Centre proposes ₹26,000 crore for road projects in Bihar

The <keyword id="19987636" type="General" weightage="20" keywordseo="Bihar-government" source="keywords">Bihar government</keyword> is making serious efforts to give a fillip to <keyword id="23049947" type="General" weightage="20" keywordseo="small-scale-and-medium-enterprises" source="Orion">small-scale and medium enterprises</keyword> which would play a crucial role in the overall <keyword id="352701" type="General" weightage="20" keywordseo="economic-development" source="Orion">economic development</keyword> of the state, a top official of the Industries department said. Around Rs 2,900 crore have been disbursed to nearly 74,540 beneficiaries under two schemes, one of which was launched only last year, for promoting Micro, Small and Medium Enterprises ( <keyword id="19910977" type="General" weightage="100" keywordseo="MSMEs" source="keywords">MSMEs</keyword>) in the state, the official said. <keyword id="19903647" type="General" weightage="20" keywordseo="bihar" source="keywords">Bihar</keyword> has a strong MSME base. To promote innovation ecosystem and unlock the enormous entrepreneurial potential of the state, the Mukhya Mantri Udyami Yojana (MMUY) and <keyword id="23049946" type="General" weightage="20" keywordseo="Bihar-Laghu-Udyami-Yojana" source="keywords">Bihar Laghu Udyami Yojana</keyword> (BLUY) were launched in 2018 and 2023 respectively focusing on promotion of MSMEs in the state. "A total of Rs 2,697 crore was disbursed to 34,441 beneficiaries from 2018 till now under MMUY. Similarly, till date Rs 200 crore of the first instalment has been disbursed to 40,099 beneficiaries under BLUY", Secretary, Department of Industries, Bandana Preyashi told PTI. On the one hand, Bihar is getting big ticket investments for major manufacturing units and on the other hand, the state government is also enabling an ecosystem where the MSMEs can thrive on the ground level for the benefit of the rural economy, Preyashi said. The Bihar Laghu Udyami Yojana aims to provide job opportunities to at least one member of poor families whose monthly income is less than Rs 6,000 a month, she said. The state government is providing Rs 2 lakh to each beneficiary in three instalments to set up and run micro and small industrial and processing units, Preyashi said. The government's objective is promotion of MSMEs through awareness, training and handholding support, the Industries secretary said. The state government is encouraging entrepreneurs and investors through the provision of a safe and sound work environment and basic infrastructural facilities which include land, roads, electricity, and water availability, she said. The Industries secretary further said, "With new policies of the state government, Bihar is witnessing significant investment promotion activities, reinforcing its position as an emerging business and industrial hub in the country. During the Bihar Business Connect 2023, 278 companies signed MoUs, committing to investments totalling Rs 50,530 crore." the secretary said. The state government has implemented the Bihar Industrial Investment Promotion Policy (BIPP), Bihar Logistics Policy 2023, Ethanol Production Incentive Policy 2021 and Textile and Leather Policy 2022 to promote industrial growth and investment in the state. "Under these policies, stage-1 clearance was given to 481 applications, with a proposed investment amount of Rs 4,512.85 crore. A total of 175 units were given clearance for financial incentives with an investment of Rs 2,195.10 crore, an all-time high, since the inception of the state investment promotion policies," she said. In 2023-24, 255 startups were recognized in the state and a total of Rs 11.92 crore has been disbursed as seed funding to these startups. From April 2023 to January 2024, Bihar Industrial Area Development Authority (BIADA) allotted plots/sheds to 427 units having a total investment size of Rs 6,145 crore covering 492 acres of land and also creating 35,224 employment in the state, said the secretary. "Infrastructure development in industrial areas was given top priority. Funds of Rs 409.33 crore were approved under Part I and Rs 212.68 crore for construction of unity mall under special assistance to states in 2023-24. In the current financial year of 2024-25,149 units have been granted stage I clearance for a proposed investment amount in Rs 3,950.48 crore in Bihar State Investment Promotion Board", she said. At present, Bihar's proposal to establish a multi-sector Special Economic Zone (SEZ) in Nawanagar and Kumarbagh has been approved by the Government of India. "Authorities concerned are also working on the establishment of Export Promotion Councils (EPCs) in Bihar that will help Bihari Exporters to expand their businesses to international markets", said the secretary. Bihar Chief Minister <keyword id="19907431" type="General" weightage="20" keywordseo="nitish-kumar" source="keywords">Nitish Kumar</keyword> on August 3 this year laid the foundation stone for Rs 1,600 crore cement grinding unit of Ambuja Concrete North Private Limited, a subsidiary of Adani group's Ambuja Cements, in Warisaliganj block in Nawada district. This is considered the largest investment in the state by a cement industry player. "The project is expected to create 250 direct jobs and 1,000 indirect jobs on the site. The project will meet the growing infrastructure needs of Bihar. Adani Group has decided to invest additional Rs 5,500 crore in Bihar in various sectors, including cement manufacturing (in Muzaffarpur), logistics (near Patna) and projects related to agro-industry in Araria, Kishanganj and Begusarai. A total of 40,000 employment will be generated by these investments", said the statement issued by the CMO after the conclusion of the event on August 4.

