The government is finally looking into ports and the civil aviation sector like it should have five years ago. 
 
"We are planning to develop new green ports in eastern and western areas of the country and would allocate Rs. 800 crores," said Arun Jaitley. 
 
The government plans to revive 160 airports with an initial allocation of Rs. 50-100 crores. It would work with state governments to do so. 
 
Jaitley also said that 10 out of the 25 non-functional airstrip would also be developed.

Against the backdrop of India’s promising growth story, compared to a flat global landscape, the Budget 2016-17 underscores the Government’s commitment to provide further impetus by way of a clear action plan for sustainable growth of India’s <keyword id="17408" type="PERSON" weightage="20" keywordseo="infrastructure">infrastructure</keyword> – the single largest investment opportunity in the world. 
	 
	In order to address a pressing backlog of infrastructure needs amid weak private sector appetite and global headwinds, the government takes the baton in its hand. Critically, sectors such as roads, shipping, power, renewable energy, ports have seen marked increases in allocations. 
	 Additionally, in a bid to encourage private sector participation, provisions for renegotiation of <keyword id="6361580" type="COMPANY" weightage="20" keywordseo="PPP">PPP</keyword> contracts have been spelt out and a Public Utility Resolution of Disputes Bill is also sought to be passed to solve problems in infrastructure contracts, PPP and public utilities. 
	 
	By continuing to maintain the delicate balance between the priorities for India and Bharat, Budget has created growth impulses for infrastructure sector and farmers alike. India’s extensive infrastructure needs are well known. Decades of underinvestment have created deficits in critical areas such roads, highways and railways. A combined budgetary allocation of Rs2.8 lakh crores for Roads and Railways will have an extremely positive impact on ensuring sustainable development of India’s infrastructure and encourage private participation. 
	 
	In particular, along with Pradhan Mantri Gram Sadak Yojana, the Road Sector continues to be a focus sector, with a dedicated budget allocation of Rs97,000 crores for development of roads and highways. 85% of projects are now back on track. Increase of more than 30% over planned expenditure, with a target to build 10,000 km of National Highways, has created positive sentiments. In addition, upgradation of 50,000 km of State Highways to National Highways will ensure development of roads in line with NHDP program. 
	 
	Sensing the financing needs of NHAI, the FM has also announced issuance of Rs. 15,000 Crores worth of tax free bonds. The ambitious yet achievable target of building 30 km of road per day will be instrumental in bridging the developmental gap since 2012-14 during which only 5,100 Km of road projects were awarded. 
	 
	Further, abolition of permit-raj and amendments in the Motor vehicles Act to bring in the Private Sector will not only help in more efficient public transport facilities but also drive job creation, entrepreneurship and start ups in the sector as well as push the 55 State Transport Undertakings (STUs) to achieve operational excellence. 
	 
	The step up in budgetary support, coupled with a clearly laid out road map for all round development, supported by programs such as setting up of NHDP, Bharatmala Pariyojna, Special Accelerated Road Development Program in the North East, will send positive signals to investor and lenders who have been cautious in their approach to the infrastructure sector. 
	 
	Infrastructure: The game changer

Chennai, Feb 15(): Trade body Confederation of IndianIndustry (CII) on Saturday said the budget presented by TamilNadu Deputy Chief Minister O Panneerselvam would give impetusfor the growth of infrastructure.    CII Tamil Nadu state council chairman S Chandramohanwelcomed the budget, saying it was a growth-oriented and aninclusive one.    "The budget will give impetus for infrastructural growthby significant allocation of Rs 15,850 crore towards roadprojects which will spur growth of several sectors," hesaid.    He said the development of Ponneri Industrial Belt ofChennai-Bengaluru corridor and the Chennai-Tuticorinindustrial corridor was expected to give momentum in thecoming years. TN budget will give impetus to infrastructural growth: CII

The government wants active participation from the private sector in the infrastructure projects, so that more FDI in public-private partnership projects can be attracted. 
 In his union budget speech today, Finance Minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> announced that the government has planned a dedicated dispute redressal body, which would ensure that issues are addressed smoothly, efficiently and instantly. 
 
This will be a central body and would cater to all projects in the field of infrastructure, be it from the centre or the state. 
 
The FM said that such a body would bring more interest and funds into the complete national infrastructure ecosystem.

 "There are businesses that we have been in and the investments we are talking about are strategic investments. Idea for example will launch even more aggressively its 4G service. Our retail business will continue to aggressively expand so it is not so dependent on what is happening in the global economy. I think that the government needs to focus on infrastructure and I am hoping that coming Budget will accelerate very significantly the allocation for urban infrastructure," <keyword id="423824" type="UNKNOWN" weightage="100" keywordseo="KM-Birla">KM Birla</keyword>, chairman of <keyword id="44373" type="CITY" weightage="100" keywordseo="Aditya-Birla-Group">Aditya Birla Group</keyword>, told ET.

