Sixteen per cent of the <keyword id="6370132" type="UNKNOWN" weightage="20" keywordseo="candidates">candidates</keyword> contesting in the first phase of Assam assembly elections have declared criminal cases against themselves, according to a report by poll rights group <keyword id="404563" type="ORGANIZATION" weightage="20" keywordseo="Association-for-Democratic-Reforms">Association for Democratic Reforms</keyword> (ADR). The <keyword id="602518" type="PERSON" weightage="20" keywordseo="Assam-Election-Watch">Assam Election Watch</keyword> and ADR have analysed the sworn affidavits of 259 out of the 264 candidates in the first phase. Out of 259 candidates analysed, 41 (16 per cent) candidates have declared criminal cases against themselves and 34 (13 per cent) have declared serious criminal cases against themselves, the ADR said. The report said out of 259 candidates, 101 (39 per cent) are crorepatis. Giving educational background, the report said 97 (37 per cent) candidates have declared their educational qualifications to be between 5th and 12th standard, while 157 (61 per cent) candidates have declared having an educational qualification of graduate or above. Four candidates are diploma holders and one candidate is just literate. The report said 67 (26 per cent) candidates have declared their age to be between 25 and 40 years, while 153 (59 per cent) candidates have declared their age to be between 41 and 60 years. "There are 38 (15 per cent) candidates who have declared their age to be between 61 and 70 years. One candidate has declared his age 85 years," the report said. Giving gender details of the candidates, the report said 25 (10 per cent) women candidates are contesting in the first phase. Among the major parties, 10 (23 per cent) out of 43 candidates analysed from the Congress, eight (20 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad, three (8 per cent) out of 39 candidates analysed from the BJP and one candidate each from the NCP, AGP and the SUCI(C) have declared criminal cases against themselves in their affidavits. Among the major parties, nine (21 per cent) out of 43 candidates analysed from the Congress, six (15 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad, three (8 per cent) out of 39 candidates analysed from the BJP and one candidate each from the NCP, AGP and the SUCI(C) have declared serious criminal cases against themselves in their affidavits. Serious criminal cases are non-bailable offences with over five years of imprisonment. Five candidates have declared cases related to crime against women. "Out of five candidates, one candidate has declared cases related to rape (IPC Section-376)," the report said. Two candidates have declared cases related to murder (IPC Section-302) against themselves and four candidates have declared cases related to attempt to murder (IPC Section-307) against themselves. "Three (6 per cent) out of 47 constituencies are Red alert constituencies. Red alert constituencies are those where three or more contesting candidates have declared criminal cases against themselves," the report said. "The directions of the Supreme Court have had no effect on the political parties in selection of candidates in Phase 1 of the Assam Assembly Elections 2021 as they have again followed their old practice of giving tickets to around 16 per cent candidates with criminal cases," the report said. Giving financial background of the candidates, the report said among the major parties nine (90 per cent) out of 10 candidates analysed from the AGP, 31(72 per cent) out of 43 candidates analysed from the Congress, 28 (72 per cent) out of 39 candidates analysed from the BJP and 15 (37 per cent) out of 41 candidates analysed from the Assam Jatiya Parishad have declared assets valued more than ₹1 crore. "The average of assets per candidate contesting in the Assam Assembly Elections 2021 Phase I is ₹1.84 crore," the report said. Elections to the 126-member Assam assembly will be held in three phases on March 27, April 1 and April 6. Around 16% candidates contesting in Phase-1 of Assam assembly polls have criminal backgrounds, says an NGO report

