That's the question many British voters are asking themselves as the UK prepares to go back to the polls on December 12.</p><p>Recent opinion polls put Boris Johnson's Conservative party clearly in the lead and suggest that he is on course to win a majority of seats in the next UK parliament.</p><p>However, there has been a high level of volatility in voting intention over the past year with huge shifts in public opinion over recent months.</p><h2>Recent general election opinion polls</h2><p>So could Jeremy Corbyn's Labour party ultimately end up winning this election? Here's why it could still happen.</p><h2>Johnson is in a weaker position than Theresa May was in 2017</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>When Prime Minister Theresa May called a general election in 2017, opinion polls put her as much as 25 points ahead.</p><p>However, by the end of that election campaign, Corbyn's party was neck-and-neck with May's Conservatives and she ended up losing her government's majority in parliament.</p><p>Johnson, by contrast, entered this campaign with no majority in parliament and with much smaller leads in the polls. Some recent opinion polls have already shown that lead starting to shrink.</p><p>Could what happened in 2017 be about to repeat itself?</p><h2>Johnson is repeating May's failed campaign.</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>May fought the 2017 general election on a ticket of securing a large enough majority to deliver Brexit.</p><p>Her pitch - that voters should hand her enough members of Parliament to get the job done - was ultimately unsuccessful. Many voters backed Corbyn's alternative pitch of increasing spending on public services.</p><p>Johnson is essentially trying to replicate this message, but hopes that he will be more effective in getting it across to voters.</p><p>He may well succeed. However, there are reasons to believe that he won't.</p><h2>Johnson could come unstuck in the debates</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>Johnson has agreed to take part in a series of one-on-one televised debates with Labour Party leader Jeremy Corbyn. His team believe that these debates will convince voters that the election is a choice between the prime minister and a Labour party leader, whom recent opinion polls suggest that the public is deeply dissatisfied with.</p><p>However, this confidence could be misplaced. Johnson's record in televised debates has not been good. He was widely seen to have fared badly during televised debates against former London Mayor Ken Livingstone and had similarly poor performances in the EU referendum campaign. Corbyn, by contrast, was judged by pundits to have outperformed expectations during televised debates in the last few years.</p><h2>The 'remain' vote is now much more efficiently distributed</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>A fascinating Twitter thread by an Oxford University political researcher earlier this month suggested that Johnson's success in uniting the pro-Brexit vote might not translate into an actual lead in terms of seats.</p><p>Leonardo Carella's theory - which was illustrated with a deep, graphical dive into recent electoral data - suggests that the pro-Brexit vote in the UK is now much less efficiently distributed around the country than the "remain" vote.</p><p>To put it in simpler terms: Pro-Brexit parties appear to be competing for the same votes in the same parts of the country, whereas more pro-EU parties are stronger in different parts of the UK.</p><p>So while the split in the "remain" vote might appear to benefit the Conservatives in national vote share, that may not fully manifest as seats on a local level.</p><p>If you add to this the possibility of digitally organised tactical voting among "remain" voters, the political landscape does not look quite as advantageous to Johnson as it first appears.</p><h2>Johnson will have to gain lots of ground just to stand still</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>This effect could be heightened for Johnson in certain parts of the UK.</p><p>Recent polls in Scotland suggest Johnson is set to lose significant numbers of seats north of the border. Other national polls suggest the Liberal Democrats would pick up several seats from Johnson's party in southern England.</p><p>This means that just to emerge with the same number of seats in Parliament he has, Johnson would need to make up every one of those lost seats, with additional seats taken from Labour.</p><p>If Labour's national vote remains at its current level in the polls, this may well be possible. However, if Johnson hopes to regain a majority, he will need to win seats from Labour that have not been won by the Conservative Party for decades, if ever.