Infrastructure development in India has undergone a sea change over the past few years and the country currently boasts the <keyword id="2034191" type="UNKNOWN" weightage="100" keywordseo="Second-largest-road-network">second largest road network</keyword> in the world, with a road length of over 4,689,842 km, as per 2013 data from the <keyword id="6404450" type="ORGANIZATION" weightage="100" keywordseo="Ministry-of-Road-Transport-and-Highways">Ministry of Road Transport and Highways</keyword>. 
 Starting from FY2012-13, the <keyword id="44734" type="ORGANIZATION" weightage="80" keywordseo="Indian-Government">Indian government</keyword> will be also putting $17 billion over the next five years, being sourced through public-private partnership (<keyword id="6361580" type="COMPANY" weightage="100" keywordseo="PPP">PPP</keyword>) road projects. This will be used by the <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> (<keyword id="49448" type="ORGANIZATION" weightage="100" keywordseo="nhai">NHAI</keyword>) for the planned series of <keyword id="174913" type="ORGANIZATION" weightage="100" keywordseo="BOT">BOT</keyword> (build, operate and transfer) highways. In spite of several bottlenecks, the NHAI has set up impressive targets and aims to develop 20 km/day, in a bid to fast-track the country’s <keyword id="2034194" type="UNKNOWN" weightage="100" keywordseo="Road-network-expansion">road network expansion</keyword>. 
 As of July 2013, <keyword id="6373156" type="ORGANIZATION" weightage="100" keywordseo="National-Highways">national highways</keyword> account for 79,116 km, connecting all major cities and state capitals. Expressways, however, differ a bit in the sense they are controlled-access highways like the <keyword id="610047" type="UNKNOWN" weightage="100" keywordseo="freeways">freeways</keyword> or <keyword id="1333990" type="UNKNOWN" weightage="100" keywordseo="motorways">motorways</keyword> or autobahnen in the US and Europe, essentially designed for high-speed traffic. As of now, most of the expressways in India are 6-8 lane <keyword id="120837" type="UNKNOWN" weightage="100" keywordseo="toll-roads">toll roads</keyword> and cover a total distance of nearly 1,208.19 km. India expects to add another 3,530 km of expressways by 2014 as projects under construction get completed. Another massive programme is also under way to expand the network and the Indian government plans to add an additional 18,637 km of expressways by 2022.