Bihar government disburses Rs 2,900 crore to 74,540 beneficiaries for promoting MSMEs: Official

In her Budget speech in Parliament, Nirmala Sitharaman said, "On the Amritsar-Kolkata industrial corridor we will support the development of an industrial nod at Gaya in Bihar. We will also support the construction of road connectivity projects namely Patna-Purnia Expressway, Buxar-Bagalpur Expressway, Bodhgaya-Rajgir-Vaishali-Darbanga and an additional two-lane bridge over river Ganga at Buxar at a total cost of Rs 26,000 cr." The Finance Minister said that new airports, medical colleges and sports infrastructure in Bihar will be constructed. An additional allocation to support capital investments will be provided, she said. She emphasised that the requests of the Bihar government for external assistance from multi-lateral development banks will be expedited. The FM also announce an allocation of Rs 11500 crore or flood control measures in Bihar. Funds have also been provided for developing the Temple corridors in the iconic temples in NIhar. The Kashi Model will be implemented in Bodh Gaya. Special funds have also been provided for the Rajgir Jain Temple site. Andhra Pradesh also benefited from the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union Budget</keyword> 2024-25 as the Finance Minister announced special financial support to the state, recognising the state's need for capital. "Andhra Pradesh Reorganisation Act- Our govt has made efforts to fulfil the commitments in the Andhra Pradesh Reorganisation Act. Recognising the state's need for capital, we will facilitate special financial support through multilateral agencies," Sitharaman said. "In the current FY, Rs 15,000 crore will be arranged with additional amounts in future years," she added. Union Budget 2024-25: FM Sitharaman unveils big sops for Bihar, Andhra Pradesh

For Kumar, who has maintained a deafening silence over the turmoil in the 'Mahagathbandhan', ignoring pleas from allies RJD, Congress and the Left to clear the confusion, it was business as usual. The longest-serving CM began the day by flagging off a number of new fire brigade engines at the city's veterinary college ground, which saw him address a mammoth party rally earlier this week. He followed it up with a visit to Buxar, for inauguration of a beautification project of a renowned temple, a project of the tourism department that is held by his deputy <keyword id="19916246" type="General" weightage="20" keywordseo="tejashwi-yadav" source="keywords">Tejashwi Yadav</keyword>, who remained conspicuous by his absence. The attendees included senior BJP leader and Union minister Ashwini Kumar Choubey, who is the local MP. Choubey declined to comment on the ongoing upheaval. All eyes on Nitish as political storm brews in Bihar

