Delhi-Mumbai expressway: The proposed project may be a threat to tiger species in India

New Delhi, Jan 26 () The government plans to complete three of the 22 expressways and green corridors in the next three years, including the flagship Delhi Mumbai Expressway being built at a new alignment, Union minister Nitin Gadkari has said.
These 22 projects comprising 7,500 km of greenfield expressways and corridors are planned to be completed by FY25 at a cost of Rs 3.10 lakh crore.
"We will complete the flagship Delhi Mumbai Express Highway in the next three years. The work will be done in 51 packages and work has already been started on 18. This will be India's longest expressway at 1,320 km and will reduce travel time between Delhi and Mumbai from 24 hours to 13 hours," the road transport and highways minister said.
Of the projects, six are 2,250 km expressways to be built at a cost of Rs 1.45 lakh crore.
The remaining 16 are greenfield corridors, including 5,250 km projects to be constructed at a cost of Rs 1.65 lakh crore 
 Besides Delhi Mumbai Expressway, the minister said the trans-Rajasthan and trans-Haryana projects will be completed within the next three years.
About Delhi Mumbai Expressway, he said greenfield alignment has been selected to avoid habitation and optimise cost of land acquisition.
"We have saved about Rs 16,000 crore on land acquisition front alone as land could be acquired at a cost of Rs 80 lakh per hectare for the project," he said, adding that the expressway will unlock new economic opportunities in hinterland districts of Haryana, Rajasthan, Madhya Pradesh and Gujarat.
The expressway has been taken from concept to award in a record time-frame of less than a year.
He said the new projects will provide alternate routes to diversify traffic, improve geometry/alignment and provide connectivity for major towns, thereby reducing distance and travel times
Besides, these will mitigate issues like land acquisition, utility shifting and other clearances related to brown-field expansion of existing alignment and provide thrust to the economy of backward regions by improving infrastructure, the minister said. NAM ABM

By Namita Tiwari New Delhi, Jul 2 () India needs foreign direct investments worth Rs 50 to 60 lakh crore and the money can be tapped mainly through infrastructure projects as well as MSME sector to accelerate the wheels of coronavirus-hit economy, according to Union minister Nitin Gadkari. Emphasising that at this juncture Foreign Direct Investment (FDI) is the need of the hour, the senior minister said such funds would benefit the country as there is a need for pumping in liquidity into the market. Economic activities have been significantly disrupted in the wake of the pandemic and subsequent lockdowns that were in place to curb spreading of infections. "Country at this juncture needs liquidity. Without liquidity our economy's wheel will not accelerate... Rs 50-60 lakh crore foreign investment is needed in the country under present circumstances to boost the economy," the Road Transport, Highways and MSME Minister told in an interview. Infrastructure sector including highways, airports, inland waterways, railways, logistic parks, broad gauge and metro, apart from Micro, Small and Medium Enterprises (MSMEs) can attract large scale foreign investment, he noted. "FDI in MSME, Non-Banking Financial Companies (NBFCs) and banks are needed... in the highways sector, we are trying to bring foreign investment," he said. Gadkari further said that talks are on with investors from Dubai and the US for various sectors, including MSMEs. "Some MSMEs are already listed on the BSE. I have talked to investors in Dubai and the US to come and invest in such MSMEs based on their three-year turnover, GST track record, IT record and good rating. Investing in these can result in rich dividends as these do exports also," he said. "We need to boost our technology for increasing growth and need to focus on enhancing exports. The Prime Minister's thrust is also on reducing dependence on imports and boosting exports. In this infrastructure can play a crucial role," he said. While noting that the present situation is very serious as the entire world is facing problems, Gadkari stressed on the need to work on a war-footing basis on infrastructure front. Further, the minister noted that public private partnerships can help harness huge funds and would have a cascading impact by generating more employment and boosting the economy. Besides, the minister said that 22 green highways were being build, including the Rs 1 lakh crore Delhi-Mumbai Expressway on a new alignment. Citing the example of Delhi-Mumbai Expressway, he said talks were on with the Maharashtra government to shift about 1.5 lakh leather workers to Thane in a proposed leather cluster along the highway which will have the most modern facilities including schools and hospitals besides affordable housing under Pradhan Mantri Awas Yojana. "The development of backward area will alleviate poverty and accelerate development. Socio-economic thought is behind this," he said. The Centre has announced Rs 20 lakh crore economic stimulus package, including Rs 8.01 lakh crore of liquidity measures announced by the Reserve Bank since March. India needs Rs 50-60 lakh cr foreign investments to bolster coronavirus-hit economy: Gadkari

