The ministry has sought Rs 25,000 crore from the finance ministry and it is expected that the funds will be allocated by the second week of this month, the sources said. In the <keyword id="6360189" type="General" weightage="80" keywordseo="union-budget" source="Orion">Union Budget</keyword> for 2022-23, an amount of Rs 73,000 crore was allocated for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). Of this amount, about Rs 54,000 crore have been allocated to the states so far, the sources said. About 181 crore person days of work has also been generated under the programme so far, they added. The total expenditure on the MGNREGS is expected to touch the last financial year's level of Rs 98,000 crore. Biplab Kumar Deb of the BJP said the Economic Survey has estimated real GDP growth of 6.5 per cent to 7 per cent in 2024-25. India's economy grew 7.2 per cent in 2022-23 and 8.7 per cent in 2021-22. The last full Budget of Modi government 2.0 had proposed to increase capital expenditure outlay by 33 per cent to Rs 10 lakh crore in 2023-24, which would be 3.3 percent of the GDP. "With the introduction of the standard deduction in 2018 and the last increase in 2019 from ₹ 40,000 to ₹ 50,000, it is essential to raise the threshold to ₹75,000 now to align with current living costs and inflation. Raising the standard deduction can help improve people's purchasing power, especially those with fixed incomes like pensions", he said. Krishan Mishra, CEO, FPSB India also wishes for the tax exemption limit under new regime be raised from Rs 7 lakh to Rs 10 lakh, since "it will be a crucial step to encourage savings and investments among the mid-income group and will provide much-needed relief to taxpayers". The government may make the new tax regime more lucrative by enhancing its basic exemption limit (up to which no income tax is payable) from Rs 3,00,000. But that's a lot of MIGHTS, that will have to wait the final bell till 23rd! 3. How is the Budget is prepared? It is a lengthy, long-drawn process, which starts with the finance ministry asking all departments, states, ministries and union territories to give them an estimate of how much money they'd potentially need during the year. In addition to this, they also have to present details of all their revenues and expenditures in the past year. Then begins a super duper long process of consultations and discussions and deliberations and consultations and dialog (you get the gist!), after which the allocations are made. Weeks before the budget presentation, the <keyword id="19956758" type="General" weightage="20" keywordseo="finance-minister" source="keywords">finance minister</keyword> also meets representatives from various industries like agriculture, trade, manufacturing and more to know what they want. Based on that, the budget is fine tuned. 9-10 days before the budget is to be presented in the parliament, a halwa ceremony takes place, which commenced today, marks the start of budget printing. From this time on, the finance ministry staff goes super hush-hush and in lockdown, with no one allowed to leave the ministry premises till the budget is tabled in the parliament. 4. Why did India have 2 budgets this year? Because 2024 was an election year. That is why you saw an <keyword id="547606" type="General" weightage="20" keywordseo="Interim-budget" source="Orion">interim budget</keyword> in February, where the government presented a budget, the aim of which was just to fund its regular expenses and spending over the next 2-3 months, till elections. <ul><li><keyword id="9875222" type="General" weightage="50" keywordseo="a-parliamentary-standing-committee" source="Orion">A Parliamentary Standing Committee</keyword> has taken note of the high air fares charged by some airline operators in the domestic sector.</li><li>The <keyword id="47865" type="General" weightage="80" keywordseo="committee" source="Orion">Committee</keyword> also pointed out the wrong information published by the private airlines on their websites, regarding the number of seats left in the flight and the prices of the tickets.</li></ul>New Delhi, A Parliamentary Standing Committee has taken note of the high air fares charged by some airline operators in the domestic sector, and held that they are misguiding the public and forcing passengers to pay more. The Committee also pointed out the wrong information published by the private airlines on their websites, regarding the number of seats left in the flight and the prices of the tickets. "The level of misinformation can be gauged from the fact that even after the last tickets have been sold, the same number of seats show on the website, as indicated before the tickets sale. This indicates that airline operators are misguiding the public and forcing passengers to pay more," the panel said in the Demand for Grants (2023-24) report of the <keyword id="58151" type="General" weightage="50" keywordseo="civil-aviation-ministry" source="Orion">Civil Aviation Ministry</keyword>. In view of the above, it recommended that the Ministry should formulate appropriate guidelines regarding rationalisation of fares and publishing the correct information on the website of the airlines. It also pointed out that 'Predatory Pricing' is being restored to by the domestic airlines sector. "A particular airline may sell its air tickets at such a low level, that other competitors cannot compete and are forced to exit the market. A company that does this will see initial losses, but eventually it benefits by driving competition out of the market and raising its prices again," said the report. The Committee desired to know whether aviation regulator, the <keyword id="6354787" type="General" weightage="50" keywordseo="dgca" source="Orion">DGCA</keyword> had at any point of time intervened to check the fares of air tickets. It also expressed concern at the fact that in the domestic sector, private airlines are charging different fares for the same sector, route and same direction of flights. This is specifically so for the northeastern region and hilly areas including Jammu &amp; Kashmir and Ladakh, where the prices of domestic sector tickets are, sometimes, even more than the international airline sector prices. The Committee took note of the fact that after the repeal of the Air Corporations Act, 1953, the airfare is market driven and depends on market fares, and is neither established nor regulated by the government. "It notes the DGCA's comments that the airfares were regulated for a fixed period during the Covid pandemic in compliance with <keyword id="1773277" type="General" weightage="50" keywordseo="aircraft-act" source="Orion">Aircraft Act</keyword>, 1934 and the regulation was withdrawn as the Covid pandemic abated and that airlines are free to fix reasonable tariffs under the Aircraft Rules, 1937, with regard to cost of operation, services, reasonable profit and generally prevailing tariff," said the report. Airlines misguiding people, forcing passengers to pay more, says Parl Panel