</p><h2>The Labour voters Johnson needs could prove too difficult to budge</h2><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p>An <a href="https://inews.co.uk/news/politics/brexit/labour-leave-voters-brexit-survey-649292">interesting poll</a> conducted last month found that the sort of Labour voters Johnson would need to target were actually motivated much more by issues such as the state of public services and cost of living than they were by Brexit.</p><p>That's why Johnson has spent so much time in recent months touring hospitals and announcing spending increases, in a bid to attract voters in the sort of northern Labour seats he needs to win a majority.</p><p>However, persuading these voters to back the Conservatives, after 10 years of spending cuts under a Conservative government, may prove simply too difficult.</p><p class="tagline">Our Brexit Insider Facebook group is the best place for up-to-date news and analysis about Britain's departure from the EU, direct from Business Insider's political reporters. said.</strong></li><li><strong>The letter, which was leaked to Business Insider this week, can be read in full for the first time below.</strong></li><li><strong>In her letter, Truss warns that her government's <keyword id="6355333" type="UNKNOWN" weightage="60" keywordseo="Brexit">Brexit</keyword> border plans risk causing chaos at UK ports, smuggling from the EU, and could face a legal challenge at the World Trade Organisation.</strong></li><li><strong>The leak led to Johnson facing consternation this week from Conservative MPs.</strong></li><li><strong>His chief adviser Dominic Cummings gave Truss a "bollocking" over the letter, according to reports.</strong></li></ul><p>The Labour Party has demanded that Boris Johnson's government appears before Parliament to explain an "extraordinary" leaked letter from UK Trade Secretary Liz Truss, which revealed its fears of chaos at Britain's borders once the UK leaves European Union rules next year.</p><p><a href="https://www.businessinsider.com/leaked-liz-truss-letter-boris-johnson-brexit-border-plans-concerns-risks-2020-7?r=US&amp;IR=TIR=T" target="_blank" rel="noopener">Business Insider on Wednesday exclusively obtained a copy of the letter</a> sent by Liz Truss to Rishi Sunak, the chancellor of the exchequer, and Michael Gove, the chancellor of the Duchy of Lancaster, expressing "four key areas of concern" about the government's Brexit border plans.</p><p>In the leaked letter, which Business Insider is today publishing below in full, Truss raised fears that new border arrangements with the EU, its biggest trading partner when UK leaves the Brexit transition period in January 2021, will not be ready in time.</p><p>She set out her concern that UK ports will not be ready to carry out full import checks when they come into effect in July next year and warned that some ports could be vulnerable to smuggling as of January.</p><p>Truss revealed that the UK government's planned system for applying UK and EU tariffs in Northern Ireland was not set to be ready for when it is needed in January.</p><p>She also warned Sunak and Gove that the UK government's plans could be subject to legal challenge at the World Trade Organisation, as they involved temporarily giving the EU preferential treatment.</p><p>Asked about this last claim on Thursday, Johnson's official spokesman insisted that "our approach is WTO compliant."</p><p>"I can't comment on leaked correspondence, things which I haven't seen, but I've set out the border regime that we are putting in place," he added.</p><p>However, the Labour Party on Saturday evening called on Johnson's government to explain the letter to Members of Parliament, saying the issues it raises are "simply far too important to be left to the written correspondence between Cabinet ministers."</p><p>"This leaked letter lifts the lids on a growing sense of chaos and confusion between Cabinet ministers at the government's complacent approach to vital preparations ahead of December 31st 2020," said Rachel Reeves, the shadow chancellor of the Duchy of Lancaster and shadow Cabinet Office minister.</p><p>"There is growing alarm from the business communities in Northern Ireland and increasingly in Britain that the ministers aren't being entirely open about the state of preparations.</p><p>"These issues will affect countless businesses and jobs and are simply far too important to be left to the written correspondence between Cabinet ministers.</p><p>"This extraordinary leaked letter deserves answers, not just given to the House of Commons, but to the industries and people who stand to be affected if the government gets this badly wrong."</p><p><div type="image" title="Dover Brexit queue" height="600" width="1200" msid="76916526" hostid="261"></div></p><p>The letter caused deep consternation among Conservative Members of Parliament, <a href="https://twitter.com/patrickkmaguire/status/1281137047466577921">the Times reported on Thursday,</a> and led to questions being directed to Prime Minister Johnson at a private meeting with backbenchers this week.