The varsity has maintained that it is opting for the open book examination mode as a one-time measure in view of the coronavirus pandemic. Arun Attri, a professor of Shaheed Bhagat Singh College, said the new exam mode has ended uncertainty for over 2 lakh students who now know that since they have taken the exams, they will get their results and can apply for Masters. He, however, said the open book exam is not a feasible option in the long run for the varsity which is known for its commerce and humanities courses. "Such exams may be feasible for engineering and science students, but won't serve the purpose for commerce and humanities courses. They are more like assignments rather than exams," Attri said. A professor, requesting anonymity, said such a mode of examination also raises concerns over cheating and use of fraudulent means by students. He said teachers have learnt about students sharing answers on social messaging platforms like WhatsApp. "There is no way to check such instances. The answers to many questions are easily available on the internet and students will just copy them. How do we know whether a student has actually understood what he has written? It is disadvantageous for those who actually put in hard work and prepare for the exams," the professor added. "The students are in touch with each other over WhatsApp. Even those students, who may not be willing to share answers, are forced to do so in the name of friendship. There is no way we can check this or keep a tab on it. If I get the same answer in 10 answer sheets, how am I supposed to evaluate them?" another professor rued. <keyword id="587567" type="COMPANY" weightage="20" keywordseo="Delhi-University-teachers">Delhi University Teachers</keyword>' Association treasurer Abha Dev Habib said all students have the same study material. "Earlier, the students would visit libraries and take additional notes, but due to the pandemic that has not been possible. I have sent the same notes to every student and they will be relying on similar material," she said. Abha, who teaches at Miranda House, said teachers are awaiting clarity on how they will evaluate the answer sheets. "We do not know whether we will be sent the answer sheets or given a login to the portal. We do not know which software will we be using to evaluate the answer sheets. There has been no training given to us on this," she said. Pankaj Garg, former academic council member and a professor of Rajdhani College, concurred with Abha and said teachers will face difficulties in evaluating the examinees. "There is a fair possibility that there would be swapping of the pages while scanning and uploading, this would disturb the sequence... teachers will have to be very careful in connecting all those pages which belong to the same question," he said. While scanning, some pages may be blurred and it would be difficult to read them carefully. It would be equally difficult to connect to the next page and hence, the continuity of the answer would be lost, Garg said. For teachers, the most challenging point would be marking of pages, it seems that evaluation would take much longer, he added. Delhi University teachers doubt feasibility of open book exams — await clarity on evaluation guidelines

The new National Education Policy evoked mixed reactions among academicians on Wednesday with some hailing it as a "groundbreaking" action plan that promotes holistic and multi-disciplinary learning and others arguing that it will pave the way for privatisation of education. A <keyword id="6751919" type="UNKNOWN" weightage="20" keywordseo="single-regulator">single regulator</keyword> for higher education institutions, multiple entry and exit options in degree courses, discontinuation of M.Phil programmes, low stakes board exams, common entrance exams for universities are among the highlights of the National Education Policy (NEP) 2020 approved by the Union Cabinet on Wednesday. Former Delhi University vice-chancellor Dinesh Singh, who was an official reviewer of the document when it was being formulated, said the policy lays down the road map pretty nicely. The policy has a good vision for school education, which is the foundation for higher education, he said. "They have talked about experiential learning which is so useful. Unless you improve school education, you cannot improve higher education. The concept of transciplinarity, hands on experience, breaking down of barriers between subjects and connecting them to society are some of the key points in the policy. This is the best chance of universities to create curricula around the challenges of society," he said. Elaborating with an example, he said there is a discipline in Mathematics called fluid dynamics but not one student in this country has any idea how to use fluid dynamics and computer science to create fighter jets and they are imported all the time. "At last, we have found a document which at least gives us a chance," he added. Singh also said that he has not been extremely enthused about regulators and feel they "are disabling you all the