The <keyword id="499463" type="General" weightage="20" keywordseo="Union-Ministry-of-Road-Transport-and-Highways" source="Orion">Union Ministry of Road Transport and Highways</keyword> (<keyword id="375113" type="General" weightage="20" keywordseo="morth" source="Orion">MoRTH</keyword>) is all set to roll out a new ₹7,270 crore <keyword id="12179033" type="General" weightage="20" keywordseo="State-Support-Programme" source="Orion">State Support Programme</keyword> for Strengthening <keyword id="87280" type="General" weightage="20" keywordseo="Road-Safety" source="Orion">Road Safety</keyword> to help realise the vision of 'Zero road fatalities on Indian roads.' The centrally-sponsored six-year programme will be implemented in 14 states that are now contributing to 85 per cent of the total road fatalities in the country. While MoRTH will lend a budgetary support of Rs 3,635 crore, an amount of Rs 1,818 crore will be secured as loan each from the World Bank and the <keyword id="50190" type="General" weightage="20" keywordseo="Asian-Development-Bank" source="Orion">Asian Development Bank</keyword>. Of the total cost, Rs 6,725 crore will be disbursed to the 14 states based on their performance while MoRTH will use Rs 545 crore for capacity building activities. The scheme will incentivise state governments to drive road safety interventions at the grassroots level with the main objective of curbing road accidents and achieving a reduction in fatalities, the MoRTH said in a concept note circulated to the target states. The target states under the scheme are Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana and Assam. "This is an output and outcome-driven scheme wherein the performance of the states will be assessed on 11 mandatory and three elective indicators (road safety interventions). The grants will be distributed to the states based on the Key Performance Indicators," top official sources told PTI. The preliminary project report prepared by MoRTH says the Motor Vehicle Amendment Act (2019) was brought in as an important intervention to achieve the fatality reduction target. "To leverage the strengthened law, it is necessary to have focused interventions in the related areas of road safety like road engineering, enforcement, road safety advocacy and media campaigns and efficient emergency response systems. The states need to be supported to act on result-oriented strategies. Hence the new scheme," the sources said. India reported about 1.51 lakh road deaths in 4.49 lakh accidents in the year 2019. Of the total deaths, the 14 identified states accounted for 1,27,379. The number of fatalities remained consistent over the last five years. In 2020, 1.32 lakh road deaths were recorded across the country, with the Covid-19-induced lockdown resulting in the reduction in number. The new scheme targets to reduce the fatality rate by 30 per cent by March 2027. Cyclists, two and three-wheeler riders and pedestrians have been identified as 'vulnerable road users' who comprised about 54 per cent of road traffic deaths in India. Under the new scheme, performance-based indicators have been proposed with the aim of reducing the impact of road accidents on these vulnerable users. An Integrated Road Accident Database (IRAD) will be rolled out in all states by 2022-23 and applied for identifying and rectifying all black spots on state highways and major district roads. Road safety audit will be made mandatory on state highways and urban roads by the end of the scheme period. From 2022-23, MoRTH will launch a 'Challenge Round' every year to provide incentives to states on additional road safety interventions and also to promote competition among states. "The grant of Rs 7,270 crore will only meet partial fund requirement for the scheme. States are expected to make their own budgetary allocations and also implement projects in Public-Private Partnership mode," MoRTH told the states. Independent Verification Agencies will scrutinise the states' achievements, based on which the Central grant will be released. Some of the other major interventions mooted under the scheme are: Installation of speed management devices on urban roads in cities with a population of over four lakh, state highways and national highways for increased enforcement, a unique number for reporting accidents, development of dedicated lanes for two-wheelers on state highways and urban roads and identification of priority corridors. State Education Boards will be required to introduce a chapter on road safety for classes 6-9 in 2022-23 and up to class-12 the next year on. Deployment of Advance Traffic Management System, campaigns on vehicle safety and driver training, establishment of a Command and Control (Data) Centre for ambulances, establishment of automated vehicle fitness centres are some of the other initiatives planned under the scheme. Union Ministry of Road Transport and Highways to roll out ₹7,270 crore support programme for 14 states

