The experts said activated charcoal masks are effective in reducing sebum (oily substance) from the face skin, thus helping treat acne as they have good absorbing properties. Dr R P Parasher, the national president of the Integrated Medical Association (Ayush), said that activated charcoal, dubbed as '<keyword id="23640477" type="General" weightage="20" keywordseo="black-diamond" source="keywords">Black Diamond</keyword>', has good sebum absorbing properties. As pollution levels escalate, it causes concern for the skin as particulate matter ranging from PM2.5 to PM10 may lead to the blockage of the skin pores and lead to breakouts, Dr Parasher said. Further, chemicals like lead and nitrogen which increase in the atmosphere during the pollution surge, may damage the skin and may even enter the blood stream through the skin pores which may further damage organs in the body in the long term, he said. "Activated charcoal is not absorbed in the skin but absorbs the toxic elements as well as microbes present in the acne and in this way it saves the skin from getting damaged," he said. Activated charcoal can help balance and control <keyword id="22273531" type="General" weightage="20" keywordseo="sebum-production" source="keywords">sebum production</keyword> which can otherwise lead to breakout and acne. A study "Review of Green Synthesis: Activated Charcoal to Reduce Sebum Levels in Oily Facial Skin" by researchers from Indonesia stated that the porous texture of activated charcoal positively captures and attracts negatively charged molecules. Since activated charcoal is not absorbed by the body, it carries its surface-bound toxins out of the body. Director of Ayouthveda, a skincare brand, Dr Sanchit Sharma, said that the process of creating activated charcoal involves carbonising harvested bamboo at very high temperatures, enhancing its surface area to weight ratio of about 1200:1. This method not only maximises its effectiveness in absorbing toxins but also makes it a powerful ally in the fight against acne, he said. As awareness grows, several varieties of charcoal products are gaining popularity in Asian and European markets, promising a natural solution to many skin issues exacerbated by pollution, Sharma said. New Delhi: In a massive crackdown, the Anti-Corruption Branch (ACB) of Delhi has uncovered a scam involving fraudulent GST refunds within the Trade &amp; Taxes department of the Delhi Government and arrested a Goods and Service tax officer along with six associates. Seven people were arrested for allegedly running the racket of fake invoices and getting GST refunds from the department. The seven arrested persons include a <keyword id="20263022" type="General" weightage="20" keywordseo="GST-officer" source="keywords">GST officer</keyword>, three advocates, two transporters, and a fake firm proprietor, informed ACB. According to ACB, They created 96 <keyword id="20867094" type="General" weightage="20" keywordseo="fake-firms" source="keywords">fake firms</keyword>, which were cunningly used to siphon off taxpayer money by claiming fraudulent GST refunds. Shockingly, refunds worth rupees 35.51 crore were approved between 2021 and 2022. In the first year, only refunds worth rupees 7 lakh were approved but later the remaining were approved. The GSTO, identified as Babita Sharma, played a pivotal role in this conspiracy. After being transferred to Ward No. 22 in July 2021, Sharma, in a highly suspicious move, swiftly approved the migration of 53 firms to her ward. These firms, which were later found to be non-existent during a physical verification by GST officials, were mere paper entities, set up solely to claim bogus refunds. Within just 2-3 days of filing refund applications, these refunds were sanctioned without the mandatory verification of Input Tax Credit (ITC), a crucial process to identify fraudulent claims, informed ACB. The fake firms, which supposedly conducted business worth Rs718 crores, were found to be engaged in nothing more than a paper trail of deceit. Some firms even claimed to export medicines and medical items, but a closer inspection revealed that these transactions were built on forged purchase bills. It was found that the same group of offenders operated 23 out of these 96 fake firms. Using common email IDs and mobile numbers, they created fake invoices worth rupees 176.67 crores, pocketing Rs5.81 crores in <keyword id="22769118" type="General" weightage="20" keywordseo="fraudulent-refunds" source="keywords">fraudulent refunds</keyword>. The investigation reveals that over 500 non-existent firms were implicated, and as many as 1,000 bank accounts linked to the scam. The role of other GST officials and proprietors is still under the scanner as the investigation is underway by ACB.