</p><p>Dominic Cummings, Johnson's chief adviser, reprimanded Truss over the leak, according to multiple reports, with <a href="https://www.thetimes.co.uk/edition/news/rishi-sunak-swoops-to-save-boris-johnson-from-a-holy-mess-07sg8ngf6" target="_blank" rel="noopener">The Times of London describing</a> the exchange as a "bollocking."</p><p>The letter also triggered alarm among business groups preparing for a new trading relationship with the UK's biggest trading partner in less than six month's time.</p><p>Dominic Goudie, Head of <keyword id="6356001" type="UNKNOWN" weightage="60" keywordseo="international">International</keyword> Trade, Food and Drink Federation, said the industry was "constrained by the lack of clarity from government" and "cannot adapt with any confidence to the many changes" facing it.</p><p style="font-weight: 400;">"If the UK Government's preparations are not ready in time, there's a high chance that border infrastructure may not be able to cope with the volumes of goods and declarations that will be required on day one," he told Business Insider.</p><p style="font-weight: 400;">"This presents a serious risk for the UK's food and drink supply and the availability of products for consumers and shoppers. Food and drink manufacturers need a system that allows for maintaining just in time supply chains."</p><p style="font-weight: 400;">The government's plan to apply an EU tariff on all goods heading to Northern Ireland, revealed by Truss in the letter, is "untenable" and would threaten the cash flow of many businesses, The Northern Ireland Retail Consortium's Aodhan Connolly told Business Insider.</p><p>"If true, a plan to implement EU tariffs, as a default, provides unprecedented problems to retailers who trade in Northern Ireland. "Retail accounts for 70% of the value of trade that crosses GB-NI and even if we were able to reclaim the tariffs the implications for cash flow while waiting for refunds makes the premise untenable."</p><h2>Read Liz Truss' leaked Brexit letter in full</h2><p><em><div type="image" title="Liz Truss Michael Gove" height="600" width="1200" msid="76916527" hostid="261"></div></em></p><p><em>Dear Rishi and Michael,</em></p><p><em>I am writing to you to set out my key areas of concern on border policy risks and readiness for the end of the transition period and to seek your assurance that these concerns will be addressed. This letter comes in advance of the Border Operating Model publication on 13 July, where the UK's proposals for the border will come under renewed scrutiny, both on the domestic and international stage.</em></p><p><em>My key concerns are outlined below:</em></p><p><em><strong>1) The Staged Approach and WTO Challenge</strong> — When we exit the Transition Period, the UK will be vulnerable to WTO challenge regarding its border regime. This is especially relevant concerning the implementation of the NI protocol and the application of the staged approach. These measures could significantly impact on the UK's reputation at the WTO and I would appreciate your assurance that full border checks for EU-GB goods will be implemented no later than July 2021 and that all messaging will clearly reflect this point. I would also like to underscore that, where there is a risk of legal challenge at the WTO, departments are responsible for mitigating the risk and for funding the costs of any defensive trade dispute brought against their measures. Given this risk, I was pleased to hear that following the XO meeting last Friday, it was decided that the temporary waiving of export declarations will not be included in the publication. I would want to be part of any decision to revisit this, either with reference to the publication, or plans thereafter.</em></p><p><em><strong>2) Controls at the Border</strong> — I recognise there are challenges to delivering tariff declaration systems on both EU and Rest of World (RoW) imports but, to ensure we can develop appropriate handling plans for national and international stakeholders, it is essential that my department has a clear view of operation delivery plans, timescales and risks going forward. This is also particularly important for controlled goods at those EU-facing ports where the infrastructure to implement controls does not currently exist. Given the legal, reputational and security risks, I would like assurances that we are able to deliver full controls at these ports by July 2021 and that plans are in place from January to mitigate the risk of goods being circumvented from ports implementing full controls.