time". "They make you do silly things. They are talking about having a single regulator because otherwise things are not working well. I believe it's good. They will need a lot of good people. I am hoping that it will restore the autonomy of the varsities. Hopefully they will not prescribe too much," he said. Jamia Millia Islamia vice-chancellor Najma Akhtar called the NEP "groundbreaking" and said the higher education in India will now be holistic and multi-disciplinary with a shared focus on Science, Arts and Humanities. "A single regulator for all higher educational institutions is a great idea as it will bring coherence of approach and purpose. It will realise the vision of education in India," she added. The approval of new National Education Policy (NEP) by the government is a positive step forward, said Jawaharlal Nehru University (JNU) VC M Jagadesh Kumar. "NEP is the outcome of an extensive, highly participatory and inclusive consultation process. NEP aims at meeting the existing challenges in education and build the foundation of India''s promising future.We look forward to its implementation," he added. Delhi University professor Rahul Yadav welcomed the policy, and said it talks about multiple entry and exit options and provides choices to students, and does not put any burden on them. He was also enthused about the fact that the policy seeks to promote a multi-disciplinary approach and does not seek to restrict students to just humanities or science. Delhi University professor Naveen Gaur, however, said the policy has just "jazzier things" to say and even though it says that the Higher Education Commission of India will be a single regulator, it will have four verticals, which means that one vertical will be responsible for policy formulation and another for funding which is dangerous. He also said that the policy paves the way for entry of foreign universities in India, without any regulations, which can be dangerous for the education sector. The professor argued that the policy will take away the autonomy of institutions rather than making them more autonomous. Jamia Teachers' Association secretary Majid Jamil questioned the timing of bringing the policy. "At a time when there is <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> pandemic, what was the need to hurry? The policy talks about online learning and virtual labs but there is no substitute to face-to-face learning. It also talks about four-year undergraduate programme, something which was implemented in Delhi University, but was met with opposition and was subsequently withdrawn. We do not agree with it," Jamil added. Delhi University's Academics for Action and Development (AAD), a teachers' body, called the NEP a policy of "tall ends with little means''. For instance, Indian has presently 18 per cent Gross Enrolment Ratio (GER) and NEP sets the goal of 50 per cent GER by 2035, it said. "How can this be achieved -- more than double of GER in next 15 years? NEP is also talking of internationalisation in the same vein and will only facilitate the entry of the foreign universities to tap the Indian educational market for their own benefits. This is a "return of Macaulay" -- building an education system in the interest of foreigners and wealthy ones," it said, referring to British officer Thomas Babington Macaulay. The Delhi University Teachers' Association (DUTA) said it was opposed to the proposal to hand over every higher educational institution to a Board of Governors, which will enjoy all powers hitherto vested in the governing authorities of colleges and universities as well as the UGC and other regulating bodies. "Autonomy has been redefined as the freedom to optimise. The empowerment of the BoG hand in hand with redefined autonomy is in parallel with the neo-liberal reforms that deregulated businesses. It amounts to converting/handing over education as a business to corporate houses," it said. Many colleges under the university are admitting 20-40% more than their capacity. This is despite the fact that the university had already increased the number of seats, after implementing reservations for EWS (economically weaker sections). Recently, the Indian government announced that <a href="https://www.indiatoday.in/education-today/news/story/ews-quota-in-du-mostly-vacant-due-to-high-cut-offs-1567442-2019-07-12">10% reservation</a> for the EWS category in government jobs and educational institutions. Nearly 6,000 new seats were added this year — including 282 for undergraduate courses. The university has 62,000 seats in total for undergraduate and postgraduate admissions this year. Foreign admissions are also on the rise this year. As many as 1,000 foreign students were admitted this year. Stressed infrastructure The ‘over admissions’ is not new to the university. However, increase in student admissions is unmatched compared to the previous years. For instance, Miranda House enrolled roughly 1,814 students, 714 more than the number of seats. “We opened a new academic block and have turned some board and seminar rooms into classrooms