The resolution passed by the Delhi Congress also thanked Congress interim president Sonia Gandhi for inspiring the Congress cadres to work among the masses to solve their problems under testing circumstances, while the BJP government and its leaders kept a blind to the sufferings of the people, including lakhs of migrant workers who were left to fend for themselves. The resolution, while acknowledging the freedom of speech, felt that some senior leaders going public with their statement regarding a change of leadership in the Congress was improper, as it not only gave ammunition to the opponents to criticise the party, but also demoralised the party cadres. The resolution noted that this was an issue that should have been raised in the internal forum of the party, instead of going public by leaking it to the media. Sonia Gandhi was made the party interim President in August last year after Rahul Gandhi stepped down following the debacle in 2019 Lok Sabha elections. The CWC meeting on Monday could be a stormy affair after a letter written by scores of party leaders has surfaced, calling for drastic changes and reform in the grand old party. The party sources said that there is no challenge to the leadership of Rahul Gandhi but if the name of another person is pushed forward, there will be protests from others. It's anticipated that Rahul Gandhi may push the name of KC Venugopal, so everybody is gearing up with their strategies. But if the CWC decides for elections, the matter may be laid to rest. In the meantime, top Congress managers are busy reaching out to dissenters in the party. However, after the letter surfaced calling for reform from top to bottom within the Congress, the pro-Gandhi family lobby has come out against the letter and lashed out at those behind it. Punjab Chief Minister Amarinder Singh also rejected the letter, as he said in a statement that Sonia Gandhi should continue as party president. "What the Congress needs is a leadership that is acceptable not just to a few but to the entire party, through its rank and file, and the nation at large," he said, adding that the Gandhis were the right fit for this role. Delhi Congress passes resolution demanding Rahul Gandhi as the new party chief

Maharashtra is in deep crisis. The elixir of life, Water, is missing from the state. Drought-hit Maharashtra is facing one of the biggest water crises in decades. 
 
The drought in Maharashtra is amplifying as days are passing by. The water in reservoirs of the state are not enough to meet the demands of parched people of the state as 17 huge reservoirs of Maharashtra are left with just 2 billion cubic metres (bcm) of water against the requirement of 45 bcm. 
 
As per the Central Water Commission (CWC), water levels in Maharashtra’s reservoirs were slightly over 30% of their full capacities in January, imagine what would be the situation now with no rainfall expected for 2 more months. 
 
The CWC has stated that between January and now, water levels in all 91 big reservoirs in the country, including Maharashtra, almost halved from a cumulative 44% of capacity to 23%. The reservoirs now together hold about 36 bcm vis-a-vis their total capacity of about 158 bcm. 
 
Moreover, only 3% water is left in dams in the Marathwada region. 
 
Eight of the region’s 11 major dams are at dead storage level, meaning water from these dams cannot flow out and has to be lifted. 
 
The situation is becoming tense as an 11-year-old girl died of heatstroke while collecting water from a village pump.

"Virat was so laser focused, expecting more fireworks from him": AB de Villiers

They have refused to disengage since mid-July and have started construction work on those disputed junctions. Apart from that they have been raising unacceptable points before India. To deal with the emerging situation, Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> on Saturday held a meeting with National Security Advisor Ajit Doval and the top military brass to discuss the situation at the border with China. Talks between India and China remain deadlocked. India has to move around three additional formations to reinforce the border. Singh held the review meeting with Doval, Rawat and the three service chiefs on the prevailing situation at the LAC in Eastern Ladakh where Chinese troops are still camping. "The meeting happened for almost one-and-a-half-hours in South Block," said a source. The de-escalation of troops at the LAC has stopped for now as the disengagement talks between India and China have hit a roadblock. China has refused to move back from its present military position north of the Pangong Tso and Depsang. The PL) has refused to pull back eastwards from the 8-km stretch it has occupied from Finger-4 to Finger-8 by building scores of new fortifications there since early May. The mountain spurs jutting into the lake are referred to as Fingers in military parlance. China has also increased its troop deployment at Lipulekh, the place that became a trigger for strained relations between New Delhi and Kathmandu. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley. China has changed the status quo on the LAC at various places. India has objected to it and is taking up the matter with China at all levels. Both the countries are locked in a more than three-month-long standoff at multiple points, hitherto unprecedented, along the border. During the meeting, it was also discussed that Beijing has started troop and material build-up in depth areas across the 3,488-km LAC. India has found that China has deployed troops, artillery and armour in three sectors of the LAC -- western (Ladakh), middle (Uttarakhand, Himachal Pradesh) and eastern (Sikkim, Arunachal). Military options on the table if India-China talks fail says Chief of Defence Staff General Bipin Rawat

