London, June 19 (IANS) The UK has shifted its coronavirus contact tracing app to Apple-Google Exposure Notification technology which has been touted as more decentralized and privacy-focused model. The UK National Health Service (NHS) tested both centralized and decentralized systems against each other over the course of the past month, the BBC reported on Friday. Germany, Italy and Denmark are among other countries to have switched from centralized approach to a decentralised one for their contact tracing apps. Health Secretary Matt Hancock said that original plan might have worked had it not been for Apple's restrictions on third-party apps' use of Bluetooth. "Apple software prevents iPhones being used effectively for contact tracing unless you're using Apple's own technology," he was quoted as saying. "Our app won't work because Apple won't change that system... and their app can't measure distance well enough to a standard that we are satisfied with. What matters is what works. Because what works will save lives," Hancock added. Google said it has developed an application programming interface (API) with Apple rather than a fully-fledged app. "We have developed an Exposure Notification API with Apple based on consultation with public health experts around the world, including in the UK, to ensure that our efforts are useful to authorities as they build their own apps to limit the spread of Covid-19, while ensuring privacy and security are central to the design," said a Google spokeswoman. The UK government in May asked software developers to look and help switch to the Exposure Notification technology offered by the US tech giants. The about-turn is result of privacy watchdogs criticizing the UK's government's decision to go alone on its contact tracing app that "will be less effective than incorporating Apple and Google's software, while also gathering too much personal information in a central database," The Financial Times reported. The NHS app "has also raised concerns about whether the UK app will be compatible with those under development by other countries which are using the Apple and Google". The framework proposed by Apple and Google is a decentralised one, meaning that the tracking information will not be stored in a central server. In their latest update, Apple and Google have stated that their exposure notification apps (earlier called contact tracing apps) are prohibited from seeking permission to access users location services. Use of the Application Programming Interface (API) will be restricted to one app per country to promote high user adoption and avoid fragmentation. If a country has opted for a regional or state approach, the companies are prepared to support those authorities, the tech giants said in a statement. This service is free-to-use and will act as a central source for accurate, trustworthy and up-to-date information on the ongoing pandemic," WhatsApp said in a statement.To use the helpline, users need to save the number in their phone contacts and then text 'Hi' in a WhatsApp message to get started. This service has been built on the WhatsApp Business API, using Infobip India and will be available in English. The total number of coronavirus cases in Delhi stands at 219 including four deaths. Overall, there are over 1,900 cases of the deadly pandemic that has caused more than 50 deaths across India. The WhatsApp helpline is an automated 'chatbot' service that will allow citizens to get verified answers to questions about coronavirus from the government health department within 24 hours, the statement said.The service will provide information on topics such as coronavirus prevention and symptoms along with tips on containment, other service helpline numbers, applying for e-passes and general information on measures that the government is taking to tackle this crisis, it added."The Delhi government is happy to partner with WhatsApp to establish a dedicated Coronavirus helpline for its residents to ensure that all your queries related to Coronavirus are answered with credible and accurate information. The common thread across these states rejecting the programme is that they are ruled by the rivals of <keyword id="6354642" type="PERSON" weightage="20" keywordseo="Modi">Modi</keyword>’s Bharatiya Janata Party (BJP). However, that is not the only challenge. The national health insurance scheme was rolled out at the end of September last year, with the stipulated aim of covering 110 million families to the tune of half a million rupees a year. Around <a href="https://timesofindia.indiatimes.com/india/ayushman-bharat-a-game-changer-6-85-lakh-patients-treated-in-100-days-jaitley/articleshow/67335634.cms">685,000</a> patients had reportedly availed of the scheme by the end of 2018, according to Finance Minister Arun Jaitley. As the minister from Chhattisgarh explained, Ayushman Bharat provided insurance for secondary and tertiary <keyword