India is set to host the coveted G20 leaders’ summit in New Delhi on September 9 and 10, 2023. The event will have world leaders like US President Joe Biden in attendance and as a result, to enhance security measures in the capital, a number of restrictions have been announced by the government which will make daily commute a hassle starting September 7 when the guests start arriving. Here is what the residents of the National Capital Region (NCR) will have to keep in mind: Commercial vehicles: All types of goods vehicles, commercial vehicles, interstate buses and local city buses such as Delhi Transport Corporation (DTC) buses and Delhi Integrated Multi Modal Transit System (DIMTS) buses shall not operate on Mathura Road (beyond Ashram Chowk), Bhairon Road, Purana Quila Road and inside Pragati Maidan Tunnel from 00:00 hours on the intervening night of September 7 to September 10 midnight. Goods vehicles: Heavy Goods Vehicles (HGVs), Medium Goods Vehicles (MGVs) and Light Goods Vehicles (LGVs) will not be allowed to enter into Delhi from 21:00 hours on September 7 to September 10. However, goods vehicles carrying Essential Commodities such as milk, vegetables, fruits, medical supplies, etc., having valid ‘No Entry Permissions’ will be permitted. For the entire New Delhi district: The entire area of New Delhi District will be considered as “Controlled Zone-I '' from 05:00 AM, September 8 to September 10 midnight. However, bonafide residents, authorised vehicles and vehicles dealing with housekeeping, catering, waste management, etc. for hotels, hospitals &amp; other important installations in New Delhi District will be allowed. Routes for the above mentioned “allowed vehicles”: The mentioned vehicles will be allowed to ply (only after due verification) on C-Hexagon India Gate, Copernicus Marg, Bhagwan Dass Marg, Tilak Marg, Purana Quila Road, Mathura Road (from W-Point to Oberoi Hotel Flyover), Shershah Road, Zakir Hussain Marg, Pandara Road, Shahjahan Road, Akbar Road, Kartavyapath, Ashoka Road, KG Marg, Bhairon Marg, Mansingh Road, Motilal Nehru Marg, Humayun Road, Janpath, Rafi Marg, Maulana Azad Road, Sansad Marg, Connaught Place (Outer &amp; Inner Circle), Baba Kharak Singh Marg, Rama Krishna Ashram Marg, Shaheed Bhagat Singh Marg, Park Street, Talkatora Road, Mandir Marg, Bhai Veer Singh Marg, Panchkuian Road, Vande Matra Marg, Sardar Patel Marg, San Martin Marg, Abai Marg, ABHM Marg, Simon Bolivar Marg, Panchsheel Marg, Shanti Path, Satya Marg, Niti Marg, Vinay Marg, Kautilya Marg, Teen Murti Marg, South Avenue Road, Dara Shikoh Road, Krishna Menon Marg, K. Ring Road or Mahatma Gandhi Marg: The government notice says that the entire area inside Ring Road (Mahatma Gandhi Marg) will be considered as “Regulated Zone” from 05:00 hours of September 8 September 10 midnight. Only bonafide residents, authorised vehicles, emergency vehicles and vehicles of passengers travelling to Airport, Old Delhi &amp; New Delhi Railway Stations will be allowed to ply on the road network. Roads and junctions being treated as “Controlled Zone-II”: For 14 hours on September 10 (midnight to 14:00 hrs) the following roads will have restricted access: W-Point, A-Point, DDU Marg, Vikas Marg (till Noida Link Road – Pusta Road), Bahadur Shah Zafar Marg, Delhi Gate, Jawaharlal Nehru Marg (from Rajghat to Guru Nanak Chowk), Chaman Lal Marg (from Guru Nanak Chowk to Turkman Gate), Asaf Ali Road (from Turkman Gate to BSZMarg), Maharaja Ranjit Singh Marg (from Barakhamba – Tolstoy crossing to Guru Nanak Chowk on Chaman Lal Marg), Mahatma Gandhi Marg (from Delhi-Meerut Expressway T-Point to Kashmere Gate), IP Flyover, Shanti Van Chowk, Hanuman Setu, ISBT Kashmere Gate and Salimgarh Bypass. No TSR &amp; Taxi: No prepaid or any other taxi will be allowed to enter or ply in New Delhi District from 05:00 hours of September 9 to September 10 midnight. However, movement of following categories of vehicles shall be exempted from the above restrictions: - i) All types of commercial vehicles including buses which are already present in Delhi shall be allowed to move on Ring Road &amp; road network beyond Ring Road towards the borders of Delhi. ii) Taxis carrying bonafide residents and tourists having valid bookings in hotels located inside New Delhi District, and intending to go to New Delhi Railway Station will be allowed to ply on the road network inside New Delhi District. iii) General traffic, except goods vehicles and buses, will be allowed into Delhi from Rajokari Border. Compulsory diversion: Further, the above mentioned traffic will be compulsorily diverted from NH-48 to Rao Tula Ram Marg – Olof Palme Marg. No vehicular movement will be allowed on NH-48 towards Dhaula Kuan. Defence and emergency vehicles: Vehicles of Armed Forces, Paramilitary Forces, Police, Disaster Management, Fire tenders, Ambulance and those engaged in emergency services like road maintenance, maintenance of electric supply, water/sewage line, communication network, etc. will be allowed to move throughout Delhi. The existing prohibition as notified from time to time for different categories of vehicles shall also prevail.

New Delhi, Dec 2 () The Centre is working on road projects worth Rs 50,000 crore to decongest the national capital and this will help reduce pollution in the city, Union minister Nitin Gadkari said in the Rajya Sabha on Monday.
 "We are working on road projects worth Rs 50,000 crore for Delhi," he said.
The Centre is developing Dwarka Expressway with a cost of Rs 10,000 crore and also a dedicated road to connect Delhi airport from Dhaula Kuan, he said, adding that more spots been identified for decongestion.
"Pollution will be less in Delhi in the coming years," the road, transport and highways minister said.
Replying to a query on delay and cost overrun on highway projects, Gadkari said the government has found a solution for projects which were delayed because of land acquisition, clearances and other issues.
"Now, the speed has increased. Once upon a time it was Rs 2 km per day and now it is Rs 30 km per day... We do not have any financial problem," he said.
In a written reply, he informed the House that 5,126 km highway has been constructed till October in 2019-20. In 2018-19, 10,855 km highways were constructed.
"The revised normative costs for different categories of national highways were issued by Ministry of Road Transport and Highways in 2018-19 according to which the cost of construction of 2-lane highways is Rs 3.71 crore/km for plain terrain and Rs 10.11crore/km for hilly terrain. 
 "However, the actual cost would depend on site-specific requirements, number of bridges/culverts, soil conditions, etc," he added. MJH ANU

