After Pakistan, China is also creating a dispute at the border with India as if it was part of a "mission", Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> said on Monday, as Indian and Chinese troops remain locked in a standoff in eastern Ladakh for over five months. The defence minister, speaking at an online event after inaugurating 44 bridges, said India is not only facing the situations along the frontiers resolutely, but it is also bringing in major development including in border areas. "You are well aware of the conditions created along our northern and eastern borders. First it was Pakistan, and now also by China, as if a border dispute is being created under a mission. We have a border of about 7,000 km with these countries where the tension continues," Singh said. The defence minister was speaking after inaugurating the bridges built in strategically key areas of Ladakh, Arunachal Pradesh, Sikkim, Himachal Pradesh, Uttarakhand, Punjab and Jammu and Kashmir. A majority of these bridges are expected to significantly improve movement of troops in areas along the border with China in Ladakh, Sikkim and Arunachal Pradesh sectors, officials said. Both India and China held a series of diplomatic and military talks to resolve the border standoff. However, no breakthrough has been achieved to defuse the situation. Singh said in the challenging times of COVID-19 and despite the border tensions and disputes caused by Pakistan and China, the country was not only resolutely facing them but also bringing about historical changes in all sectors of development. The defence minister also laid the foundation stone for Nechiphu Tunnel in Arunachal Pradesh. This 450 metre-long tunnel would ensure all-weather connectivity across Nechiphu pass. The bridges inaugurated by Singh included 10 in Jammu and Kashmir, eight in Ladakh, two in Himachal Pradesh, four each in Punjab and Sikkim and eight each in Uttarakhand and Arunachal Pradesh. In his address, Singh complimented the Border Roads Organisation (BRO) for their achievements in improving infrastructure in border areas and said that dedication of 44 bridges in one go in itself was a record. He said the annual budget of BRO that varied from Rs 3,300 crore to Rs 4,600 crore in years between 2008 and 2016, saw a substantial rise and is pegged at over Rs 11,000 crore in 2020-21. "There was no reduction of this budget despite COVID-19," he said Singh said construction of the bridges will benefit both the civilian population as well as the military in the areas. "Our armed forces personnel are deployed in large numbers in areas where transport is not available throughout the year," he said, noting improvement in border infrastructure will significantly help armed forces. "These roads are not only for strategic needs, but they also reflect equal participation of all stakeholders in the development of the nation," Singh said. The defence minister praised the Border Roads Organisation (BRO) for working tirelessly even during the coronavirus-triggered lockdown period. The defence ministry said despite unprecedented snowfall breaking a 60-year record, all strategic passes and roads were cleared for traffic about one month before their average yearly opening dates. "I am happy to know that over 2,200 kilometers of roads have been cut by the BRO during the last two years, using the latest technologies, and state-of-the-art equipment. Also, surfacing was carried out on about 4200 kms of roads," he added. Amid the border standoff with China, India is expediting work on several key projects including on a strategic road linking Darcha in Himachal Pradesh with Ladakh that will criss-cross a number of high-altitude snow-bound passes. The nearly 290-km-long road will be crucial for the movement of troops and heavy weaponry into the frontier bases of the Ladakh region and will provide a crucial link to the Kargil region. India-China border dispute created as if part of a 'mission', says Indian Defence Minister

India and China on Wednesday agreed to hold a meeting soon between the senior commanders of their armies for an early disengagement along the Line of Actual Control (LAC), where the two countries are locked in a face-off since June this year. New Delhi and Beijing held their 19th meeting of the Working Mechanism for Consultation and Coordination (WMCC) on India-China border affairs on Wednesday. Both sides agreed that the next, i.e., the seventh round of meeting of senior commanders should be held at an "early date so that both sides can work towards early and complete disengagement of the troops along the LAC in accordance with the existing bilateral agreements and protocols, and fully restore peace and tranquility". The Indian delegation was led by Joint Secretary (East Asia) of the Ministry of External Affairs. The Director General of the Boundary &amp; Oceanic Department of the Chinese Ministry of Foreign Affairs led the Chinese delegation. An official statement issued by the Ministry of External Affairs in New Delhi said that the two sides reviewed the current situation along the LAC and had "frank and detailed discussions on the developments since the last meeting of the WMCC on August 20". Both India and China attached importance to the meetings between the two Defence Ministers and the two Foreign Ministers held earlier this month. They also noted that the agreement between the two Foreign Ministers should be "sincerely implemented to ensure disengagement at all the friction points along the LAC". The two sides positively evaluated the outcome of the sixth senior commanders' meeting held on September 21. They emphasised the need to implement the steps outlined in the joint press release issued after the last meeting of the senior commanders so as to avoid misunderstandings and to maintain stability on the ground, the statement said. The representatives of both the sides said that there was a need to strengthen communication, especially between the ground commanders. Both sides agreed to continue to maintain close consultations at the diplomatic and military levels. India-China agree to hold early meeting for disengagement along LAC