</em></p><p><em><strong>3) Tariff Assessment and Collection</strong> — I have some further concerns about tariff collection due to the staging in approach, especially around the increased likelihood of circumvention, where RoW traders could import their goods via the EU. This would undermine the effective operation of our trade policy, as well as create significant handling difficulties with negotiating partners. For example, it might lead to remedy tariffs being circumvented, due to a lack of checks at the border, in addition to impacts on TRQs. I therefore would like firm assurances that mitigation against such risks are in place. Further, I am seeking assurance that tariffs on goods from RoW, specifically from countries where the Trade Agreements Continuity programme applies, will also be payable from 1 January 2021 and will be collected within one month as is currently the case.</em></p><p><em><strong>4) Northern Ireland Protocol risks</strong>— I understand that the digital delivery of the dual tariff system (both EU and UK tariff) in Northern Ireland is a high risk and that HMRC are planning to apply the EU tariff as a default to all imports in NI on 1 January 2021. This is very concerning as this may call into question NI's place in the UK's customs territory. Failure to deliver the UK tariff digitally in NI, would have political, legal, and reputational risks. I am keen to see HMRC and BPDG delivery plans, specifically on how both the UK and EU tariff will be digitally implemented, including detailed mitigations, and where there are risks to delivery by 1 January 2021. These plans should also include details of when commodity code divergence will be delivered for the whole of the UK.</em></p><p><em>As we fast approach the end of the transition period, we need to ensure that the UK border is effective and compliant with international rules, maintaining our credibility with trading partners, the WTO and with business. I encourage the continued close cooperation of officials in our departments to achieve this.</em></p><p><em>I am copying this letter to the Home Secretary.</em></p>

The act presently entitles women to 12 weeks of <keyword id="839530" type="UNKNOWN" weightage="100" keywordseo="paid-maternity-leave">paid maternity leave</keyword>, and the proposal was to extend it to 26 weeks.<br />
<br /> Well, looks like the <keyword id="6355512" type="ORGANIZATION" weightage="100" keywordseo="Union-Cabinet">Union Cabinet</keyword> may soon be giving its go-ahead to the proposal.<br />

If the proposal gets accepted, mothers who use surrogates to bear a child and women who adopt a baby would also be getting 12 weeks of maternity leave.<br />
<br /> This extension of maternity leave is in accordance with benefits which are available to central government employees under Central Civil Service (Leave) Rules, <keyword id="662636" type="UNKNOWN" weightage="100" keywordseo="1972">1972</keyword>. This would also help in the reduction of child malnutrition, which is on a rise in the country.<br />

"We have substantially enhanced benefits under the Maternity Act. This is likely to be approved by the Cabinet soon, after which it will go to Parliament as it requires amendment in the Act," a senior government official told ET.<br />
<br /> As per the <keyword id="58379" type="ORGANIZATION" weightage="100" keywordseo="International-Labour-Organisation">International Labour Organisation</keyword>, a standard maternity leave of 14 weeks or more is recommended, while 18 weeks of maternity leaves are encouraged. If the proposal for 26 weeks gets accepted, India would join 42 other countries where maternity leave exceeds 18 weeks.<br />

However, several East European, Central Asian and Scandinavian countries have more generous paid maternity leave, and continue to be idolised for this.<br />

A report <a href="https://www.businessinsider.in/local-phone-manufacturing-saves-india-3-trillion-through-make-in-india/articleshow/65517201.cms">published</a> by the Indian Cellular and Electronics Association (ICEA) analysed that the import substitution of cell phone manufacturing results in saving of ₹3 trillion for India.<br /><br /><strong>Growth without the benefits<br /></strong><br />The main benefits of a growing economy, in theory, are employment generation, higher living standards, stimulating new investments, and a greater fiscal dividend. But the fact of the matter is that despite growth, the positive externalities are yet to present themselves. <br /><br />It’s not that jobs aren’t being created or that investments aren’t increasing, but their pace is at parity with the growth trajectory. The most recent report by the<a href="https://www.businessinsider.in/indias-wage-growth-significantly-trails-economic-growth-says-the-ilo/articleshow/65488218.cms"> International Labour Organisation (ILO)</a> highlights how India’s growth hasn’t been inclusive with a gaping rural-urban divide as well as a gender-wage inequality. <br /><br />And, speaking of <keyword id="44749" type="ORGANIZATION" weightage="20" keywordseo="Foreign-Direct-Investment">foreign direct investment</keyword> (FDI), while there has been a steady increase, it’s important to remember that it’s largely <a href="https://www.bloombergquint.com/opinion/2018/05/18/where-is-all-the-fdi-into-india-really-coming-from-and-going-to#gs.hYSow9Y">due to</a> ‘preferential’ tax treaties between India and countries like Mauritius and Singapore. The top three sectors to gain from FDI have been services, telecommunications and computer services. <br /><br />While long-term benefits are yet to pick their pace, in the short run we can see that the rupee has already <a href="https://www.livemint.com/Money/PzIU47dwgmmKyIS2L8WdDP/Rupee-strengthens-against-US-dollar-after-GDP-beats-estimate.html">strengthened</a> against the dollar since the news of India’s growth broke on Friday. It has increased to trading at ₹70.84 a dollar from ₹71 a dollar at market opening on Monday. <br />

