"Starting 03 September 2024, customers will, progressively, no longer be able to make bookings with Vistara for travel on or after 12 November 2024," the company said. However, Vistara will continue to take bookings and operate flights as usual till 11 November 2024. All Vistara aircraft will be operated by Air India and bookings for the routes operated by these aircraft will be redirected to Air India's website, the company informed. During this transition period, both Vistara and Air India will ensure necessary support, consistent communication, and convenience to all customers, every step of the way. Vistara-Air India merger: Bookings for Vistara to stop from Sept 3, unified operations start from Nov 12

New Delhi, Aviation watchdog <keyword id="19899185" type="General" weightage="20" keywordseo="dgca" source="keywords">DGCA</keyword> has deferred the implementation of the revised flight duty norms for pilots that were to be effective from June 1, according to two civil aviation ministry officials. One of the officials on Tuesday said the revised norms have been deferred for some time to have wider consultations. The new norms provide for more rest time for pilots and seek to alleviate pilot fatigue. The latest decision comes less than two weeks after the <keyword id="19926254" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="keywords">Directorate General of Civil Aviation</keyword> (DGCA) told airlines that the deadline for implementing the revised Flight Duty Time Limitations (FDTL) norms will not be deferred. Another official said implementation of the revised FDTL norms has been deferred for some time to enable thorough consideration of all elements. The <keyword id="20738678" type="General" weightage="20" keywordseo="federation-of-indian-airlines" source="keywords">Federation of Indian Airlines</keyword> (FIA), comprising <keyword id="19896871" type="General" weightage="20" keywordseo="air-india" source="keywords">Air India</keyword>, <keyword id="19987725" type="General" weightage="20" keywordseo="spicejet" source="keywords">SpiceJet</keyword> and <keyword id="19899182" type="General" weightage="20" keywordseo="indigo" source="keywords">IndiGo</keyword>, had written at least twice to the regulator seeking more time for implementation of the revised FDTL norms that were issued on January 8. In a communication to the FIA earlier this month, the regulator said the airlines have to take all necessary steps to roll out the revised FDTL CAR (<keyword id="20777683" type="General" weightage="20" keywordseo="civil-aviation-requirements" source="keywords">Civil Aviation Requirements</keyword>) with effect from June 1, 2024. The revised norms provide for increased weekly rest time to 48 hours for pilots and limit the number of landings to two during night operations. Besides, the night hours for pilots will be extended to cover the period from midnight to 6 am whereas it was midnight to 5 am earlier. Also, all airlines have to compulsorily submit quarterly fatigue reports, which "should follow a non-punitive and confidentiality policy".

DGCA defers implementation of revised flight duty norms for pilots

The <keyword id="6354705" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (<keyword id="6354787" type="General" weightage="20" keywordseo="dgca" source="Orion">DGCA</keyword>) has asked all aircraft operators to frame Standard Operating Procedures (<keyword id="50548" type="General" weightage="20" keywordseo="SOP" source="Orion">SOP</keyword>) for commercial flight operations to ensure safe flight procedures with no alternative destination. The circular issued by DGCA on February 20 said that the operators shall establish aerodrome-wise standard operating procedures and provide guidance to flight operations personnel to ensure safe flight procedures with no destination alternate and have the same approved by DGCA. It further reads that in a rapidly changing global economy, the international air transport industry must continuously adapt to new trends and increasingly competitive market conditions. "While technological improvements in aviation continue to increase reliability and predictability, economic and environmental concerns will continue to compel operators to use fuel more efficiently. Consequently, all operators, including those leveraging existing technologies and those investing in new technologies to meet operational challenges, should be afforded the opportunity to receive a return on their investments," the circular from DGCA read. "This circular aims to provide extended guidance material necessary to support the implementation of policy to operate flights with no destination alternate in compliance with CAR Section 8 Series O Part II," it read further. DGCA has suggested certain guidelines to formulate SOP for flights with No Destination Alternate, it says that the operators shall establish a laid down procedure for each aerodrome as approved by DGCA in order to undertake flights with No Destination Alternate. DGCA in the circular also said that the procedure is only applicable to destinations with more than one independent runway. "At least one runway should be available with an instrument approach procedure. Change over time from the primary runway to the secondary runway should be specified by the airport operator. The operator should have signed MoU with each aerodrome where they intend to undertake a flight with No Destination Alternate. All the possible non-normal scenarios and contingency plans shall be discussed at the organizational level and shall be shared with the personals involved. All the personnel involved shall be trained prior to undertake flight operations with No Destination Alternate (NDA)," it read. "Operators involved in Ultra long-range (ULR) flight operations may look into No Destination Alternate in conjunction with re-clearance flight planning in order to undertake flight operations with NDA flight. Also, necessary approval shall be taken from the local regulator along with each aerodrome. The decision to commence or continue the flight with "No Destination Alternate" lies entirely with the Pilot In Command (PIC). If circumstances so dictate, the flight will be dispatched with a Destination Alternate," it read further. DGCA asks aircraft operators to frame SOP for commercial flights with 'no destination alternate'