Projects worth Rs 50,000 cr underway to decongest Delhi roads : Gadkari

<keyword id="3711125" type="UNKNOWN" weightage="100" keywordseo="Pod-taxis">Pod taxis</keyword>, a result of a project called the Metrino-a PRT system in which pods are suspended from an overhead rail -has been under consideration for a while and will finally debut in <keyword id="6361586" type="COMPANY" weightage="100" keywordseo="Gurgaon">Gurgaon</keyword> 
 The <keyword id="87432" type="ORGANIZATION" weightage="100" keywordseo="National-Highways-Authority-of-India">National Highways Authority of India</keyword> has laid the groundwork to roll out India's first personal rapid transit (PRT) network and will invite global bids for the project within the next fortnight. The pilot project will span a 13km stretch from the Gurgaon-Delhi border to Badshapur Mod on Sohna Road and is estimated to cost Rs 850 crore. 
 
Every pod can take up to five passengers. For the pilot project route, 16 stations have been planned, starting near Ambience Mall. A personal rapid transit (PRT) network is made up of small automated vehicles running at close intervals on a guideway with docking stations for passengers to get on and get off.While a pod can accommodate up to five people, there there is also an option to hire an entire pod that will take a passenger straight to the destination, skipping the scheduled stops. The average speed of the pods is 60kmph. 
 
A senior NHAI official said the network would be built within a year of the contract being awarded. "Pod taxi systems are best suited for this. We are keeping our options open, though, so that private players can come up with best system, including skyrail," the official said. A skyrail is also a PRT system, but is more similar to a ropeway . 
 
The NHAI official said land required for the project is already available with it and Haryana government agencies. The project does not need forest and environmental clearance. As for financing, the entire investment will be made by the private company that sets up the PRT. Under the terms of the agreement, the company will recover its investment in 25 years through tickets. 
 Union road transport and highways minister <keyword id="26680" type="PERSON" weightage="100" keywordseo="Nitin-gadkari">Nitin Gadkari</keyword> had announced last year that Metrinos will run between Dhaula Kuan in Delhi and Manesar. The overhead network for Metrinos has been planned along the expressway . Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> had travelled in a pod in Masdar City during his last visit to the United Arab Emirates. 
 
The Punjab and Haryana governments had, in the past, announced a rollout of pod taxis in Amritsar and Gurgaon, but these never came to fruition. 
 According to estimates prepared by the NHAI, while while building a kilometre of Metro costs at least Rs 250 crore and of monorail Rs 200 crore, the <keyword id="6714406" type="UNKNOWN" weightage="100" keywordseo="Metrino">Metrino</keyword> system can be built with just Rs 70 crore. It's lighter as well. 
 
"The NHAI will roll out the project soon. We have set a target of a year. Subsequently , we could extend this to Dhaula Kuan and Manesar on each side," said the NHAI official.

Say goodbye to traffic: Pod Taxis to debut in Gurgaon

The work on Indian government’s ambitious ‘Metrino’ project is going to begin in next two months and travelling in <keyword id="3333415" type="UNKNOWN" weightage="20" keywordseo="driverless-pods">driverless pods</keyword> will soon turn into a reality. 
 
The Nitin Gadkari-led Road and Transport Ministry has received four tenders for the Rs 4, 000 crore ambitious project. 
 
"We have received four tenders for Metrino project to be build from Dhaula Kuan in Delhi to Manesar in Haryana. We have received four tenders for that and expect the work to begin in the two months," said Gadkari. 
 
The ropeway like system that runs on electricity and driverless pods will decongest the traffic on the 70 kilometre stretch. 
 
“The capital cost of Metrino is Rs 50 crore per km against Rs 250 crore per km of the metro,” said Gadkari. 
 
Under the project, fully automatic, driverless small pods travel independently suspended over an overhead network which is usually 5-10 meters above ground. 
 
A few months back a presentation on the project was made before Prime Minister Narendra Modi and the Union Cabinet. 
 