India and China are engaged in an eight-month standoff at LAC in Eastern Ladakh. Both the countries are also engaged in military and diplomatic talks to resolve the border dispute. A total of eight rounds of corps commander level have happened between the militaries of both the countries and the ninth round of talks is to be scheduled very soon to disengage troops. Amid this, apart from aggressively developing infrastructure, China has started installing radars from Ladakh to Sikkim region. Top sources said that at Yecheng a medium-sized building and a watch tower have come up at the facility. The number of radars installed has also increased from three to four which include one JY-9 radar, one JY-26 radar, one HGR-105 radar and one JLC-88B radar. At Pali and Phari Kyarang La, which is opposite Sikkim, the radar site is located two kilometers west of Kyarang La, and comprises four radars. "Infrastructure development has been witnessed at surveillance facility at At Yamdrok Tso which is opposite Central Bhutan," the top source said, Around six km northeast of Tsona is the Cuona electronic warfare station. This site has three radomes, three radars and five support buildings. Infrastructure development has been discerned at the surveillance facility located 2.6 kilometer North West of Tsona Dz Heli base. Sources said that a radome site is located 6 kilometer south west of Kechen Tsho. It comprises radome, control building and antenna masts within a perimeter wall. At Qomo Dz the radar site comprises one radome atop a double-storied building, one control building and one medium building, all enclosed by a perimeter wall. "JY-24 radar is deployed at the site," the source said. China has also created a radar site at Linzhi and Ngiti which is opposite Arunachal Pradesh. "Linzhi/ Ngiti radar is located approximately 21 kilometre north west of Linzhi and comprises two radomes, one radar along with a large shed building connected by a covered corridor," the sources. Further, China is also aggressively developing infrastructure along the Line of Control. China has developed infrastructure near Karakoram Pass and Rechin La, the disputed site at LAC. It is also building permanent integrated habitable infrastructure terming as model villages. Such villages have been noticed across LAC. India has been observing how China is getting aggressive on the border. India-China border hotspot Pangong Tso Lake sees fresh build up of Chinese troops

India and <keyword id="1334" type="COUNTRY" weightage="20" keywordseo="China">China</keyword> have agreed on a five-point plan for resolving the prolonged border face-off in eastern Ladakh that included abiding by all existing agreements and protocol on management of the frontier, maintaining peace and tranquility and avoiding any action that could escalate matters. The two countries agreed to the plan during talks between <keyword id="5263" type="POSITION" weightage="20" keywordseo="External-Affairs-Minister">External Affairs Minister</keyword> S <keyword id="236448" type="PERSON" weightage="20" keywordseo="Jaishankar">Jaishankar</keyword> and his Chinese counterpart Wang Yi in Moscow on Thursday evening on the sidelines of a Shanghai Cooperation Organisation (SCO) meet. The Indian Army and the Chinese People's Liberation Army(PLA) have been locked in a tense standoff in multiple areas along the Line of Actual Control(LAC) in eastern Ladakh since early May. The Ministry of External Affairs(MEA) issued a joint press statement early on Friday featuring five points which were agreed by both the sides at the "frank and constructive" discussions by the two ministers. "The two foreign ministers agreed that the current situation in the border areas is not in the interest of either side. They agreed, therefore, that the border troops of both sides should continue their dialogue, quickly disengage, maintain proper distance and ease tensions," it said. The joint statement said Jaishankar and Wang agreed that both sides should take guidance from the series of consensus reached between leaders of the two countries on developing India-China relations, including not allowing differences to become disputes. This assessment was a clear reference to decisions taken by Prime Minister Narendra Modi and Chinese President Xi Jinping at their two informal summits in 2018 and 2019. "The two ministers agreed that both sides shall abide by all the existing agreements and protocol on China-India boundary affairs, maintain peace and tranquility in the border areas and avoid any action that could escalate matters," the joint statement said. At the talks, Jaishankar and Wang agreed that as the situation eases on the border, the two sides should expedite work to conclude new confidence building measures to maintain and enhance peace and tranquility in the border areas. The joint statement said the two sides also agreed to continue to have dialogue and communication through the Special Representative(SR) mechanism on the India-China boundary question. "They also agreed in this context that the Working Mechanism for Consultation and Coordination on India-China border affairs (WMCC) should also continue at its meetings," it added.

