Five years have passed but the route has not been opened, an organisation of border traders in Dharchula said. The traders who belong to the <keyword id="22005864" type="General" weightage="20" keywordseo="Bhotia-tribe" source="keywords">Bhotia tribe</keyword> started to raise their demand for reopening of the trade route through Lipulekh after China recently began the process of implementing a pact, in which it had agreed to open all 14 trade passes with Nepal. The implementation of the agreement inked by China and Nepal in December, 2022 began on May 25 this year, when China opened Piangi pass situated in Dolpa district of eastern Nepal, president of Bharat Tibetan Simant Vyapar Samiti, Dharchula Jeewan Singh Rongkali said. Three more passes along the Indo-Tibet border in the western region of Nepal that fall in the districts of Humla, Bajang and Darchula will be opened on June 20, 30 and 25 respectively, he said. "We have so far sent 22 applications to the government of India requesting it to take up with the Chinese authorities the reopening of the trade route through Lipulekh pass but have received no response so far," Rongkali said. According to Rongkali, Indian tribal traders from Dharchula alone have left trading items worth Rs 15 lakh in <keyword id="22005865" type="General" weightage="20" keywordseo="taklakot" source="keywords">Taklakot</keyword> Mart of Tibet at the time of closure of border trade in 2019, following the Covid-19 pandemic. "We have no information if our stored goods are safe or in a state of decay. They were stored in plywood covers at the time of closure of trade," Rongkali said. "We want trade with China to be resumed through Lipulekh pass but if for some reason it is not possible then the traders should be given 15 days' time to go to Taklakot to ring back their goods," he said. Goods of over 450 Indian tribal traders have been lying there for the last 5 years, he said. According to Rongkali, over 450 Indian traders used to supply essential goods to villagers of over 45 villages of western Tibet through this trade route since 1992. "Out of over 1.5 crore trade annually, we have paid lakhs of rupees towards customs duty and other taxes to the government of India," said Rongkali. China announced in the year 2022 that it will build trans Himalayan multi-dimensional connectivity with Nepal to restructure the road and communication network with that country, Rongkali said. "As China has not given permission to open our passes along the Indo-China border, we have an apprehension that the mart made for Indian traders in Gakkhu town of Taklakot could be handed over to Nepalese traders," said Rongkali.

Border infrastructure is not the cause of friction between India and China, says MEA spokesperson

Chinese PLA is reportedly rotating troops despite India's insistence on disengagement from friction points along the border

Chinese troops have tripled the number of patrol boats in the area to match the number of the boats that India has as its disposal along the 45-kilometre western end of the lake, according to the <a href="https://indianexpress.com/article/india/ladakh-china-border-aksai-chin-pangong-tso-army-road-construction-6418370/">Indian Express</a>. India’s building more roads and the Chinese don’t like it The Chinese People’s Liberation Army (PLA) is also challenging India’s new construction in the mountainous region. The road was originally conceived in 1999 for the Indian Army to evict Pakistan’s Army during the Kargil War and is now divided between China and India. As November rolls in, Xi and Modi are scheduled to meet each other, albeit virtually, at least three times. China’s new plans for a rail and road network The conflict between India and China is no longer about who fired the first shot but who will come out on top when this all ends. Even though India is only catching up with the vast expanse of border infrastructure that China already has in place, the dragon isn’t about the left behind. China followed India’s developments with its own plans of constructing the strategic Sichuan-Tibet Railway, according to PTI. It doesn’t extend to the Indian border, but does reach into Tibet’s Linzhi province, which is as close as China can get to Arunachal Pradesh without inciting fresh conflict. Over the weekend, China Railway announced the bidding results for constructing two tunnels, one bridge, and a power supply project to put the railway line together. The project will stretch across 1,0111 kilometers and cost around $47.8 billion. The race to build roads to the border Border infrastructure is key to any country’s national security. It is, in fact, the match that lit the fire between India and China. Experts claim that India caught China by surprise when it began developing the Darbuk-Shyok-Daulat-Beg-Oldi (DSDBO) Road. It’s an all-weather road in Eastern Ladakh — where the India-China conflict is currently playing out. It cuts the time needed to traverse the distance between Leh and the DBO post down from two days to just six hours. As both nations continue to boost their border infrastructure, the ultimate outcome is anyone's guess. <ul><li>With winter approaching along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) in eastern Ladakh, China has sent its troops' assemblable thermal shelters. </li><li>India has also been preparing for a winter standoff conducting its biggest military logistics operations in decades. </li><li>The border tensions between India and China are different from the past phases, with more troops and an increasing amount of hotspots. </li></ul>It’s not just the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> that’s readying itself for the harsh winter of the Himalayas along the India-China border in Ladakh, but the Chinese People’s Liberation Army (PLA) as well. According to the Chinese state-run publication <a href="https://www.globaltimes.cn/content/1202859.shtml">Global Times</a>, the troops stationed at the border were recently equipped with assemblable thermal shelters. To counter China’s threat along the border, India conducted the most extensive military logistics operations in decades. Before the roads get snowed in, the Indian Army has been busy hauling in ranks, heavy weaponry, ammunition, fuel, food, and other essential winter supplies. <div type="Article" hostid="261" msid="76725494" title="India is ready for the ‘long haul’ with China until winter after the third round of military talks" mstype="2" mssubtype="0"></div> The situation at the border this year is very different with more troops and an increasing number of friction points where India and China are locked in a standoff. India, alone, has deployed over three additional army divisions than usual in eastern Ladakh as winter rolls in. China’s new thermal shelters China's new shelters have dorms for sleeping, canteens, washing rooms, toilets, warehouses, microgrids, and heating equipment that can function in temperatures as low as minus 55 degrees Celsius and altitudes up to 5,500 meters above sea level. Even with sub-zero temperatures outdoors, the temperature inside the shelters can be maintained at above 15 degrees Celsius, according to a report by PLA Daily, the army’s publication. Diesel heaters ensure emergency heating, and over 90% of the shelter’s components can be reused. However, PLA Daily asserts the new self-powered thermal insulation homes aren’t new. Border troops have been using them at several outposts across the plateau and alpine areas over the last two years. India continues to build border roads The Indian government is using the newly launched Atal Rohtang Tunnel to deploy armed forces and equipment faster than before. After a decade of digging, the world’s longest high-altitude tunnel reduces the distance between mainland and Ladakh — where India is facing off against China — by 46 kilometers. <div type="Article" hostid="261" msid="77122683" title="India is loading up supplies in Ladakh fearing the worst as the Chinese army drags its feet on its way back" mstype="2" mssubtype="0"></div> "China does not recognize the so-called central territory of Ladakh illegally established by India. The next round of military negotiations between India and China are scheduled to take place on October 12 on the Indian side of the border. Last time around, the two sides agreed to refrain from adding any more troops than were already deployed. Chinese Army will be using thermal shelters to fend off the sub-zero temperatures along the India-China border this winter