The <keyword id="40807" type="COMPANY" weightage="20" keywordseo="Election-Commission">Election Commission</keyword> is confident of holding the five <keyword id="6372725" type="UNKNOWN" weightage="20" keywordseo="assembly-polls">assembly polls</keyword> due early next year, including in <keyword id="6357713" type="COMPANY" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> and <keyword id="6354953" type="PERSON" weightage="20" keywordseo="punjab">Punjab</keyword>, on time as the poll panel has gained a lot of experience from the electoral exercise in Bihar, West Bengal and four other assemblies amid the coronavirus pandemic, Chief Election Commissioner Sushil Chandra has asserted. The terms of the legislative assemblies of Goa, Manipur, Punjab and Uttarakhand are coming to an end in March 2022, while the term of the Uttar Pradesh legislative assembly is scheduled to end in May. "That is the foremost duty of the Election Commission that we should hold the <keyword id="6355644" type="DEFINITION" weightage="20" keywordseo="elections">elections</keyword> and submit the list of the winning candidates (to the governor) before the term of the assembly expires," Chandra told In an interview. He was asked whether the poll panel will be able to hold the assembly polls due in five states on time due to Covid-19 as recently it has deferred some Lok Sabha and assembly bypolls due to the second wave of Covid-19. Some Rajya Sabha bypolls and biennial legislative council elections were also deferred due to the second wave of the pandemic. "As you are aware that the second wave of COVID-19 is also receding and the numbers (of infections) are quite less. We have done elections in Bihar during the pandemic, we have done elections in four states and one UT. We have experience... We have learned various experiences on how to hold polls during the pandemic also," he said. "I am very much sure that with the receding pandemic now, and I wish the pandemic is over soon, we will absolutely be in a position to hold elections next year which are scheduled in five states on time, as per the schedule," Chandra said. While Uttar Pradesh, Uttarakhand, Goa and Manipur have BJP-led governments, Punjab has a Congress government. Uttar Pradesh, the country's most populous state, has approximately 14.66 crore voters, while Punjab has over 2 crore electors, according to January 1, 2021 data of the Election Commission. Uttarakhand has 78.15 lakh voters while Manipur has 19.58 lakh and Goa has 11.45 lakh electors. The five states together have an estimated 17.84 crore voters. Ahead of the Bihar polls held last year, the EC had taken various steps to ensure a "Covid-free" election such as allowing people above 80 years of age and those suffering from COVID-19 to use postal ballot and reducing the number of voters per polling station from 1500 to 1000 to ensure distancing norms. The number of polling stations had increased by nearly 80,000 in the four states and one Union Territory due to the distancing norms as a lesser number of voters were allowed per polling station. The same principles were adopted in elections to West Bengal, <keyword id="6354915" type="PERSON" weightage="20" keywordseo="assam">Assam</keyword>, <keyword id="20154" type="PERSON" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword>, <keyword id="28504" type="LOCATION" weightage="20" keywordseo="Kerala">Kerala</keyword> and Puducherry. However, after it found that Covid safety norms were being flouted in West Bengal during campaigning, the Election Commission had banned roadshows and vehicle rallies in the state and capped the maximum permissible number of people at public meetings at 500. The decision was taken when the last few phases of polls in West Bengal were still to be held. The EC had said at that time that it was noting "with anguish" that many political parties and candidates were still not adhering to the prescribed safety norms during the public gatherings. The Commission had also banned victory processions during and after counting of votes. India's election commission is confident of holding five state polls in 2022 on time, even as the pandemic continues to spread

BJP is now leading on four of the twenty seats it contested in Tamil Nadu