New Delhi, Jan 23 () Terming delays in highway projects as "unacceptable", Road Transport and Highways Minister Nitin Gadkari on Thursday asked officials and developers to strictly adhere to project schedules.
 Gadkari also launched online web portal 'GATI' on the pattern of 'PRAGATI', the portal used by the Prime Ministers' Officer for monitoring projects.
 "Delays in projects are unacceptable. Adhere strictly to project schedules," Gadkari told officials and developers, while reviewing Rs 3-lakh crore projects, including delayed ones.
 Any inter-ministerial issue holding up a project may be brought to the notice of the ministry for intervention to expedite resolution, Gadkari said.
 Projects from southern and central zones, including Tamil Nadu, Kerala, Karnataka, Andhra Pradesh, Puducherry, Telangana, Gujarat, Chhattisgarh, Rajasthan and Madhya Pradesh, were on review on Thursday.
 A total of 500 highway projects worth Rs 3 lakh crore are being taken up for review on Thursday and Friday with a view to fast-track them.
 Gadkari, along with Minister of State for Road Transport and Highways V K Singh, launched online web portal 'GATI', which has been created by the National Highways Authority of India (NHAI) on the lines of PRAGATI.
 An official said "Gadkari will also personally monitor the projects".
 The portal 'GATI' can be accessed from NHAI's website, and contractors and concessionaires can raise any project-related issues on the platform, according to a statement by the Ministry of Road Transport and Highways.
 "The issue will immediately come to the notice of everyone...HQ NHAI including top management, and immediate action will be taken by the concerned officer duly updating on the portal," it said.
 The issues raised on 'GATI' will be daily monitored by a team of NHAI officers and will be constantly reviewed by the senior officers of the National Highways Authority of India (NHAI) and the Ministry of Road Transport and Highways, the statement said.
 This will bring transparency and speed up the decision making in highway construction, it added.
 All developers, contractors and officers of NHAI are linked to the portal and it will help sharing of all project-related information for speedy implementation.
 The projects from northeastern states, Maharashtra, Uttarakhand, Punjab, Jammu &amp; Kashmir, Ladakh, Haryana, Bihar, Odisha, Jharkhand, West Bengal and Uttar Pradesh will be reviewed Friday.
 The issues related to projects in northeastern states and under National Highways and Infrastructure Development Corporation Ltd have already been reviewed in a separate meeting held on January 7. NAM HRS

Delays in projects unacceptable, adhere strictly to project schedules: Gadkari to officials

New Delhi, Jan 22 () Road Transport and Highways Minister Nitin Gadkari will review road projects worth Rs 3 lakh crore on Thursday and Friday with a view to fast track highway projects, the government said.
 The meeting will serve as an important platform for ironing out issues and exploring ways forward for pending projects and help in expediting their implementation.
 "The progress of about 500 projects, especially struck/delay projects, will be taken up during the meeting. These projects involve a cost of about Rs 3 lakh crore," Ministry of Road Transport and Highways said in a statement on Wednesday.
 Minister of State for Road Transport and Highways VK Singh will also attend the meeting. Besides, various stakeholders, including about 600 developers, bankers and officials from various wings, including the National Highways Authority of India (NHAI), will also be present.
 The meeting will be held at Manesar, Gurugram.
 On Thursday, projects in South Zone (Tamil Nadu, Kerala, Andhra Pradesh, Telengana, Pondicherry, Karnataka) and Central Zone (Chhattisgarh, Rajasthan, Madhya Pradesh and Gujarat) will be reviewed, the statement said.
 Projects in Haryana, Odisha, Uttar Pradesh, Bihar, Jharkhand and West Bengal will be taken up on Friday.
 Projects in Punjab, Jammu &amp; Kashmir, Ladakh, Uttarakhand, Maharashtra and Goa will be taken up afterwards.
 The issues related to projects in North-Eastern States and under National Highways and Infrastructure Development Corporation Ltd (NHIDCL) have already been reviewed in a separate meeting held on January 7. NAM RVK

