In his keynote address, General Rawat said today India is "facing increased <keyword id="969118" type="PERSON" weightage="20" keywordseo="security-challenges">security challenges</keyword> and the best guarantor to peace and stability is to have dissuasive deterrence." Though the Chief of the Defence Staff of <keyword id="9455912" type="COMPANY" weightage="20" keywordseo="the-indian-armed-forces">the Indian Armed Forces</keyword> did not mention India's ongoing standoff with China along the Line of Actual Control in Ladakh for the last seven months, he alluded to the Asian neighbor in several references to the Indo-Pacific region. For nations like India, General Rawat said, the security of land and borders remains a primary concern. "Therefore, there is a need to develop integrated structures to ensure modernization programs to be undertaken by our armed forces based on the correct assessment of the nature of threats and challenges. In addition, we are also partnering with like-minded nations to ensure peace and stability in our region." "Our approach to security needs to shift from a unilateral mode to multilateral mode, which mandates increasing training, engagements with partner nations so as to fructify joint response in the future," he added. The US, he said, recognizes Indo-Pacific as consequential for its future, adding that similarly, Japan, Australia, France, the UK, Indonesia, and Germany also find the region of strategic importance to them. However, China's rise as a military and economic power has made the region highly contestable. Based on the challenges India faces as a rising regional power, he said, "We require structured a long time planning for capacity building and development of our defense forces. In a quest to building a stronger India, we need a peaceful and stable security environment." "We need to maintain strategic autonomy and cooperative relations with extra-regional powers, regional linkages. We need to build bilateral, trilateral and multilateral mechanisms like Japan, Australia and India (JAI), India-Asean and similar existing mechanisms to have the right balance in our strategic autonomy." Technology, he said, will play an important role in any nation's quest for supremacy, be it in the military or any other sphere of activity. Therefore, investment in research and development will determine the future course of action for any enterprise, he said. However, he warned, "Quest to acquire proprietary rights on technology must not deny benefits of development to the global community at large. It must, in fact, create linkages between the haves and have nots. Humanity must not be guided by profiteering alone but must consider an equal opportunity for growth for all." In the military, he said, technology must become the means of deterrence and not a source of destruction. "Technology must benefit mankind and not be used for destroying existing systems." General Rawat ended his address on a positive note saying that this is India's century. "Many across the world are bullish about India. Army chief calls on India's allies for 'dissuasive deterrence' against China in the Indo-Pacific

China's People's Liberation Army (PLA) is facing "unanticipated consequences" for its misadventure in eastern Ladakh because of the "firm and strong" responses by the Indian armed forces, <keyword id="150671" type="POSITION" weightage="20" keywordseo="chief-of-defence-staff">Chief of Defence Staff</keyword> Gen <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword> said on Friday. In an address at a virtual seminar, Gen Rawat said the situation along the Line of Actual Control (LAC) in eastern Ladakh remained tense and that India's posturing has been "unambiguous". "The situation along the LAC in eastern Ladakh remains tense and the People's Liberation Army is facing unanticipated consequences for its misadventure in Ladakh because of firm and strong responses by Indian forces," Gen Rawat said. "Our posturing is unambiguous. We will not accept any shifting of the Line of Actual Control," he asserted. Talking about the overall security calculus, Gen Rawat said border confrontations, transgressions and unprovoked tactical military actions spiralling into a larger conflict cannot be discounted. The Chief of Defence Staff also touched on the issue of cross border terrorism from Pakistan and the way it has been dealt with by the Indian armed forces. Referring to security challenges, Gen Rawat said the "constant friction" with the two nuclear-armed neighbours (Pakistan and China) poses a danger of regional strategic instability with the potential for escalation. He also suggested that the two countries with whom India had fought wars are increasingly acting in cohesion. The Chief of Defence Staff said the "unabated proxy war" unleashed by Pakistan in Jammu and Kashmir accompanied by "vicious" anti-India rhetoric have taken the ties between the two countries to a new low. "The surgical strikes after the Uri attack and Balakot air strikes have delivered a strong message that Pakistan no longer enjoys the impunity of pushing terrorists across the LoC under the nuclear bogey," Gen Rawat said at the seminar organised by the National Defence College. He said the new Indian template to deal with terrorism has injected ambiguity and uncertainty in Pakistan, adding India will confront terrorism with a firm hand. The Chief of Defence Staff said despite internal problems, failing economy, international isolation and vitiated civil-military relations, Pakistan will continue to "profess" that Kashmir is their "unfinished agenda". "And their Army will continue to raise the bogey of an existential threat from India to justify their disproportionately large strength and need for funds to maintain its war fighting capabilities," said Gen Rawat. Chinese military facing unanticipated consequences for misadventure in eastern Ladakh, says India's Chief of Defence Staff