After Pakistan, China is also creating a dispute at the border with India as if it was part of a "mission", Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said on Monday, as Indian and Chinese troops remain locked in a standoff in eastern Ladakh for over five months. The defence minister, speaking at an online event after inaugurating 44 bridges, said India is not only facing the situations along the frontiers resolutely, but it is also bringing in major development including in border areas. "You are well aware of the conditions created along our northern and eastern borders. First it was Pakistan, and now also by China, as if a border dispute is being created under a mission. We have a border of about 7,000 km with these countries where the tension continues," Singh said. The defence minister was speaking after inaugurating the bridges built in strategically key areas of Ladakh, Arunachal Pradesh, Sikkim, Himachal Pradesh, Uttarakhand, Punjab and Jammu and Kashmir. A majority of these bridges are expected to significantly improve movement of troops in areas along the border with China in Ladakh, Sikkim and Arunachal Pradesh sectors, officials said. Both India and China held a series of diplomatic and military talks to resolve the border standoff. However, no breakthrough has been achieved to defuse the situation. Singh said in the challenging times of COVID-19 and despite the border tensions and disputes caused by Pakistan and China, the country was not only resolutely facing them but also bringing about historical changes in all sectors of development. The defence minister also laid the foundation stone for Nechiphu Tunnel in Arunachal Pradesh. This 450 metre-long tunnel would ensure all-weather connectivity across Nechiphu pass. The bridges inaugurated by Singh included 10 in Jammu and Kashmir, eight in Ladakh, two in Himachal Pradesh, four each in Punjab and Sikkim and eight each in Uttarakhand and Arunachal Pradesh. In his address, Singh complimented the Border Roads Organisation (BRO) for their achievements in improving infrastructure in border areas and said that dedication of 44 bridges in one go in itself was a record. He said the annual budget of BRO that varied from Rs 3,300 crore to Rs 4,600 crore in years between 2008 and 2016, saw a substantial rise and is pegged at over Rs 11,000 crore in 2020-21. "There was no reduction of this budget despite COVID-19," he said Singh said construction of the bridges will benefit both the civilian population as well as the military in the areas. "Our armed forces personnel are deployed in large numbers in areas where transport is not available throughout the year," he said, noting improvement in border infrastructure will significantly help armed forces. "These roads are not only for strategic needs, but they also reflect equal participation of all stakeholders in the development of the nation," Singh said. The defence minister praised the Border Roads Organisation (BRO) for working tirelessly even during the coronavirus-triggered lockdown period. The defence ministry said despite unprecedented snowfall breaking a 60-year record, all strategic passes and roads were cleared for traffic about one month before their average yearly opening dates. "I am happy to know that over 2,200 kilometers of roads have been cut by the BRO during the last two years, using the latest technologies, and state-of-the-art equipment. Also, surfacing was carried out on about 4200 kms of roads," he added. Amid the border standoff with China, India is expediting work on several key projects including on a strategic road linking Darcha in Himachal Pradesh with Ladakh that will criss-cross a number of high-altitude snow-bound passes. The nearly 290-km-long road will be crucial for the movement of troops and heavy weaponry into the frontier bases of the Ladakh region and will provide a crucial link to the Kargil region.