Ruling Telangana Rashtra Samithi (<keyword id="43749" type="COMPANY" weightage="20" keywordseo="TRS">TRS</keyword>) has consolidated its position in the Nagarjuna Sagar Assembly constituency, the counting trend showed on Sunday. After 11 rounds of counting, <keyword id="11074436" type="UNKNOWN" weightage="20" keywordseo="nomula-bhagat">Nomula Bhagat</keyword> of the TRS was leading by 9,034 votes over his nearest rival K. Jana Reddy of the <keyword id="1571" type="COMPANY" weightage="20" keywordseo="Congress-party">Congress party</keyword>. The TRS candidate polled 38,924 votes while Jana Reddy secured 29,890 votes. Counting of votes polled in the April 17 bypoll began Sunday morning. The counting was taking place in two large halls, each with seven tables. About 400 officials were involved in counting and related activity. Officials expect the counting to be completed in 25 rounds. The constituency had witnessed 86.18 per cent polling on April 17 despite the Covid-19 surge. Out of the 2.20 lakh voters, 1.89 lakh had cast their votes. As many as 41 candidates, including three women, contested the bypoll, which was necessitated due to the death of sitting legislator Nomula <keyword id="240868" type="COMPANY" weightage="20" keywordseo="Narasimhaiah">Narasimhaiah</keyword> of the TRS. The ruling party fielded Narasimhaiah's son Nomula Bhagat, a debutant who took on veteran <keyword id="1575" type="COMPANY" weightage="20" keywordseo="Congress">Congress</keyword> leader and seven-time MLA Jana Reddy. In 2018, Nomula Narasimhaiah had won the seat by defeating Jana Reddy of the Congress by about 8,000 votes. Nomula polled 83,655 votes while Jana Reddy had garnered 75,884 votes. BJP's K. Niveditha Reddy had polled only 2,675 votes. The TRS had polled 46.34 per cent votes while the Congress secured 42.04 per cent vote and the BJP could get only 1.48 per cent votes. TRS candidate Nomula Bhagat is now leading by over 9,000 votes

Though West Bengal Chief Minister <keyword id="43868" type="PERSON" weightage="20" keywordseo="Mamata-Banerjee">Mamata Banerjee</keyword> is still trailing behind BJP's Suvendu Adhikari in Nandigram, the trends after the fourth round of counting show that the other <keyword id="43826" type="COMPANY" weightage="20" keywordseo="Trinamool-Congress">Trinamool Congress</keyword> heavyweights are leading in their respective Assembly constituencies. After the fourth round of counting, Banerjee is trailing behind her one-time aide Adhikari in Nandigram in East Midnapore district by a margin of 3,710 votes. As per the latest Election Commission data, Adhikari, who had jumped ship from the <keyword id="43867" type="COMPANY" weightage="20" keywordseo="Trinamool">Trinamool</keyword> to the BJP in December last year, has got 34,430 votes against Banerjee's 30,655. Banerjee, who had won the last two elections from the Bhowanipur Assembly constituency in <keyword id="6354925" type="LOCATION" weightage="20" keywordseo="kolkata">Kolkata</keyword>, left her seat this time and decided to contest from Nandigram. Adhikari, who was an important minister in Banerjee's cabinet before defecting to the BJP, had won from Nandigram in the 2016 elections on a Trinamool ticket. Though Banerjee is trailing, the Trinamool Congress is showing signs of cruising to a big victory with most of its major candidates leading in their respective seats. PWD Minister Arup Biswas is leading from the Tollygunge Assembly constituency over his BJP rival <keyword id="6721" type="PERSON" weightage="20" keywordseo="babul-Supriyo">Babul Supriyo</keyword> by a margin of nearly 8,000 votes. Education Minister Partha Chatterjee is also leading from the Behala West Constituency by a margin of nearly 5,000 votes. Similarly, Javed Ahmed Khan has taken a lead of more than 47,000 votes over his Left Front rival Shatarup Ghosh. Apart from that, Panchayat Minister Subrata Mukherjee is leading from the Ballygunge constituency, IT Minister Bratya Basu is leading from Dum Dum in North 24 Parganas, Urban Development Minister and former Mayor Firhad Hakim is leading from Kolkata Port constituency, Food Minister Jyotipriaya Mullick is leading from Habra, while Minister of State for Women and Child Health Shashi Panja in leading from the Jorasanko constituency in North Kolkata. Alternatively, Tourism Minister Goutam Deb is trailing from the Dabgram-Phulbari constituency in Jalpaiguri district, while Labour Minister Moloy Ghatak is trailing from the Asanasol South constituency in East Burdwan district. Minister of State for Fire Sujit Basu is also trailing from the Bidhananagar constituency. BJP's Nisith Pramanik is leading against Trinamool heavyweight Udyayan Guha from the Dinhata Assembly constituency in Cooch Behar district. Heavyweight BJP candidates like Swapan Dasgupta, Locket Chatterjee, Biashali Dalmia, Rahul Sinha, Babul Supriyo and Samik Bhattacharya are all trailing in their respective constituencies.