Gadkari to review highway projects worth Rs 3 lakh cr

The vessels will be used to transport goods. The government is in the final stages of finalising the vessel. The vessels will be able to operate in shallow waters, without polluting them, since they run on cleaner fuels and the latest technologies. A senior official stated that these vessels will be able to operate in shallow waters of 2-3 meters which will decrease the load on road and rail transport. “These vessels will be 45 meters wide and will be able to carry 2000 tonnes of goods which can be translated to 140 truckloads,” an official <a href="https://www.indiatoday.in/mail-today/story/government-nearly-done-finalising-india-s-first-marine-vessel-to-transport-goods-1223812-2018-05-01">report</a> stated. This will not only decongest the highways but also save fuel and reduce air pollution. Water taxis are also being planned for the Yamuna, which currently doesn’t allow passenger boats to be used due to excess silt deposits. This will decongest the National Capital Region, which is the need of the hour after most of the experiments to do so have failed. Moreover, they can be manufactured in India as part of the make in India initiative. The designs are being drafted by a German firm. They will be finalised by next month. The project will involve the deployment of a fairway to enable commercial navigation of at least 1500 tonne capacity on the Ganga. The project covers the river between UP and West Bengal, covering Bihar and Jharkhand on the way. The trial run of the two Cargo vessels from Varanasi on National Waterway-1 (NW-1) was flagged off by Nitin Gadkari in August 2016. The Cabinet Committee of Economic Affairs, headed by the Prime Minister Narendra Modi, had green lit the implementation of the <keyword id="2818636" type="PERSON" weightage="20" keywordseo="Jal-Marg-Vikas-project">Jal Marg Vikas Project</keyword> (JMVP) for capacity augmentation on 1380 km Haldia-Varanasi stretch of NW-1 at a budget of Rs 53.73 billion with assistance from the World Bank. The project will be completed by the year 2023 and is expected to generate employment on a large scale. The project will primarily result in infrastructural development in multimodal and intermodal terminals, Roll-On-Roll-Off (Ro-Ro) facilities, ferry services, navigational aids and goods transport services. This will directly impact the socio-economic development in major cities and firms around its operational area.

Led by the most populous Uttar <keyword id="83308" type="COMPANY" weightage="20" keywordseo="Pradesh">Pradesh</keyword> and the largest <keyword id="6355588" type="ORGANIZATION" weightage="20" keywordseo="Rajasthan">Rajasthan</keyword>, the gross fiscal deficits of all the states skyrocketed to Rs 4,93,360 crore in fiscal 2016 from Rs 18,790 crore in FY1991, according to the latest RBI data, according to PTI news report. According to the second edition of RBI's statistical publication titled 'Handbook of Statistics on States 2016-17', which was released today, the gap is projected to improve to Rs 4,49,520 crore as per the budgestimates of the states for fiscal 2017. Uttar Pradesh had a fiscal deficit of a paltry Rs 3,070 crore in FY91, which zoomed to Rs 64,320 crore in FY16 and is projected to improve to Rs 49,960 crore in FY17. According to the 16-year data, Rajasthan, which had a gross fiscal deficit of Rs 540 crore in FY91, saw it soaring to Rs 67,350 crore in FY16 and is projected to decline to Rs 40,530 crore in FY17. Maharashtra, one of the most urbanised and industrialised states, had a gap of Rs 1,020 crore in FY91 but the same jumped to Rs 37,950 crore in FY16 which is projected to improve to Rs 35,030 crore in FY17. On the other hand, <keyword id="6354766" type="COMPANY" weightage="20" keywordseo="Gujarat">Gujarat</keyword>, which had seen rapid industrialisation during the period of data analysis, had only Rs 1,800 crore in fiscal deficit in FY91 but the same had jumped to Rs 22,170 crore in FY16 and is projected to further deteriorate in FY17 to Rs 24,610 crore. In fact from FY01, there was not a single year when the western state had shown improvements in its macro numbers. In FY01 its fiscal gap stood at Rs 7,990 crore which almost doubled to Rs 15,150 crore in FY10 and further to Rs 18,320 crore in FY15. Another state projected to have higher deficit in FY17 is <keyword id="37102" type="COMPANY" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> at Rs 20,500 crore, which was Rs 17,000 crore in FY16 and a paltry Rs 970 crore in FY91. Similarly, Tamil Nadu, a state known for state freebies, is also projected to have a higher deficit at Rs 40,530 crore in FY17, up from Rs 32,320 crore a year ago and Rs 1,130 crore in FY91. Again, <keyword id="6354780" type="ENTERTAINMENT" weightage="20" keywordseo="Karnataka">Karnataka</keyword>, which had good finances in the past, is also estimated to post higher deficit in FY17 at Rs 25,660 crore, up from Rs 20,560 a year ago and Rs 560 crore in FY91. Similar is the case with Kerala, which is also slated to have higher deficit at Rs 23,140 crore in FY17 from Rs 17,720 crore in FY16 and a healthy Rs 800 crore in FY91. Reflecting its improved finances on the back of rising investments following better law and order situation, <keyword id="30033" type="COMPANY" weightage="20" keywordseo="Bihar">Bihar</keyword> is slated to improve its finances with fiscal deficit of Rs 16,010 crore in FY17 against Rs 28,510 crore in FY16. The state which had for long been the badland of the nation had Rs 15,90 crore deficit in FY91. <keyword id="6357783" type="CITY" weightage="20" keywordseo="West-Bengal">West Bengal</keyword>, despite having high debt levels, has been improving its finances with its fiscal deficit projected to improve to Rs 19,360 crore in FY17 from Rs 25,180 crore a year ago and a healthy Rs 1,630 crore in FY91. The publication follows the 'one-indicator-one table' approach and covers all sub-national statistics on socio- demographics, state domestic product, agriculture, industry, infrastructure, banking and fiscal indicators across the states over a period ranging from 1950-51 to 2016-17. It also offers data on state-wise availability of power, per capita availability of power, installed capacity of power, and power requirement, length of national highways, roads and state highways, and railheads.