New Delhi, Feb 1 () Finance Minister Nirmala Sitharaman on Saturday proposed National Technical Textile Mission with an outlay of Rs 1,480 crore over four years to cut down imports.
 Presenting the Budget for 2020-21, Sitharaman said as much as Rs 27,300 crore has been provided for development and promotion of industry and commerce.
 The Finance Minister also said digital refund of duties and taxes of centre, states and local bodies to exporters will be allowed from this year.
 On infrastructure, she said the government plans to set up project preparation facilities for infrastructure sector and a national logistic policy will come up soon.
 Sitharaman noted that a Rs 103 lakh crore infra project pipeline has been launched in December.
 Delhi-Mumbai Expressway will be completed by 2023 and Chennai-Bengaluru Expressway will be launched, the minister added.

Indian government infuses ₹22000 crore in power and renewable, proposes freedom to choose supplier

New Delhi, Feb 1 () To augment infrastructure, an accelerated highways development programme will be taken up that includes 9,000 kms of economic corridor and 2,500 kms of access-controlled highways, Finance Minister Nirmala Sitharaman said on Saturday.
 Besides, 2,000 kms each of coastal roads and strategic highways will be constructed, the finance minister said while presenting the Union Budget 2020-21 in Parliament.
 "Accelerated development of highways to be undertaken. This will involve construction of 2,500 kms of access-controlled highways, 9,000 kms of economic corridors, 2,000 kms of coastal roads, and 2,000 kms of strategic highways," she said.
 Sitharaman said the Delhi-Mumbai expressway will be completed in three years, in addition to two more express highway projects.
 Work will also start on the Chennai project, she said.
 Terming a sound highways network essential to propel the economy, the Economic Survey on Friday had said the highways sector needs Rs 19.63 lakh crore investment by 2024-25.
 Total investment in the roads and highway sector has gone up more than three times in the five-year period of 2014-15 to 2018-19, the Survey had said.
 Of about 59.64 lakh kms of roads in India, total length of National Highways was 1.32 lakh kms as on March 1, 2019.
 "The pace at which roads have been constructed has grown significantly from 17 km per day in 2015-16 to 29.7 km per day in 2018-19," it said.
 Road transport is the dominant mode of transportation in terms of its contribution to Gross Value Added (GVA) and traffic share.
 The share of transport sector in the GVA for 2017-18 was about 4.77 per cent, of which the share of road transport is the largest at 3.06 per cent, followed by railways (0.75 per cent), air transport (0.15 per cent) and water transport (0.06 per cent). NAM ABM

New Delhi, Feb 1 () To augment India's infrastructure and create jobs, the government has launched Rs 103 lakh crore infra projects and will release a logistic policy soon, besides accelerating highways construction, Finance Minister Nirmala Sitharaman said on Saturday.
Presenting the Union Budget in Parliament, Sitharaman said Rs 1.7 lakh crore has been provided for transport infrastructure in 2020-21.
The minister said Rs 103 lakh crore projects, under the National Infrastructure Pipeline (NIP), was launched in line with Prime Minister Narendra Modi's announcement of Rs 100 lakh crore infrastructure investment in five years.
"The prime minister announced Rs 100 lakh crore investment in infrastructure in next five years. NIP was launched on December 31, 2019 with Rs 103 lakh crore project pipeline...These new projects include housing, safe drinking water, clean energy, health, modern railway, airport, metro bus, logistics ...," she said in her budget speech.
Sitharaman said: "NIP is improving the ease of living for every citizen. Generic and sectoral reforms are there...There is huge employment opportunity in construction, operation and maintenance of projects."
She said infrastructure agencies of the government will involve youth power in start-ups.
"A National Logistic Policy will soon be released," she said and added there will be a single logistic window.
Besides, accelerated development of highways will be taken up with 2,500 km access controlled highways and 9,000 km of economic corridor.
In addition, there will be 2,000 km each of strategic highway projects and port connectivity projects, she said.
The minister said Delhi-Mumbai Expressway and two other projects will be completed by 2023 and 12 highway projects worth 6,000 km will be monetised before 2021.
She said focus was also on Inland Waterways and Jal Vikas Marg development besides aviation.
She said 100 more airports would be added by 2024 under the UDAN scheme. NAM MKJ