India overtakes China to become the world’s fastest growing economy in Q1 2018

<br />A new report by the the research arm of the State Bank of India (SBI), India’s largest bank, has a number of calls to action to its parent - the Indian government - some of which are put forth in an irreverent fashion. “Policymakers, wake up and smell the coffee!”, the report says, in the hope that the Indian government will get its act together and miraculously transform the country.<br /><br />There is an urgency to SBI’s assessment. It says that India has only 10 years to graduate to a “developed nation”. If it fails to do so, it will, in a likelihood, always be classified as a <keyword id="2343673" type="PERSON" weightage="20" keywordseo="developing-country">developing country</keyword>. <br /><br />The reason? If India’s youth isn’t given adequate skills and opportunities, then the country’s so-called “demographic dividend” - its large and young <keyword id="6356897" type="ORGANIZATION" weightage="20" keywordseo="labour">labour</keyword> force - will become a huge disadvantage by 2030. They won’t be able to contribute productively to the economy, and will hence, be a drag on resources and social programmes. <br /><br /><strong>Developed vs developing </strong><br /><br />According to a number of multilateral organisations, such as the United Nations (UN) and the <keyword id="6366068" type="COMPANY" weightage="20" keywordseo="international-monetary-fund">International Monetary Fund</keyword> (IMF), developed countries are categorised as such because they’ve achieved a certain level of infrastructure or the general standard of living and are above a certain bracket with respect to <keyword id="6354971" type="DEFINITION" weightage="20" keywordseo="gross-domestic-product">gross domestic product</keyword> (GDP) per capita. <br /><br />The IMF categorises economies as developed or “high income” if their <keyword id="311782" type="ORGANIZATION" weightage="20" keywordseo="Gross-National-Income">gross national income</keyword> (GNI) per person <a href="https://datahelpdesk.worldbank.org/knowledgebase/articles/906519-world-bank-country-and-lending-groups">is above $12,236</a>. India currently languishes in the “lower middle income” bracket since its GNI per capita is between $1,006 and $3,955. Despite a slightly larger population, China is in the “upper-middle income” category.<br /><br /><strong>A focus on <keyword id="6355445" type="UNKNOWN" weightage="20" keywordseo="education">education</keyword> reform</strong><br /><br />The right to education does not translate into a right to quality education. <br /><br />In order to prevent its demographic dividend from turning into a disadvantage, SBI says that India will need to dramatically improved education and skill development outcomes in the next decade. This entails the reform and increased investment in government schools, which education a large portion of the country’s children.<br /><br />A few measures include the diversion of funds earmarked for private schools to government schools, for the purpose of upgrading facilities and infrastructure. In addition, teachers need to be better compensated.<br /><br />A new education policy has been stuck in the drafting stage ever since the Modi administration came to power in 2014. The University Grants Commission, India’s higher education regulator, is currently <a href="https://www.business-standard.com/article/education/want-radical-reforms-in-higher-education-exams-ugc-invites-suggestions-118061300762_1.html">in the process of taking suggestions</a> from academics, students and university administrators on how to improve the higher education landscape in the country. The revamp is expected to cover entrance exams, the enhancement of technology and infrastructure and structural changes. <br /><br />However, based on how these things usually go, the report by the SBI is unlikely to spur the government into immediate action. India’s education system has been in need of an overhaul for decades now. It’s a extremely large problem to deal with, and ten years is a short amount of time. It seems that India will be stuck “developing” for the foreseeable future. <br />

Global artificial intelligence market to reach $450 bn in 2022