"The military option to deal with the transgressions by the Chinese is still on but will be considered only if the talks at the diplomatic and military level fail," said General Bipin Rawat. He however, refused to share what military options India is looking upon. The Chinese <keyword id="6358624" type="DEFINITION" weightage="20" keywordseo="peoples-liberation-army">People's Liberation Army</keyword> (PLA) troops are sitting at various disputed and friction points along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC). They have refused to disengage since mid-July and have started construction work on those disputed junctions. Apart from that they have been raising unacceptable points before India. To deal with the emerging situation, Defence Minister <keyword id="6355121" type="UNKNOWN" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword> on Saturday held a meeting with National Security Advisor Ajit Doval and the top military brass to discuss the situation at the border with China. Talks between India and China remain deadlocked. India has to move around three additional formations to reinforce the border. Singh held the review meeting with Doval, Rawat and the three service chiefs on the prevailing situation at the LAC in Eastern Ladakh where Chinese troops are still camping. "The meeting happened for almost one-and-a-half-hours in South Block," said a source. The de-escalation of troops at the LAC has stopped for now as the disengagement talks between India and China have hit a roadblock. China has refused to move back from its present military position north of the Pangong Tso and Depsang. The PL) has refused to pull back eastwards from the 8-km stretch it has occupied from Finger-4 to Finger-8 by building scores of new fortifications there since early May. The mountain spurs jutting into the lake are referred to as Fingers in military parlance. China has also increased its troop deployment at Lipulekh, the place that became a trigger for strained relations between New Delhi and Kathmandu. Lipulekh is a tri-junction between India, Nepal and China situated atop the Kalapani Valley. China has changed the status quo on the LAC at various places. India has objected to it and is taking up the matter with China at all levels. Both the countries are locked in a more than three-month-long standoff at multiple points, hitherto unprecedented, along the border. During the meeting, it was also discussed that Beijing has started troop and material build-up in depth areas across the 3,488-km LAC. India has found that China has deployed troops, artillery and armour in three sectors of the LAC -- western (Ladakh), middle (Uttarakhand, Himachal Pradesh) and eastern (Sikkim, Arunachal). Military options on the table if India-China talks fail says Chief of Defence Staff General Bipin Rawat

New Delhi, India will have two to five theatre commands by 2022, Chief of Defence Staff <keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword> said on Monday. He pointed that in the southern part of the country, India will have a Peninsula command by integrating existing naval eastern and eastern Naval command centres and the Jammu and Kashmir would come under a single be command theatre. The peninsula command under the Navy that will deal with maritime security should come in earlier as directive for a study is expected to be out by March 31. It would spread from Sir Creek in Arabian Sea to Sunderbans in Bay of Bengal. The study should be completed within three to four months and by the end of next year the command under one naval commander should start functioning, <keyword id="4020982" type="PERSON" weightage="20" keywordseo="general-rawat">General Rawat</keyword> said. He also said that by end of the year a study for theaterisation or joint commands will be in place. By 2022 theatre commands should roll out. The number of theatre commands could vary from two to five, the CDS added. The Chief of Defence Staff is mandated to set up joint commands comprising the Army, Navy and Air Force -- in addition to two existing ones. There are 19 commands as of now and only two of these are tri-service commands. These are the Andaman and <keyword id="579051" type="COMPANY" weightage="20" keywordseo="Nicobar-Command">Nicobar Command</keyword> and the <keyword id="174799" type="COMPANY" weightage="20" keywordseo="Strategic-Forces-Command">Strategic Forces Command</keyword>, which is in charge of nuclear assets. General Rawat added that there is an option of having either one command for China or two separate commands; one East of Nepal and another West of Nepal. Similarly for Pakistan, a separate command for J&amp;K is on the cards, while a separate one for the international border South of Jammu. While the Army and the Air Force have seven commands each, the Navy has three commands. It's felt that reducing the commands and making them function under one umbrella with representation from all three forces -- depending on the region and threat assessment -- will make the military more effective. China and the US function under this model, and there have been suggestions that the Indian military follows a similar tri-service command system. According to some of the recommendations, the commands can be reduced from existing 19 to 9 with a tri-service mix. This will also include the strategic forces command, cyber command and Special Operations Command. The Air Force will be the lead agency for <keyword id="2741154" type="COMPANY" weightage="20" keywordseo="Air-Defence-Command">Air Defence Command</keyword> that has already been announced. General Rawat said that March 31 the study will be completed and the report should be ready by April 10. The implementation order for the air defence command is expected by year end, General Rawat said. He also said joint training, and uniformity in procurement procedures will be a key priority.

