Panaji, Feb 21 () Liquor traders in Goa on Fridayasked the state government to stop issuing any more licencesfor retail sale of alcohol as the industry has reached"saturation point".All Goa Liquor Traders Association presidentDattaprasad Naik also said if the proposed hike in excise dutyon alcohol mooted in the recent state budget is not withdrawn,the entire industry would collapse.The budget 2020-21, presented in the assembly onFebruary 6, proposed a hike in the excise duty on variousliquor brands, including local brew 'Feni'.Talking to , Naik said 2,000 retail liquor outletsalready exist for a population of 15 lakh which is sufficientto meet the requirements in Goa."There is no space for more outlets in the state. Thestate government should stop giving fresh licences for thenext three years, he said, adding the industry has reached"saturation point".Naik said besides the 2,000 retail outlets, there are8,000-10,000 bars which sell liquor across the state, apopular tourist destination.He claimed the liquor trade industry is slowlyslipping out of the hands of Goans due to "faulty" policies ofthe state government.Pointing out that former chief minister ManoharParrikar had amended the State Excise Act to make it mandatoryfor fresh applicants to have 25-year domicile certificate,Naik said this rule should also be implemented during annualrenewal of licences.When licences are taken up for renewal annually, therule of 25 years of domicile in Goa should be made compulsoryso as to stop increasing take over of the industry by non-Goans, he said.Naik admitted that several local traders haveillegally leased out their premises to non-Goans.This was the trade which was exclusively with Goans,but slowly it is slipping out of their hands. No more retail liquor outlets needed in Goa: Trade body

The <keyword id="826" type="CITY" weightage="80" keywordseo="Goa">Goa</keyword> government is considering banning consumption of liquor in <keyword id="6478239" type="UNKNOWN" weightage="80" keywordseo="public-places">public places</keyword> to check nuisance, a senior official said today. 
 
"There are complaints from common people about consumption of liquor in public places, which leads to littering and other nuisance. The existing excise law needs to be amended for the same," Goa's Excise Commissioner Menino D'Souza told PTI. "The state excise department would amend the Goa, <keyword id="6392149" type="CITY" weightage="80" keywordseo="Daman">Daman</keyword> and Diu Excise Act, 1964, which would give powers to the department's inspectors to punish the offenders," he said. 
 
The department has already formed a committee headed by former excise commissioner Ashok Desai to review the existing excise law, D'Souza said. 
 According to government records, there are 332 wholesale liquor shops in Goa, besides 9,445 bars and restaurants serving <keyword id="6359858" type="UNKNOWN" weightage="80" keywordseo="alcohol">alcohol</keyword>. 
D'Souza said the state tourism department has already amended the Goa Tourist Places (Protection and Maintenance) Act to check the nuisance of drunken people at tourist places. 
 "The tourist places are defined as beaches and other spots, and India Reserve Battalion (IRB) of <keyword id="65767" type="ORGANIZATION" weightage="80" keywordseo="goa-police">Goa Police</keyword> have been asked to take action against those found <keyword id="31485" type="UNKNOWN" weightage="80" keywordseo="drinking">drinking</keyword> at these places. It is working as a deterrent," he said. 
 
The tourism department took the step after groups of errant tourists were found drinking and breaking glass bottles on the beaches, resulting in several injuries, he said. 
 
However, D'Souza said, the ban needs to be introduced in a balanced way. "There are many families who go on picnics where they drink in open spaces. They don't create nuisance. The ban should not affect such kind of picnics," he said. 
 
The department is also considering to ban liquor consumption in public places during certain hours. 
 
"We can even restrict the timings so that there is a control (on the problem)," he said. 
 
Shops selling cheap liquor on wholesale basis have mushroomed in the state and this has heightened the problem of nuisance caused by drunken people.

The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>’s verdict on banning all liquor shops within 500 metres of state and national highways has been made effective since yesterday. While food entrepreneurs thought that five star <keyword id="6368036" type="PERSON" weightage="20" keywordseo="Hotels">hotels</keyword> and fine dining restaurants would be kept off the purview, but that didn’t really happen. Last Friday, the apex court has ruled that December 15 order on banning liquor across national and state highways will be applicable on hotels and restaurants as well. 
 