<keyword id="431538" type="PERSON" weightage="20" keywordseo="Astrosat">AstroSat</keyword>, Indias first multi- wavelength satellite, has detected an extreme ultraviolet (UV) light from a galaxy which is 9.3 billion light-years away from Earth, the Inter-University Centre for Astronomy and Astrophysics (IUCAA) said on Monday. A release from the Pune-based Inter-University Centre for Astronomy and Astrophysics said a global team led by IUCAA scientists have achieved the major breakthrough. "Indias first multi-wavelength satellite, which has five unique X-ray and ultraviolet telescopes working in tandem, AstroSat, has detected extreme-UV light from a galaxy, called AUDFs01, 9.3 billion light-yearsaway from Earth," said it said. The discovery was made by an international team of astronomers led by Dr Kanak Saha, associate professor of astronomy at the IUCAA, and published on August 24 by 'Nature Astronomy', the release said. This team comprised scientists from India, France, Switzerland, the USA, Japan and The Netherlands. Saha and his team observed the galaxy, which is located in the <keyword id="9818101" type="UNKNOWN" weightage="20" keywordseo="hubble-extreme-deep-field">Hubble Extreme Deep field</keyword>, through AstroSat. These observations lasted for more than 28 hours in October 2016, the release stated. But it took nearly two years since then to carefully analyse the data to ascertain that the emission is indeed from the galaxy. Since UV radiation is absorbed by Earths atmosphere, it has to be observed from space, it said. Earlier, NASAs Hubble Space Telescope (HST), a significantly larger than UVIT (UV imaging telescope), did not detect any UV emission (with energygreater than 13.6 eV) from this galaxy because it is too faint, it said. AstroSat/UVIT was able to achieve this unique feat because the background noise in the UVITdetector is much less than the ones on HST," said the release quoting Saha. Saha said they knew it would be an uphill task to convince the international community that UVIT has recorded extreme-UV emission from this galaxy when more powerful HST has not. Dr Somak Raychaudhury, Director of IUCAA, said, "This is a very important clue to how the dark ages of the universe ended and there was light in the universe. "We need to know when this started, but it has been very hard to find the earliest sources of light. I am very proud that my colleagues have made such an important discovery." India's first multi-wavelength satellite detects galaxy 9.3 billion light years away

Given the present situations, it’s far from getting resolved. It’s not the first time that two states are fighting over a river. The history has seen it all. The strategic course that the river takes during its flow has made it a villain for many years on the distribution of water issue. 
 
Current scenario If Karnataka decides to distribute water to Tamil Nadu as per their demand, the former wont have much left. According to the data provided by <keyword id="6357283" type="ORGANIZATION" weightage="20" keywordseo="Central-Water-Commission">Central Water Commission</keyword> (<keyword id="54702" type="ORGANIZATION" weightage="20" keywordseo="CWC">CWC</keyword>), Karnataka’s reservoirs this year were 30% below the normal water level compared to Tamil Nadu’s shortage of 49%. 
 The main reservoirs in the two states’ catchment areas include <keyword id="864488" type="UNKNOWN" weightage="20" keywordseo="Krishna-Raja-Sagara">Krishna Raja Sagara</keyword> dam in <keyword id="6355147" type="CITY" weightage="20" keywordseo="Mandya">Mandya</keyword> district, <keyword id="891106" type="UNKNOWN" weightage="20" keywordseo="Kabini">Kabini</keyword> in Mysore, Harangi in Kodagu and <keyword id="279522" type="COMPANY" weightage="20" keywordseo="Hemavathi">Hemavathi</keyword> in Hassan; Mettur dam in <keyword id="6357470" type="COMPANY" weightage="20" keywordseo="Salem">Salem</keyword> and <keyword id="3003304" type="UNKNOWN" weightage="20" keywordseo="Bhavanisagar-dam">Bhavanisagar Dam</keyword> in Erode. All these reservoirs have reportedly 46% less water than normal and 27% lesser water than last year. In short, the situation is quite grim for both states, as per the CWC report. 
 
A third party needs to intervene 
No matter how much these two states fight, there would be no solid solution ever. There needs to be a third party intervention to resolve this issue. A third party can solve things like nobody else. A good example of third party intervention can be the Indus Waters Treaty between India and Pakistan. Since the ratification of the treaty in 1960, India and Pakistan have not engaged in any water wars. Most disagreements and disputes have been settled via legal procedures, provided for within the framework of the treaty. The treaty is considered to be one of the most successful water-sharing endeavours in the world today even though analysts acknowledge the need to update certain technical specifications and expand the scope of the document to include climate change. As per the provisions in the treaty, India can use only 20% of the total water carried by the Indus River. 
 
Weapon of politics 
As things get murkier the in Karnataka, it’s a hint that the issue wouldn’t get settled as easily as expected. When a crisis becomes a weapon of politics, it is no longer an issue to be solved. Rather it becomes more of a chance for the political parties to milk the situation. In this political game, the crisis has surpassed the actual need of water, the need of the agriculture and become a war of egos between the two states. It’s a motive of victory than a solution that matters to the common people caught in the crossfire. The threat of not sharing a drop of water would gain more brownies for the parties in both the states rather than finding a lighted avenue to the dead end. 
 