<ul><li>The Indian army has revised its policy for the purchase of four wheelers from the Canteen Stores Department (CSD) which sets vehicle purchasing limit at ₹12 lakh for officers. </li><li><keyword id="3969981" type="PERSON" weightage="20" keywordseo="General-Bipin-Rawat">General Bipin Rawat</keyword>, attributed the decision to budgetary constraints and step to bring parity among Commissioned Officers, Junior Commissioned Officers (JCOs) and other ranks (ORs). </li><li>The new ceiling has also set the engine limit for officers at 2500 CC and for JCOs and other ranks at 1400 CC. </li></ul>Indian army Junior Commissioned officers and other rank jawans are set to gain from the new policy of the Indian army on the purchase of four wheelers from Canteen Stores Department (CSD). Earlier there was no limit on the purchase of four wheelers from the CSD canteens, but the new rules have set a limit due to which expenditure on cars more than ₹12 lakh, excluding GST is no more permissible for the officers. The new expenditure limit for Junior Commissioned Officers (JCO) and jawans of other ranks ₹6.5 lakh including GST. Speaking at a seminar of retiring officers, on June 27 the Army Chief General Bipin Rawat said that the policy changes are going to bring parity in the opportunities to use the CSD facility to buy four wheelers among officers and not just officers, <a href="https://economictimes.indiatimes.com/news/defence/price-ceiling-on-the-purchase-of-four-wheelers-from-csd-due-to-budgetary-constraint-army-chief/articleshow/69968031.cms">reported the Economic Times</a>. Explaining the reason for the policy changes, General Rawat said that the Parliament sanctions a fixed amount for CSD under miscellaneous heads for buying essential items to be provided to the army personnel including four wheelers, and high value car purchases by officers leaves less opportunities for JCOs and other ranks. The policy has also made changes in the frequency of the purchases. Officers can now buy two cars in eight years which was four years before the order was issued. “Earlier they could buy any top vehicle model they wanted. Now, they can’t. And the frequency of buying still remains the same for them, except for the gap between two vehicle purchases,” said an official. The official also said that the decision on placing a price ceiling was taken in view of the ‘larger picture’. The government provides 50% GST rebate on all CSD items once price negotiations are complete which provides the army personnel with cash saving benefits. “The chief had also said that if someone has the capability to buy a luxury car, then he can do it from the civil market,” another official said.

Counter insurgency specialist Well known as a counter insurgency specialist in the Army, Naravane, in his 37 years of service has served in many Command and Staff appointments, in Jammu &amp; Kashmir and Northeast. He was also a part of the Indian Peace Keeping Force (IPFK) in Sri Lanka. Naravane’s shift to the Eastern Army came at a crucial time when insurgents were <a href="https://www.theweek.in/news/india/2018/10/01/naravane-takes-charge-of-eastern-command-as-army-faces-credibility-crisis.html">reportedly</a> regrouping in neighbouring Myanmar. He was given the charge probably because Naravane was the Inspector General of Assam Rifles (North) in Nagaland --- which looks after the Indo-Myanmar border. He had also commanded the eastern brigade of the infantry. Naravane commanding the Eastern Command became more significant because he commanded the Strikes Corps of the Indian Army and was the <keyword id="32733" type="PERSON" weightage="20" keywordseo="Indian-Defence">Indian Defence</keyword> Attache in Myanmar. He was the General Officer Commanding-in-Chief of the Army <keyword id="695871" type="ORGANIZATION" weightage="20" keywordseo="Training-Command">Training Command</keyword> prior to heading the Eastern Command. The General has served as an instructor at the Army War College, Mhow. The army is reportedly finalizing the project and approached the Defence Ministry for approval. Army headquarters have already approved the plan. "The Indian Army has carried out successful test of the new integrated battle group concept which will be a battle formation with heavy firepower including armoured, infantry and all other war fighting capabilities. We are going to raise three of these formations by October this year," the Army said as per <a href="https://www.indiatoday.in/india/story/indian-army-to-raise-3-battle-formations-along-pakistan-border-by-october-1551896-2019-06-19">reports</a>. In a first, three integrated battle groups are going to be raised along the borders of Pakistan. The plan will further be extended to the <keyword id="152408" type="ORGANIZATION" weightage="20" keywordseo="McMahon-line">McMahon Line</keyword> as well. Swift mobilisation The integrated battle groups will aid swifter troop and equipment mobilization into the enemy territory. It could be done at a short notice -- even before the enemy gets ready to tackle the thrust. The IBG’s are a part of Army Chief General <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword>’s initiatives to reorganise and right-size the operational structure. General Rawat first talked about the grievances issue on Friday, after a jawan, <keyword id="4058398" type="UNKNOWN" weightage="20" keywordseo="Lance-Naik-Yagya-Pratap-Singh">Lance Naik Yagya Pratap Singh</keyword>, posted a video on social media criticising the use of soldiers as 'sahayaks' or 'buddy'.

The Army says officers get '<a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">sahayak</a>s' for upkeep of their uniforms and weapons, as well as to act as their radio operators and "buddies" during combat operations. But using social media to air grievances isn't ideal, Rawat said. It can be a "<a href="http://www.businessinsider.in/searchresult.cms?query=indian+army&amp;sortorder=effectivedate">two-sided" weapon</a> which can be used favourably but also has "a detrimental effect", he said. The Army already has an "excellent" grievances redressal system that will now be topped by his "suggestions-cum-grievances" boxes, said the new Army chief. 
 
The Army chief said anyone, irrespective of rank or service, can use this mechanism to write directly to him. Assuring full confidentiality, he said the name of the soldier concerned will be deleted before any action is taken.