States' fiscal deficit soars to Rs 4.93 trillion in FY16

 Instead, he is looking at <keyword id="101730" type="COMPANY" weightage="20" keywordseo="Bihar-CM-Nitish-Kumar">Bihar CM Nitish Kumar</keyword>. 
 
Tejashwi, who holds important portfolios such as road construction, building construction and Backward/Extremely Backward Classes welfare department, spends his time in his ministry office. 
 
He wants to put across a message that he is a leader and loves to wear a blue or black jacket, white kurta and white pyjama, besides slip-in shoes. 
 
People close to him say that Tejashwi does his homework well before holding meetings. 
 
The deputy chief minister will soon meet road transport and highways minister Nitin Gadkari for highways projects in Bihar. "I earnestly seek your valued and whole-hearted support for integrated development of road network in Bihar," Tejashwi recently wrote in a letter to Gadkari.

Roads and highways sector, which is one of the focus areas of PM Narendra Modi government, received an allocation of Rs 42,913 crore in the 2015-16 Union Budget. 
 In <keyword id="2783177" type="UNKNOWN" weightage="20" keywordseo="Budget-2016">Budget 2016</keyword>, the ministry is now eyeing an outlay of Rs 85,000 crore, double of what it got in last fiscal. 
 
The ministry wants to add at least 30 kilometres of roads every day and is also looking to fast-track highways project. 
 
“Out of the allocation for the current fiscal, the ministry has already utilised about 80 per cent of the allocated funds and the rest is likely to be used up by March 31,” a Road Ministry official told PTI. 
 
Meanwhile, the Nitin Gadkari-led road ministry has also sought Rs 500 crore allocation for the automated driving licence project. 
 
According to Gadkari, not just 30 per cent of driving licences in the country are "bogus", but shortage of drivers in India is at 22 per cent. 
 
The ministry also wants Rs 250 crore for implementation of cashless insurance for road accident victims, besides Rs 50 crore for research and development. 
 
The government also has plans to build several green expressways, in addition to the existing expressways, including the Delhi-Dehradun stretch. 
 
Also, a 1,000-km highway at a cost of Rs 11,000 crore to link Chardham and a 1,000-km highway project to connect the Buddha Circuit in Uttar Pradesh and Bihar are in the works. At the same time, the government is working on speeding up the road building pace, which is 18 km a day at present, to 30 km by March.