KM Birla thinks budget 2016 needs to reboot infrastructure

When the Modi government announced its first budget in 2014-15, the government of the largest democracy had allocated Rs 1.91 trillion for infrastructure development. Growing at a breathtaking phase through the consecutive budgets of the National Democratic Alliance (NDA) and touching Rs 4.94 trillions in 2017-18, the infrastructure sector received a push of Rs 5.97 trillions in the budget 2018-19. For <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>’s government, infrastructure development of the country has been a prime focus area. While making his budget speech while presenting 2018-19 budget, <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>, the Finance Minister remarked, “Our country needs massive investments estimated to be in excess of Rs 50 lakh crores in infrastructure to increase growth of GDP, connect and integrate the nation with a network of roads, airports, railways, ports and inland waterways and to provide good quality services to our people." In order to the augment the resources, the government levied a road and infrastructure cess of Rs 8 per liter on the petrol and diesel imported. Jaitley said, “The government and market regulators have taken necessary measures for development of monetizing vehicles like Infrastructure Investment Trust (InvIT) and Real Estate Investment Trust (ReITs) in India. The government would initiate monetizing select CPSE (central public sector enterprises) assets using InvITs from next year." The latest economic survey reveals that such measures will be operationalized provided the country will face a $526 billion gap in the investment towards infrastructure development. Jaitley added, “Reserve Bank of India has issued guidelines to nudge corporates to access the bond market. Sebi (Securities and Exchange Board of India) will also consider mandating, beginning with large corporates, to meet about one-fourth of their financing needs from the bond market." Announcing the most innovative and integrated infrastructure planning model, the National Democratic Alliance government launched the country’s largest ever rail and road budget through budget 2018-19 that saw an allocation of Rs 1.48 trillion and Rs 1.21 trillion respectively. Way back while announcing the 2017-18 budget, Arun Jaitley said the cabinet had given a nod to the most ambitious Bharatmala (roads) scheme that will significantly strengthen the country’s roads network. To support this massive allocation requirement, the government said Rs 5.35 trillion as equity from the market. Jaitley’s talk emphasized that the nation required funds for some ambitious plans Sagarmala (ports) and Bharatmala to enhance its transport infrastructure to meet the growing needs of the largest democracy effectively. “To raise equity from the market for its mature road assets, NHAI will consider organizing its road assets into special purpose vehicles and use innovative monetizing structures like toll, operate and transfer (TOT) and Infrastructure Investment Funds (InvITs)," stressed Jaitley. Though the 2017-18 budget allocated Rs 73.31 crores for Airports Authority of India (AAI) from Rs 149.93 crores in 2017-18, AAI had to raise Rs 4,086 crores. While commenting on the line of budgets by the NDA government headed by Narendra Modi, Jaijit Bhattacharya, partner and head, economics and regulatory at consultancy firm KPMG remarked. “The budget demonstrates a very significant push on infrastructure, including rural infrastructure, as well as for immediate job creation as well as supporting long-term employability through education and skill development is very encouraging."

A look at budget allocation for infrastructure under the Modi government

Roads and highways sector, which is one of the focus areas of PM Narendra Modi government, received an allocation of Rs 42,913 crore in the 2015-16 Union Budget. 
 In <keyword id="2783177" type="UNKNOWN" weightage="20" keywordseo="Budget-2016">Budget 2016</keyword>, the ministry is now eyeing an outlay of Rs 85,000 crore, double of what it got in last fiscal. 
 
The ministry wants to add at least 30 kilometres of roads every day and is also looking to fast-track highways project. 
 
“Out of the allocation for the current fiscal, the ministry has already utilised about 80 per cent of the allocated funds and the rest is likely to be used up by March 31,” a Road Ministry official told PTI. 
 
Meanwhile, the Nitin Gadkari-led road ministry has also sought Rs 500 crore allocation for the automated driving licence project. 
 
According to Gadkari, not just 30 per cent of driving licences in the country are "bogus", but shortage of drivers in India is at 22 per cent. 
 
The ministry also wants Rs 250 crore for implementation of cashless insurance for road accident victims, besides Rs 50 crore for research and development. 
 
The government also has plans to build several green expressways, in addition to the existing expressways, including the Delhi-Dehradun stretch. 
 
Also, a 1,000-km highway at a cost of Rs 11,000 crore to link Chardham and a 1,000-km highway project to connect the Buddha Circuit in Uttar Pradesh and Bihar are in the works. At the same time, the government is working on speeding up the road building pace, which is 18 km a day at present, to 30 km by March.

But Senate Majority Leader Chuck Schumer said it would expand Medicare to cover vision, dental, and hearing services. The Congressional Budget Office projected in 2019 it would cost $358 billion over ten years.Democrats leaving the negotiations were confident about the topline agreement, and they said they would turn the agreement into a legislative bill in the coming weeks. "We are very proud of this plan. We know we have a long road to go," Senate Majority Leader Chuck Schumer <a href="https://twitter.com/lindsemcpherson/status/1415116846190272512">told reporters.</a> A Senate Democratic aide granted anonymity to speak candidly said Democrats still recognize they face an arduous process ahead. Senate Democrats reach deal on $3.5 trillion reconciliation package

A report by Community Against Drunken Driving (CADD), said the percentage of crashes caused by drunk drivers in the national capital was steadily rising since 2010, when it was 62 per cent.