"We are working on alert mode to control the spread of Covid-19 and are conducting environmental, sewage and human surveillance. The Union Ministry of Health and Family Welfare on Saturday decided to hold mock drills at all health facilities across the country on December 27 in the wake of the COVID alarm due to a surge in infection in many countries. This is to ensure readiness in the availability of oxygen support, and ICU beds among other preparedness measures in case of a surge of COVID cases in India. According to the Ministry, the objective of the exercise is to ensure the operational readiness of these health facilities for the management of COVID. Detailing the focus on the parameters during the mock drills, it said that the main focus will be on the bed capacities including isolation, oxygen-supported and ICU beds at the health facilities. Prime Minister Narendra Modi also chaired a high-level meeting on Thursday (December 22) to assess the COVID-19 situation in the country and cautioned against complacency while laying stress on testing and strengthening the surveillance measures, especially at international airports. He emphasized COVID-appropriate behavior at all times, especially in view of the upcoming festive season, including wearing masks in crowded public places. Following a modified Atkins diet high in fat and low in carbohydrates and taking medication may reduce seizures by over half in people with tough-to-treat epilepsy, according to a study by researchers at the <keyword id="6365231" type="General" weightage="80" keywordseo="all-india-institute-of-medical-sciences" source="Orion">All India Institute of Medical Sciences</keyword>. The modified Atkins diet is a combination of the Atkins diet and a ketogenic diet that includes food items such as soy products, heavy cream, butter and oils, leafy green vegetables, and animal protein including eggs, chicken, fish, and bacon. While the ketogenic diet has been shown to be effective in reducing seizures, its stringent requirements and restrictions can make it difficult to follow, the researchers said. "For people with drug-resistant epilepsy, or those who have been unable to find an effective treatment to reduce seizures, it's encouraging to see that there are lifestyle changes that can be combined with standard drug therapy to reduce the number of seizures," said <keyword id="2194193" type="General" weightage="80" keywordseo="manjari-tripathi" source="Orion">Manjari Tripathi</keyword>, from AIIMS <keyword id="6358777" type="General" weightage="20" keywordseo="new-delhi" source="Orion">New Delhi</keyword>. "Our study found that this combination may reduce the chance of seizures by more than half," said Tripathi, author of the study published in the journal <keyword id="72938" type="General" weightage="20" keywordseo="neurology" source="Orion">Neurology</keyword>. The study involved 160 adults and adolescents who had epilepsy for more than 10 years on average and had at least 27 seizures per month despite trying an average of four antiseizure medications at the maximum tolerated dose. They were randomly assigned to receive either standard drug therapy alone or drugs plus the modified Atkins diet over six months. Participants logged their seizures and meals. They were given food lists, sample menus and recipes. Carbohydrate intake was restricted to 20 grams per day. <keyword id="914284" type="General" weightage="80" keywordseo="us-federal" source="Orion">US Federal</keyword> dietary guidelines recommend between 225 and 325 grams of carbs per day. After six months, researchers found that 26 per cent of people who had both drug therapy and followed the modified Atkins diet had more than a 50 per cent reduction in seizures compared to only three per cent of the people who had drug therapy alone. Four people in the diet group were free of seizures by the end of the study, while no one in the medication-only group was seizure-free, the researchers found. The study also looked at the quality of life, behaviour and side effects at six months. The group that had drug therapy and followed the modified Atkins diet showed an improvement in all areas compared to the group that had drug therapy alone, the researchers said. They noted that 33 per cent of the participants did not complete the study due to poor tolerance of the diet, lack of benefits or the inability to follow up in part due to COVID-19. However, the researchers said tolerance of the modified Atkins diet was better than what is seen with the ketogenic diet. "While the modified Atkins diet may be an effective treatment in controlling seizures, further research is needed to identify genetic biomarkers and other factors associated with the response to this diet," Tripathi added. "This may improve patient care by encouraging targeted precision based earlier use of this diet," she added. The researchers acknowledged a limitation in the study that seizures were self-reported or reported by caregivers, so some of them may not have been reported at all. Jaipur, "I sometimes think of leaving it, but the chief minister's post doesn't leave me," <keyword id="49103" type="General" weightage="20" keywordseo="ashok-gehlot" source="Orion">Ashok Gehlot</keyword> famously said earlier this year, in part as a signal to the Congress top brass not to pick someone else for the job if the party wins the assembly polls. Over the past several months Gehlot, 72, tried every trick up his sleeve -- he has his magician father's blood running through his veins, after all -- to retain the post. Last year, MLAs loyal to him even defied the party high command by boycotting the Congress Legislature Party meeting summoned in Jaipur to possibly pave the way to the CM's post for Sachin Pilot, who in 2020 led a rebellion against the older colleague. The Gandhis wanted Gehlot to quit state politics and become the next national president of the Congress. But Gehlot succeeded in staying put. He then set himself on the task of trying to get the Congress back in a state that for the last three decades has never returned the same party to office twice in a row. Gehlot introduced a slew of welfare measures, including cheaper cooking gas for the poor and a Rs 25-lakh medical insurance scheme. The old pension scheme was back for government employees. And the Congress stalwart ensured that he was identified with each scheme. Had the Congress won, most observers feel, it would have been forced to pick Gehlot over Pilot again as CM. But the 'kursi' did leave him this time. On Sunday