China's smog - which routinely engulfs major cities like <a href="http://www.businessinsider.com/china-smog-2014-1">Beijing</a> and <a href="http://www.businessinsider.com/shanghai-smog-2013-12">Shanghai</a> - is notorious, and it's recently reached "<a href="http://www.businessinsider.com/smog-hits-danger-levels-in-beijing-2014-1" target="_blank">danger levels</a>." But the the smog in New Delhi, <a href="http://www.nytimes.com/2014/01/26/world/asia/beijings-air-would-be-step-up-for-smoggy-delhi.html?hpw&amp;rref=health&amp;_r=0" target="_blank">The New York Times reports</a>, is actually worse.
The air in New Delhi "is more laden with dangerous small particles of pollution, more often, than Beijing's," Gardiner Harris <a href="http://www.nytimes.com/2014/01/26/world/asia/beijings-air-would-be-step-up-for-smoggy-delhi.html?hpw&amp;rref=health&amp;_r=0" target="_blank">writes</a>, and "a very bad air day in Beijing is about an average one in New Delhi." 
The death rate due to chronic respiratory diseases is <a href="http://apps.who.int/gho/data/node.main.A866?lang=en" target="_blank">higher in India than anywhere else in the world</a>.
It was <a href="http://www.businessinsider.com/smog-hits-danger-levels-in-beijing-2014-1" target="_blank">big news</a> when a measure of the concentration of fine particulate matter - the very dangerous air pollution that is absorbed into your lungs - climbed over 500 in Beijing. But Delhi had already reached those "danger levels" on eight separate days this year, <a href="http://www.nytimes.com/2014/01/26/world/asia/beijings-air-would-be-step-up-for-smoggy-delhi.html?hpw&amp;rref=health&amp;_r=0" target="_blank">Harris writes</a>.

While residents have been requesting the government to devise a way to curn the unrelenting smog, <keyword id="108320" type="COMPANY" weightage="20" keywordseo="IIT-Kanpur">IIT Kanpur</keyword> researchers already seem to have a plan - creating <keyword id="1116741" type="UNKNOWN" weightage="20" keywordseo="Artificial-Rains">artificial rains</keyword> through cloud-seeding. It’s a practice of artificially inducing or increasing precipitation through clouds by adding external agents. This stimulation is done by aeroplanes or rockets. Pollution levels in several cities of the north western state of Uttar Pradesh were recently declared ‘dangerously polluted’. Varanasi was declared the most polluted city in the country. A report by the <keyword id="67999" type="ORGANIZATION" weightage="20" keywordseo="Central-Pollution-Control-Board">Central Pollution Control Board</keyword> (CPCB) has found that the air quality of holy city Varanasi is most polluted among the 42 cities monitored recently. Following this, the Director of IIT Kanpur, Manindra Agarwal told the media that the state government has asked the civil aviation ministry for its approval regarding artificial rains since the area where artificial rains are required need cloud cover. IIT Kanpur was given a grant of Rs 15 lakh from the state government to experiment on the option of artificial rains. The scientists have finished their experiments and are ready to execute. The UP residents therefore will soon see airplanes flying over Lucknow to create artificial rains to bring down the pollution levels. IIT-K has even agreed to modify its six-seater Cessna aircraft to load it with salt for being dropped on the high altitude 'supercooled' clouds. “The measure will definitely reduce air pollution levels. Aerospace, civil engineering and industrial management engineering departments are working on this project,” said Agarwal. How far will this help bring the pollution levels down in Uttar Pradesh, and the rest of the country is being questioned by human rights organisations across India.

"We have to make government responsible for this," the bench said and asked, "Why can't govt machinery stop stubble burning? Coming down heavily on state governments, the top court said that if they don't bother about people, they have no right to be in power. "You just want to sit in your ivory towers and rule. You are not bothered and are letting the people die," the bench said. "You (states) have forgotten the concept of welfare government. They are not bothered about poor people, this is very unfortunate," said the bench, also comprising Justice Deepak Gupta. It also questioned as to why the state governments cannot collect and purchase stubble from farmers. "We expect more from democratic government of the country to deal with issue of stubble burning and curb pollution," the bench said, adding that "it is a question of life and death of crores of people. We have to make govt responsible for this".