The government is unlikely to announce capital infusion for public sector banks (PSBs) in the upcoming <keyword id="6358021" type="General" weightage="20" keywordseo="budget" source="Orion">Budget</keyword> as their financial health has improved significantly and they are on track to earn a combined profit of Rs 1 lakh crore, sources said. Their capital adequacy ratio is much above the regulatory requirement and varies between 14-20 per cent. To augment their resources, banks are raising growth funds from the market and also by selling their non-core assets, they added. The government last provided capital support to banks in 2021-22. It had earmarked Rs 20,000 crore for recapitalisation of PSBs through supplementary demands for grants. The government infused Rs 3,10,997 crore to recapitalise banks during the last five financial years i.e., from 2016-17 to 2020-21, out of which Rs 34,997 crore were sourced through budgetary allocation and Rs 2,76,000 crore through issuance of recapitalisation bonds to these banks. Finance Minister <keyword id="129243" type="General" weightage="80" keywordseo="nirmala-sitharaman" source="Orion">Nirmala Sitharaman</keyword> is scheduled to present the fifth and final full Budget of the Modi 2.0 government on February 1. All the 12 public sector banks earned a cumulative profit of about Rs 15,306 crore in the first quarter which increased to Rs 25,685 crore in the September quarter. On a year-on-year basis, the growth was 9 per cent in the first quarter while it surged to 50 per cent in the second quarter. On a year-on-year basis, this was 74 per cent higher. In the first half of FY23, the cumulative net profit of all PSBs increased by 32 per cent to Rs 40,991 crore. The combined profit more than doubled to Rs 66,539 crore in 2021-22 despite COVID-19 pressure. Many state-owned banks after a hiatus also declared dividends in last financial year. In all, nine banks, including SBI, declared dividends of Rs 7,867 crore to shareholders. Recently, the Finance Minister had said the government's efforts to reduce bad loans are yielding results with 12 PSBs reporting a 50 per cent jump in combined net profit at Rs 25,685 crore in the September quarter. The central bank has been working on the CBDC for the last two years, and it plans to conduct a pilot project soon to develop a proof of concept. The bill has already been sent to Rajya Sabha, the upper house, for consideration. Since the Finance Bill falls under the category of a ‘money bill’, the role of the upper house would be limited as the members of the upper house are not elected representatives of people. The suggestions of the upper house may or may not be considered by the lower house. The bill also proposes <a href="https://www.businessinsider.in/business/startups/news/budget-2022-mandates-all-startups-to-disclose-source-of-income-of-their-creditors/articleshow/89315291.cms">amendment to Section 68 of the Income Tax Act</a>, which will put the onus on startups to disclose the source of capital of the creditor they are borrowing from. Proposal for crypto tax policy will be up for discussion in Indian parliament today

New Delhi, Mar 16 () The Lok Sabha on Monday passed the Appropriation Bill 2020-21, authorising the government to draw over Rs 110 lakh crore from the Consolidated Fund of India for its working as well as implementation of its programs and schemes. This completes two-thirds of the exercise for approval of the Budget for 2020-21. Lok Sabha and Rajya Sabha had debated on Finance Minister Nirmala Sitharaman's second Budget in the first half of the current session and in the second part, the lower house of Parliament passed the Appropriation Bill. In the third stage, the Finance Bill, which details the tax proposals, will be discussed and approved. The house passed the Appropriation Bill, envisaging spending of Rs 110.4 lakh crore during the financial year 2020-21 after Speaker Om Birla applied 'guillotine' on demands of grants for various ministries. With Parliament having very limited time for scrutinising the expenditure demands of all the ministries, it takes up discussion on spending or demands for grants for a few ministries during a pre-decided period of time. Once this is over, a guillotine is applied. Once the speaker applies the guillotine, all the outstanding demands for grants, whether discussed or not, are put to vote at once and passed. After this, Appropriation Bill was taken into consideration and passed. This year, the Lok Sabha discussed demands for grants of ministries of tourism, railways and social justice and empowerment. Finance Minister Nirmala Sitharaman moved the Appropriation Bill, which was passed by voice vote. The Lok Sabha will now discuss the Finance Bill, which essentially contains the government's tax proposals. Once the Finance Bill is passed, the budget exercise is complete. Both appropriation and finance bills are classified as money bills which do not require the explicit consent of the Rajya Sabha. Rajya Sabha only discusses them and returns the bills. After passing of the Finance Bill, it enters the statute as the Finance Act. Thus, the final Budget gets approved. While guillotine literally is a large, weighted blade used for executing a condemned person, in legislative parlance, to 'guillotine' means to bunch together and fast-track the passage of financial business. It is a fairly common procedural exercise in Lok Sabha during the Budget Session. After the Budget is presented, Parliament goes into recess for about three weeks, during which the House Standing Committees examine demands for grants for various ministries, and prepare reports. "Of this, the proposals involving net cash outgo aggregate to Rs 53,963.58 crore and gross additional expenditure, matched by saving of the ministries/departments or by enhanced receipts/recoveries aggregates to Rs 4.26 lakh crore," the supplementary demands for grants document said.