Gadkari said the massive work is underway to reform the face of the highways sector and the pilot project will be one such step in the direction.

Travelling in driverless pods is going to be a reality soon in Delhi-NCR

In a move to provide a safer environment to the women in India, a <keyword id="6364736" type="ORGANIZATION" weightage="20" keywordseo="Delhi-court">Delhi court</keyword> has now said that nobody has the right to touch a <keyword id="6354542" type="COMPANY" weightage="20" keywordseo="woman">woman</keyword>’s body without her consent. The decision came after a medical student filed a complaint against an army hospital employee for molesting her. 
The court has granted six-month jail-term to the doctor along with a fine of Rs 5,000. 
 Additional Sessions Judge <keyword id="2994113" type="UNKNOWN" weightage="20" keywordseo="Virender-Bhatt">Virender Bhatt</keyword>, while announcing the term, said, "Nobody has a right to touch a woman's body without her consent... In the instant case, it is evident that appellant (convict) had pulled the prosecutor towards his chamber with the intention to sexually assault her and therefore, committed offence of outraging her modesty under <keyword id="3115489" type="UNKNOWN" weightage="20" keywordseo="section-354-of-IPC">section 354 of IPC</keyword>." 
 
A report revealed that the judge, while relying on the testimony of the victim – a second year student of Department of Nuclear Medicine – said, "I find that the testimony of the prosecutor is consistent with her written complaint submitted in the police station and the statements recorded during the course of investigation." 
 
The prosecution, in the FIR lodged at Dhaula Kuan Police Station, explained the series of events on February 2, 2011. It said that Kumar molested the woman when she was working in CT centre at the hospital around 1:00 pm. 
 
Kumar, however, said that the trial court had erred in convicting and sentencing him and that he was falsely implicated by the woman and her husband. And the court has dismissed his plea saying that he has no defence to accusations levelled against him and he was "trying to create one."

Nobody has the right to touch a woman without her consent: Court

Delhi Transport Minister <keyword id="6391020" type="PERSON" weightage="20" keywordseo="Gopal-Rai">Gopal Rai</keyword> on Saturday asserted that the government has no intention to take the road-rationing experiment odd-even formula beyond January 15 amid reports that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">odd-even scheme</keyword> may be extended,. 

	The pilot plan for cutting vehicular emission was launched on January 1.

	 Rai said that some confusion is also being spread that the plan was illegally imposed by the government, and claimed that under Section 115 of the Motor Vehicle Act, they have power to implement this scheme as such provisions were also made during the <keyword id="6354367" type="ORGANIZATION" weightage="20" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> as per this law. 

	“Government is neither going to extend odd-even scheme beyond January 15 nor finish it before the 15-day trial period,” Rai said, terming some of media reports of extending the car-rationing scheme as “false”.
 

	He further said the traffic-restriction is just only for 15 days and after the trial period, government will study the data collected through it and will do a proper analysis, adding, it will then be able to take a final decision.
 

	Rai, who was at his residence held a meeting of Coordination Committee with officials concerned on the scheme, said from January 1-8, traffic police, transport and revenue departments have issued 5,893 challans for the violation of odd-even rules so far.
 

	“Out of these numbers, 2,912 challans were issued by SDMs and 2,260 by traffic police. Besides, enforcement wing of the transport department has issued 721 challans for violating odd-even rules so far,” he said.

	Apart from this, 1,943 challans were issued by the transport department to auto drivers for different violations including refusal to drive.
 

	The government has also received 13,528 calls on its two helplines in the last one week and most of them were related to queries about the scheme. Out of these calls, 395 were related to complaints against bus, auto drivers, and other issues.
 

	According to the minister, in view of traffic rush on some road stretches during peak hours, government has decided to deploy additional teams of transport department and traffic police to manage traffic there from Monday. The areas include, ITO, Ring Road, Outer Ring Road, Connaught Place, Mathura Road, Ashram, New Friends Colony, Nehru Place, Sarai Kale Khan, Hanuman Mandir Marg and Dhaula Kuan.
 

	“Government has also decided to do a close monitoring on the assigned works of civil defence volunteers. Teams of SDM have also formed in this regard,” he said.
 The fate of the odd-even vehicle scheme will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which had yesterday reserved its order on various pleas challenging the AAP government’s ambitious pilot project which will continue till then. 

	A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme.
