword id="9485939" type="LOCATION" weightage="20" keywordseo="covaxin">Covaxin</keyword> to 14 states. The states are Andhra Pradesh, Assam, Chhattisgarh, Delhi, Gujarat, <keyword id="23412" type="COMPANY" weightage="20" keywordseo="Jammu-Kashmir">Jammu &amp; Kashmir</keyword>, Jharkhand, Madhya Pradesh, <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword>, Odisha, Tamil Nadu, Telangana, Uttar Pradesh and West Bengal. The Hyderabad-based company said it started the supplies based on the allocations received by the <keyword id="6377129" type="COMPANY" weightage="20" keywordseo="government-of-india">Government of India</keyword>. "Requests have been received from other states, &amp; will be processed for distribution based on availability of stocks 24x7," tweeted Bharat Biotech co-founder and Joint Managing Director Suchitra Ella. The company, however, has not come out with details of the supplies like the number of doses supplied to the states. Bharat Biotech on April 24 announced pricing for Covaxin. It fixed the price of Covaxin at ₹600 per dose for state governments. However, it later slashed the price to ₹400. This came after <keyword id="95879" type="COMPANY" weightage="20" keywordseo="Serum-Institute-of-India">Serum Institute of India</keyword> (SII) cut the price of Covishield to ₹300 from ₹400 earlier. The two vaccine makers slashed the prices after the central government reportedly made a request to them amid the row over different pricing for the central and state governments. For private hospitals, Bharat Biotech fixed the price at ₹1,200 per dose. This is twice the cost fixed for Covishield. For exports, Bharat Biotech has priced India's first indigenous Covid vaccine at $15-$20 (₹1,125-1,500). Ever since the launch of Covid vaccination programme in India, Bharat Biotech and SII have been supplying their vaccines to the Centre at ₹150 per dose. While Bharat Biotech is likely to continue the supplies to the Centre at the same price, SII is seeking to revise this to ₹400. Both Bharat Biotech and SII have announced that they are reserving 50 per cent of their production capacities for supplies to the central government. Bharat Biotech begins COVAXIN supply to 14 states based on central government's guidance

<ul><li>The Indian Supreme Court has ruled that 4G services won't be activated in Jammu and Kashmir even during the ongoing coronavirus pandemic.</li><li>Petitioners argued that its an essential service in order for people to have access to basic services like healthcare and education during the lockdown.</li><li>The official narrative is that access to 4G services could facilitate terrorist activity.</li></ul>The Supreme Court has shot down the request to activate 4G internet service in Jammu and Kashmir today, May 11. Instead, it has asked the central government to create a committee, which will be headed by the Ministry of Home Affairs Secretary, to consider the points put forward by the petitioners — like 4G being essential of basic services like healthcare and education during the ongoing coronavirus lockdown. The petitioners, led by Forum of Media Professionals, pointed out that even the Aarogya Setu App, which Prime Minister Narendra Modi asserted was mandatory for all Indians to downloads, could not be download over 2G speeds. “This court has to ensure that national security and human are balanced. We do recognise that the UT has plunged into a crisis. At the same time, the court is cognizant to the concerns related to the ongoing pandemic and hardships,” said Justice NV Ramana declaring the judgement. Ramana pointed out that even though 4G internet is faster than 2G internet, national security concerns have to addressed. The official narrative in court bore down that access to 4G could facilitate terrorism. The petitioners argued that that there "no rational relation" between the two and restricting access to the internet was akin to restricting access to information and the right to free speech. Senior Advocate Huzefa Ahmadi pointed out that most cases of terrorism happened in areas where there was no internet at all. Instead, slowing down speeds was making it difficult for doctors to deliver online medical services to those in need. The central and state government, on the the hand, argued that the speed restrictions have not affected control measures with respect to the coronavirus lockdown or online education. Internet services in Jammu and Kashmir have been suspended since August last year when the state of stripped of its special provisions under Article 370 and Article 35A. Services were partially restored in January 2020, before the blockade was lifted on March 4, but only at 2G speeds for mobile users and only access to 'white-listed' sites was brought online. India's Supreme Court won't allow 4G in Jammu and Kashmir⁠— despite petitioners' plea that it's essential for healthcare, education and business during the coronavirus lockdown