Crisis-hit airline <keyword id="11252024" type="General" weightage="20" keywordseo="go-first" source="Orion">Go First</keyword> has suspended sale of tickets till May 15 and is working to refund or reschedule existing bookings for future dates, aviation regulator <keyword id="6354787" type="General" weightage="20" keywordseo="dgca" source="Orion">DGCA</keyword> said on Thursday. The <keyword id="6354705" type="General" weightage="20" keywordseo="directorate-general-of-civil-aviation" source="Orion">Directorate General of Civil Aviation</keyword> (DGCA) had issued a show cause notice to the airline after it suddenly decided to cancel flights for three days starting May 3. "<keyword id="6354976" type="General" weightage="20" keywordseo="go" source="Orion">Go</keyword> First has intimated that they have suspended sale of their flights till 15 May 2023 and are working to refund or reschedule for future dates, the passengers already booked to fly with them," the regulator said in a statement. After examining the reply filed by Go First, the watchdog has issued an order "under the prevailing regulations directing them to process the refunds to passengers as per the timelines specifically stipulated in the relevant regulation". The regulator also said it is committed to minimising passenger inconvenience in view of the abrupt decision by Go First to suspend their scheduled operations without any prior intimation. Separately, Go First said it has cancelled flights till May 9 due to operational reasons. "We regret to inform that due to operational reasons, Go First flights scheduled till 9th May 2023 have been cancelled... A full refund will be issued to the original mode of payment shortly," the airline said in an update on its website. Go First suspends sale of tickets till May 15; DGCA asks airline to process refunds for passengers

By Quaid Najmi The tottering <keyword id="528556" type="General" weightage="20" keywordseo="Indian-aviation-sector" source="Orion">Indian aviation sector</keyword> hit fresh turbulence when early this month, another flourishing private airline was suddenly grounded owing to various problems, making it the 11th in a decade to �fall from the skies. Throwing their hands up, the <keyword id="11252024" type="General" weightage="20" keywordseo="go-first" source="Orion">Go First</keyword> budget airline's owners -- the Wadia Group -- filed voluntary insolvency resolution proceedings before the National Company Law Tribunal (NCLT) sending shockwaves through the entire <keyword id="34990" type="General" weightage="20" keywordseo="airline-industry" source="Orion">airline industry</keyword>. Go First was plagued by a peculiar problem -- the purported failure of the jet engine manufacturer, Pratt &amp; Whitney, USA, to supply engines/spares for its aircraft that grounded nearly 40 percent of the fleet for several months before it was compelled to totally suspend operations from the first week of May 2023. While the <keyword id="6354787" type="General" weightage="20" keywordseo="DGCA" source="Orion">DGCA</keyword> slapped a show-cause notice on the carrier for its abrupt actions that created havoc with thousands of flyers, Civil Aviation Minister Jyotiraditya Scindia seemed sympathetic to Go First grappling with the engine problems. While assuring that the government was helping out as best as possible, Scindia also called upon Go First to make alternative travel arrangements for its flyers to avoid inconveniencing them. According to Go First the application under the IBC came after the "ever-increasing number of failing engines supplied by PW" which led to the grounding of around 25 of its 61-strong Airbus A-320neo aircraft, or almost 40 percent of its fleet by April 30, 2023. Go First said in a statement that the groundings due to faulty PW engines increased from 7 percent of its fleet in December 2019 to 31 percent in December 2020 and 50 percent in December 2022, and blamed PW for giving assurances but failing to meet them. In view of this, the beleagured carrier suffered a whopping loss of nearly Rs 10,800 crore and even demanded Rs 8000 crore as compensation from the PW which could help Go First to meet its financial commitments/obligations. Besides, Go First had also coughed up Rs 5,657 crore to its lessors in the past couple of years comprising Rs 1,600 crore as lease rent for the non-operational grounded aircraft. Go First was also hampered by the PW reportedly not honouring the March 2023 award of the Emergency Arbitrator in Singapore to immediately provide the airline with at least 10 serviceable spare leased engines by April 2023 and 10 more per month till December 2023 to enable the carrier to resume full operations, financial rehab and survival. An aviation official said that after the NCLT processes the Go First application, it could appoint an interim Resolution Professional to take over and re-start operations, adding that a similar exercise in 2019 with another grounded private carrier failed to take-off. Though Go First's promoters have pumped in around Rs 3,200 crore in the past three years, coming to a total investment of nearly Rs 6,500 crore, plus support from the government's emergency credit line guarantee, all this failed to help as the airline kept incurring 100 percent of its operational costs and with a total loss of Rs 10,800 crores, it �succumbed'. In the NCLT plea, the 17-year-old airline which operated over 32 flights to 29 domestic and 10 international destinations, has sought several interim directions including restraining the lessors from taking back their aircraft, any adverse action by the DGCA, suppliers of essential goods-services, etc. Since launching low key operations in November 2005 as �GoAir', Go First gradually climbed up to become the fifth largest private carrier, consistently profitable and expanding till the PW �engine troubles' started from December 2020, hitting its operations and forcing it to ground in May 2023. However, the owner-promoters have already made it clear that they are keen to revive and not sell the venture or even exit this sector, which has witnessed many ups and downs with the practical �demise' of another 10 airlines in the past 10 years - or average one per annum! The Go First imbroglio came at a crucial juncture for the country's aviation sector which was soaring to pre-Covid 19 levels after the harsh pandemic and the ongoing peak summer holidays - and its full impact on the industry remains to be seen. Go First Gone: 11th private airline to 'drop' out of skies in a decade