evening, Gehlot conceded defeat even as the final results of the counting in Rajasthan were yet to come in but it was clear that the BJP was set to cross the majority-mark. Polling was held in 199 of the 200 seats in the assembly. Gehlot's "failure", however, cannot erase his past successes, attributed mainly to his mass connect. He has been the state's chief minister thrice, in 1998-2003, 2008-13 and 2018-23. Only three other leaders have done this -- Mohan Lal Sukhadia of the Congress was the CM four times, while Haridev Joshi (Congress) and Bhairon <keyword id="3468188" type="General" weightage="50" keywordseo="singh-shekhawat" source="Orion">Singh Shekhawat</keyword> (BJP) were chief ministers thrice. Gehlot began with student politics. He became the president of the Rajasthan unit of the National Student Union of India (NSUI) in 1974, a post he held up to 1979. He has represented Jodhpur in the Lok Sabha five times. In Jodhpur's Sardarpura assembly segment, he had won five times in a row since 1999 before these elections -- and was on course for the sixth success. Gehlot, the story goes, came to then prime minister Indira Gandhi's notice for his work with refugees from East Bengal. He remained in the good books of Rajiv Gandhi as well. The party acknowledged his leadership as the All India Congress Committee (AICC) in-charge for Gujarat, when he led a tough fight on Prime Minister Narendra Modi's home turf in 2017. Next year, he was appointed AICC general secretary (organisation). Earlier at the AICC, he has been in charge of the Seva Dal and the party's Uttar Pradesh and Delhi units. Gehlot has been the <keyword id="5569832" type="General" weightage="50" keywordseo="rajasthan-congress-committee" source="Orion">Rajasthan Congress Committee</keyword> president thrice, the first time when he was just 34. In 1980, Gehlot became a Member of Parliament for the first of his five times. At the Centre, he has been the junior minister for <keyword id="9363621" type="General" weightage="50" keywordseo="tourism-and-civil-aviation" source="Orion">Tourism and Civil Aviation</keyword>. He has also led the Sports and Textiles ministries. He is married to Sunita Gehlot and the couple has a daughter and a son. His son <keyword id="578912" type="General" weightage="50" keywordseo="vaibhav-gehlot" source="Orion">Vaibhav Gehlot</keyword>, who is the president of the <keyword id="73403" type="General" weightage="50" keywordseo="rajasthan-cricket-association" source="Orion">Rajasthan Cricket Association</keyword>, contested the 2019 Lok Sabha elections from Jodhpur but lost to BJP's Gajendra Singh Shekhawat, who later became Jal Shakti minister in the Modi government. Gehlot and Shekhawat don't tire of running each other down. The outgoing CM has accused the Union minister of trying to topple his government, and of being involved in the Sanjivani Credit Cooperative Society 'scam', an allegation over which Shekhawat has taken him to court. As the counting trends came in, Shekhawat alluded to Gehlot's early days as his magician father's assistant, and also to the politician's reputation for out maneuvering his rivals. "The magic has ended and Rajasthan has come out of the spell of the magician," he said.

The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword> Thursday refused to entertain a contempt plea filed by <keyword id="6365835" type="ORGANIZATION" weightage="20" keywordseo="indian-medical-association">Indian Medical Association</keyword> (IMA) against the Delhi Chief Secretary for alleged <keyword id="961315" type="PERSON" weightage="20" keywordseo="non-payment-of-salaries">non-payment of salaries</keyword> to doctors and asked it to approach the high court which is dealing with the issue. A bench of Justices Ashok Bhushan, R Subhash Reddy and M R Shah said the issue was being dealt with by the <keyword id="6355014" type="UNKNOWN" weightage="20" keywordseo="delhi-high-court">Delhi High Court</keyword> and there is no point in entertaining this plea in the apex court. Senior advocate Maninder Singh, appearing for IMA, said the salary for April and May was paid after the high court's intervention but no salary was paid again from June to October. The bench said the high court had already passed its order on July 29 and it is monitoring the issue. Singh submitted that doctors are termed as frontline warriors and they have to be paid salary on time but there was no substantial hearing in the high court. He said that after the contempt application was filed in the top court, salaries for the months of June to October were paid to the doctors. Singh contended that doctors should be paid their salary on time to which the bench said that there is no doubt that salary has to be paid and Union of India has already passed an order in this regard. On July 29, the Delhi High Court had told the AAP government to release to the North Delhi Municipal Corporation (NrDMC) the funds it requires to pay the stipends of the resident doctors in the six hospitals run by the civic body. The high court had asked the Delhi government to release within 15 days an amount of Rs 8 crore, as was done by it earlier, to NrDMC without waiting for completion of paperwork so that the resident doctors can be paid. It had observed that the resident doctors do not get a regular salary and instead they are only given stipends or emoluments which ought not to be denied to them. It had made it clear that the amount being released was meant solely for the purpose of paying the stipends or emoluments of the resident doctors in the six hospitals of NrDMC. It had also directed the corporation to complete all the paperwork in relation to the Rs 8 crore that would be released by the Delhi government and warned that failure to complete the formalities would lead to action against the officials concerned. The high court order had come while hearing a PIL initiated by it based on news reports that doctors of Kasturba Gandhi Hospital have threatened to resign as they have not been paid salaries since March this year. The news reports have also stated that recently the doctors of North MCD-run Hindu Rao hospital had written to Prime Minister Narendra Modi over non-payment of their salaries for the months of March, April and May. In its status report, filed in response to the plea, the corporation has said that salaries up to May of all resident doctors in hospitals run by the civic body have been paid. The corporation has also said in its report that the salary upto April of all of its regular doctors have also been paid.
