<keyword id="19900881" type="General" weightage="20" keywordseo="delhi" source="keywords">Delhi</keyword>'s finance minister Atishi presented the FY25 budget in the state assembly on Monday with an outlay of Rs 76,000 crore, announcing the 'Mukhyamamantri Mahila <keyword id="20820458" type="General" weightage="20" keywordseo="samman-yojana" source="keywords">Samman Yojana</keyword>' under which women aged 18 and above will get Rs 1,000 per month, and asserted the government is inspired by the ideals of <keyword id="20017410" type="General" weightage="20" keywordseo="ram-rajya" source="keywords">Ram Rajya</keyword>. In the budget tabled in the state assembly ahead of the general elections, she also announced that the Business Blasters scheme, which was till now being implemented in schools, will now be implemented in universities and Industrial Training Institutes (ITIs). Last year, the government had allocated Rs 78,800 crore for the financial year 2023-24 and announced nine schemes as part of the G20 preparations. The Delhi government's budget size for 2022-23 was Rs 75,800 crore and Rs 69,000 crore in the preceding year. This was the first time that Atishi presented the budget after taking charge of the finance department last year. In her budget speech, she remembered Manish Sisodia, former education minister, and <keyword id="20115511" type="General" weightage="20" keywordseo="satyendar-jain" source="keywords">Satyendar Jain</keyword>, former health minister, for their roles in shaping the education and health models in the national capital. "This is a moment of pride that the Kejriwal government is presenting its tenth budget today. I am not just presenting the tenth budget but a picture of changing Delhi. Kejriwal came as a ray of hope. We are all inspired by Ram Rajya. We are working hard towards realising the dream of Ram Rajya," she said. She proposed an allocation of Rs 16,396 crore for the education sector and highlighted the achievements of the AAP (Aam Aadmi Party) government in the field. Under the education budget, Rs 100 crore has been allocated to the State Council of Educational Research and Training (SCERT) for training teachers, and another Rs 150 crore has been proposed for the construction of new schools and classrooms. She proposed Rs 45 crore for the maintenance of existing classrooms and Rs 42 crore for Schools of Specialised Excellence in the 2024-25 fiscal. The minister announced an allocation of Rs 118 crore for sports education, Rs 1,212 crore for higher education and technical education and Rs 15 crore for "Business Blasters Senior". "The Kejriwal government will implement Business Blaster scheme in its universities and Industrial Training Institutes through Rs 15 crore allocation in budget," she added. The government announced a budget of Rs 8,685 crore for the health sector with Rs 6,215 crore being proposed for hospitals to maintain good facilities. "Under the Delhi government, there are 38 hospitals where treatment is provided free of cost to more than 81,000 OPD patients daily and 65,806 IPD patients monthly," she said. OPD stands for out-patient department, while in-patients department is referred as IPD. There are 530 Mohalla Clinics in Delhi currently, where every day, 64,000 people receive free medicines, tests, and treatment. So far, Mohalla Clinics have conducted more than seven crore OPD visits, she said. 'Farishtey Dilli Ke' scheme has saved the lives of 22,000 people, she shared. The minister announced a budget outlay of Rs 6,216 crore for various schemes under the Social Welfare Department, Women and Child Development Department and SC/ST/OBC Welfare Department. The government announced an allocation of Rs 2,000 crore for the 'Mukhyamantri Mahila Samman <keyword id="19955331" type="General" weightage="20" keywordseo="yojana" source="keywords">Yojana</keyword>' for the welfare and empowerment of women from 2024-25. Under this scheme, woman above 18 years of age will get Rs 1,000 per month, she said. For a woman to become eligible under the scheme, she should be a Delhi voter, should not be availing benefits under any other government scheme and should not be an income taxpayer, she said. According to the final electoral roll of Delhi published in January this year, there are 67,30,371 female voters in the national capital. Atishi announced an allocation of Rs 664 crore for all nutrition-related schemes. In 2014-15, the budget for law and justice was Rs 760 crore, she said. "I am delighted to share that by 2024-25, it has increased by nearly four-fold to reach Rs 3,098 crore," she said. The minister announced that in 2024-25, the Delhi government will begin the construction of four court complexes in Rohini, Karkardooma, Shastri Park, and Rouse Avenue. "These will include courtrooms, lawyer chambers, libraries, and modern facilities, totalling 250 new courtrooms. The number of people receiving free legal services