as well,” Principal Bijayalaxmi Nanda <a href="https://www.hindustantimes.com/education/du-admits-students-beyond-its-capacity-despite-addition-of-6000-seats/story-jWgd2sGlfo5yp8k91wCdqL.html">told</a> HT, addressing the infrastructure crunch. In fact, to accommodate them, colleges allotted 80 students per teacher. “Teachers have taken over and above their share of the workload with the increase in the number of students,” Nanda added. Zakir Hussain College witnessed 1,816 admissions against 1,580 available seats — 236 more than the designated course seats. The college is trying to accommodate students in different sections and combinations, Hindustan Times <a href="https://www.hindustantimes.com/education/du-admits-students-beyond-its-capacity-despite-addition-of-6000-seats/story-jWgd2sGlfo5yp8k91wCdqL.html">reported</a> citing PK Shishodia, admission official of the college. The number of students scoring 95% and above has increased by 38.4% this year, which has led to higher cut-offs in the university. According to the HT report, over 17,000 students scored 95% and above in CBSE highschool exams, which is 4,956 more than last year. Given that, the University of Delhi is considering one percent relaxation for students from government-run and rural schools. The portal is now active on the official UGC site trying to give an impetus to colleges to become autonomous, should they choose to do so. However, these colleges will be affiliated to a university, TOI reported. In a notification, the UGC said it is inviting applications to colleges that want to pull away and be their own thing. This means that the colleges will now be able to roll out their own course structure, admissions, student fees and academic faculty staff. Moreover, the <keyword id="156640" type="PERSON" weightage="20" keywordseo="Autonomous-colleges">autonomous colleges</keyword> will also enjoy the liberty to announce results and issue marksheets as a separate entity. The move may affect students who are planning to enroll in several courses under Delhi University. Back in 2016, UGC had<a href="https://indianexpress.com/article/cities/delhi/six-autonomous-colleges-du-marches-ahead/"> floated guidelines</a> for autonomous colleges, encouraging colleges to apply. Given that, Delhi University had pushed colleges to become autonomous institutions. However, this step towards privatisation was largely opposed by students and teachers, finding the move ‘disastrous.’ According to media reports, this may also lead to lack of fund support from the government as the colleges will only pay for courses they can afford. The move was opposed by students and teachers who were demanding that the exams be scrapped. The varsity has also commenced online classes for third and fifth semester students from August 10. During an online briefing, Abha Dev Habib, a Delhi University professor, said teachers and students have been left out from the decision-making process to hold online classes. "The decision of online open book exams was taken without thinking about students. What will happen to students in Kashmir and those stuck in floods. The students do not have gadgets for online classes. "The decision was taken without consulting the statutory bodies -- the Academic and Executive Council," she alleged. Unni Maya, a student of Lady Shri Ram College in Delhi University, said the varsity has gone ahead with the decision to hold online classes without thinking about the mental health and well-being of students. Taking online classes means that students have to spend a high screen time in front of their mobiles or laptops which impacts their health. She demanded that the varsity should think about funding and providing gadgets to students and it should also release department-wise data on how many students have availed online classes. Students and teachers of other universities also raised similar issues. Jawaharlal Nehru University Students' Union president Aishe Ghosh said the varsity administration is not concerned about teaching-learning process or about students in Kashmir who still do not have access to a proper internet connectivity, or about flood-affected students or those who contracted COVID-19. "Students are being pressurised to register for the next semester at a time when the UGC has also said that the varsities must finish the current semester by September 30. There is no meaning of registration. The varsity administration is continuously creating issues," she said. She also alleged that the students of MBA and Engineering are being charged lakhs of rupees despite not having access to labs and having part-time faculty. "I would call it daylight robbery. Even the representatives from these departments have been pressurised to not raise their voice," she said. She also urged the varsity to ensure phased return of students to the campus by following proper medical protocols and establishing quarantine centres inside the premises. Voices were also raised from Delhi government-run Ambedkar University against online classes and how the administration and even the