It’s a murderous rage 
If media reports are to be believed, Tamil channels and movies have been unofficially banned in Karnataka. This gives proof to the fact that the fight over Cauvery’s water has actually delineated to become a war between two states. Even if the situation can be solved by the two ruling parties of the states through dialogue, there is no indication for the public rage incited by these parties subsiding anytime soon. 
 
Where lies the solution? <keyword id="2262165" type="UNKNOWN" weightage="20" keywordseo="Sanjeev-Kumar-Balyan">Sanjeev Kumar Balyan</keyword>, Minister of State for <a href="http://www.businessinsider.in/The-Drought-Series-Nearly-3-1-crore-people-in-Karnataka-are-hit-by-the-drought-and-migration-is-intensifying/articleshow/51979749.cms">Water Resources</a> has proposed that issue of river water distribution needs to be scrapped from the State list of constitution and added to the Concurrent List so that the <a href="http://www.businessinsider.in/The-Drought-Series-Nearly-3-1-crore-people-in-Karnataka-are-hit-by-the-drought-and-migration-is-intensifying/articleshow/51979749.cms">Centre </a>has its say as well. 
 The <keyword id="155317" type="ORGANIZATION" weightage="20" keywordseo="Republican">republican</keyword> set up of India has often been blamed for the centre hijacking power from the states to use it to dictate its own benefit. That is definitely something not so praiseworthy. However in the water distribution issue, the centre needs to have a say. 
 
The Cauvery issue keeps on recurring. 70 odd years have passed and the states couldn’t come up with a solution. Both the states are well aware of the fact that being adamant and sticking to illogical reasoning wouldn’t fetch any result. But for the game to be played in a gentleman’s way, the rules call for a quick change of perspective.

The opposition Congress-led <keyword id="204591" type="ORGANIZATION" weightage="20" keywordseo="United-Democratic-Front">United Democratic Front</keyword> (UDF) Monday moved a no-confidence motion against the Pinarayi Vijayan-led Left government in Kerala, raising a slew of allegations including the <keyword id="1888344" type="PERSON" weightage="20" keywordseo="gold-smuggling-case">gold smuggling case</keyword>. Congress legislator V D Satheeshan moved the motion, saying the Chief Minister's office was "hijacked" by the gold smuggling gang. "While the Chief Minister was attending the press conference and saying that everything was fine with the government and was ready to face any probe, his former principal secretary was being questioned by investigating agenciesfor hours," Satheeshan said. He said the ministers and the chief minister were trying to "put all the blame in the gold smuggling matter on the shoulders of suspended senior IAS officer and former IT Secretary M Sivashankar". The state government has been facing severe criticism from the opposition Congress and the BJP, who alleged links of the gold smuggling case accused with the Chief Minister's Office. The state government had earlier suspended Sivashankar, for his alleged links with Swapna Suresh, a key accused in the gold smuggling case involving diplomatic baggage addressed to the UAE consulate here. The Speaker P Sreeramakrishnan has allotted five hours for the discussion on the no-confidence motion, the first against the four-year-old <keyword id="6356705" type="UNKNOWN" weightage="20" keywordseo="pinarayi-vijayan">Pinarayi Vijayan</keyword> government. Adhering to strict COVID-19 protocols, the Kerala Assembly convened for a day on Monday and passed the Finance Bill 2020-21, which could not be passed after the state budget in February as the House was adjourned sine die on March 13 due to the coronavirus scare. The opposition has been attacking the government on various issues, including the gold smuggling case and Life Mission housing project for the poor since the past few days. In the 140-member house, LDF has 91 members and UDF 45. A no-confidence motion against the government is being brought after 15 years. In 2005, then CPI(M) MLA Kodiyeri Balakrishnan had moved a motion alleging corruption against the Oommen Chandy government. However, the UDF, is in aquagmire as the Jose K Mani faction of its ally Kerala Congress has decided to stay away from the motion owing to a factional feud. The Kerala Congress party has five members, three belonging to party chairman P J Joseph and two of Jose Mani faction. P C George, an independent member, has said he will vote for the motion. BJP has one member-- O Rajagopal. The by-election to the Rajya Sabha seat which fell vacant after the death of sitting member 83-year-old M P Veerendra Kumar, a media baron and veteran socialist, on May 28, is progressing in the Assembly today. The session was to have been held on July 27, but was postponed due to the COVID-19 situation. A medical team conducted rapid antigen tests on the members early in the morning and social distancing in seating arrangements have also been ensured. However, visitors were not allowed for the session. Each member will have a separate seat for the session, and provided with a sanitiser, mask and a pair of gloves and those entering the assembly complex were subjected to thermal scanning.