The people in the business of hospitality now fear loss of jobs that may count upto one million across the country. 
 "As an industry we are completely shocked. States like Maharashtra, <keyword id="6354915" type="CITY" weightage="20" keywordseo="Assam">Assam</keyword> and <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword> were of the opinion that the ban would be imposed only on liquor shops. We are pegging the loss of revenue to about 40% ,” <keyword id="646692" type="PERSON" weightage="20" keywordseo="Pradeep-Shetty">Pradeep Shetty</keyword>, member of the legal committee at the Federation of Hotels and Restaurant Associations of India told <keyword id="6474066" type="COMPANY" weightage="20" keywordseo="economic-times">Economic Times</keyword>. He added that incidental losses will lead to retrenchment and the loss of employment could be about 1 million. 
 In <keyword id="66" type="COMPANY" weightage="20" keywordseo="Delhi">Delhi</keyword> NCR, premium hotels like Westin, Trident, Leela and a few in the Aerocity will be badly affected by the ban in terms of business. Cyber hub, a home to an array of resto-bars would be hit. 
 Cities like Goa, that would see the maximum loss in business as almost 3000 liquor joints would be shut are pinning their hopes on the new CM <keyword id="6363133" type="PERSON" weightage="20" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword>. 
 
However, the Supreme Court has ruled that most car accidents in India happen due to drunk driving. Delhi records 1,500 to 1,700 road fatalities and 6,000 to 75,500 grievous injuries in road accidents every year. Out of this, government record shows, 70% of fatalities occur due to drunken driving.

India: Blame drunken driving for it

India is surely living up in since the last couple of years. Increased <keyword id="6359858" type="UNKNOWN" weightage="100" keywordseo="alcohol">alcohol</keyword> consumption is the biggest indicator of this. No prizes for guessing the heaviest of drinkers. Among Indian states, the trend of bottom’s up is the highest in <keyword id="28504" type="CITY" weightage="80" keywordseo="Kerala">Kerala</keyword> and Andhra Pradesh. 
 
Overall statistics is a bit alarming too. According to a survey that was compiled and presented recently, Indian population was studied between 2008 and 2012. The World Health Organization warned showing a startling 11% of the people starting from 15 years of age were among moderate to heavy drinkers. 
 
The per capita consumption of alcohol had increased from 1.6 liters in 2003-2005, to a good 2.2 liters between 2010 and 2012. Young Keralites and Andhrites kept their alcohol flag flying high with heavy alcohol consumption per annum, followed by other states such as Maharashtra and Punjab. 
 
While the global figure stood at 16% overall drinkers, India alone had achieved a percentage of 11% with its heavy and binge drinkers making up for the numbers. In 2010 alone, about 30% of total population celebrated getting high on spirits. About 93% alcohols were consumed in some form of the spirit or the other, and beer added up to a paltry 7% of the total consumption. 
 Taking these figures seriously, and paying good heed to the warning issued by <keyword id="6366244" type="ORGANIZATION" weightage="60" keywordseo="WHO">WHO</keyword>, Kerala moved towards blanket banning of liquor only to water down the policy later. 
 According to India’s National Sample Survey Office which collates data and interprets them to understand the problem posed by high consumption of alcohol, there are probably more loopholes than what the naked eye can see. Because <keyword id="159764" type="COMPANY" weightage="60" keywordseo="nsso">NSSO</keyword> does not take into account the high-end spectrum drinking that happens in social circles, and private bars. 
 
NSSO also attempted bringing together the data from years 2011-2012 where liquor was split into four categories while collating the numbers. They were toddy, country liquor, beer, and foreign/ refined liquor or wine. The rural Indian, on an average consumes around 220 ml of alcohol in some form or the other, making for an annual quantity of 11.4 liters a year. 
 
Toddy is considered the most favourite among this category owing to the fact that it can be accessed easily, and comes in many price brackets that can be afforded by the poorest of the poor. Beer drinking states followed by the ones who preferred ‘phoren’ liquor came later. 
 
Daman and Diu, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Arunachal Pradesh, Sikkim and Puducherry were among the leading Union Territories in the category which preferred better form of liquor or beer over Toddy. Goa, Andhra Pradesh, and Karnataka too followed the suit. Karnataka and Kerala are almost vying with each other in this classification category. 
 
Though there are contradicting reports as to which state tops the list, WHO seems to go by its own set of data making Kerala the state which loves its drink or two. But, NSSO seems to give away this most coveted place to Andhra Pradesh making this the biggest consumer of alcohol. During the pre-Telangana period, Andhra seems to have taken to drinking with much passion, downing almost 34.5 litres of liquor per year, against Kerala where people drank only 10.2 liters per year. 
 
The reasons for this are many. Income seems to be the most influencing factor in encouraging the drinking binge. When the upper middle class or the rich are taken into consideration, the number only falls for a brief while before rising by a good 5% in terms of consuming alcohol. 
 
In urban areas, the country liquor doesn’t have many takers unless the place witnesses high migratory labour such as construction workers or labourers who can only afford the cheap liquor after a hard day’s work. 
 