state government has not heard their pleas. Shubhojeet Dey of Ambedkar University said they had conducted a survey among students and found that 48 per cent of students had access to smartphones while two per cent did not have access to any gadget for accessing online classes. Only 50 per cent of the students have access to laptops, he said, adding that 62 per cent out of these do not have laptops for more than three hours since the laptop is also used by their siblings, who are either studying or are working. "It was found that 73 per cent of students do not have stable internet connection and 98 per cent of the female students were also supposed to contribute to household chores. We have even approached the authorities and even the Delhi government with our problems but there has been no resolution," he added. The students had boycotted the orientation class which was held to introduce the students to courses. Listing out the demands of the students, Dey said they want that the classes should be postponed by a month and laptops should be procured for students from disadvantaged sections and data packs should be given to all the students. Delhi University hikes fees, holds online classes — students and teachers voice their concern

In the rankings, released in London recently, IIT Bombay was evaluated as India's top higher education institution for its excellence in employability, social concern, and environment. IIT Bombay was featured in the 281-300 rank range, followed by IIT Delhi (321-340 rank) and <keyword id="58265" type="General" weightage="50" keywordseo="jawaharlal-nehru-university" source="Orion">Jawaharlal Nehru University</keyword> (JNU) at the third rank (361-380). Apart from this, IIT Bombay was also included in the world's top 100 institutes based on the employability of its graduates. IIT Delhi was ranked for its employability and environment while Jawaharlal Nehru University (JNU) was ranked for gender equality and removing other inequalities. In terms of competition and academic freedom, <keyword id="6360099" type="General" weightage="50" keywordseo="delhi-university" source="Orion">Delhi University</keyword> ranked fourth in India. The US dominates the rankings with 135 ranked universities (19.2 per cent of the total). Of these, 30 universities are included in the top 100. Similarly, the UK was ranked second with 67 British universities being included in the rankings. After the US and the UK, Australia and Germany are at the forefront of this ranking. The students and teachers of JNU are excited by the university's performance in the rankings. JNU Vice Chancellor Professor Santishree D. Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. The exams began at 7.30 am and are being held in three shifts. Zubair Khan, a student of School of Open Learning (SOL), said, "I had my Hindi exam today according to the date-sheet. When I opened the portal for downloading my question paper, I found that two question papers were uploaded -- one of Hindi and another of the paper scheduled for August 13. I sent mails to the SOL but there was no response. I consulted a professor who advised me to attempt the paper scheduled for today." Another student, Deepak Gupta, said he was not sure if he could successfully upload his answer sheets before the scheduled time of 11.30 am. "It was 11.28 am by the time I finished creating PDF files (of my answer sheets). I tried to upload them but they didn't get uploaded. I have mailed them to the designated ID but do not know whether they will be accepted," he added. Pankaj Garg, a professor of Rajdhani College, said that the main problem that students faced was in uploading the answer sheets. "They faced problems in uploading PDF files and some of the students said that if they could upload answers to two questions, they could not upload the answers to the third. They were not sure whether their answer sheets were uploaded. The college received answer sheets on email post 11.30 am, which was the scheduled time," he said. Garg also said that teachers will face issues while evaluating answer sheets. "There is a fair possibility that there would be swapping of the pages while scanning and uploading, this would disturb the sequence.... Teachers have to be very very careful in connecting all those pages which belongs to the same question," he added. While scanning some pages may be blurred and it would be difficult to read them carefully and it would be more difficult to connect to the next page and hence the continuity of the answer would be lost, he added. For teachers, the most challenging point would be marking of pages, it seems that evaluation would take much longer, he stressed. The exams have been postponed several times. The Delhi University Teachers' Association had been demanding that the exams be scrapped and the students evaluated on the basis of previous performances and an internal assessment. <keyword id="1204125" type="COMPANY" weightage="20" keywordseo="The-Delhi-High-Court">The Delhi High Court</keyword> gave its nod to the university to conduct the exams.