through the Delhi State Legal Services Authority was 33,000 in 2016. Last year, this figure increased nearly four-fold, reaching 1.25 lakh," she shared. The finance minister announced an allocation of Rs 902 crore for unauthorised colonies. Talking about the transport sector, she said that Delhi will have over 10,000 buses in its fleet, including 80 per cent electric buses. She announced Rs 7,195 crore for the Delhi Jal Board, Rs 510 crore for induction of electric buses in DTC and cluster buses fleet and Rs 500 crore for Delhi Metro. Per reports, the government is also mulling raising the threshold of standard deduction under income tax regimes from the present Rs 50,000 to Rs 1 lakh. Additionally, to boost healthcare accessibility for the underserved in the country, the government is also contemplating to double the annual coverage offered under the <keyword id="20097876" type="General" weightage="20" keywordseo="Ayushman-Bharat-health-insurance-scheme" source="keywords">Ayushman Bharat health insurance scheme</keyword> from the present Rs 5 lakh to Rs 10 lakh over the next 3 years, along with also covering individuals aged over 70. Mr. Tashwinder Singh, CEO &amp; MD, Niyogin Fintech Limited, which offers credit to MSMEs, noted that upcoming regulatory changes should focus on simplifying compliance, taxation policies that encourage entrepreneurship, and incentivise innovations that drive R&amp;D investments. "We hope that the government takes measures to support the lending industry through access to capital and affordable interest rates, enabling entrepreneurs to realize their vision. Furthermore, we look forward to relaxed norms for NBFCs, allowing them to contribute more substantially to the economy. These measures will collectively propel India's economic growth, boost job creation, and position the Indian fintech industry as a strong contender in innovation and entrepreneurship", he continues. As for bolstering green infrastructure and clean energy production, Ms Aditi Balbir, Co-founder, EcoRatings notes that the 2024 union budget should prioritize investments in sustainable infrastructure projects and clean energy solutions, as 70% of greenhouse gas emissions stem from energy, industry, and buildings. "This will create a future-proof foundation for economic growth and help in achieving net-zero targets. Infrastructure is crucial in addressing climate change and meeting diverse societal needs. A transformative overhaul of our current and future infrastructure assets is essential. The budget should introduce financial incentives, such as lower interest rates on loans and dedicated grants, for companies committed to ESG compliance. This will create a clear link between sustainability efforts and economic benefits", she continued. <h2>Focus on Agri-credit, Real Estate in Budget 2024</h2>The government could also raise the target for agricultural loans disbursed during the year by up to 25%, setting the target at Rs 25 lakh crore. The government will also have to revamp the MSP (minimum support price) system in this space, focusing on challenges such as narrow coverage, dipping export competitiveness, discouraging private investment in this space and more. Another area that demands significant attention is real estate. Shubhi Jain, Principal Partner &amp; Head of CRM, Square Yards anticipates significant reforms in the upcoming budget under the new government. Securing industry status will unlock a plethora of legal and administrative benefits, along with much-needed tax incentives. "Also, while government’s focus on affordable housing under PMAY is commendable, recalibrating strategies in light of escalating construction costs is imperative for sustained inclusiveness and effectiveness. The survey noted that the Indian economy had managed to recover and expand in an orderly fashion post the pandemic, with the real GDP growing by 8.2% in FY24. Going ahead, prospects for continued strong growth in FY25 remain robust. India also managed to bring down its current account deficit (0.7% of GDP in FY24), while projecting a 7%+ growth rate in the medium term. On the employment front, the survey noted that AI might moderate India's services export growth by as much as 0.3 to 0.4 percentage points annually over the course of the next decade. As such, greater emphasis and focus is needed on areas like blockchain, artificial intelligence (AI), machine learning, Internet of Things, cybersecurity, cloud computing, big data analytics, augmented reality, virtual reality, 3D printing, and web and mobile development. The Indian labour market indicators have significantly improved over the past 6 years, with unemployment rates dipping to 3.2% in 2022-23. However, even as net payroll additions to EPFO have doubled over the last 5 years, signaling a healthy formal employment market, job creation and increasing women participation in workforce remain key areas of concern.