The Road Transport, Highways and MSME Minister said that projects specially about Rs 1 lakh crore Delhi-Mumbai express highway can offer instant right of way to players interested in setting up LNG stations, electric charging stations or petrol pumps. Addressing a conference on 'Future Fuels for <keyword id="34991" type="COMPANY" weightage="20" keywordseo="transportation">Transportation</keyword>' by FICCI, the minister said plans were afoot to set up 2,000 petrol pumps, including LNG. "We are building 22 new express highways including Delhi-Mumbai Express Highway. Work on seven out of 22 projects have started and these have huge potential for the industry. If players want to come forward, we can offer right of way especially on Delhi-Mumbai Express Highway which we plan to complete within three <keyword id="6466901" type="UNKNOWN" weightage="20" keywordseo="years">years</keyword>," the minister said. Gadkari said plans are on for an electric highway stretch on Delhi-Mumbai Expressway and the land acquisition for over Rs 1 lakh crore expressway project has been completed.
 He said he will be visiting Sweden next month to see E-Highways and welcomed players for investments to convert highways into e-highways.
 He also said: "The RBI has assured us that they will allow us to take infrastructure loans for 30 years. So if a bankable project is for 30 years, the loan amount will be raised within 13-18 years. There will be two years moratorium period after completion of project. When after three years, toll collection starts then we will open an escrow account. Specific amount will be deposited in this escrow account."
 The minister said at present NHAI has 480 such secure, bankable projects and five more banks are willing to give loans like the SBI gave. 
 "Depending upon traffic, we will keep depositing money in the escrow account," he said.
 He said NHAI 's annual income for the current fiscal will be Rs 40,000 crore and it will reach Rs 1 lakh crore in coming years. New Delhi, Apr 26 () Union Minister Nitin Gadkari on Sunday asked Indian overseas students to make concerted efforts to convert COVID-19 adversity into an opportunity."As we are moving ahead restarting various activities, all of us need to follow all the precautions regarding health protocols to prevent transmission of COVID-19 virus. Gadkari asks overseas Indian students to convert COVID-19 crisis into opportunity

New Delhi, Dec 17 () Efforts are on to bolster the economy and create five crore jobs, Union Minister Nitin Gadkari said on Tuesday.
 The government is according high priority to the economy but at the same time, security issues are also important and the government cannot work in "silos", the minister said at the Agenda Aaj Tak 2019 here.
 The road transport, highways and MSME minister said situation is challenging but the Indian economy, which is the fastest-growing economy, will progress fast.
 "The mission is to create five crore jobs... We are giving attention to the economy. Developing infrastructure, rural agriculture and tribal development is also our priority," Gadkari said.
 In reply to a question, Gadkari said, "There is an integrated approach. India's economy is important but security is also important... The government has to work on various subjects at a time. We are giving attention to the economy. Developing infrastructure, rural agriculture and tribal development is equally important," he said.
 He added that the government does not run in silos and has to take care of all aspects.
 The minister said comprehensive plans are on to develop MSMEs that account for 29 per cent of the growth.
 On the highways front, the minister said that work worth Rs 17 lakh crore will be done in five years, including projects worth Rs 2 lakh crore by March and Rs 3 lakh crore in the next year.
 "Highways and shipping combined had witnessed work worth Rs 17 lakh crore during the previous five years," he added.
 About accidents, he said that unfortunately, these could not be reduced despite a number of steps but efforts are on including Rs 14,000-crore projects funded by the World Bank and the Asian Development Bank to correct highways designing.
 India accounts for 5 lakh accidents per annum in which 1.5 lakh people are killed.
 He said the country needs 22 lakh more drivers and efforts are on to establish driving training institutes and lamented that about 30 per cent of the driving licensees are bogus in the country.
 About highway projects, he said these include Rs 1.30-lakh crore Delhi-Mumbai Expressway, Rs 10,000 Dwarka expressway and Rs 50,000 crore worth of projects to decongest Delhi.
 In reply to a political question about the government in Maharashtra, he said the alliance there was "unnatural" and would be short-lived.