New Delhi, After the coronavirus pandemic wreaked havoc on the country's <keyword id="667218" type="PERSON" weightage="20" keywordseo="poultry-industry">poultry industry</keyword>, it is now reeling under the fresh threat of the bird flu infection. Due to the fear of bird flu, the <keyword id="6371194" type="UNKNOWN" weightage="20" keywordseo="sale">sale</keyword> of chicken and chicken products have been the worst-hit. Especially in north India, the poultry industry has been badly affected by ban on the transportation of hens from one state to another. A delegation from the industry is scheduled to meet the central government on Sunday. The cases of bird flu in <keyword id="7494630" type="UNKNOWN" weightage="20" keywordseo="poultry-chickens">poultry chickens</keyword> have so far been found only in Haryana while most of them have been found in wild birds or migratory birds elsewhere and some cases have also been found in poultry ducks. However, in the beginning of 2021, the fear of bird flu has increased so much that the demand of chickens and chicken products has decreased by more than 70%, the poultry traders said. Poultry Federation of India President, Ramesh Khatri, told that chicken sales had fallen by almost 70 to 80% over the last three to four days, while prices had fallen by 50% and egg prices had also come down by nearly 15 to 20%. Khatri said the primary reason for the falling demand for chicken is that the movement of poultry from Punjab, Haryana, <keyword id="6358126" type="PERSON" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword>, Delhi and <keyword id="23412" type="COMPANY" weightage="20" keywordseo="Jammu-Kashmir">Jammu &amp; Kashmir</keyword> has been halted from one state to another. He said that the two farms in which the bird flu has been confirmed in Haryana are both layer farms and not broiler ones. In the layer farms, poultry farming is done for eggs, while in the broiler farms, poultry farming is done for chicken meat. He said he would demand from the central government to save the poultry industry from rumour-mongering of bird flu. A delegation from the poultry industry on Sunday would meet Union Minister Jitendra Singh in which Ramesh Khatri would also be present. Poultry farm operator, Rakesh Manhas, also said he would urge the Central government that the rumours spread about bird flu causes humongous loss to the industry so measures should be taken to prevent such a situation. The Union Animal Husbandry Ministry also said in the seven states where there were confirmed cases of bird flu on Saturday, only the reports of bird flu in poultry-chickens in Haryana has been confirmed. In India since 2006, almost every year in winters, <keyword id="109029" type="PERSON" weightage="20" keywordseo="avian-influenza">Avian Influenza</keyword>, a common cold disease found in birds has been found somewhere or the other and the way to deal with the outbreak of this disease was made by the government in 2005, which has been implemented in the infection-affected areas. Experts point out that the methods of eating chicken and eggs in India do not raise the question of transmitting bird flu in humans, although they say that the effort should be on not to eat infected birds. Animal Husbandry Commissioner, Government of India, Praveen Malik, told that there is no direct evidence of Avian Influenza (AI) virus being transmitted to humans by eating contaminated poultry products. He said that there is a need to maintain cleanliness and hygiene and the cooking and processing standards are also effective to prevent the spread of AI virus. Agricultural economist and Poultry Federation of India advisor, Vijay Sardana, said the country's poultry industry is worth nearly ₹1.25 lakh crore, which has drastically come down to half during the corona pandemic crisis. This means the business of the poultry industry which was nearly ₹1.25 lakh crore before the disaster of coronavirus has reduced to nearly ₹60,000 to 70,000 crore at present. The recovery of the poultry industry came in the last few days of 2020, which was earlier ravaged by coronavirus, but is now reeling under the threat of bird flu. Poultry industry badly effected by bird flu fears, chicken prices drop by 50%

Jammu, Aug 27 () Authorities in Jammu and Kashmir's Samba on Thursday announced a five-day <keyword id="91743" type="PERSON" weightage="20" keywordseo="lockdown">lockdown</keyword> in the district to prevent the spread of COVID-19. The lockdown from August 28 to September 1 midnight was ordered by <keyword id="9835453" type="COMPANY" weightage="20" keywordseo="samba-district-magistrate-rohit-khajuria">Samba District Magistrate Rohit Khajuria</keyword>, officials said. Quoting an order issued by Khajuria, the officials said the step was taken in view of the spurt in COVID-19 cases. However, the essential services like clinics, chemist shops and testing laboratories would function from 9 am to 8 pm during the lockdown days, while grocery shops, fruit and vegetables shops would be allowed to open from 7 am to 12 noon, the officials said. The students pursuing science and other professional courses — both at the undergraduate and postgraduate level — will be eligible for the two-month internships. The internship will be conducted in two phases — May 15 to July 15 2020 and one month in December 2020. The students will work on research projects related to science and technology and will be monitored by the faculty staff at the premier institutes. The applications will be shortlisted and prepared by April 15, 2020. The participating institutions include four IITs — IIT Pune, IIT Bhubaneswar, IIT Ropar and IIT Guwahati — and IISER Pune, Odisha and Kolkata campuses. This comes as the Higher Education Department of J&amp;K signed a memorandum of understanding (MoU) with the All India Council of Technical Education (AICTE) to boost employability in the region. The unemployment rate in Jammu &amp; Kashmir is significantly higher after the blockade and internet shutdown since August. IITs and IISERs provide internships to 500 science students from Jammu & Kashmir

Shortly after the Narendra Modi government has taken charge of the country’s governance during the second consecutive term, some major and unprecedented legislatures have been made successful. In yet another most shocking as well as surprising move, the government has announced its decision to repeal the constitutional provision ‘<keyword id="405091" type="PERSON" weightage="20" keywordseo="Article-370">Article 370</keyword>’. Though some important provisions of Article 370 have been diluted over the past, the present stricter move to revoke this key provision might bring in some significant changes in the face of Kashmir according to experts. An overview of Article 370 Article 370 has granted a special and exclusively unique status to the state of Kashmir. As per this provision, the central government will need the concurrence of the state government for applying any laws in the state excepting the ones related to defense, finance, communication and foreign affairs. A separate set of laws for the residents Article 370 means that the residents of Kashmir will be governed by a separate set of laws including those that pertain to property ownership, fundamental rights, and citizenship. Emergency can’t be declared As per the Article 370, the central government cannot declare financial emergency in Kashmir under the Article 360. Emergency can only be declared in Kashmir when there is an external aggression or war. Special and autonomous status to Kashmir Article 370 is found under Part XXI of the Constitution of India which is connected to granting special autonomous powers to <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> namely “Temporary, Transitional and Special Provisions”. Thus, the main objective of the article is to grant a special status to Kashmir. The constitutional provisions that are applicable to the other parts of India are not applicable to Kashmir. The implications of repealing Article 370 Repealing of Article 370 will remove the special status of Kashmir that makes it a distinctive state in India.