The numbers are alarming given the fact that alcohol contributes to nearly 3.3 million deaths in India, which come under the global percentage of 5.9%. 
 
Though health monitoring agencies have been issuing warnings at regular intervals about alcohol causing hemorrhage, TB, epilepsy and strokes leading to death, the caution seems to have fallen on deaf ears with India holding up its drink around the year.

Bottom’s Up: Why Kerala Drinks Most Among Indian States

It is not just the rising prices of petrol and diesel which is hassling the common man in <keyword id="826" type="General" weightage="50" keywordseo="goa" source="Orion">Goa</keyword>. The state's heritage brew, <keyword id="162752" type="General" weightage="100" keywordseo="feni" source="Orion">feni</keyword>, too has become dearer for the average Goan, with its cost rising from Rs 4,000 per can (35 litres) to Rs 7,000 to 8,000. Hence, the stakeholders have expressed fear that some miscreants may start a making spurious versions of the popular drink. Feni, the most popular drink of the coastal state, was notified as the state heritage drink by the Goa government in 2016. Cashew feni is also the country's first indigenous liquor to obtain the <keyword id="54626" type="General" weightage="50" keywordseo="geographical-indication" source="Orion">Geographical Indication</keyword> tag, a process which was initiated by the local manufacturers of the brew in 2009. According to feni producers, an unprecedented drop in cashew production in Goa has in turn affected the production of cashew feni. "We were expecting that the price of cashew feni may be hiked by 20 to 30 per cent. But to our surprise, it has almost doubled as compared to last year's rate. Now the feni producers are charging Rs 7,000 to 8,000 for a single can of 35 litres. This rate will remain constant till the next production is done," Shailesh Naik, a retailer, told IANS. The increased rate has also fuelled fear of spurious versions of the traditional brew, which is one of the cheapest drinks in Goa. 'Urrak' is obtained from the single distillation process, while once double distilled, the drink is referred to as feni. Urrak, which is a seasonal drink containing alcohol, is consumed with lime juice. However, feni is blended with spices like clove, pepper, nutmeg and cinnamon to make another variation called 'masala feni'. Speaking to IANS, Mac <keyword id="6445000" type="General" weightage="50" keywordseo="vaz" source="Orion">Vaz</keyword>, founder-president of <keyword id="14367829" type="General" weightage="50" keywordseo="cashew-feni-distillers-and-bottlers-association" source="Orion">Cashew Feni Distillers and Bottlers Association</keyword>, said that the price hike is due to bad crop yield, which has been caused by the unseasonal erratic rains. "But the main concern is not the escalated price of feni. We fear that some stakeholders might try to fill in the shortfall by making spurious versions of the drink," said Vaz, who is also an exporter and bottler of the popular feni brand, 'Big Boss'. He also said that the increased rate will impact the feni industry. <keyword id="14367828" type="General" weightage="50" keywordseo="abhay-khedekar" source="Orion">Abhay Khedekar</keyword>, a feni manufacturer, said that the prices have gone up as the production of feni has been less. "There is a lot of demand for feni from local the retailers," he said. Goans hit by alcohol inflation after Feni rates double to Rs 8,000 per can

<ul><li>While the legal drinking age in Delhi is 25 years, most of the youth in India’s National Capital starts consuming alcohol much before that — even below 18 years of age. </li><li>Many of the respondents agreed that they consumed alcohol without making their families aware. </li><li>There are no checks at retailers to assess the age of buyers while supplying them alcohol and no strict punishments imposed on people breaking the laws.</li></ul>While the legal drinking age in the National Capital Region of Delhi is still 25 years, most young people in India’s national capital start consuming alcohol way before that — including in teenager before reaching adulthood. A recent <a href="https://www.indiatoday.in/mail-today/story/most-delhi-youth-drink-before-legal-age-claims-survey-1455638-2019-02-14">survey</a> by the Community Against Drunken Driving (CADD), an NGO working against drunk driving and underage drinking, has shown that over 88% of youth below 25 consumes or purchases alcohol even though it’s illegal. At 25, the drinking age is admittedly higher than what is allowed in many countries -- drinking age is 21 in the UK for instance and 18 in the UK and Australia, for instance. Drinking age varies in India by state from 21 to 25. But according to the survey, there was <a href="http://www.thecommunique.in/2019/02/11/over-85-of-youth-consume-alcohol-before-25-years-of-age-cadd-survey/">nearly 23% </a>(2,310) incidence of youth consuming alcohol even before they reached 18. In fact, many of them consumed alcohol without making their families aware. The public survey, undertaken in September and December 2018, conducted research outside 50 liquor bars and restaurants on over 10,000 respondents under the age of 25 to evaluate alcohol intake and underage <keyword id="2096865" type="PERSON" weightage="20" keywordseo="drinking-patterns">drinking patterns</keyword> in the capital city among youths. The conclusions drawn from the survey have revealed that most of the youth involved in drinking, the majority -- 66% -- obtained alcohol from liquor bars, pubs and restaurants. While nearly 14% reportedly said that they secured it from public events such as food fests. About 98% of the respondents said they were already aware of the legal drinking age, showing that under-age drinking might be becoming a norm. What pushes the Delhiites to drink? One reason for the alcohol consumption is easy access. One can easily procure alcohol from liquor shops, without checks to assess the age of buyers. There is also lax punishment imposed on people breaking the law. Over 34% of the youth confessed that they were involved in some sort of a fight while drunk. Other than that, nearly half of the surveyed youth agreed to drunk driving and stunt biking under the influence. A <a href="http://www.newindianexpress.com/cities/delhi/2018/dec/25/seven-out-of-10-delhiites-say-they-indulged-in-drunk-driving-survey-1916137.html">research</a> conducted by CADD at prominent fuel stations in the city last year, found that over 72% people agreed for driving drunk on the city roads. Most young people in India’s national capital who drink alcohol are under-age: Survey