 Following are the key highlights of the budget speech: <ol><li>Only through higher growth, we can have our youth gainfully and meaningfully employed.</li><li>Fundamentals of the economy are strong, inflation has been contained, banks have been cleaning up the accumulated loans of the past decade. </li><li>An average household now saves about 4% of its monthly spends due to lower incidence of tax under the GST regime.</li><li>Welfare schemes with direct benefit transfer embedded in them, preventive healthcare via programmes like sanitation, healthcare via central schemes, housing scheme via Prime Minister Awas Yojana (PMAY) etc changed the established order of a few individuals cornering most of the benefits. </li><li>During 2014-19, Indian economy grew at an average of 7.4% with low inflation. India's foreign direct investment was $284 billion between 2014 an 2019 compared to $190 billion in the preceding five-year period.</li><li>India's government debt fell to 48.7% of GDP as of March 2019 compared to 52.3% as of March 2014.</li><li>Three themes of Budget 2020: 'Aspiring India', 'economic development', and 'to build a caring society'. </li><li>We shall aim for seamless delivery of services by leveraging technology. </li><li>6.11 crore farmers insured under Prime Minister Fasal Bima Yojana - a centrally-sponsored insurance scheme. Farm markets need to be liberalised.</li><li>16 action points: 1: Encourage state governments that will implement the following model laws that have already enacted by the centre. 2: Propose comprehensive measures for 100 water-stressed districts. 3: Expand outlay for solar pumps to 20 lakh farmers, another 15 lakh farmers to pumpsets to solar grid. Farmers if they have barren lands, they can set up solar power plants and sell it to the grid. 4: Balanced use of orgnaic and inorganic fertilisers. 5: Provide viability gap funding for setting up warehouses. Food Corporation of India can set up warehousing on their land too. 6: Push to reduce storage costs for farmers. 7: Promotion of women self-help groups. 8: To launch refrigerated trains to transport food items from the farm to other parts of the country. 9: Horticulture exceeds the production of foodgrains. 'One product for one district' to promote focussed development of horticulture. 10: Integrated farming system in rain-fed areas. Multiple crops, bee-keeping solar pumps in rain deficient area. 11: Financing on negotiable warehousing receipts will be linked to e-NAM. 12: The NABARD refinance scheme will expanded. The agriculture credit target for FY21 will be expanded to ₹15 lakh crore from ₹12 lakh crore. 13. To eliminate foot and mouth disease by 2025. To double milk production to 108 million metric tonnes by 2025. 14. Blue economy - development management of marine resources. Target ₹1 lakh crore in fish exports by 2025. 15. By FY23, propose raising fish production to 200 lakh tonnes, will also promote algae, seaweed.</li><li>16. Under Deendayal Antyodaya Yojana, self help groups will be expanded beyond the current 58 lakh.</li><li>Allocation for agriculture: ₹2.83 lakh crore, this includes ₹</li><li>Mission Indradhanush has been expanded to include 12 new diseases and 5 new vaccines. A very focussed water and sanitation programme to reduce the burden of diseases on the poor. There are 20,000 hospitals empanelled under the PMJAY, this has to rise. Propose to set up hospitals under the private-public partnership, the 112 districts identified as 'aspirational' will get priority in the setting up of new hospitals. </li><li>Proceeds from taxes on medical devices will be used to support the programme to build the infrastructure.</li><li>Reiterate India's commitment to eradicate tuberculosis by 2025. </li><li>Allocation for health: ₹69,000 crore including ₹6,400 crore for PMJAY.</li><li>By 2030, India is set to have the world's largest working-age population. They need education, skills, and employment opportunities. Our education system needs more money to attract better teachers and to set up better labs. Open the education sector to external commercial borrowing. </li><li>In order to provide quality education to the under privileged, a full-fledged online courses will be launched from the top 100 institutions in India.</li><li>Under 'Study In India' programme, a new INSAT exam to be launched for foreign students to enroll into Indian universities. </li><li>Every medical college will be linked to a nearby hospitals under the public-private partnership mode.</li><li>Total outlay for education sector: ₹99,300 crore and another ₹3,000 crore for skill development.</li><li>150 top education institutes to start offering apprenticeship programmes.</li><li>Propose to set up an investment clearance cell for end-to-end services including information on land bank and facilitating the approval process etc. </li><li>It is proposed to develop 5 new smart cities in collaboration with state governments in PPP mode. </li><li>Electronics manufacturing industry is cost competitive and India has shown its potential. To attract large investments in electronic manufacturing -- including electronic equipment, smartphones -- a new policy will be announced soon.