As the coronavirus cases continue to rise in <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword>, state School Education Minister Varsha Gaikwad has said schools will not reopen in the state before Diwali. Maharashtra has till now reported 15,17,434 COVID-19 cases and 40,040 deaths due to the disease. The Centre on March 16 announced closure of all educational institutions, including schools, colleges and universities, to prevent the spread of the coronavirus. It has now allowed graded reopening of schools from October 15. Gaikwad, who recently recovered from COVID-19, said schools have been conducting virtual classes and teachers have been taking special classes for students in some areas. However, the challenge is to find a way to end the academic year and assess students, she said. "While we are exploring various options, it is clear that schools will not open before Diwali," Gaikwad said. According to senior officials in the state education department, reopening schools under the current circumstances is out of question, as there is no sign of the pandemic abating. State Higher and Technical Education Minister Uday Samant also said his department does not intend to reopen colleges until the COVID-19 situation is under control. "The situation is grim for students who wish to pursue higher studies abroad, as their future depends on our decision," he added. Even as the state government and bureaucracy mull over solutions, children and parents are worried as they seem to be caught in a quagmire. "I have taken an education loan and my parents are repaying it. If I don't get good grades in exams, how will I get a good job?" said Raviraj Humbe, an engineering student from <keyword id="2094" type="COMPANY" weightage="20" keywordseo="Pune">Pune</keyword>. There must be some technical solution for conducting exams and tests, he said. Meanwhile, education expert Kishore Darak suggested that the state government can club two or three educational years so that concerns of parents about academic loss can be addressed. While the safety of students is imperative, it is high time that the state comes up with a bipartisan approach towards education, he said. "The government must come up with a solution where local officials are authorised to take context-specific decisions like full or partial reopening of schools or alternate day scheduling of classes, among others," he said. Schools in Maharashtra not to reopen before Diwali, says education minister Gaikwad

Chaudhary met Chief Minister Nitish Kumar on Wednesday. An hour after assuming office on Thursday, he resigned as education minister. Earlier on Thursday, Chaudhary had assumed charge of the education ministery. The opposition has been attacking the government over allegation of corruptions against the education minister ever since his name was announced. JD (U) General Secretary K.C. Tyagi said, "Nitish Kumar's identity is a leader with a difference in politics," Tyagi said. "Democracy runs on ethics and public morality. That is why, since allegations of corruption have been levelled against him, he has resigned from the post of education minister." It may be recalled that the RJD has been attacking the CM about the appointment. on Wednesday, Tejashwi Yadav had taken to Twitter to say. Nitish Kumar's choice for education minister resigns within hours of taking office on the back of corruption charges

"The government has decided to extend the validity period of the Teachers Eligibility Test qualifying certificates from seven years to lifetime with a retrospective effect from 2011," the minister said in a statement. "The respective state governments and UTs will take necessary action to revalidate and issue fresh TET certificates to those candidates whose period of seven years has already lapsed," he added. Pokhriyal said this will be a positive step to boost employment opportunities for the candidates aspiring to make a career in the field of teaching. Possessing the TET qualifying certificate is one of the essential qualifications for a person to be eligible for appointment as a school teacher. Akila Viraj Kariyawasam, Sri Lanka’s education minister announced that all schools across the island would remain closed for two more days until Wednesday due to the ongoing terror situation. Over 290 have been killed as multiple explosions that targeted churches and hotels in the country’s capital, Colombo. Hundreds of worshipers gathered at the St. Anthony's Church in Kochchikade, Kotahena, St. Sebastian's Church in Katuwapitiya in Katana, and the Zion church in Batticaloa to commemorate Easter Sunday, at the time of the explosions. The other three blasts where reported at the Shangri-La, Cinnamon Grand and Kingsbury five-star hotels in Colombo. News agencies have also reported a seventh explosion, with more casualties.

Russia's new education minister wants to reinstate Soviet-era 'agricultural brigades' for students

The Taliban's education minister says it will allow Afghan women to attend university, but mixed gender classes will be banned