The <a href="https://wap.business-standard.com/article/news-ani/5-7-crore-indians-dependent-on-alcohol-survey-119022000052_1.html">report</a> by the National Drug Dependent Treatment Centre (NDDTC) under AIIMS said every one out of three alcohol users need to be accessed for medical help in alcohol-related issues, which develops due to harmful intake of alcohol. First of its kind, the study titled ‘National Survey on Extent and Pattern of Substance Use in India’ was conducted across the country — including all states and union territories — interviewing over 500,000 people in India. The study had respondents between 10 to 75 years of age. According to the alarming conclusions drawn from the study, nearly <a href="https://www.timesnownews.com/mirror-now/crime/article/delhi-us-national-found-dead-in-igi-airports-lounge-further-investigation-underway/368381">16%</a> — which is around 1.6 billion of the country's population — falling under the given age group is an alcohol drinker. The psychotic survey also highlighted that over 300,000 citizens in India said that they have consumed cannabis in the past year. According to Dr Atul Ambedkar, AIIMS, the Heroine consumers in India have also increased over the past years at 1.14% — which was recorded at 0.2% during the last survey published in 2004. Alcohol addiction’s effect on youth is well-known. The study has also shown that the usage of other categories of substance abuse — psychoactive substances — including opioids, cocaine among others — has increased. Worst affected states While the survey accessed people across India, it also revealed a state-wise statistics on substance abuse. According to the report, Punjab, Goa, Tripura, Chhattisgarh and Arunachal Pradesh are most dependent on alcohol. However, Uttar Pradesh has the highest share of alcohol drinkers in India. The company officially launched its first beer Simba Strong in market in 2016, and followed it up with Lager, Wit and Stout. It reported revenue of ₹76 crore in 2017-18 and ₹125 crore in 2018-19. “Now we want to further strengthen our presence in these markets and not just grow geographically. By the end of the year, I hope to offer a portfolio of beer products to all of these cities we are currently in,” Bhatia told Business Insider India. But they have competition in the form of Bira91 which is also growing fast in numbers and geographically too. “In the price range we are in, we are behind only Bira in terms of absolute volumes,” said Bhatia. How he did it In 2009, Bhatia went to the UK for his graduation and when he came home for summers, he realised the lack of a product level distinction of beer in India. “There was just a general notion that beer is to get you high. But now, more and more younger consumers are demanding it more for the taste of it and want a better product for a better experience of drinking it with friends,” said Bhatia. While in his first year of graduation, Bhatia applied for a license and finally got one when he came back in 2012. His first choice of land was in Durg, but he had to face resistance from locals who had a social taboo against brewing beer. Finally, he set up a brewery in Durg’s industrial area. It took them 1.5 years to set up the brewery and even after that, they didn’t know how to make the right kind of beer. “We tied up with SAB Miller for contract manufacturing of their beers. For two years, we only did their production to ensure we learn how to make a beer making facility efficient and also get the quality consistency right,” said Bhatia. In May 2016, they launched the Simba Strong in Chhattisgarh and also focused on making the packaging strong enough to generate brand recall. “In 2017, we doubled our capacity. In 2018 we ended the contract with SAB Miller and started making Simba alone,” he said. Today, the capacity of the Durg brewery is 86.4 million bottles a year.