id="6354525" type="UNKNOWN" weightage="20" keywordseo="healthcare">healthcare</keyword> in hospitals, whereas <a href="https://economictimes.indiatimes.com/industry/healthcare/biotech/healthcare/chhattisgarh-govt-to-pull-out-of-ayushman-bharat/articleshow/67550227.cms">nearly 80%</a> of the state’s citizens required primary healthcare services. Outpatient treatment, which is hugely popular with India’s poor households according to <a href="https://www.brookings.edu/wp-content/uploads/2016/12/201612_health-and-morbidity.pdf">a Brookings report</a>, isn’t provided under the scheme. In addition, as public hospitals lack the requisite infrastructure, the government is relying heavily on private hospitals, which aren’t that widespread in semi-urban and rural areas and can promote expensive treatments to improve their margins. The programme is not well funded either. The central government will have to increase its annual funding for the scheme as its ₹20 billion allocation in the 2018 Budget is insufficient - <a href="https://www.livemint.com/Politics/kYhU6jUzQHcz4gexCpVUQP/Confident-of-getting-more-funds-for-Ayushman-Bharat-CEO-Ind.html">a view echoed </a>by the CEO of the programme, Indu Bhushan. As of end-December 2018, the central government had already authorised <a href="https://www.thehindubusinessline.com/money-and-banking/centre-has-spent-850-crore-on-ayushman-bharat-till-date/article25836102.ece">₹8.5 billion </a>worth of claims. A higher allocation will likely be unveiled in the government's interim budget on February 1st. Whose insurance is it anyway The state of West Bengal, which merged its own health protection programme Swastyasathi with Ayushman Bharat last year, also pulled out of the scheme. While the states’ pull-out will affect the momentum and portability of the national programme, it also indicates the problems associated with its implementation. India's 'Modicare' insurance scheme needs some fixing

New Delhi, July 11 (IANSlife) Highlighting the need to focus on sexual and reproductive health rights of girls and women, a policy paper released by Population Foundation of India (PFI) recommends applying a gender lens - using gender disaggregated data and evidence - to our response to COVID-19 and "increasing investments in family planning as the most cost-effective public health measure". Coming on World Population Day on July 11, the recommendations includes investing in the 3.3 million female frontline health workers who are the face of the Indian public health system and in many parts of the country the only health-care support. Extra efforts are required to strengthen the public health system and increase health budgets to optimise service delivery and health facilities as well as maintain supply chains, the paper notes. Using social and behaviour change communication (SBCC) campaigns to spread information and awareness on COVID-19 and address myths and misconceptions, is another key recommendation. The paper assesses the differential impact of COVID-19 and recommending timely measures to ensure women and girls remain central to COVID-19 response planning and recovery efforts. According to Poonam Muttreja, Executive Director of PFI, "The COVID-19 crisis has placed unprecedented demands on our social services and health care system. Women are increasingly at greater risk of sexual and domestic violence, disruptions to their healthcare services, stock outs of supplies of contraceptives and menstrual hygiene products and mental stress and anxiety. It is critical that we reassess our emergency response policies through a gender lens to improve planning and programming." Evidence from past epidemics as well as the existing body of evidence around the impact of COVID-19 suggests that the disruption of essential health services, including family planning put women and girls at risk of decreased access to services as resources are diverted from routine health services including pre- and post-natal health care, family planning and contraceptive supply, menstrual health and other reproductive health services, PFI said. The limited availability of essential health services, including sexual and reproductive health services will be detrimental in the long run. According to estimates by UNICEF, India would have the highest number of forecast births, at 20 million, in the nine months period dating from when COVID-19 was first declared a pandemic. The Guttmacher institute has projected that a 10 percent decline in use of reversible contraceptive methods in low -and-middle-income countries due to reduced access would result in an additional 49 million women with an unmet need for modern contraceptives and an additional 15 million unintended pregnancies over the course of a year. The ISGlobal urged for social protection strategies to combat problems arising from unemployment, the unexpected loss of loved ones, loneliness and isolation, with the guarantee of the provision of basic services and financing social services to help needy families.