<div class="image-container float_right" style="width:400px"><div class="image"></div> REUTERS/Osman Orsal<keyword id="6354913" type="COUNTRY" weightage="60" keywordseo="Syria">Syria</keyword>'s provisional prime minister Ghassan Hitto </div>On Monday the Syrian opposition <a href="http://www.nytimes.com/2013/03/19/world/middleeast/syria-warplanes-hit-lebanon-for-first-time.html">chose</a> naturalized Syrian-born American citizen <a href="http://www.brookings.edu/blogs/up-front/posts/2013/03/19-syria-prime-minister-hitto-shaikh">Ghassan Hitto</a> to lead an interim government tasked with aiding rebels and serving as an alternative to the regime of President Bashar al-Assad.
Hitto is backed by the Free Syrian Army (FSA), a Western-backed group formed in 2011. The FSA mostly comprises Syrian army soldiers and high-level officers who defected from the regime in addition to local (mostly secular) militias. 
The hope is that a functional transition will be established to administer war-torn areas in the north until and after Assad is toppled — but that appears to be a stretch.
The primary problems are that jihadist rebels control most of the north and are unlikely to relinquish territory they've captured, while the top-down structure of the FSA doesn't have authority in practice.
<h3>Nusra owns the north</h3>
Jihadists rebels <a href="http://www.miamiherald.com/2013/03/15/3288558/islamist-rebels-consolidating.html">now control</a> large parts of the three provinces that make up <a href="http://www.ephotopix.com/image/asia/syria_province_map.gif">northeastern Syria</a> and are working to <a href="http://www.businessinsider.com/explosion-pelts-radicals-with-cinder-blocks-2013-3">install</a> the foundations for an <a href="http://www.washingtonpost.com/world/middle_east/islamic-law-comes-to-rebel-held-syria/2013/03/19/b310532e-90af-11e2-bdea-e32ad90da239_story.html">Islamic state</a>.
Earlier this month extremist rebels — mostly from large armed groups Ahrar al Sham and Jabhat al Nusra — <a href="http://understandingwar.org/backgrounder/opposition-takeover-al-raqqa">captured</a> the provincial capital of Raqqa, Syria's sixth largest city and the first to fall into rebel hands.
In February Nusra rebels have <a href="http://www.businessinsider.com/syrian-could-become-a-regional-sectarian-war-2013-2#ixzz2O15xg1Y7">surrounded</a> the provincial capital of of Deir al-Zor, and the <a href="http://newmediajournal.us/indx.php/item/8299">10,000-strong force</a> already controls <a href="http://www.businessinsider.com/al-nusra-sells-oil-to-the-syrian-government-2013-1">wheat silos, a textile factory, and oil fields</a> across the province.
Also in February Nusra fighters <a href="of%20http://www.reuters.com/article/2013/02/14/us-syria-crisis-east-idUSBRE91D0LY20130214">advanced</a> within 30 miles of the far northeastern provincial capital of Hasakah. 
This is all after 13 Islamic factions <a href="This%20is%20all%20after%2013%20Islamic%20factions%20delared%20">declared</a> sovereignty over the northern city of Aleppo — Syria's second largest city and commercial hub — in November.
Jihadists fighting with Nusra — <a href="http://security.blogs.cnn.com/2013/01/08/analysis-study-shows-rise-of-al-qaeda-affiliate-in-syria/">led by veterans</a> of al-Qaeda in Iraq (AQI) — have said that they will fight any post-Assad secular government in addition to going to <keyword id="6413176" type="ORGANIZATION" weightage="60" keywordseo="jihad">jihad</keyword> <a href="http://www.businessinsider.com/syrian-could-become-a-regional-sectarian-war-2013-2">with their Sunni brothers</a> in Iraq.
<h3><table class="image-container" width="200"><tr><td><div class="image"></div>AP</td></tr></table>Does a Free Syrian Army even exist?</h3>
Defected Gen. Selim Idriss, who heads the FSA's Supreme <keyword id="6359526" type="COMPANY" weightage="60" keywordseo="Military">Military</keyword> Command, <a href="http://www.globalpost.com/dispatch/news/afp/130319/ghassan-hitto-voted-premier-syrias-rebel-territory">says</a> the rebels will support and "work under the umbrella" of Hitto's government, but experts such as <a href="http://www.ui.se/upl/files/77409.pdf">Aron Lund</a> point out that the FSA is <a href="http://www.joshualandis.com/blog/?p=18104&amp;utm_source=feedburner&amp;utm_medium=email&amp;utm_campaign=Feed%3A+Syriacomment+%28Syria+Comment%29">more of a brand than an actual organization</a>.
Lund details how the FSA organization in Turkey is split between "a whole bunch of defected officers who claim to be leaders of the FSA," and the powerful Islamist brigades don't recognize the authority of the Supreme Military Command.
Gen. Idriss "controls" the most men, but Lund explains that the various groups claim allegiance to the FSA to get weapons from the opposition's foreign backers and ultimately follow their own leaders.