In 2017, Palo Alto detected that the hacker group was targetting Japanese Academics and organisations with malware. In another investigation, FireEye found that Stone Panda was using a Remote Accessibility Trojan (RAT) — which gives the hackers to control your device from anywhere — to run reconnaissance, extract intelligence, and plant malware. The seventh round of Corps Commander-level talks between armies of India and China is scheduled to take place on October 12 with a specific agenda of firming up a roadmap for disengagement of troops from friction points in eastern <keyword id="26604" type="PERSON" weightage="20" keywordseo="ladakh">Ladakh</keyword>, government sources said on Sunday. At the talks, the two sides are also expected to look into further steps to maintain stability on the ground and avoid any action that may trigger fresh tension in the region where troops from both sides will be facing difficult conditions in the next four months due to harsh winters, they said. A senior official of the <keyword id="6374106" type="ORGANIZATION" weightage="20" keywordseo="ministry-of-external-affairs">Ministry of External Affairs</keyword> (MEA) is set to be part of the Indian delegation at the talks which will be led by Lt Gen Harinder Singh, the commander of the Leh-based 14 Corps of the Indian Army, the sources said. Lt Gen PGK Menon, who will succeed Lt Gen Singh as the commander of the crucial corps in mid-October, will also join the Indian team at the seventh round of military talks, they said. Following the last round of military talks on September 21, the two sides announced a slew of decisions including not sending more troops to the frontline, refraining from unilaterally changing the situation on the ground and avoiding any actions that may further complicate matters. The military talks were held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation(SCO) conclave. The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC). Days after the military talks, the two sides held diplomatic talks under the framework of Working Mechanism for Consultation and Coordination (WMCC) on border affairs, but no concrete outcome emerged from the negotiation on September 30. After the diplomatic talks, the MEA said it was agreed that the next round of the meeting of senior commanders should be held at an early date so that both sides can work towards early and complete disengagement of the troops along the LAC in accordance with the existing bilateral agreement and protocols. Joint Secretary in the Ministry of External Affairs Naveen Srivastava, who has been leading the Indian side at the WMCC talks, also attended the military talks on September 21 for the first time. The sources said Srivastava is likely to be the representative of the MEA at the seventh round of talks. It will be Lt Gen Singh's last round of talks with the Chinese military as he will take charge as head of the prestigious Indian Military Academy around October 15. Lt Gen Menon was also part of the Indian delegation at the sixth round of talks. At the previous six rounds of Corps Commander-level talks, the Indian side led by Lt Gen Singh insisted on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April. The situation in eastern Ladakh deteriorated following at least three attempts by the Chinese military to "intimidate" Indian troops along the northern and southern bank of Pangong lake area between August 29 and September 8 where even shots were fired in the air for the first time at the LAC in 45 years. As the tensions escalated further, the foreign ministers of the two countries held talks in Moscow on September 10 where they reached on the five-point agreement to defuse the situation in eastern Ladakh. The agreement was the basis for the sixth round of Corps Commander-level talks. In the last three months, the Indian Army rushed tanks, heavy weaponry, ammunition, fuel, food and essential winter supplies into various treacherous and high-altitude areas of the region to maintain combat readiness through the harsh winter of around four months beginning mid-October. Next round of India-China Corps Commander talks scheduled for October 12

As per established protocols, he will be returned back to Chinese officials at the Chushul - Moldo meeting point after completion of formalities. The soldier, a corporal, is being questioned to establish whether he was on an espionage mission. "A PLA soldier identified as Corporal Wang Ya Long was apprehended in the Demchok sector of Eastern Ladakh on October 19, 2020 after he had strayed across the LAC," Indian Army in a statement said. The Chinese People's Liberation Army (PLA) soldier told Indian agencies that he had crossed the disputed border to retrieve a yak that had strayed into Indian territory. Warning Beijing against advancing its untenable unilateral interpretation, India on Tuesday said that it has never accepted the 1959 definition of the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) with China. In response to queries on a recent media report quoting a Chinese Foreign Ministry statement regarding China's position on the LAC, the official spokesperson of the Ministry of External Affairs, Anurag Srivastava, said, "India has never accepted the so-called unilaterally defined 1959 Line of Actual Control (LAC). This position has been consistent and well known, including to the Chinese side." Under various bilateral agreements, including the 1993 Agreement on Maintenance of Peace and Tranquility along the LAC, the 1996 Agreement on Confidence Building Measures (CBMs) in the military field, the 2005 Protocol on Implementation of CBMs, the 2005 Agreement on Political Parameters and Guiding Principles for Settlement of the India-China Boundary Question, both India and China have committed to clarification and confirmation of the LAC to reach a common understanding of the alignment of the LAC. In fact, the two sides had engaged in an exercise to clarify and confirm the LAC up to 2003, but this process could not proceed further as the Chinese side did not show willingness to pursue it, Srivastava said. "Therefore, the insistence now of the Chinese side that there is only one LAC is contrary to the solemn commitments made by China in these agreements," he said. The Indian side, Srivastava said, has always respected and abided by the LAC. As Defence Minister Rajnath Singh stated in the Parliament recently, "It is the Chinese side, which by its attempts to transgress the LAC in various parts of the Western Sector, has tried to unilaterally alter the status quo." The spokesperson said that in the last few months, the Chinese side has repeatedly affirmed that the current situation in the border areas should be resolved in accordance with the agreements signed between the two countries. In the agreement reached between the External Affairs Minister and his Chinese counterpart on September 10, the Chinese side had reiterated its commitment to abide by all the existing agreements. Srivastava said that India expects "the Chinese side will sincerely and faithfully abide by all the agreements and understandings in their entirety and refrain from advancing an untenable unilateral interpretation of the LAC."
