Puducherry, May 14 () An eight-year-old schoolstudent here has donated Rs 25,000 of her savings to the poorwho are struggling due to the COVID-19 lockdown.Dhiya, who dreams of becoming an IAS officer, has beensaving the money to buy a laptop for preparation for thecivil service exam, sources in the Collectorate here said.But, she was moved by the plight of the poor whohaven't had a morsel to keep them going till the lockdownends.So, she decided to use her small savings to buyprovisions, essential goods and others for distribution tothe suffering artists, drivers and other sections of peoplereeling under poverty, the sources said.With the consent of her parents, the third standardgirl spent the amount on the commodities and distributed themto the poor sections. She had saved the money given to her asa gift from her parents and relatives on various occasions.On hearing about the humanitarian attitude of the girl,the Puducherry Collector T Arun invited her and her parentsto his office on Thursday to felicitate her.The aspiration of the student to sit in thecollector's chamber was also fulfilled, as Arun let her seefor herself how an IAS official functions.With a broad smile andamid applause by all thosepresent including her parents, the girl got a hands-onexperience of what it means to be a civil service official. The registrations opened from August 1, 2019 and today is the last date to submit the applications for Detailed Application forms(DAF). The window will close today at 6 pm. The Civil Services Main Examinations for 2019 will be held on September 20 to September 29, 2019, according to the official update. Indian Foreign Services (IFS) Mains 2019 will commence from December 1, 2019. Candidates will have to pay ₹200 for the mains examination. The UPSC CSE Prelims was conducted on June 2, 2019. Nearly 800,000 candidates appeared for the examination. However, this year, 28-year-old <keyword id="4606817" type="UNKNOWN" weightage="100" keywordseo="ummul-kher">Ummul Kher</keyword> has managed to clear the exam in one shot, bravely crossing all the possible hurdles that she could have faced in her journey.Born with fragile bone disorder, Ummul was just five when her family moved to Delhi from Marwar, Rajasthan, where she lived with her parents in a slum near Nizamuddin. Her father, a street vendor, sold clothes in nearby areas, and Ummul’s formative years were spent in struggle. Being physically unfit, she studied in Pt Deendayal Upadhyaya Institute for The Physically Handicapped till Class V. The family had to shift to Trilokpuri in 2001, after their shanties were demolished by the Delhi Development Authority. Once there, to make ends meet and for her financially deprived family, the bright Ummul started giving tuitions to slum children. She was just 11 then.Her inclination towards academics was not well supported by her parents who did not believe in educating girls beyond Class VIII. After failing to convince them for letting her study further, she took the bold decision and moved out of her house. In her quest for knowledge, she was supported by a trust that funded her education, because of which she got admission in Gargi College, Delhi. However, her struggling days were far from over. In 2012, she met with an accident that left her with 16 fractures and bound to a wheelchair for around a year, requiring eight surgeries.Undeterred, she cracked the Junior Research Fellowship for her Masters in International Studies in <keyword id="58265" type="ORGANIZATION" weightage="100" keywordseo="Jawaharlal-Nehru-University">Jawaharlal Nehru University</keyword>, after which she was paid Rs 25,000 per month. After clearing JRF-NET, she started her M Phil from <keyword id="6356383" type="ORGANIZATION" weightage="100" keywordseo="JNU">JNU</keyword>, and is currently pursuing her Ph.D from there. For the general category, the age bracket to appear for the exam is 21 to 32 years. In between that, you can appear for the test six times. In its proposal to the Department of Personnel and Training (DoPT), UPSC wants to charge a penalty on applicants for not appearing for the examination, <a href="https://theprint.in/india/governance/upsc-wants-govt-to-remove-mandatory-aptitude-test-from-civil-service-exam/259808/">The Print reported</a> citing sources. Aspirants who take the mandatory Civil Services Aptitude Exam (CSAT) have been complaining that it gives edge to applicants from English, Maths and Science streams over other candidates. CSAT assesses comprehension, communication skills, reasoning and analytical ability and problem solving skills. ‘Waste of Time’ The aptitude test or Paper II was rolled out in 2011 as a part of the selection process. However, in 2015, the Indian government changed the test to ‘qualifying’ test due to massive protests. Now, the candidates are only required to score a minimum passing percentage of 33% to qualify for the examination. However, the selection in further rounds is based on the score of Paper I, which tests current affairs and general knowledge of the candidate. According to an official from UPSC, the aptitude test is merely an add-on in the syllabus of the preliminary examination, and a “waste of time”. Missing Candidates The UPSC is also seeking <a href="https://theprint.in/india/governance/application-for-ias-exam-must-be-treated-as-an-attempt-in-itself-upsc-tells-govt/172942/">penalty on absentees</a>, to trim the gap between the candidates who apply for the test and those who actually appear for it. On an average, nearly a million candidates apply for the examination every year. However, merely half of them turn up to take the exam. The UPSC CSE is conducted to select officers of the elite public services like Indian Administration Services (IAS), Indian Police Services (IPS), Indian Foreign Services (IFS) and others. The examination includes three stages — prelims, mains and a personality test. An IAS officer’s monthly compensation ranges from ₹47,250 for entry-level positions going up to ₹2,02,500 for high-profile roles like Cabinet Secretary, according to media reports.