<h3>The overriding problem </h3>
As jihadist rebels — who have long been the opposition's <a href="http://www.businessinsider.com/al-qaeda-jihadists-are-among-the-best-fighters-among-the-syria-rebels-2012-7">best</a> and <a href="http://www.businessinsider.com/islamist-groups-fighting-syria-2012-10">most organized</a> fighters — continue to acquire territory, a set of entirely new and devastating set of problems faces the new government.
Toppling Assad is only half the battle, and the FSA will have to prepare to fight against the powerful Islamic militias like Nusra and al Sham.
“After the fall of Bashar there will be so many battles between these groups,” an Iraqi who joined the regular Free Syrian Army <a href="http://www.nytimes.com/2012/12/09/world/middleeast/syrian-rebels-tied-to-al-qaeda-play-key-role-in-war.html?smid=tw-nytimesglobal&amp;seid=auto&amp;_r=0">told the New York Times</a> in December. “All the groups will unite against al-Nusra."
Given that the powerful Islamic brigades are the opposition's <a href="http://www.businessinsider.com/the-extremism-of-al-nusra-2013-1">best chance</a> to defeat Assad, it seems likely that they'll be the strongest force in Syria when he's gone.

New US-Educated Prime Minister Of Syria Has One Massive Problem

While highlighting Modi government's "Transform, Energize and Clean India" mission for Budget 2017-18, the Finance Minister said,"Quality education will energize our youth." 
 
He proposed the introduction of a system of measuring annual learning. Emphasis, he said, will be given to science education in schools. 
 
To free CBSE and other agencies of administrative responsibilities, he announced a National Testing agency to conduct all examinations in higher education. 
 
Additionally, in a major push to Make In India, Jaitley announced 100 international skill centres across India to help youth who are seeking jobs overseas. 
 
3479 educationally backward blocks will be given focus. A Swayam platform will be launched with atleast 350 online courses and it will be made available through DTH.

 The Finance Minister said,"Providing quality education is very crucial to the children who are on their way to create India’s core working population in the next 10 years. This development in their formative years can help the country in the years to come. <keyword id="6599769" type="UNKNOWN" weightage="20" keywordseo="Budget-2017">Budget 2017</keyword> is an opportunity for the government to concentrate on the improvement of school education for children who are enrolled in primary and secondary schools. The Centre’s commitment to education has always been high on intent but low in practice." 
 
The Budget 2016-17 allocated Rs 1,51,581 crore for social sector including education and health care. The then budget included 62 new Navodaya Vidyalayas to be opened, Sarva Shiksha Abhiyan to increasing focus on quality of education, regulatory architecture to be provided to ten public and ten private institutions to emerge as world-class Teaching and Research Institutions, set up of higher education financing agency with initial capital base of 1000 Crores and the digital depository for school leaving certificates, college degrees, academic awards &amp; mark sheets to be set-up.

Over 42,000 <keyword id="65626" type="PERSON" weightage="20" keywordseo="Government-schools">government schools</keyword> across the country do not have drinking water facilities, while more than 15,000 <keyword id="37180" type="COMPANY" weightage="20" keywordseo="schools">schools</keyword> have no <keyword id="68945" type="PERSON" weightage="20" keywordseo="Toilets">toilets</keyword>, Union Education Minister <keyword id="60487" type="PERSON" weightage="20" keywordseo="Ramesh-Pokhriyal">Ramesh Pokhriyal</keyword> '<keyword id="913696" type="COMPANY" weightage="20" keywordseo="Nishank">Nishank</keyword>' said on Thursday. The minister quoted the statistics from <keyword id="2989673" type="COMPANY" weightage="20" keywordseo="Unified-District-Information-System-for-Education">Unified District Information System for Education</keyword> (UDISE) in response to a written question in the <keyword id="48510" type="LOCATION" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword>. "As per UDISE, 2018-19, out of 10,83,747 total number of government schools in the country, 10,41,327 government schools have drinking water facility and 10,68,726 government schools have toilets," he said in his written reply. "States and UTs have been repeatedly advised to ensure that all the schools, including those under the non-government sector (private, aided schools, etc.) in their jurisdiction should have provision for separate toilets for boys and girls and safe and adequate drinking water facilities for all children," the minister added. 42,000 govt schools lack drinking water while 15,000 schools have no toilets: Education Minister

<a href="http://www1.businessinsider.in/searchresult.cms?query=prime+minister+narendra+modi&amp;sortorder=effectivedate">Prime Minister Narendra Modi</a> re-shuffled his entire Cabinet and also kickstarted debates of all sorts on various issues. <a href="http://www1.businessinsider.in/searchresult.cms?query=modi+cabinet+reshuffle&amp;sortorder=effectivedate">Modi’s Cabinet rejig</a>, which is the biggest one in recent years, was done keeping an eye on assembly elections in Uttar Pradesh, which is slated next year in 2017. 
 
One of the major changes that the Cabinet saw was dropping <a href="http://www1.businessinsider.in/searchresult.cms?query=smriti+irani&amp;sortorder=effectivedate">Smriti Irani</a> as Education Minister and moving her to textiles. 
 
Even though the move was quite anticipated in the party rungs, the demotion came as a surprise to many.