</li><li>A National Textile Mission to work for next four fiscal years with an estimated outlay of ₹1,480 crore.</li><li>A new scheme Nirvik, for higher insurance cover, reduction in premium for small exporters, and simplified claim process, including digital refund process to help exporters.</li><li>Every district must become a hub for exports.</li><li>Unified procurement scheme: Propose ₹27,300 crore for development of industry and commerce in FY21.</li><li>National Infrastructure Pipeline will bring in generic and sectoral reforms in construction and maintenance of the infrastructure. Propose a project preparation facility that will employ economist, management graduates to execute projects.</li><li>A National Logistics Policy will soon be released to clarify the roles of Central government, state governments, and the regulators.</li><li>The Delhi-Mumbai Expressway and two other projects will be completed by FY23. The Chennai-Bengaluru expressway project will also started by then.</li><li>Government will monetise 12 NHAI highway projects.</li><li>Setting up a large solar power capacity alongside the rail tracks on the land owned by the railways, is a proposal under consideration.</li><li>150 trains under the PPP mode. More Tejas type trains will connect iconic tourist destinations. </li><li>Central government will give 20% of the funds needed for a suburaban rail transport system in Bengaluru.</li><li>100 more airports will be set up in the next five years.</li><li>₹1.7 lakh crore allocated for transport infrastructure.</li><li>Propose to replace traditional meters with digital meters in the next three years. This will allow consumers to port out of a service provider (selling power) just like they port out of mobile service provider.</li><li>Fibre to home connections through Bharat Net will connect 1 lakh villages this year itself. Propose to provide ₹6,000 crore for Bharat Net programme.</li><li>Quantum technology: An outlay of ₹8,000 crore over the next five years.</li><li>₹22,000 crore allocated for the power sector including renewble energy sector.</li><li>No manual cleaning of sewers will be allowed, new technology will be roped. Centre in conversation with civic bodies.</li><li>Provision of ₹85,000 crore for scheduled castes and other backward classes.</li><li>Provision of ₹53,700 crore for scheduled tribes in the country.</li><li>5 archaeological sites would be developed as iconic sites with on-site museum -- Rakhigarhi (Haryana), Hastinapur (UP), Dholavera (Gujarat), Shivsagar (Assam), and Aditya Nallur (Tamil Nadu).</li><li>Propose ₹35,500 crore for nutrition-related schemes.</li><li>Allocation for Ministry of Culture: ₹3,500 crore. </li><li>Propose ₹2,500 crore to promote tourism.</li><li>Propose ₹9,500 crore for senior citizens and specially abled.</li><li>Proposed total allocation for women-centric programmes ₹28,600 crore.</li><li>Propose ₹4,400 crore allocation for clean air. </li><li>Companies Act will be amended to abolish 'criminal liability' for 'civil offences'.</li><li>A National Recruitment Agency will be set up. It will conduct a common entrance test for non-gazetted positions in the government and public-sector enterprises. </li><li>Propose a new national policy on national statistics will push for use of AI to collect data real time.</li><li>India will host G20 Presidency in 2022; the government proposes to allocate ₹100 crore to start the preparations.</li><li>Governance reforms proposed for PSU banks: Robust mechanism is in place to monitor the health of all banks and the money of depositors are safe. Insurance of bank deposits raised to ₹5 lakh from ₹eposit insurance and credit guarantee scheme.</li><li>Government will sell its remaining stake in IDBI Bank to private investors. Stock jumps over 13%</li><li>MSME entrepreneurs can avail 'subordinate debt' from banks and the loan will be fully guaranteed by a Trust. This will be treated as quasi-equity stake.</li><li>Government has asked RBI to extend deadline for MSME debt restructuring by one more year. </li><li>FY20 fiscal deficit seen at 3.8% of GDP and at 3.5% in FY21.</li><li>Non-resident Indians will be allowed to invest in certain categories of government bonds.</li><li>Currently, foreign portfolio investors are allowed to buy a maximum of 9% of the outstanding corporate bonds. Finance Minister proposes to increase the threshold significantly to 15%.</li><li>An international bullion exchange will be set up in GIFT City in Gandhinagar, Gujarat.</li><li>Government to sell stake in LIC. </li><li>Receipts for FY21 estimated at ₹22.46 lakh crore, estimate expenditure: ₹</li><li>Borrowing plan for FY21: ₹5.36 lakh crore, capital expenditure will rise over 22%.</li><li>Dividend distribution tax will be abolished, it will be taxable in the hands of the recipient.