In November, the domestic <keyword id="64078" type="General" weightage="20" keywordseo="air-passenger-traffic" source="Orion">air passenger traffic</keyword> scaled new peaks at least four times. "Post-Covid, India's domestic aviation's turnaround story has not just been overwhelming but inspiring as well. As per official data, the total number of domestic passengers was 4,63,417 and the number of flight movements stood at 5,998 on Thursday (November 23). New Delhi, <keyword id="175577" type="General" weightage="20" keywordseo="commercial-pilot-license" source="Orion">Commercial pilot license</keyword>s will now be valid for ten years, with the government amending rules as part of efforts to further improve ease of doing business in the aviation sector. Till now, the validity of Commercial Pilot License (CPL) was for five years and after completion of that period, it had to be renewed. The civil aviation ministry amended the Aircraft Rules, 1937. Among various changes made, the validity of licenses in relation to Airline Transport Pilot License (ATPL) and CPL holders has been increased from five years to ten years. "This change is expected to reduce administrative burden on pilots and aviation authorities like DGCA, promoting a more streamlined and efficient licensing process," the ministry said in a statement on Monday. Besides, rules have been amended to address concerns related to the display of lights in the vicinity of an aerodrome. It has also been clarified that the term 'light' encompasses lantern lights, wish kites, and laser lights. Also, the government's jurisdiction over those exhibiting such lights has been extended from 5 kilometres to 5 nautical miles around an aerodrome. "It is made explicit that the government possesses the authority to take action against individuals displaying lights that disrupt the safe operation of aircraft or pose hazards to the operating crew. "Should such lights remain unattended for 24 hours, the government is empowered to enter the location and extinguish them," the ministry said. Simultaneously, the matter should be reported to the relevant police station for legal action under the Indian Penal Code (IPC). When the source of the observed light is unidentifiable or if it shifts locations, the airport or airline operator is obligated to promptly report the incident to the local police station, initiating potential criminal proceedings. Another amendment is that the requirement for validation of foreign licenses has been removed. "This change signifies aligning the regulations with the evolving needs of the aviation sector," the ministry said. Further, the requirements related to continued competence for <keyword id="6414849" type="General" weightage="80" keywordseo="air-traffic-controller" source="Orion">Air Traffic Controller</keyword> (ATC) license holders have been liberalised. According to the ministry, this change offers increased flexibility to accommodate situations with limited movements or watch hours. ATC license holders must complete a minimum of ten hours of simulated exercises, including emergencies. Subsequently, they must undergo a skill assessment for their respective rating within ten consecutive days of commencing these exercises, it said. The ministry said the amendments to the Aircraft Rules, 1937, notified on October 10, mark a crucial shift in promoting ease of doing business and ensuring safety and security within the aviation sector. India is one of the fastest growing aviation markets in the world. Airlines are expanding their aircraft fleet and will be hiring more pilots to cater to rising air traffic demand.