 Once known as a backward state, <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword> has made a strong bid for a mention on the world's infotech map as <keyword id="5269" type="POSITION" weightage="40" keywordseo="Chief-Minister">chief minister</keyword> <keyword id="6358190" type="PERSON" weightage="40" keywordseo="Nitish-Kumar">Nitish Kumar</keyword> unveiled the 20km <keyword id="6403839" type="UNKNOWN" weightage="100" keywordseo="Free-Wi-Fi">free Wi-Fi</keyword> zone, the longest across the globe, at a function christened e-Bihar summit in Patna on Wednesday. Kumar also unveiled a 'city surveillance and dial 100' scheme under which at least 100 CCTV cameras installed in different localities of the state capital became operational. A state data centre has also been opened for storing of the 'data' collected by these cameras. 
 
Speaking on the occasion, CM Kumar announced an IT City would be developed on a 200-acre plot at Rajgir. He also said the government has in principle approved an infotech building on a plot of one lakh sq ft and another on a plot of 5 lakh sq ft in Patna. Besides, an infotech park is coming up on the outskirts of the city. 
 Kumar asked the information technology department officials to hold roadshows in select cities across the country to <keyword id="54921" type="ENTERTAINMENT" weightage="40" keywordseo="spread">spread</keyword> awareness about the progress made by Bihar in the field of information technology. "Our state should now be the IT industry's fave destination," he said. 
 The state's free <keyword id="47655" type="TECHNOLOGY" weightage="100" keywordseo="Wi-Fi">Wi-Fi</keyword> zone is the longest in the world since China's 3.5km zone was treated as the longest so far. The 'city surveillance and dial 100' project is first of its kind in the country as it integrates the surveillance of the city, vehicle tracking and dial 100 control centre schemes. An automated number plate recognition system has been installed on 11 roads, which will automatically note the registration number of the vehicles entering and exiting the city. "It was with this surveillance system's help that the Patna police rescued the son of a city-based trader from Ara within 24 hours of his kidnapping recently," CM Kumar said. 
 IT minister Shahid Ali Khan said free Wi-Fi facility would be provided at all the tourist spots in the state. Principal secretary (IT) N K Sinha said Bihar might be a late entrant to this sector but "we are on the cusp of IT revolution". <keyword id="6372077" type="CITY" weightage="40" keywordseo="Nasscom">Nasscom</keyword> president R Chandrashekhar and Beltron MD Atul Sinha were among those who also spoke at the e-Bihar event.

World's Longest Free Wi-Fi Zone In Patna, India

Yet again, it is playing the development plank and <keyword id="6354814" type="UNKNOWN" weightage="20" keywordseo="prime-minister-Narendra-Modi">Prime Minister Narendra Modi</keyword> has set short goals for its ministries to achieve them in the state and complete crucial projects. 
 
Unlike Bihar strategy, for UP the BJP will have short term goals that can major impact on the ground. Modi has asked ministries to make a list of plans that can be completed by the end of December. 
 
"The party and the government have asked the ministries on the status of projects currently going on in the state of Uttar Pradesh by August 15. The ministries will also have to share a list of projects that can be completed by the end of the current calendar year. The non-infrastructure ministries can be exempted but the infrastructure ministries will have to come up with a list of doable projects," a government official aware of the development told ET. 
 
For instance, the aviation ministry will upgrade seven airports and make them operational under the regional connectivity scheme. 
 
Also, Road Transport and Highways Minister Nitin Gadkari held meetings with field officials and engineers of the National Highways Authority of India in Uttar Pradesh. 
 
But, all the plans can hit a roadblock as to upgrade several state highways to national highways, the Centre needs No-Objection Certificates (NOCs) from the Akhilesh Yadav-led Samajwadi Party government. 
 
Uttar Pradesh currently has 31 ongoing major national highway projects being constructed at a cost of Rs 19,400 crore. The total length of these projects is 2,156 km. The ministry is looking at early completion of these highways.
